Original Title: Opinions of the General Office of the People’s Government of Fujian Province on Promoting the High-Quality Development of Key Industrial Chains at the County Level

To the People’s Governments of all cities, counties (districts), the Pingtan Comprehensive Experimental Zone Administrative Committee, all departments and directly affiliated agencies of the Provincial People’s Government, major enterprises, and institutions of higher education:


  Key industrial chains at the county level serve as a vital foundation for building a modern industrial system and advancing new-type industrialization.To implement General Secretary Xi Jinping’s important directives on new industrialization, fully, accurately, and comprehensively implement the new development philosophy, innovate upon the “Jinjiang Experience,” maintain a focus on the real economy in economic development, keep the share of manufacturing in regional GDP stable, and continuously enhance the strength, agglomeration, and innovation capacity of key industrial chains in counties, the following opinions are hereby put forward with the approval of the Provincial Government to promote the high-quality development of key industrial chains in counties across the province.


  I. Coordinating Industrial Layout


  1. Strengthen planning and guidance for key industrial chains at the county level. Adhere to a practical approach, highlight local characteristics, and pursue differentiated development, ensuring alignment and synergy with advanced manufacturing clusters. Support each county (city, district) in developing 1–2 key industrial chains; those with distinct industrial foundations and advantages should develop 3–4 key industrial chains. Major projects that significantly drive the development of provincial key industries will be provided with budgetary funding for preliminary work.Each county (city, district) shall, based on its actual conditions, propose the development direction, key priorities, and implementation measures for key industrial chains, and concentrate resources to accelerate their development.   2. Consolidate and upgrade key industrial chains within pillar industries. Jointly build a modern textile and apparel industrial chain primarily anchored in Jinjiang, Changle, Shishi, Licheng, and Lianjiang; an integrated circuit industrial chain primarily anchored in Haicang, Xiang’an, Huli, and Jinjiang; a new display technology industrial chain primarily anchored in Xiang’an, Fuqing, Changle, Huli, and Wuping;a green petrochemical industrial chain primarily supported by Zhangpu, Quangang, Huian, Fuqing, Xiuyu, and Lianjiang; and an automotive and parts industrial chain primarily supported by Jiaocheng, Fu’an, Minhou, Jimei, Xinluo, Hanjiang, and Yong’an.   3. Transform and upgrade key industrial chains in traditional and specialty industries. Support counties and districts such as Jinjiang, Longhai, Fuqing, Quangang, Tong’an, Shishi, Hui’an, Xinluo, Hanjiang, Mawei, Lianjiang, Xiapu, Zhao’an, Dongshan, Pucheng, and Guangze in strengthening their food industry chains;and support counties such as Nan’an, Zhangping, Sanyuan, and Minqing in strengthening their building materials industrial chains; support counties such as Yong’an, Shaxian, Youxi, Shaowu, Jianyang, Shunchang, Zhenghe, Jian’ou, and Taining in strengthening their bamboo industrial chains. Support Jiaocheng’s yellow croaker, Fu’an’s electric motors, appliances, and massagers, Huian’s stone carvings,Fuzhou’s wind power, Huli’s aviation maintenance, Fuding’s white tea, Anxi’s rattan and ironware, Hanjiang’s beer, Yong’an’s new carbon materials, Xianyou’s rosewood furniture, Yongchun’s aged vinegar, Longwen’s watches, Dehua’s ceramics, Liancheng’s dried sweet potatoes, Gutian’s edible fungi, Jian’ou’s baijiu, and Wuyishan’s tea.(Responsible Units: Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Science and Technology, Department of Agriculture and Rural Affairs, Department of Commerce)


  4. Cultivate and expand key industrial chains in emerging industries. Support the development of a lithium-ion battery new energy industrial chain with a focus on Jiaocheng, Haicang, Xiang’an, Tong’an, Lianjiang, Fuding, Fu’an, Shanghang, and Xiapu; develop a stainless steel new materials industrial chain in Fu’an, Changle, Luoyuan, Zhouning, and Zherong;Develop rare earth new materials industrial chains in counties such as Haicang, Changting, and Shouning; develop fluorine-based new materials industrial chains in counties such as Shanghang, Shaowu, Mingxi, and Qingliu; foster and expand the biopharmaceutical industrial chain in counties such as Haicang, Cangshan, Mingxi, Zherong, and Changting; and accelerate the development of the artificial intelligence industry in districts such as Changle, Jimei, Siming, Gulou, Fengze, and Jin’an.Continue to proactively plan for future industries in county-level areas and promote industrial incubation.   II. Stimulating Innovation


  5. Strengthen the role of enterprises as the main drivers of innovation.Thoroughly implement the “Notice of the People’s Government of Fujian Province on Accelerating the Development of Scientific and Technological Innovation” (Min Zheng [2023] No. 7) to incentivize enterprises to continuously increase R&D investment, improve the technological innovation system, and increase the number of enterprises engaged in R&D activities and the coverage of R&D institutions among industrial enterprises above designated size in counties (cities, districts). Support enterprises in striving to establish national and provincial-level enterprise technology centers, key laboratories, and new-type R&D institutions.   6. Support the Construction of Innovation Platforms. Encourage enterprises, research institutes, universities, and other entities to establish innovation consortia to tackle key common technologies in county-level priority industrial chains. Support prefecture-level cities in building public service platforms for industrial technology R&D to provide technology R&D and commercialization services to small, medium, and micro enterprises. Launch the “Bridge-Building” Initiative for the Commercialization of Scientific and Technological Achievements, leveraging platforms such as the Provincial Public Service Platform for the Transfer and Commercialization of Scientific and Technological Achievements to support counties (cities, districts) in facilitating the commercialization of more scientific and technological achievements.Deeply implement the Science and Technology Special Envoy system, organizing experts to visit enterprises and industrial parks to conduct technical matchmaking, diagnostic consultations, and the promotion of achievements.   7. Implement the “Expand Varieties, Improve Quality, and Create Brands” Initiative. Launch a quality empowerment initiative for industrial and supply chains to guide enterprises in implementing unified and standardized quality management systems. Deepen the implementation of the consumer goods trade-in program and continue to advance the “Three Initiatives” for the consumer goods industry, encouraging counties (cities, districts) to strive to become national strategic demonstration cities for the “Three Initiatives” in the consumer goods industry. Support specialized agencies in providing technical assistance, quality improvement, and standard promotion services to small and medium-sized enterprises in rural areas.(Responsible Units: Provincial Market Regulation Bureau, Department of Industry and Information Technology)


  8. Strengthen the cultivation of industrial skilled talent. Support enterprises in key county-level industrial chains in collaborating with universities and vocational colleges, guide enterprises to conduct vocational skill level certification, comprehensively implement the skilled talent evaluation system, and increase the proportion of skilled workers within enterprises. Encourage leading enterprises and specialized, refined, distinctive, and innovative enterprises to establish industrial skills training bases in partnership with vocational colleges.   III. Promoting Clustered Development


  9. Strengthen the Leading Role of Leading Enterprises. Encourage counties (cities, districts) to map out industrial chains centered on leading enterprises, implement targeted investment promotion for industrial projects, accelerate vertical integration and cross-sectoral expansion of industrial chains, and plan supporting and extended industrial chain projects across county boundaries. Focus on attracting a batch of projects that extend, complement, and strengthen industrial chains, as well as high-tech and emerging industry projects, modern service industry projects, and innovation platform projects, to promote the differentiated development of county-level industrial chains.(Responsible Units: Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Commerce)


  10. Implement a tiered cultivation approach for small and medium-sized enterprises (SMEs). Enforce relevant incentive policies for the tiered cultivation of SMEs, and provide rewards in accordance with regulations to newly added industrial enterprises above designated size, specialized, refined, distinctive, and innovative “Little Giant” enterprises, and national-level manufacturing single-champion enterprises. Provide rewards in accordance with regulations to newly listed domestic companies and enterprises included in the provincial-level key IPO candidate pool.Cultivate and expand distinctive industrial clusters of SMEs. Encourage prefecture-level cities and the Pingtan Comprehensive Pilot Zone to provide one-time rewards to counties (cities, districts) newly recognized as provincial-level or higher distinctive industrial clusters of SMEs.   11. Support the standardized development of industrial parks. Deepen the new round of standardized development for industrial parks, support the revitalization of low-efficiency and idle industrial land in central urban areas, encourage enterprises to relocate into industrial parks, and orderly advance the “industrial verticalization” initiative. For eligible technical renovation projects (including supporting facilities and infrastructure) of enterprises in county-level industrial parks that are included in the provincial key technical renovation projects, relevant policy support shall be provided in accordance with regulations.Conduct evaluations of key industrial parks under provincial guidance; those with top comprehensive rankings or significant progress will be granted appropriate positive incentive rewards in accordance with regulations.   IV. Accelerating “Intelligent Transformation and Digital Transition”


  12. Accelerate digital transformation. Advance the development of Fuzhou and Xiamen as national pilot cities for the digital transformation of small and medium-sized enterprises. Support counties (cities, districts) in cultivating a group of benchmark enterprises for digital transformation across various industries and sectors. Continuously organize on-site digital transformation meetings and other activities, and publish and promote typical case studies annually. Support digital transformation service providers in conducting comprehensive diagnostic and consulting services for the digital transformation of enterprises in key county-level industrial chains. Support innovation in digital application scenarios, and provide special funding rewards for eligible research and development projects in accordance with regulations.(Responsible Units: Provincial Department of Industry and Information Technology, Provincial Data Administration Bureau)


  13. Promote intelligent transformation. Cultivate a group of smart manufacturing system solution providers serving enterprises in key county-level industrial chains, and provide a range of advanced, applicable, and scalable system solutions to drive the intelligent transformation and upgrading of county-level enterprises. Establish a number of smart manufacturing demonstration factories and exemplary application scenarios, and provide rewards in accordance with regulations to enterprises selected as national smart manufacturing demonstration factories or exemplary application scenarios.   14. Support enterprise technological transformation. Implement an equipment renewal initiative in the industrial sector; include eligible projects in the provincial key technological transformation project database and provide policy support such as provincial-level subsidies for equipment investment or interest subsidies on financing for technological transformation projects in accordance with regulations. Appropriately lower the investment threshold for technological transformation projects in former provincial-level key counties for poverty alleviation and development to be included in the database.   V. Strengthening Investment Promotion and Cooperation


  15. Accelerate project attraction. Strengthen the coordination of county-level investment promotion, guide counties (cities, districts) in compiling investment attraction roadmaps for key industrial chains, identify target enterprises, and conduct targeted investment promotion. Encourage prefecture-level cities and the Pingtan Comprehensive Pilot Zone to provide subsidies for preliminary investment promotion work to counties (cities, districts) that demonstrate strong performance in project attraction and advancement.Strengthen joint pre-reviews of industrial projects for集中签约 at major provincial-level events to accelerate project implementation and production commencement. Strictly enforce ecological and environmental zoning controls, provide scientific guidance for the development and construction of key county-level industrial chains, and resolutely curb the blind expansion of high-energy-consumption, high-emission, and low-level projects.   16. Strengthen Mountain-Sea Collaboration. Deepen and solidify mountain-sea collaboration in the new era, improve the mechanism for paired industrial development, promote the joint construction of industrial parks by collaborating parties, support the establishment of “industrial enclaves” and “innovation and technology enclaves,” enhance the joint construction and sharing of public service facilities, establish mountain-sea “shared-chain” industrial alliances in areas such as the digital economy, marine economy, green economy, and cultural tourism economy, expand channels for “Fujian products going out of the mountains” and “technology, capital, and data flows into the mountains,” and strengthen labor service coordination and collaboration between mountainous and coastal regions.(Responsible Units: Provincial Development and Reform Commission, Department of Science and Technology, Department of Industry and Information Technology, Department of Agriculture and Rural Affairs, Department of Ecology and Environment, Department of Culture and Tourism, Bureau of Ocean and Fisheries, Bureau of Data Management)


  17. Promote international exchanges. Strengthen the development of the BRICS Partnership on the New Industrial Revolution Innovation Base and expand exchanges and cooperation under the Belt and Road Initiative. Support enterprises in key county-level industrial chains to participate in international industrial capacity cooperation and resource development cooperation, and to invest overseas in the construction of production bases and resource development bases; provide policy support to eligible enterprises in accordance with regulations.   VI. Adhering to Green Development


  18. Promote Energy Conservation and Consumption Reduction. Strengthen the application of the digital platform for ecological and environmental zoning control, adjust and optimize the energy consumption structure, prioritize the control of fossil fuel consumption, and increase the proportion of non-fossil energy consumption. Accelerate the promotion and application of green and low-carbon technologies and equipment, and implement incentive policies for the demonstration application of the first-of-a-kind major technical equipment and the production and application of the first batch of key new materials. Launch energy and water efficiency leader initiatives, and support industrial chain projects in implementing energy-saving and carbon-reduction upgrades.(Responsible Units: Provincial Development and Reform Commission, Department of Industry and Information Technology, Department of Ecology and Environment)


  19. Promote green manufacturing. Establish and improve mechanisms for cultivating green manufacturing benchmarks. Encourage enterprises in counties or industrial parks to strive for recognition as green factories, green supply chain management enterprises, and green industrial parks, and advance the circular economy transformation of industrial parks. Encourage enterprises to engage in green design and green transportation, and ensure the proper recycling, treatment, and utilization of waste products to achieve environmental sustainability throughout the entire product lifecycle.   20. Deepen integrated development. Promote the deep integration of industry with tourism, culture, health, commerce, and other sectors; foster the integrated development of the primary, secondary, and tertiary industries; and build distinctive industrial bases in counties. Support counties (cities, districts) in leveraging their resource endowments to strengthen, optimize, and expand rural specialty industries and upgrade agricultural product processing. Implement the Rural Leisure Tourism Premium Project.Support the creation of county-level cultural and tourism economic brands, and provide special funding rewards to eligible entities. Enterprises designated as National Industrial Tourism Demonstration Bases or Fujian Provincial Gold Medal Sightseeing Factories shall be granted special funding rewards in accordance with regulations.   VII. Strengthening Support Measures


  21. Strengthen Organizational Leadership. Improve and refine the provincial task force and expert group dedicated to promoting the high-quality development of key county-level industrial chains. Establish a coordination mechanism for key industrial chains spanning multiple counties. Industrial chains spanning multiple prefectures shall be coordinated by the Provincial Department of Industry and Information Technology, while those spanning multiple counties but not multiple prefectures shall be coordinated by the local prefectural industry and information technology departments, with key counties (cities, districts) taking the lead.Relevant provincial departments shall refine task lists in accordance with their respective responsibilities, strengthen guidance and services for the development of key county-level industrial chains, and publish an annual white paper on the development of key county-level industrial chains. All prefecture-level cities and the Pingtan Comprehensive Pilot Zone shall strengthen organizational coordination, effectively coordinate resource allocation, and support the development of key industrial chains in their respective counties. All counties (cities, districts) shall ensure the implementation of these tasks and resolutely fulfill their primary responsibilities.   22. Strengthen Financial Support. Guide government investment funds at all levels to support the development of key industrial chains in counties. Encourage banking financial institutions to innovate financial products and services and increase the proportion of loans to the manufacturing sector. Encourage cities, counties (districts) to make full and proper use of policies such as loan interest subsidies and government-backed financing guarantees in accordance with regulations, lower financing barriers for small and micro enterprises upstream and downstream of key industrial chains, and support the development of key industrial chains in counties.(Responsible Units: Provincial Party Committee Financial Affairs Office; Provincial Development and Reform Commission, Finance Department, and Industry and Information Technology Department; People’s Bank of China Fujian Branch)


  23. Strengthen the supply of production factors. Establish a list of production factor requirements for major projects within key county-level industrial chains and ensure their coordinated provision. Municipalities and counties (districts) must intensify efforts to dispose of land that has been approved but not supplied and idle land, and accelerate the formation of annual new construction land quota indicators. Where there is a genuine shortage, prefecture-level cities and the Pingtan Comprehensive Pilot Zone shall coordinate and arrange for such needs; if prefecture-level cities and the Pingtan Comprehensive Pilot Zone face difficulties in making such arrangements, relevant higher-level departments shall coordinate and arrange them.Support eligible county-level key industrial chain clusters in applying to conduct pilot programs for deepening environmental impact assessment reforms.   24. Optimize the business environment. Continue to deepen reforms of the administrative approval system and encourage counties to optimize the “one-stop online” and “one-window” service mechanisms. Implement list-based management of service items for private market entities. Regularly publish provincial-level catalogs of business-friendly policies that are “automatic upon eligibility,” improve county-level enterprise service mechanisms such as “automatic upon eligibility” and “direct and rapid access,” and expand the coverage of the “New Space for Party-Enterprise Collaboration · Government-Enterprise Express Lane” platform.(Responsible Units: Provincial Development and Reform Commission, Department of Industry and Information Technology, Data Administration Bureau)


  25. Implement positive incentives. Research and formulate comprehensive evaluation methods and indicator systems for the development of key industrial chains in counties. Provide appropriate positive incentives to counties (cities, districts) that rank highly in comprehensive evaluations or demonstrate significant progress. Evaluation results shall serve as a key component of annual target responsibility assessments and an important reference for determining the performance ratings of leadership teams and leading officials in annual evaluations.
