Eight Measures for Commercial Development in Longyan City

To effectively leverage the strategy of opening up to the outside world, promote the trade-in of consumer goods, continuously expand consumption, and drive high-quality development of the city’s commerce sector, the following policy measures have been formulated.

  I. Support for Hosting Automobile, Home Appliance, and Home Furnishings Exhibitions to Boost Consumption. Support chambers of commerce (associations), enterprises, and other social organizations in organizing concentrated automobile, home appliance, and home furnishings exhibitions and sales events in Xinluo District and Longyan High-Tech Zone to promote the trade-in of consumer goods.Upon prior filing with and confirmation by the Municipal Commerce Bureau, professional automotive exhibitions lasting 3 days or more with 40 or more participating automotive brands, and professional home appliance and home furnishings exhibitions with 50 or more participating brands, will be eligible for a subsidy of up to 20% of actual expenses incurred, with a maximum of 50,000 yuan per event. No more than two events per entity will be subsidized.

  II. Support for the Application and Recognition of “Time-Honored Brands.” Support enterprises and individual business operators in applying for the “China Time-Honored Brand” designation. A one-time reward of up to 50,000 yuan per entity will be granted to newly recognized “China Time-Honored Brands.” County-level governments are encouraged to provide matching rewards in accordance with this policy.

  III. Support for the Development of Longyan’s Distinctive Culinary Districts. For distinctive culinary districts that demonstrate a strong culinary culture, a thriving food market, and a cluster effect of culinary brands, and that feature well-developed supporting facilities, standardized management, and comprehensive functions, a one-time reward of up to 50,000 yuan will be granted to their operating management bodies upon review and confirmation by the Municipal Bureau of Commerce.

  IV. Support for the Development of Traditional Lifestyle Service Industries. Support will be provided to industry organizations in traditional lifestyle service sectors—including accommodation, catering, domestic services, baking and beverages, and beauty and hair care—to organize various training sessions, competitions, and other activities. Upon review and confirmation by the Municipal Bureau of Commerce, the organizing entity will receive a subsidy of up to 20,000 yuan per event.

  V. Encouraging the Cultivation of Large-Scale Commerce and Trade Enterprises. A one-time reward of up to 5,000 yuan will be granted to each “upgraded” commerce and trade enterprise newly added during the current year (statistical year) that achieves a retail sales growth rate of 20% or higher. A one-time reward of up to 7,000 yuan will be granted to each newly opened commerce and trade enterprise included in the statistical reporting system.

  VI. Support for Cross-Border E-Commerce Talent Development.Support industry associations, social training institutions, or higher vocational colleges (hereinafter collectively referred to as “training institutions”) in conducting public-benefit cross-border e-commerce talent training. For training institutions reviewed and confirmed by the Municipal Bureau of Commerce where the actual number of participants per session reaches 30 (inclusive), 50 (inclusive), 100 (inclusive), or 150 (inclusive) or more, subsidies of 5,000 yuan/day, 10,000 yuan/day, 20,000 yuan/day, and 30,000 yuan/day, respectively, will be provided.with the annual subsidy for any single training institution not exceeding 150,000 yuan.

  VII. Strengthening the Attraction of Foreign Investment. Foreign-invested enterprises (excluding those in the real estate and financial sectors) that receive actual capital inflows of US$3 million or more in the current year will be awarded a bonus of no more than 0.005 RMB per RMB, with a maximum bonus of 200,000 RMB per enterprise.

  VIII. Support for Pork Reserves. Municipal-level food supply bases that implement live hog reserves, or enterprises that enter into frozen pork storage agreements, shall be granted a production cost subsidy of no more than 13 yuan per head per batch or an expense subsidy of no more than 260 yuan per ton per month.

  This policy shall take effect from the date of issuance and remain valid until December 31, 2025. The calculation of funding and subsidies shall be based on January 1 of each year. All funds involved in this policy shall be borne by the municipal government and allocated from the municipal special fund for commercial development and the provincial special fund for commercial development that may be adjusted for local use. Where a single project is eligible for multiple municipal commercial subsidy policies, the “higher amount, no duplication” principle shall apply.In principle, support will not be provided to individual enterprises whose annual approved support funds amount to less than 1,000 yuan. Funds covered by Articles 5 and 7 of this policy shall be applied for in the first quarter of the following year; funds covered by other provisions shall, in principle, be applied for on a quarterly basis, with first-quarter policy funds eligible for combined application during the second-quarter funding application period. The Municipal Bureau of Commerce, in conjunction with the Municipal Finance Bureau, shall be responsible for the specific interpretation of this policy. Relevant application procedures will be separately formulated, and the application process for funds shall be organized by the Bureau of Commerce in conjunction with the Municipal Finance Bureau.
