In order to deeply implement the innovation-driven development strategy, accelerate the construction of innovation and entrepreneurship carrier, boost the development of science and technology-based small and medium-sized enterprises, and create a favorable environment for innovation and entrepreneurship, we now propose the following support measures:

First, support for the construction of scientific and technological business incubators

For newly recognized national, provincial and municipal science and technology business incubators, on the basis of subsidies in Fuzhou City, according to the municipal subsidies of 50% of the amount of matching incentives.

Second, support for the construction of crowdsourcing space

For the newly recognized national specialized crowdsourcing space, national and provincial crowdsourcing space, and Star Creation Heaven and Earth, on the basis of subsidies provided by the city of Fuzhou, the subsidies will be provided by the city at a rate of 50% of the subsidy amount. Reward.

Encourage the identification of demonstration units for the construction of business incubation chain

For the newly-identified state-level, provincial-level and municipal-level "Zongchuang Space, Incubator and Accelerator", the government will provide matching awards at 50% of the municipal subsidy amount.

Fourth, to encourage graduated enterprises to stay in the development of the district

   (a) the eligible crowdspring space, science and technology business incubator graduated enterprises, continue to stay in the development of the district, and the year of graduation, revenues reach 20 million yuan (including) or more, to give the first year's rent 50% rent subsidy, the maximum subsidy for each graduated enterprise does not exceed 500,000 yuan; to give the incubation carrier operating institutions each 20,000 yuan incentive, the maximum annual maximum of 200,000 yuan for each institution.

  (b) the eligible crowd creation space, science and technology business incubator graduated enterprises, continue to stay in the development of the region, and graduation within 1 year was included in the regulation (limited) enterprise statistics, to give 50,000 yuan of incentives for each graduated enterprise; to give the incubation carrier operating organizations 20,000 yuan of incentives per each, the maximum of 100,000 yuan per year for each organization. The maximum annual reward for each organization is not more than 100,000 yuan.

V. Reward for Investment by Venture Capital Funds or Acquisition by Listed Enterprises

For the incubatees of the accredited crowdsource innovation space and science and technology business incubator, or those that have been invested by Venture Capital Funds or acquired by listed enterprises within one year of graduation, they will be rewarded with 1% of the investment (acquisition amount) according to the investment received. (Acquisition amount) of 1% to be rewarded, the maximum amount of incentives for each enterprise does not exceed 500,000 yuan; the incubation carrier operating organization, in accordance with the incubated enterprises or graduated within one year of the investment (Acquisition amount) to be rewarded, the total amount of each incubation carrier operating organization does not exceed 100,000 yuan per year.

Sixth, support the organization of innovation and entrepreneurship activities

Encourage and support the crowdspring space, science and technology business incubators to host district-level and above innovation and entrepreneurship competitions, project roadshows and other innovation and entrepreneurship activities, and to promote the investor and the creator (team) The program is designed to encourage investors and entrepreneurs (teams) to dock and for entrepreneurial elements such as talent and capital to gather in the region.

VII. Demonstration Center for Entrepreneurship and Innovation Rewards

For the newly recognized national, provincial, and municipal demonstration centers for entrepreneurship and innovation, they will be rewarded according to 50% of the municipal subsidy amount.

Eight, the assessment of excellent subsidies

The municipal and above the municipal Science and Technology Bureau assessment of excellent space, Star Innovation World, to give 50,000 yuan of operating subsidies.  

IX. Other Matters

(a) The above support measures will be effective for three years from the date of issuance.

  (2) each year by the District Science and Technology Bureau issued a declaration notice, a clear declaration of time, conditions and procedures, and organization and implementation.

  (3) The total amount of incentives granted by this policy to the operation organizations of crowdsourcing spaces and science and technology business incubators for the year shall not be more than 1 million yuan.

  (4) The above incentives are not duplicated with other supportive policies of the district, and if there is any duplication, it will be implemented in accordance with the principle of the highest.

  (E) This policy is responsible for the interpretation of the District Science and Technology Bureau, the previous relevant policies and the above support measures are inconsistent with the implementation of this article.
