Chapter II  Supportive Policies

Article V  Support for Newly Settled Construction Enterprises.

(b) new enterprises in the Torch Development Zone for the first time promoted to the construction of general contractors, the first level of qualification, you can apply for no more than three years of qualification enhancement awards , the amount of 600,000 yuan/year, 200,000 yuan/year;

(c) the new enterprises leased office space, according to the standard of 60 yuan per square meter of the building use area. The subsidy for leasing, self-construction or acquisition of the settlement site can be applied for according to the category of the highest, but shall not be enjoyed at the same time. The self-built or acquisition of subsidized sites shall not transfer the property rights of the house during the existence of the enterprise.

Article 6  Leading enterprises in the area of cultivation support. January 1, 2021 in the Torch Development Zone registered in the industrial and commercial registration of building construction enterprises (hereinafter collectively referred to as "existing enterprises in the area"), in the validity of this approach, to meet the following conditions, you can apply for qualification upgrading awards and operating Enhancement Award:

(a) apply for the year of the fiscal year, business income over the previous fiscal year to achieve positive growth in the area of enterprises, in the Torch Development Zone according to the law to complete the tax and into the unity, according to the year's business income growth of 100 million yuan each to apply for the standard of 300,000 yuan to apply for business enhancement awards, the amount of incentives are not capped.

(B) the first promotion for the construction of general contracting special, first-class, second-class qualification, respectively, in accordance with the 600,000 yuan / year, 200,000 yuan / year, 20,000 yuan / year, apply for no more than three years of qualification enhancement awards;

In the validity of these measures, the Torch Development Zone, the building construction enterprises in the region and outside of the construction project, to meet the following conditions, you can apply for quality engineering awards and fine management awards:

(a) engineering construction projects to obtain the "Luban Prize", the construction company can apply for 100,000 yuan that year, the quality of the project award;

(b) construction projects to obtain the "Luban Prize", construction companies can apply for 100,000 yuan of quality engineering awards;

(B) the construction project was named "provincial standardization site", the construction company can apply for 30,000 yuan of fine management award.  

Article VIII  Above the Settlement Business Contribution Award, Qualification Enhancement Award, Business Enhancement Award, Project Excellence Award and the Fine Management Award and other awards, the District Housing and Urban Renewal Authority at the end of the year, depending on the circumstances, to be given to the circular commendation.

Chapter III  Reward declaration

Article 9  Construction industry, high-quality development of financial incentives and subsidies for the declaration and review in accordance with the "business declaration - department acceptance and review - social publicity," the Program implementation. Various types of incentives and subsidies according to the annual declaration, the official application acceptance time for January 1 to March 31 each year. When applying for relevant rewards and subsidies every year, enterprises should submit the pre-application form to the Torch Development Zone URA before December 31 of the previous year, and submit the complete materials of relevant rewards declaration within the formal application acceptance time. Article 10   District Housing and Urban Renewal Authority on the acceptance of the declaration of materials for strict examination, and submitted to the District Director's Office for consideration, the results of the District Management Committee portal for publicity, publicity content, including the declaration of the name of the enterprise, declaration of the category, the amount of review and other circumstances, the publicity period of 15 days, no objections by the District Housing and Urban Renewal Authority submitted to the District Management Committee for approval.

Article 11  Taxation and economic departments in accordance with their duties in the tax registration, invoices, tax-related consulting, construction revenue statistics and other aspects of the provision of facilitation services.

 Article XII  Declaration materials:

(a) written application, declaration form, statement of commitment;

(b) business license, enterprise qualification certificates, safety production permit certificates, enterprise credit report, proof of business income, tax vouchers, vouchers into the statistical evidence;

(c) according to the award category Proof of business status, proof of qualification upgrading, proof of business upgrading, proof of engineering awards, and other supporting materials should be provided respectively;

(d) If you apply for site subsidies, you must provide the corresponding housing lease contract, proof of business premises, proof of property rights of the house, and design drawings, etc., in accordance with the category of subsidies.
