Several measures to accelerate the development of science and technology innovation in Sanming

To thoroughly implement the innovation-driven development strategy, earnestly implement the “Notice of the People’s Government of Fujian Province on Accelerating the Development of Scientific and Technological Innovation” (Min Zheng [2023] No. 7), develop new-quality productive forces in accordance with local conditions, focus on enhancing the capacity of scientific and technological innovation to lead high-quality development, and support the construction of the Sanming Revolutionary Old Area High-Quality Development Demonstration Zone, the following measures are hereby proposed.

  I. Accelerating the Construction of Science and Technology R&D Innovation Platforms

  1. Support the construction of major public R&D service platforms.Focusing on the innovative development of our city’s leading industries and strategic emerging industries, we will continue to enhance the public R&D service functions of the Haixi Branch of the China Academy of Mechanical Engineering, the Fluorochemical Industry Technology Research Institute, the Graphene Research Institute, the New Energy Industry Technology Research Institute, the Sanming Branch of the China Academy of Medical Engineering, the Municipal Academy of Agricultural Sciences, and the Fujian Industry-University-Research Collaborative Innovation Center of the Beijing Graphene Institute. We will accelerate the construction of R&D platforms such as the Shanghai-Sanming Fluorinated Pharmaceutical Engineering Technology Research Center and the Sanming Institute of Translational Medicine.Make effective use of municipal-level special science and technology funds. Collaborate with relevant counties (cities, districts) and enterprises to increase support. Through government guidance, market-driven operations, and open services, promote the effective integration of talent, technology, capital, and industry. Accelerate the development of platform R&D capabilities and infrastructure, improve service functions, and continue to promote the online registration of large-scale scientific research instruments for public access and sharing. Prioritize scientific research activities and collaborate on breakthroughs in key technologies;Strengthen performance evaluation and assessment, innovate institutional mechanisms, enhance the efficiency of fund utilization, further leverage the role of these platforms, improve service capabilities, and strive to establish a provincial-level public service platform for industrial technology R&D.

  2. Support the development of enterprise R&D institutions. Support enterprises in establishing, either independently or in collaboration with universities and research institutes, new R&D institutions, key laboratories, engineering (technology) research centers, enterprise technology centers, and other enterprise R&D platforms, so that these platforms serve as vehicles for talent cultivation, talent recruitment, technological breakthroughs, technology transfer, and exchange and cooperation.Improve and refine the evaluation and dynamic adjustment mechanisms for municipal-level enterprise R&D platforms. Provide one-time financial rewards of 500,000 yuan and 300,000 yuan, respectively, to newly designated provincial-level new R&D institutions and provincial-level key laboratories; provide 100,000 yuan in municipal project funding support to newly designated municipal-level new R&D institutions.

  3. Support the development of mass entrepreneurship and innovation incubation facilities. Provide a one-time reward of 30,000 yuan to newly designated provincial-level "Star Innovation Spaces," and provide funding support of up to 500,000 yuan to provincial-level "Star Innovation Spaces" with excellent performance evaluations; provide one-time financial rewards of 1.5 million yuan and 1 million yuan, respectively, to newly designated national-level and provincial-level science and technology enterprise incubators (including university science and technology parks) located within high-tech zones;For those outside the High-Tech Zone, one-time financial rewards of 1 million yuan and 500,000 yuan will be provided, respectively; eligible science and technology enterprise incubators that have been filed with provincial authorities and provincial-level recognized maker spaces will receive a one-time funding subsidy for newly constructed incubator facilities, with a maximum subsidy not exceeding 500,000 yuan; for renovated or expanded incubator facilities, a one-time funding subsidy will be provided, with a maximum subsidy not exceeding 300,000 yuan.

  4. Support the development of science and technology innovation cooperation platforms. Actively align with strategies such as the “Belt and Road” Initiative and the Yangtze River Economic Belt, deepen scientific and technological exchanges and cooperation with Shanghai, Beijing, Xiamen, Quanzhou, and other regions, and guide enterprises and research institutions to proactively undertake technology transfer and commercialization, as well as participate in industrial and R&D division of labor, to attract more talent, technology, and capital to Sanming. Support eligible counties (cities, districts) and key enterprises in establishing “off-site incubators and R&D institutions” in cities with concentrated innovation resources.Support various innovation entities in striving to establish national-level science and technology innovation platforms; for approved national-level science and technology innovation platforms, provide a one-time reward of up to 10 million yuan.

  II. Strengthening the Leading Role of Enterprises in Innovation

  5. Strengthen the leading role of enterprises in technological innovation decision-making. Increase the number and weight of enterprise experts in various science and technology expert databases; support enterprise experts in joining academic organizations within and outside the province and participating in science and technology exchanges and cooperation; and actively solicit opinions and suggestions from enterprise experts. Support entrepreneurs in leading major provincial and municipal-level science and technology projects. Give priority to recommending enterprise science and technology innovation teams and researchers for provincial science and technology awards, the “Outstanding Engineer” title, and other honors.

  6. Strengthen the central role of enterprises in R&D investment. Encourage enterprises to increase R&D investment and closely link R&D expenditure with the allocation of science and technology resources. For enterprises where R&D expenses account for more than 3% of operating revenue or where annual independent R&D expenses exceed 10 million yuan, priority will be given to ensuring land use, energy consumption, and emission quotas, and they will be prioritized for recommendation to apply for various provincial and municipal science and technology programs.

  We will earnestly implement business-friendly policies such as additional deductions for R&D expenses, tiered subsidies for R&D funding, tax incentives for high-tech enterprises, and innovation voucher subsidies. We will establish a dynamic monitoring mechanism for R&D investment by key enterprises to promptly understand and track their R&D activities, guide enterprises in standardizing their scientific and technological activities and maintaining auxiliary accounts for R&D expenditures, strengthen project management and ensure scientific and reasonable expenditure of funds, and further improve the quality of R&D investment statistical reporting data in our city.

  7. Strengthen the leading role of enterprises in scientific research organization. Explore reforms to the project approval mechanism for science and technology programs, grant enterprises greater autonomy, reinforce market-driven guidance, and support enterprises in becoming the “problem-setters” of technological innovation, the “organizers” of technical innovation, and the “evaluators” of innovation outcomes.Support industry-university-research collaboration led by enterprises. Encourage large-scale enterprises with annual independent R&D expenditures exceeding 10 million yuan to establish joint laboratories with universities, research institutes, and provincial innovation laboratories. Support high-tech enterprises and “Science and Technology Little Giants” in taking the lead to form innovation consortia to conduct scientific research or build platforms, and to undertake various provincial and municipal-level science and technology projects.

  8. Strengthen the leading role of enterprises in the commercialization of research outcomes. Support enterprises in strengthening collaboration with universities, research institutes, and provincial innovation laboratories to jointly conduct order-based, targeted R&D and commercialization efforts, thereby promoting the application, adoption, and demonstration of major scientific and technological achievements within our city. Support enterprises in providing early-stage application scenarios and trial environments for key core technologies based on industrial development needs.Support leading enterprises in the industry to spearhead the construction of a batch of specialized small-scale and pilot testing platforms—such as proof-of-concept, pilot-scale refinement, and small-batch trial production facilities—that are open to the public. Encourage counties (cities, districts) to adopt a “government guidance + market entities + commercial operation” model to build pilot demonstration bases to high standards.

  9. Strengthen the cultivation of technology-based enterprises. Establish a tiered cultivation mechanism for technology-based enterprises and support enterprises in applying for National High-Tech Enterprise status. Award a 200,000 yuan incentive to newly certified National High-Tech Enterprises and a 50,000 yuan incentive to those that successfully renew their certification upon expiration. Increase support for enterprise technological innovation and encourage enterprises to apply for science and technology projects at all levels.

  Accelerate the innovative development of state-owned enterprises. Increase the weighting of scientific and technological innovation in the performance evaluation of state-owned enterprises, and treat the annual increase in R&D expenses as profit to be added back, thereby promoting steady growth in R&D investment by state-owned enterprises.Encourage state-owned enterprises to establish a classification evaluation system for R&D personnel and implement incentive mechanisms such as separate wage quotas. Leverage the role of the state-owned capital operating budget and special funds, prioritizing investment in R&D and technology commercialization within state-owned enterprises. Encourage and support eligible state-owned enterprises to collaborate with counties (cities, districts) and financial institutions to explore the establishment of special funds for technological innovation. Support the Sanming Economic and Technological Development Zone and Sanming High-Tech Zone Administrative Committees in introducing specific measures to accelerate technological innovation.

  III. Intensify Efforts to Advance Key Industrial Technology Breakthroughs

  10. Focus on industrial development needs. Conscientiously implement the requirements of the Municipal Party Committee and Municipal Government’s “Notice on Accelerating the ‘Extending, Supplementing, and Strengthening’ of Sanming’s Distinctive Industrial Chains” (Mingwei [2021] No. 38). Conduct in-depth research, accurately identify common industrial technologies and key technical challenges faced by enterprises, and organize collaborative research efforts.

  11. Establish a mechanism for major scientific research projects. Strengthen the orientation of “industry posing the questions, science and technology providing the answers.” Establish a coordinated mechanism for selecting major science and technology innovation projects, thoroughly implement the “open challenge” system for major science and technology projects, and actively promote the implementation of provincial and municipal-level major technology R&D and technology transfer projects.For projects that have secured funding under provincial-level “challenge-based” major special projects, major Science and Technology Strategy (STS) cooperation projects between academies and provinces, Beijing Municipal Science and Technology Innovation Regional Cooperation Special Projects, and domestic science and technology cooperation projects under Shanghai’s “Science and Technology Innovation Action Plan,” a grant subsidy of 10% of the actual funding received will be provided, with a maximum of 500,000 yuan per project.

  IV. Efficient and Targeted Promotion of the Transfer and Commercialization of Scientific and Technological Achievements

  12. Promote precise matching of supply and demand for scientific and technological achievements. Establish and improve lists of enterprise technology needs and lists of technological achievements from universities and research institutes. Organize cooperation between enterprises and universities/research institutes through various channels and formats. Actively introduce and cultivate professional service institutions in areas such as technology transfer, testing and inspection, intellectual property, investment and financing, and legal services to advance the transfer and commercialization of scientific and technological achievements across the entire value chain.

  13. Strengthen the certification and registration of technology contracts. Implement incentive policies for the certification and registration of technology contracts. For technology contracts certified and registered by enterprises and institutions, provide tiered rewards based on the cumulative amount of actual technology transactions occurring in the year of certification. Provide subsidies to certification and registration agencies that complete a certain annual quota of technology contracts.

  14. Actively develop technology transfer organizations and cultivate technology brokers. Support counties (cities, districts), universities, research institutes, and enterprises in establishing technology transfer organizations, and foster a group of national, provincial, and municipal-level technology transfer organizations. Provide funding subsidies of 300,000 yuan and 100,000 yuan, respectively, to organizations recognized as national or provincial technology transfer centers.Strengthen training for technology brokers and encourage qualified scientific and technical personnel from universities, research institutes, and science and technology service organizations to engage in technology transfer work, thereby cultivating a professional team of technology brokers. Technology brokers may receive rewards and compensation in the form of cash, shares, or equity stakes in accordance with the law or contractual agreements.

  Support the introduction of specialized, market-oriented, and international technology transfer agencies, intellectual property operation agencies, and other science and technology service organizations from both domestic and international sources through means such as government procurement of services. For those that facilitate technology transactions of a certain value in accordance with requirements, a financial reward of 3% of the actual transaction amount will be granted, up to a maximum of 1 million yuan per agency per year.

  15. Continue to advance reforms regarding the ownership of scientific and technological achievements created in the course of employment. Encourage and support municipal universities and research institutes to grant ownership or long-term usage rights of such achievements to the creators or teams, provided that national security or major public interests are not compromised. Key matters to be agreed upon include ownership shares, profit distribution ratios and methods, decision-making on commercialization, cost-sharing for commercialization, and reporting on commercialization progress.Where long-term usage rights to service-related scientific and technological achievements are granted, the license term shall be no less than 10 years; during this period, the creators or teams shall be permitted to sublicense the usage rights to third parties in accordance with laws and regulations.

  The management model for state-owned assets related to the commercialization of scientific and technological achievements shall be optimized, allowing municipal universities and research institutes to implement separate management for their in-service scientific and technological achievements. Universities and research institutes may independently dispose of and manage in-service scientific and technological achievements, as well as the equity formed through their valuation-based investment, in accordance with relevant regulations.The portion of revenue from the commercialization of scientific and technological achievements attributable to the institution—including dividends and proceeds from the disposal of state-owned equity formed through the valuation and investment of such achievements—shall be retained in full by the institution. Municipal universities and research institutes shall establish management systems and oversight mechanisms for scientific and technological achievements and the assets derived therefrom that differ from those applicable to general state-owned assets.

  Improve the due diligence and liability exemption mechanism for the commercialization of scientific and technological achievements;In the event that municipal universities, research institutes, or state-owned enterprises incur losses while promoting the commercialization of scientific and technological achievements, directly responsible personnel and leaders who have acted with due diligence—that is, who have carried out commercialization work in accordance with laws, regulations, and the institution’s legally established rules and regulations, fulfilled democratic decision-making procedures, exercised reasonable care, and discharged supervisory and management duties, and have not sought illegal gains—may be exempted from decision-making liability arising from subsequent changes in the value of the achievements during pricing,responsibility for failing to conduct asset appraisals during the transfer (licensing or capital contribution) of scientific and technological achievements, responsibility for losses incurred from capital contributions during the commercialization process, and responsibility for related decision-making errors during the commercialization process.

  V. Deepening Regional Science and Technology Cooperation

  16. Promote Beijing-Sanming Science and Technology Cooperation. Continue to seek greater support from the Beijing Municipal Science and Technology Commission, the Zhongguancun Science Park Management Committee, and the Zhongguancun Development Group. Leverage the “golden brand” effect of Zhongguancun to accelerate the construction of the Sanming Zhongguancun Science Park as an “Innovation Center + Industrial Base.” Conduct regular joint investment promotion activities, facilitate scientific and technological exchanges and cooperation, and promote the matching of industrial projects to facilitate the implementation of industrialization projects in Sanming.

  17. Promote Shanghai-Sanming Science and Technology Cooperation.Thoroughly implement comprehensive strategic cooperation with the Shanghai Municipal Science and Technology Commission, the Chinese Academy of Sciences’ institutes in Shanghai, the Shanghai Science and Technology Exchange Center, the Eastern China Center for Technology Transfer, the Shanghai Technology Exchange, and other relevant entities. Strengthen synergies with the Lingang Group in science and technology innovation. Actively seek Shanghai-Sanming science and technology cooperation projects. Accelerate the construction of the Shanghai-Sanming Collaborative Innovation Promotion Center, the Shanghai Science and Technology Achievement Transformation Center in Sanming (also serving as the Science and Technology Special Envoy Service Center), and the Shanghai Technology Exchange Sanming Science and Technology Innovation Workstation. Continuously expand cooperation areas and plan new cooperative projects.

  18. Promote scientific and technological cooperation within the Southwestern Fujian Collaborative Development Zone.Actively promote the joint application by the five cities in Southwest Fujian to establish a National Demonstration Zone for the Transfer and Commercialization of Scientific and Technological Achievements. Fully leverage the new mechanisms for mountain-sea collaboration in the new era and strengthen science and technology cooperation with Quanzhou. Promote cooperation with Xiamen’s biopharmaceutical industry and explore the joint construction of a public service platform for biopharmaceuticals. Launch innovation initiatives for the coordinated development of Southwest Fujian, promote joint research projects between our city and universities and leading enterprises in Southwest Fujian, deepen cooperation on science and technology platforms, and drive the integrated development of industrial and innovation chains.

  VI. High-Quality Cultivation and Recruitment of Science and Technology Talent

  19. Continue to carefully select and appoint science and technology special envoys. Focusing on the needs of rural revitalization and industrial development, adhere to a “customized” demand-matching and “menu-style” service provision mechanism, deepen the customized science and technology special envoy model, expand the ranks of science and technology special envoys, and provide more scientific and technological talent support for rural revitalization and high-quality development.Municipal-level science and technology special envoys will receive an annual operating budget of 10,000 yuan per person; provincial-level science and technology special envoys will receive an annual operating budget of 20,000 yuan per person, to support their service delivery.

  20. Increase Support for Science and Technology Special Envoys. Support science and technology special envoys in collaborating with service units to tackle key common industrial technologies and promote the transformation and application of scientific and technological achievements, thereby facilitating the adoption of advanced, mature, and applicable technological innovations in our city. For projects where science and technology special envoys establish or lead economic entities, or engage in substantive technical cooperation with economic entities and achieve tangible results, funding support of up to 200,000 yuan may be provided following an evaluation.For projects where corporate (team) science and technology special envoys carry out technology development and industrialization demonstrations and achieve results, funding support of up to 1 million yuan may be provided following an evaluation.Leverage the “Science and Technology Special Envoy Loan” risk-sharing fund pool to encourage financial institutions to provide loans to entities served by science and technology special envoys. Simultaneously, allocate funds to provide interest subsidies for innovation and entrepreneurship loan projects undertaken by science and technology special envoys. The subsidy rate shall not exceed 50% of the one-year Loan Prime Rate (LPR), with the total cumulative subsidy per borrowing entity not exceeding 150,000 yuan.

  21. Intensify efforts to cultivate and attract high-level talent. Focusing on our city’s strategic emerging industries and key industrial systems, we will vigorously cultivate and attract a group of high-level, leading talents. We will improve the “talent-attracting-talent” mechanism, balance “external support” with “self-sustaining development,” strengthen independent talent cultivation, and attract and gather more high-level entrepreneurial and innovative talents as well as urgently needed professional technical talents to serve the revitalization and development of the old revolutionary base areas.We will intensify efforts to attract talent through flexible mechanisms, vigorously recruiting top-tier scientific and technological talent and innovation teams capable of driving industrial transformation and reform, and providing comprehensive support based on the “case-by-case” principle. We will implement and refine provincial and municipal-level support policies for high-level talent, guiding and incentivizing them to continuously innovate and start businesses. We will encourage strengthened cooperation with high-level talent from Hong Kong, Macao, and Taiwan, and jointly apply for provincial and national-level science and technology programs and awards.

  22. Strengthen research support for high-level talent. Enhance effective coordination with national and provincial talent and science and technology programs. Based on national and provincial selection criteria, identify a group of promising innovation and entrepreneurship projects; through policy preferences, expert guidance, and other measures, continuously strengthen follow-up incubation to facilitate their inclusion in national and provincial science and technology talent programs.For high-level talent selected for national or provincial talent programs, establish corresponding supporting and safeguarding mechanisms. Specifically, for provincial talent projects in our city that are successfully selected for support under the key program outlined in Document No. 4 of the Fujian Provincial Party Committee (2020), a one-time matching reward of 10% of the provincial funding support—up to a maximum of 3 million yuan—will be granted to the enterprise.

  Funding for subsidies and rewards under these measures shall be disbursed through the original channels for provincial-level and higher-level support, while municipal-level funding shall be allocated from the municipal science and technology special fund. All other required funds shall be borne by the corresponding level of government. Where a project qualifies for both these measures and other relevant municipal support policies, the “most favorable, non-duplicative” principle shall apply.All departments at all levels shall strengthen their capacity for scientific and technological innovation, coordinate fiscal science and technology funds and innovation policies, and form a concerted effort to advance the city’s scientific and technological innovation work. The Municipal Government Inspection Office and the Municipal Science and Technology Bureau shall strengthen supervision and inspection to ensure the full implementation of all measures.

  The Municipal Science and Technology Bureau is responsible for interpreting these measures, which shall be implemented from 2024 to 2028.
