Notice Regarding the Submission of Applications for the Eight Measures for Longyan’s Commercial Development in 2024

To the Commerce Bureaus and Finance Bureaus of all counties (cities, districts), and the Commerce Bureau and Finance and Financial Affairs Bureau of Longyan High-Tech Zone (Economic and Technological Development Zone):

  To effectively leverage the strategy of opening up to the outside world, promote the trade-in of consumer goods, continuously expand consumption, and drive high-quality development of the city’s commerce sector, and in accordance with the spirit of the “Notice of the Longyan Municipal Bureau of Commerce and the Longyan Municipal Bureau of Finance on Issuing Eight Measures for the Development of Longyan’s Commerce” (Yan Shangwu Gui [2024] No. 4), the relevant application matters are hereby notified as follows:

  I. Scope of Support

  (1) Support for organizing automobile, home appliance, and home furnishing exhibitions to stimulate consumption. Support will be provided to chambers of commerce (associations), enterprises, and other social organizations to organize concentrated automobile, home appliance, and home furnishing sales and exhibition activities in Xinluo District and Longyan High-Tech Zone to promote the replacement of old consumer goods with new ones (see Attachment 1 for details).

  (2) Support for the Application and Recognition of “Time-Honored Brands.” Support enterprises and individual business operators in applying for the recognition of “China Time-Honored Brands,” and provide rewards to newly recognized “China Time-Honored Brands” (see Attachment 2 for details).

   (3) Support the development of Longyan’s distinctive culinary districts. Provide incentives to distinctive culinary districts that demonstrate strong culinary culture, a robust dining market, and a cluster effect of dining brands, as well as those with well-developed supporting facilities, standardized management, and comprehensive functions (see Attachment 3 for details).

  (4) Support the Development of Traditional Lifestyle Service Industries. Support industry organizations in sectors such as accommodation, catering, domestic services, baking and beverages, and beauty and hair care in organizing various training sessions, competitions, and other activities (see Attachment 4 for details).

  (5) Encourage the cultivation of large-scale commerce and trade enterprises. Rewards will be granted to “upgraded” commerce and trade enterprises newly added during the current year (statistical year) with a retail sales growth rate of 20% or higher, as well as newly opened enterprises included in the statistical reporting system (see Annex 5 for details).

  (6) Support the development of cross-border e-commerce talent. Support industry associations, social training institutions, or higher vocational colleges (hereinafter collectively referred to as “training institutions”) in conducting public-benefit cross-border e-commerce talent training (see Annex 6 for details).

  (7) Strengthen the Attraction of Foreign Investment. Rewards will be granted to foreign-invested enterprises (excluding those in the real estate and financial sectors) that receive actual capital inflows of US$3 million or more in the current year (see Annex 7 for details).

  (8) Support the Implementation of Pork Reserves. Subsidies will be provided to municipal-level foodstuffs bases that implement live hog reserves or to enterprises that undertake frozen pork storage agreements (see Annex 8 for details).

  Eligible projects must have been implemented or approved between January 1, 2024, and December 31, 2024.

  II. Application Procedures

  In principle, the commerce departments of each county (city, district),Longyan High-Tech Zone (Economic Development Zone) commerce departments shall organize enterprises (entities) within their jurisdictions to submit project applications in accordance with the requirements of this notice (see Annexes for specific details). They shall conduct a preliminary review of the enterprises’ (entities’) application materials and, in conjunction with local finance departments, issue a joint review opinion specifying the names of the enterprises (entities) recommended for awards and subsidies, the project names, and the subsidy amounts. These materials, along with the enterprises’ application documents, must be submitted to the Municipal Commerce Bureau within the stipulated timeframe and in accordance with the requirements; late submissions will not be accepted.After verifying the materials in accordance with the "Longyan Municipal Special Fund Management Measures for Business Development" and relevant regulations, the Municipal Bureau of Commerce shall submit the relevant materials to the Municipal Bureau of Finance. The Municipal Bureau of Finance, in conjunction with the Municipal Bureau of Commerce, shall disburse the incentive funds in accordance with prescribed procedures.

  III. Other Requirements

  (1) The commerce and finance departments of each county (city, district) and the Longyan High-Tech Zone (Economic and Technological Development Zone) shall strictly arrange and utilize funds in accordance with provincial and municipal fund management measures and the provisions of this notice. The commerce departments shall take the lead in conscientiously organizing the application and review of funds for their affiliated enterprises and units, while also conducting policy publicity and providing guidance to ensure that eligible enterprises and units promptly and accurately understand the relevant policy provisions.

  (2) Incentive and subsidy funds shall be included in the scope of performance evaluation. The commerce and finance departments of each county (city, district) and the Longyan High-Tech Zone (Economic Development Zone) shall implement these funds in accordance with the relevant performance evaluation management measures of the finance department.

  (3) Where a single enterprise or project is eligible for multiple municipal-level commercial incentive and subsidy policies, the “higher amount, no duplication” principle shall apply. In principle, support shall not be provided to individual enterprises whose annual approved support funds are less than 1,000 yuan.

  (4) No entity shall, in any form, falsely report, fraudulently claim, withhold, misappropriate, or divert special funds. Violators shall be ordered to return the funds to their original sources or to the treasury; they shall also be dealt with in accordance with the "Regulations on the Penalties for Fiscal Law Violations" and other relevant provisions, and the relevant responsible persons shall be held accountable in accordance with the law. Where criminal suspicion exists, the case shall be transferred to the relevant authorities for handling in accordance with the law.
