Original Title: Several Measures of Fujian Province to Further Support the Development of Specialized, Refined, Distinctive, and Innovative SMEs
To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important instructions on the development of specialized, refined, distinctive, and innovative SMEs, earnestly carry out the decisions and arrangements of the Party Central Committee and the State Council regarding the promotion of such development, foster and strengthen specialized, refined, distinctive, and innovative SMEs, and provide strong support for the development of new-quality productive forces, the following measures are proposed in light of the actual conditions in our province.
I. Strengthen Policy Support. For newly recognized "Little Giant" enterprises among SRUI SMEs, the provincial government will provide a one-time reward of 1 million yuan; local governments are encouraged to provide policy support to newly designated innovative SMEs, provincial-level SRUI SMEs, and SRUI "Little Giant" enterprises, and to promote the concentration of key resources—including land, capital, technology, talent, and data—toward SRUI SMEs.[Responsible Units: Provincial Department of Industry and Information Technology, Provincial Department of Finance; People’s Governments of all cities, counties (districts); Pingtan Comprehensive Experimental Zone Administrative Committee. II. Encourage the Attraction of Specialized, Refined, Unique, and Innovative “Little Giant” Enterprises. Target key links in industrial chains and vigorously attract specialized, refined, unique, and innovative “Little Giant” enterprises that address shortcomings, strengthen weak areas, and possess strong industrial driving power.For "Specialized, Refined, Distinctive, and Innovative" "Little Giant" enterprises that relocate their entire operations to our province within the validity period and maintain continuous operations, local authorities are encouraged to formulate "case-by-case" support policies in accordance with decision-making procedures. The effectiveness of attracting and establishing "Specialized, Refined, Distinctive, and Innovative" "Little Giant" enterprises shall be incorporated into relevant performance evaluations as prescribed. Regular reports on the tiered cultivation of high-quality small and medium-sized enterprises in various regions shall be issued. III. Strengthen the Development of R&D Institutions. Support specialized, refined, distinctive, and innovative SMEs in establishing their own R&D institutions or jointly establishing them with universities and research institutions, including the establishment of technology research institutes, enterprise technology centers, enterprise engineering centers, academician expert workstations, and postdoctoral workstations. For R&D institutions currently under construction or those that have not yet met relevant certification standards, they will be registered in a database and given priority support.Support the acquisition and sharing of large-scale scientific instruments and equipment. All large-scale scientific instruments and equipment valued at 300,000 yuan or more purchased by provincial universities and research institutes using fiscal funds shall be made available for enterprise use. Support SPEC-type SMEs in taking the lead to form innovation consortia to conduct scientific research or build platforms. For consortia applying for “challenge-based” research projects, funding support of up to 10 million yuan will be provided.Optimize the tiered subsidy policy for corporate R&D expenditures. Include technology-based enterprises—such as high-tech enterprises and "Specialized, Refined, Unique, and Innovative" SMEs—in the scope of priority support, implement more precise and effective subsidy methods, and guide enterprises to increase their R&D investment. IV. Strengthen Credit Support. Increase the annual total loan volume of the provincial special fund for "Specialized, Refined, Distinctive, and Innovative" SMEs to 20 billion yuan. The provincial government will provide an annualized interest subsidy of 1% on new working capital loans issued in the current year to eligible "Specialized, Refined, Distinctive, and Innovative" SMEs. The maximum interest subsidy for provincial-level "Specialized, Refined, Distinctive, and Innovative" SMEs shall not exceed 200,000 yuan, and for "Little Giant" enterprises in this category, it shall not exceed 500,000 yuan. The subsidy period shall not exceed one year.Loans that have already received interest subsidies under other provincial policies shall not be eligible for duplicate benefits under this policy. Improve the risk-sharing mechanism between banks and guarantee institutions for SPEC-T-N SMEs. V. Strengthen Intellectual Property Pledge Financing. Support banking financial institutions in achieving rapid evaluation and lending through measures such as setting aside dedicated credit quotas for intellectual property pledge financing and optimizing approval processes.Continue to carry out the “IP Pledge Financing for Industrial Parks and Enterprises” initiative, deepen the pilot program for fully paperless patent pledge registration, and actively and prudently promote the expansion of both the scale and coverage of IP pledge financing. VI. Encourage Equity Financing for Enterprises. For “Specialized, Refined, Distinctive, and Innovative” (SRDI) small and medium-sized enterprises (SMEs) that receive equity investment from qualified domestic institutional investors in the current year, the provincial government will provide a one-time reward equivalent to 1% of the actual amount of financing received, with a cumulative reward per enterprise not exceeding 1 million yuan. Leverage the catalytic role of provincial government-guided funds and provincial financial institutions to support the establishment of a series of SRDI sub-funds, thereby attracting more high-quality social capital to SRDI SMEs.(Responsible Units: Provincial Department of Industry and Information Technology, Department of Finance, Provincial Party Committee Financial Affairs Office, Fujian Securities Regulatory Bureau)
VII. Strengthen Support for Market Expansion. Relying on the Provincial Industrial Enterprise Supply-Demand Matching Platform, organize online and offline innovation and collaboration events to facilitate connections between large, medium, and small enterprises. Promote the integration of SRUI SMEs into industrial chains to achieve efficient collaboration and coordinated development with leading enterprises. The provincial government will provide a reward of up to 300,000 yuan to the organizing units based on the scale of the event and the effectiveness of the matchmaking.Comprehensively utilize government first-purchase, procurement, and promotion initiatives to promote the pilot use and first adoption of technological innovation products from SRUI SMEs. For the first-of-its-kind technical equipment resulting from technological innovation by SRUI SMEs, procurement shall not be restricted on the grounds of commercial performance, provided that functional and quality indicators meet government procurement requirements. VIII. Supporting Enterprises in Attracting and Retaining Talent. Vigorously implement support policies for young engineering professionals, and encourage SPEC-type SMEs to actively recruit young engineering professionals. Improve the professional title evaluation mechanism for flexibly recruited talent. Support high-level talent flexibly recruited by SPEC-type SMEs in our province to participate in professional title evaluations.High-level talent recruited on a flexible basis who have signed a work agreement of at least one year with a "Specialized, Refined, Unique, and Innovative" SME and work in our province for a cumulative total of no less than two months annually may apply for professional title evaluation without restrictions on nationality, household registration, or social insurance. Professional titles and occupational qualifications obtained by flexibly recruited talent at their employing units shall be treated equally with those of comparable personnel in our province. Localities are encouraged to formulate special policies for talent recruitment by "Specialized, Refined, Unique, and Innovative" SMEs. IX. Strengthen the Cultivation of Senior Management Talent. The provincial government will allocate special funds from the provincial budget to enhance the comprehensive capabilities and qualities of entrepreneurs. A regular mechanism will be established to support entrepreneurs’ participation in training programs. Training courses for senior management talent of SPEC-type SMEs will be organized through professional institutions such as universities and research institutes. Study tours to countries and regions with advanced manufacturing sectors will be arranged to broaden international perspectives and enhance global competitiveness.We will actively recommend management personnel from SPEC-type SMEs to participate in national-level talent training programs. X. Strengthen Service Support. Actively select and introduce third-party service providers. Through government procurement of services, organize professional service agencies to study the growth patterns of SRUI SMEs, strengthen comprehensive diagnostics, map out development paths for each enterprise, and tailor growth plans to their specific needs. Aggregate service resources to help enterprises strengthen their strengths and address weaknesses, thereby accelerating their growth into SRUI “Little Giant” enterprises.Provincial state-owned enterprises may, based on their operational conditions, directly lease vacant commercial properties to SRUI SMEs through negotiated agreements at appraised values. Relevant departments at all levels must heighten their political awareness, thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council regarding support for the development of SRUI SMEs, steadily advance new industrialization, further intensify cultivation efforts, and promote reasonable quantitative growth and effective qualitative improvement among the province’s SRUI SMEs. This will facilitate the advancement of the industrial foundation and the modernization of industrial chains, accelerating the cultivation and expansion of new-quality productive forces.
This policy shall take effect from the date of issuance and remain valid until December 31, 2026. Xiamen City may implement this policy by reference, with the required funds to be allocated and managed by the Xiamen Municipal Government.
