The Gulei Port Economic Development Zone in Zhangzhou, Fujian, is one of China’s seven major petrochemical industry bases, the only Taiwanese petrochemical industrial park on the mainland, and one of Fujian Province’s “two bases and one special zone” for the petrochemical industry. It is located in Zhangpu County, Zhangzhou City, at the southern tip of Fujian Province, on the eastern side of Dongshan Bay. It connects to the Yangtze River Delta to the north and the Guangdong-Hong Kong-Macao Greater Bay Area to the south, and lies across the strait from Taiwan.The development zone covers a total area of 278 square kilometers, comprising 130 square kilometers of land and 148 square kilometers of water (including 55 square kilometers of shallow coastal tidal flats).
The Gulei Port Economic Development Zone possesses the following characteristics and advantages:
Prime geographical location: Situated between the two Special Economic Zones of Xiamen and Shantou, and facing Taiwan across the strait, it is the mainland region closest to central and southern Taiwan, serving as a vital frontline platform for receiving the transfer of Taiwan’s petrochemical industry.
Strong industrial foundation: The development zone is home to numerous state-level enterprises, such as PetroChina and Sinopec, and ranks among the top ten Chinese chemical industry parks with the greatest potential.
Bright Development Prospects: The development zone has a planned total area of 278 square kilometers. Under its long-term plan (2026–2030), it aims to achieve an annual refining capacity of 50 million tons, an annual olefin production capacity of 5.8 million tons, and an annual aromatics production capacity of 5 million tons, with an industrial output value exceeding 687.2 billion yuan.
Strong Policy Support: As one of the seven national petrochemical industry bases designated by the state and the only Taiwanese petrochemical industrial park recognized by the National Development and Reform Commission, the Gulei Port Economic Development Zone benefits from a series of preferential policies and support measures provided by both the central and local governments.
