Park Overview
I. Historical Development
In November 1965, Ningde City established the Donghutang Overseas Chinese Farm to centrally resettle returning overseas Chinese; in December 1997, as part of the province-wide reform of the overseas Chinese farm system, the Mindong Overseas Chinese Economic Development Zone was officially established on the basis of the Donghutang Overseas Chinese Farm;In May 1999, with the approval of the provincial government, the Mindong Overseas Chinese Economic Development Zone was designated as a provincial-level economic development zone; in April 2006, Ningde City merged the Mindong Overseas Chinese Economic Development Zone with the Mindong Industrial Park to form the Fujian Dongqiao Economic Development Zone; in December 2012, it was upgraded to a national-level economic and technological development zone with the approval of the State Council.
II. Basic Information

  The Dongqiao Economic and Technological Development Zone is located in the central urban area of Ningde City, which serves as the seat of the Ningde Municipal Government. It covers an area of 40.7 square kilometers, currently comprising the central urban area (16.7 square kilometers) and the Northern New District (24 square kilometers). The zone administers 16 communities and has a permanent population of approximately 160,000.It has established a modern industrial system characterized by “one core, two wings, and diversified development,” with lithium-ion battery-based new energy as the core, intelligent equipment manufacturing and the health industry as the two wings, and the digital economy, headquarters economy, modern logistics, cultural and creative e-commerce, and other sectors developing in synergy.

  As Ningde’s only national-level economic and technological development zone, Dongqiao has successively earned prestigious national accolades such as the “China Human Settlements Exemplary Award” and the “National Water Conservancy Scenic Area.” It has been designated a National Green Industrial Park, included in the second batch of “Pilot Areas for the Integrated Development of Advanced Manufacturing and Modern Services,” and selected as part of the third batch of “Mass Entrepreneurship and Innovation Demonstration Bases.” Additionally, it has been chosen as a national pilot for environmental health management and among the first batch of national pilot projects for coordinated innovation in pollution reduction and carbon emission reduction.In 2024, it was also approved as a Fujian Provincial Carbon Peaking Pilot Park, a Provincial Digital Economy Core Industry Cluster, and one of the province’s first pilot zones for the reform linking planning environmental impact assessments with project environmental impact assessments.

In 2024, the total industrial output value of enterprises above designated size (on a comprehensive basis) exceeded 100 billion yuan; fixed-asset investment grew by 6.2%;fiscal revenue from two major sources each surpassed the 10 billion and 5 billion yuan thresholds, with growth rates ranking first in the city; total retail sales of consumer goods above the designated size and total actual utilization of foreign capital both ranked first in the city. In the latest comprehensive development assessment of national-level economic and technological development zones, it ranked 24th and 2nd in the province’s comprehensive development evaluation of development zones.
III. Characteristics of the Zone

  Dongqiao is a hub with convenient water and land transportation. It borders Wenzhou, Zhejiang to the north, Fuzhou, the provincial capital, to the south, and overlooks Taiwan across the world-class natural deep-water port of Sandu’ao to the east. The Shenhai Expressway, Wenzhou-Fuzhou Railway, and Qu-Ning Railway run through the district, with the Ningde High-Speed Railway Station and transportation hub located within the district. With two 50,000-ton general-purpose berth terminals in the vicinity, it serves as a vital hub connecting the Yangtze River Delta to the north and the Pearl River Delta to the south.

  Dongqiao is a hub for the lithium-ion battery industry. As the core area of the “China New Energy Battery Capital,” the district boasts a total lithium-ion battery production capacity of 130 GWh. It is home to the headquarters of world-class industry leaders such as Contemporary Amperex Technology Co., Ltd. (CATL) and Advanced Technology Limited (ATL), and has attracted over 60 enterprises across the upstream and downstream industrial chains, forming a complete full-industry-chain cluster.The district has launched China’s first “smart ultra-fast charging station integrating solar power, energy storage, charging, and inspection” and the nation’s first green logistics dedicated line for heavy-duty truck battery swapping on expressways. Through the expansion of new business models such as electric vessels, battery leasing, and battery swapping services, the industrial ecosystem is becoming increasingly robust.

  Dongqiao serves as an incubator for innovation and entrepreneurship. It boasts a multi-tiered innovation environment, currently hosting 32 high-end R&D institutions at the provincial level or above, including the CATL National Engineering Research Center for Electrochemical Energy Storage Technology and the 21C Innovation Laboratory. Service platforms such as the Dongqiao Human Resources Service Industrial Park and the Intellectual Property Operation Center for Advanced Power Batteries and Energy Storage have been established and put into operation, effectively empowering new-quality productive forces.Expenditures on research and experimental development (R&D) account for over 10% of the total social budget. Over the past decade, the number of new invention patents granted in the district has consistently ranked among the top in the province.

  Dongqiao is a hub for green and low-carbon practices. It has innovatively established a zero-carbon industrial park and actively promoted the construction of national pilot programs for coordinated innovation in pollution reduction and carbon emission reduction, as well as national pilot programs for environmental health management. Its energy consumption intensity and carbon emission intensity are significantly lower than those of similar industrial parks both domestically and internationally. The green manufacturing system is becoming increasingly sophisticated; the district has been recognized as a National Green Industrial Park, with two National Green Factories, one National Green Supply Chain Management Enterprise, and eight products designated as National Green Design Products. It has become the only development zone in the province to possess all four national-level “green” designations.
