To implement the guiding principles of documents such as the "Implementation Plan for the Quality Improvement and Upgrading of the Textile Industry (2023–2025)" issued by the Ministry of Industry and Information Technology and three other departments, as well as the work arrangements of the Provincial Party Committee and Provincial Government regarding the transformation and upgrading of the modern textile and apparel industry, and to strengthen the competitive advantages of our province’s modern textile and apparel industry across the entire industrial chain,strengthen key segments of the dyeing and finishing sector, consolidate and enhance the resilience of the modern textile and apparel industry, and promote the high-quality development of the dyeing and finishing industry by focusing on clustering, high-end development, and green transformation. We aim to achieve significant results in the transformation and upgrading of our province’s dyeing and finishing industry by 2027, with overall production capacity reaching advanced domestic levels, a further increase in the rate of dyeing and finishing enterprises clustering in industrial parks, at least 25 enterprises meeting the Ministry of Industry and Information Technology’s standard conditions for dyeing and printing,and the proportion of mid-to-high-end products will reach over 65%. The following guidelines are hereby issued.
I. Promoting Industrial Agglomeration and Expansion
(1) Promote the Optimization of Industrial Layout. In accordance with the province’s requirements for industrial layout, strictly implement territorial spatial planning and ecological and environmental zoning controls. Further optimize the planning and layout of the dyeing and finishing industry, ensuring that new dyeing and finishing projects are established within specialized industrial parks under unified planning, while enterprises outside such parks are gradually relocated into them. Encourage industrial parks to reasonably increase building density and floor area ratio in accordance with relevant regulations, improve centralized heating and centralized pollutant treatment capabilities, enhance the parks’ carrying capacity, and promote the concentrated, intensive, and clustered development of the dyeing and finishing industry.Priority will be given to upgrading the Shishi City Dyeing and Finishing Industrial Park to enhance supporting services such as wastewater treatment; efforts will be accelerated to construct and commission the Jinjiang City Post-Processing Specialized Industrial Park, improve supporting infrastructure such as deep-sea wastewater discharge facilities, and elevate the level of industrial clustering for dyeing and finishing enterprises. Focus will be placed on promoting the rational planning of the dyeing and finishing industry layout in Fuzhou City, accelerating the transformation and upgrading of the industry in Changle District to phase out outdated production capacity, optimizing the planning of the Lianjiang County Dyeing and Finishing Industrial Park, and fostering coordination and collaboration with the development of the dyeing and finishing industry in Changle District.Actively guide Sanming City to accelerate industrial transformation and upgrading in the Youxi and Yong’an textile clusters, build ecological industrial demonstration parks, and gradually reduce total pollutant emissions. In the upper reaches of the river basin, except for “relocation from urban areas to industrial parks” projects, prohibit the construction or expansion of dyeing and finishing projects that primarily discharge water pollutants, ensuring that the total water pollutant emissions from the regional dyeing and finishing industry do not increase. Encourage enterprises within dyeing and finishing industrial parks to construct initial stormwater control projects to effectively collect and treat initial stormwater.(Responsible Units: The Provincial Department of Industry and Information Technology, the Provincial Department of Natural Resources, and the Provincial Department of Ecology and Environment shall be responsible according to their respective duties; relevant departments of the people’s governments of each prefecture-level city and the Pingtan Comprehensive Experimental Zone Administrative Committee shall be responsible for implementation. The following measures shall all be implemented by the relevant departments of the people’s governments of each prefecture-level city and the Pingtan Comprehensive Experimental Zone Administrative Committee, and will not be listed separately.)
(2) Strengthen Standardized Management of Enterprises. Encourage relevant regions to conduct evaluations in accordance with laws and regulations based on factors such as the clean production levels of dyeing and finishing enterprises, their concentration within industrial parks, safety management, and compliance with industry standard announcements. Leverage the decisive role of the market in resource allocation, the constraining role of laws and regulations, and the threshold role of technical standards. Refine evaluation criteria from both incentive and constraint perspectives, improve supporting measures, and strengthen targeted services for enterprises in terms of policy, funding, and factor support in accordance with laws and regulations to accelerate the phasing out of outdated production capacity.Strengthen the implementation of the Ministry of Industry and Information Technology’s standard conditions and announcement management for the dyeing and finishing industry. Support relevant regions in guiding dyeing and finishing enterprises to apply for inclusion in these programs and provide incentives to selected enterprises. Comprehensively implement mandatory clean production audits for the dyeing and finishing industry in accordance with the law. Research and formulate local standards for water pollutant emissions in the dyeing and finishing industry to reduce enterprises’ pollutant emission levels. Strengthen law enforcement and supervision, and strictly investigate and punish violations such as exceeding emission standards or total emission limits in accordance with laws and regulations.Encourage capable enterprises to intensify industry mergers and reorganizations and standardized consolidation to promote excellence and strength. These enterprises should play a leading and exemplary role in quality management, green safety, and brand building, and further deepen the quality empowerment initiative for the textile and apparel industry chain and supply chain. II. Accelerating Innovation-Driven Development
(3) Improve the technological innovation system. Guide leading dyeing and finishing enterprises to transition from a product-processing model to a product-development model. Support dyeing and finishing enterprises and research institutions in establishing innovation platforms such as provincial-level or higher key laboratories, R&D institutions, engineering research centers, pilot-scale innovation service platforms, and enterprise technology centers. Identify common technological needs within the industry, conduct R&D on common technologies as well as new technologies and processes, and facilitate the commercialization of innovative achievements. Provide policy support in accordance with laws and regulations to eligible innovation platforms.Strengthen the role of enterprises as the primary drivers of innovation, guide enterprises to increase R&D investment, and accelerate the cultivation of a group of innovative SMEs, specialized, refined, distinctive, and new SMEs, and manufacturing single-champions. (4) Strengthen research and development of key technologies. Encourage dyeing and finishing enterprises to collaborate with upstream and downstream enterprises in the industrial chain, as well as universities and research institutes, to conduct joint technological research and development. Focus on breakthroughs in key technologies such as low-water and waterless printing and dyeing, low-chemical printing and dyeing, and bio-based material printing and dyeing, to enhance the advanced manufacturing level and product value-added of the dyeing and finishing industry.Support the inclusion of key research directions in the dyeing and finishing sector in the application guidelines for provincial science and technology programs, and the inclusion of key common technological needs in “open challenge” projects, enabling eligible enterprises to participate in key technological innovation and industrialization projects. Strengthen R&D and design of dyed and finished fabrics to meet diverse and personalized market demands, and promote the high-end and differentiated development of the industry. III. Deepening Transformation and Upgrading
(5) Promote Equipment Upgrades and Modernization. Guide dyeing and finishing enterprises to align with national technical guidelines for green and low-carbon development in the printing and dyeing industry, and increase the promotion and application of advanced technologies and equipment, including environmentally friendly pretreatment and post-treatment technologies, energy-saving and emission-reducing dyeing and printing technologies, automated dye and chemical weighing systems and automated solution preparation and delivery systems, and diversified digital inkjet printing.Encourage enterprises to accelerate equipment upgrades; eligible projects shall be included in the provincial key technical transformation projects in accordance with regulations and shall enjoy policy support for interest subsidies on technical transformation financing. (6) Guide enterprises toward intelligent transformation and digital transition. Support dyeing and finishing enterprises in accelerating the deep integration of next-generation information technologies with the entire process and all elements of dyeing and finishing. Promote the in-depth application of new technologies such as digital twins, artificial intelligence, and 5G in the dyeing and finishing industry. Focus on production processes including intelligent production scheduling, automated delivery and distribution of dyes, chemicals, and auxiliaries, intelligent fabric in/out,centralized intelligent control of dyeing vats, intelligent color management, intelligent fabric inspection, intelligent warehousing, and material handling. IV. Promoting Green Transformation
(7) Explore the optimized allocation of pollutant discharge quotas. Implement the requirement that pollutant emissions from regional printing and dyeing enterprises must not exceed existing total emission limits and must be gradually reduced. Support Fuzhou and Quanzhou in comprehensively utilizing economic and market-based measures in accordance with laws and regulations to optimize the allocation of pollutant discharge quotas for the printing and dyeing industry, explore the refinement of methods for determining pollutant discharge quotas for the industry,carry out secondary allocation of total pollutant control quotas tailored to local conditions, implement linkage between pollutant discharge permit management and emission rights quotas, ensure timely amendments to pollutant discharge permits following secondary allocation, and strictly crack down on illegal activities such as discharging pollutants without a valid permit. This will promote the optimal allocation of environmental resources, guide dyeing and finishing enterprises toward resource-saving and environmentally friendly development, and drive the transformation and upgrading of the dyeing and finishing industry. (8) Establish a green manufacturing system. Encourage dyeing and finishing enterprises to adopt green raw materials, green process design, and technologies for energy and water conservation, carbon reduction, and pollution control; promote innovation in low-energy-consumption and low-pollution production processes; and cultivate a group of “leaders” in energy and water efficiency.Advance clean production and green transformation in enterprises; support eligible projects in applying for provincial key industrial energy-saving transformation projects, and provide rewards in accordance with laws and regulations. Promote the establishment of an efficient, clean, low-carbon, and circular manufacturing system, and create a group of provincial-level and above green factories and green industrial parks. Guide enterprises to align with relevant domestic and international standards, such as textile eco-labels and green product certifications, to enhance market competitiveness. V. Optimizing the Industrial Ecosystem
(9) Strengthen Industry Talent Development. Leverage the educational resources of higher education institutions to further advance the integration of industry and education, cultivating a cohort of multidisciplinary and specialized professionals. Promote the improvement of talent evaluation mechanisms in the dyeing and finishing industry, and encourage relevant technical personnel to participate in professional title evaluations in accordance with regulations. Support dyeing and finishing enterprises in establishing a new apprenticeship system, conducting on-the-job skills enhancement training, and building a high-quality, modern workforce for the dyeing and finishing industry.(Responsible Units: Provincial Department of Industry and Information Technology, Provincial Department of Education, and Provincial Department of Human Resources and Social Security, in accordance with their respective responsibilities)
(10) Strengthen fiscal and financial support. Coordinate existing fiscal funding channels and, in accordance with laws and regulations, increase support for technological innovation, green development, smart manufacturing, and public services among dyeing and finishing enterprises located in industrial parks.Make full use of policy tools such as the People’s Bank of China’s re-lending program and the central government’s special interest subsidy policies. Actively leverage the initiative to expand medium- and long-term lending to the manufacturing sector to guide banking institutions to increase loan support for dyeing and finishing enterprises within industrial parks, adhering to the principles of controllable risk and commercial sustainability. For fixed-asset loans used in major technical renovation projects involving equipment upgrades, the upper limit for special interest subsidy support shall be raised to 500 million yuan;For technical renovation projects that utilize financial leasing for equipment upgrades, interest subsidies at an annualized rate of 2% will be provided for up to three years based on the actual amount of financial leasing disbursed, with the annual subsidy amount for a single project not exceeding 500,000 yuan.
