I. General Requirements
(1) Basic Approach
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection tour of Fujian. We will adhere to the essence of the “3820” Strategic Project, grasp the development trends of Fuzhou’s AI sector, take the deep integration of AI with the real economy as the main thread, and regard the transformation of the Model-as-a-Service (MaaS) model as the key.strengthen the supply of intelligent computing clusters and high-quality data elements, enhance innovation capabilities in key technologies and core products, and facilitate a virtuous cycle where application scenarios drive computing power, algorithms, and data; computing power, algorithms, and data drive software-hardware synergy; and software-hardware synergy drives industrial innovation. This will comprehensively elevate the level of the AI industry and contribute to the construction of a modern international city.
(2) Development Goals
By 2026, artificial intelligence technology will be deeply integrated and applied across all sectors of the city’s economy and society; the level of innovation and development in the AI industry will rank among the nation’s leaders; and the role of AI in driving industrial upgrading and economic transformation in our city will become even more prominent.We will establish a national-level open innovation platform for next-generation AI public computing power, featuring advanced and ubiquitous computing infrastructure and inclusive, efficient computing services. The city’s available intelligent computing power will reach over 400 petaflops (PFLOPS) under half-precision input/output (FP16) conditions (or an equivalent computing power level when converted to other industry-standard precision metrics).Innovative applications of AI models will reach a leading level in the province and an advanced level nationwide, with the incubation or introduction of at least five multimodal large AI models. AI penetration will significantly increase, and typical application demonstration scenarios will continue to expand, with the goal of establishing at least one benchmark application scenario with local industrial characteristics in each county (city) and district.Leveraging the provincial-level AI industrial park to build a hub for the AI industry, the AI industry scale in the host zone’s industrial park will reach over 10 billion yuan, with more than 50 relevant enterprises in the pilot zone’s industrial park. Three to five leading enterprises or teams with a significant spillover effect will be newly introduced or cultivated, bringing the total AI industry scale to over 40 billion yuan. Strengthen the supply of data for AI application scenarios, establish a nationally leading data asset operation system, and achieve notable results in the market-oriented development of the data factor market.
II. Main Tasks
(I) Consolidating a Foundation of Efficient and Intensive Computing Power
1. Build a Regional Intelligent Computing Hub. Advance the construction of computing infrastructure centered on the Fujian Artificial Intelligence Computing Center; actively integrate into the national “East Data, West Computing” initiative; establish a national next-generation artificial intelligence public computing open innovation platform; consolidate the Fujian node of the “China Computing Network”; and construct a multi-tiered computing infrastructure system featuring intelligent network synergy, intelligent cloud synergy, cloud-edge synergy, and green intelligence to significantly enhance computing capacity.Leveraging domestically produced chips, frameworks, and operator libraries, we will build an autonomous and controllable computing ecosystem. By fully leveraging the “Smart Computing + Fujian Cloud” computing advantages, we will establish a regional-level intelligent computing hub that is “based in Fuzhou, serving Fujian, and extending across Southeast China,” thereby promoting the integrated coordination of regional computing resources.
2. Coordinate and Dispatch Computing Power Resources. Integrate the city’s computing power resources, build a city-level computing power coordination and dispatch platform, connect to national and provincial computing power networks, and establish a computing power dispatch service system that covers the entire city and ensures interconnectivity.Strengthen the high-quality supply of inclusive intelligent computing power, lower the barriers to computing power usage, and provide elastic, scalable computing power aggregation capabilities. Achieve unified orchestration and standardized input/output for computing power resources across the entire region and network, and promote the integrated development of government and enterprise computing power resources with data resources.
3. Scientifically deploy edge computing resources. Accelerate the construction of an edge computing supply system, improve supporting infrastructure, and strengthen coordinated network deployment to support low-latency business applications such as industrial manufacturing, financial transactions, smart grids, and cloud gaming, thereby promoting the coordinated development of cloud computing and edge computing. Optimize the layout of industry-specific computing infrastructure to better meet the needs of sectors including industrial internet, education, transportation, commerce, healthcare, finance, and energy, and support the digital transformation of traditional industries.
(II) Establish a Collaborative Innovation Model Matrix
1. Build General-Purpose Large Models. Support leading enterprises in actively introducing and implementing industry-renowned multimodal large models. Conduct algorithmic innovation and tackle core technological challenges in areas such as large model infrastructure, training dataset construction, and multimodal learning algorithms to establish a secure and controllable technical framework and lower the technical barriers to AI development. Strengthen the role of application scenarios in driving the development of large models, using application scenarios and data to drive iterative upgrades and achieve technological empowerment through large models.
2. Develop Specialized Models. Support enterprises in deepening their expertise in specific vertical sectors to create N specialized AI models. Focus on fields such as visual intelligence, autonomous driving, smart factories, smart healthcare, smart cities, and gaming and cultural creativity. Through introduction, R&D, and iteration, promote the deep integration of model algorithms with industry-specific datasets and proprietary knowledge to refine and strengthen a group of specialized models with significant industry influence.
3. Promote model adoption. Advance the MaaS (Model-as-a-Service) model to facilitate the practical implementation of AI models. Launch pilot projects for innovative model applications and promote the deployment and utilization of specialized models in urban governance, government services, the real economy, and financial institutions. Encourage large-scale model enterprises to collaborate with ecosystem partners to strengthen the R&D of model plugins and related software and hardware, and promote the adaptation, integration, and mutual embedding of large-scale models with existing operating systems, software, and smart hardware.
(3) Strengthening the Supply of High-Quality and Sufficient Data
1. Improve data usage regulations. Establish a comprehensive regulatory framework for the high-level sharing and exchange of government data, the open utilization of public data, and the mutual sharing of data between government and enterprises. Explore models that separate data ownership, usage rights, and management rights. Refine standardized and institutionalized operational processes for data resource trading, circulation, and application. Promote the full circulation and deep integration of data elements among governments, enterprises, and across the industrial chain, thereby developing a set of nationally leading, replicable, and scalable “Fuzhou Solutions.”
2. Promote Data Openness and Sharing. In accordance with national guidelines on establishing a foundational data system to better leverage the role of data as a production factor, we will deepen market-oriented reforms of the data sector, advance the tiered development of public data resources, and establish an effective mechanism for matching public data supply and demand. This will achieve “orderly openness and full access to data where applicable,” thereby fully unlocking the latent value of public data.
3. Ensure data application security. Explore the establishment of a more resilient regulatory mechanism for data elements, build a multi-stakeholder governance system for the data element market, and achieve comprehensive protection across networks, platforms, systems, data, operations, and management. Promote research on data security and privacy protection technologies, establish a security assurance system covering the entire lifecycle of data resources, and standardize the conduct of various market entities.
(IV) Enhancing High-Quality Park Infrastructure
1. Establish a Provincial-Level Artificial Intelligence Industrial Park. Focusing on the objectives of building a source of AI technological innovation, a demonstration zone for clustered development, and a key area for open cooperation, and benchmarking against the National AI Innovation and Application Pilot Zone and the National New Generation AI Innovation and Development Pilot Zone, we will build a provincial-level AI industrial park to high standards.With a total planned area of approximately 2.05 square kilometers, the park will adopt a “1+1” model (host zone + pilot zone) to strengthen complementary advantages between the two zones, guide the formation of larger-scale industrial clusters and collaborative development, and establish a hub for the AI application and service industries.
2. Enhance the industrial carrying capacity of Fuzhou New Area.Using the relatively concentrated industrial parks already established in Fuzhou New Area—such as Xinyun, Youlong, Xintou, and Boshi—as the host zone, the plan will first attract and cluster a group of leading AI enterprises. Building on this foundation, the initiative will extend to the Intelligent Connected Vehicle Industrial Park (inclusive) and its surrounding plots. Leveraging the host zone’s robust foundation—which features province-leading digital infrastructure—and the advantages of clustered leading enterprises, the plan will adopt “Smart+” as the core engine to promote the integrated application of AI and big data, the metaverse,cloud computing, blockchain, the Internet of Things, and other next-generation information technologies, as well as their deep integration with sectors such as manufacturing, healthcare, government affairs, and rail transit. We will explore the development of autonomous driving demonstration zones, establish AI industry innovation centers and open-source technology service centers, and comprehensively enhance core capabilities in R&D, investment, industrialization, and innovation services within the AI sector. This will drive the coordinated development of infrastructure, talent, platforms, and finance, forming a spatial system characterized by the integration of industry and urban areas, shared living and recreational spaces, and comprehensive supporting facilities, as well as a full-element industrial chain.
3. Leverage the industrial leadership of the central urban area. Designate areas with relatively mature industrial foundations—such as Zone A of Fuzhou Software Park, the AI Acceleration Center, the Juyuan Island Smart Industrial Park, and the Comprehensive Service Innovation Zone of the Fuxing Economic and Technological Development Zone—as pilot zones. Fully utilize the core urban area’s advantages in cutting-edge industrial clustering, policy and institutional innovation, and open application scenarios to build coordinated yet distinct AI sub-industry clusters.The Gulou District (including the Software Park) will focus on its strengths in AI chips and computer vision, prioritizing breakthroughs in the R&D of foundational AI software and overcoming bottlenecks in key technologies, to become the city’s hub for cutting-edge AI innovation and a center for critical supporting software capabilities;The Cangshan District, building on its smart industry foundation, will focus on developing industrial software, intelligent control systems, and intelligent understanding products. It will treat the construction and innovation of core application scenarios—such as smart manufacturing, smart cities, and smart public services—as key entry points for AI industry development, aiming to become the city’s demonstration center for AI application scenarios;The Jin'an District, guided by AI applications and leveraging its strong industrial foundations in optoelectronic information, digital industries, and smart logistics, will create typical AI application scenarios such as smart supply chains, smart security, and smart parks, establishing itself as a city-wide hub for integrated innovation and a demonstration site for smart applications.
(5) Building an Integrated Industrial Landscape
1. Consolidating Competitive Advantages Through AI.Focusing on competitive sectors such as software, next-generation communication technologies, the Internet of Things (IoT), next-generation displays, and optoelectronic information, we will advance the R&D and application of key foundational software for AI—including operating systems, databases, and development tools. We will promote the comprehensive integration of 5G with cloud computing, smart sensing, and machine learning technologies, develop smart terminal products such as wearable devices, smart home terminals, and in-vehicle smart devices, and accelerate the application of AI technologies such as autonomous driving and vehicle-road coordination. In the Fuzhou New Area, we will build a digital economy industrial cluster centered on smart vehicles.
2. Empowering Emerging Sectors with AI. Focusing on emerging sectors such as big data, industrial internet, and cybersecurity, we will leverage artificial intelligence to enhance capabilities in general-purpose big data processing, real-time processing, and storage management; drive the extension of the big data industry chain upstream and downstream; and elevate the intelligence level of the industrial internet. We will prioritize the deep integration of artificial intelligence with smart agriculture, the industrial internet, and the platform economy, while expanding the breadth and depth of AI applications in the cybersecurity field.
3. Activate future sectors with AI.Focusing on future sectors such as the metaverse, spatial information, and future networks, we will accelerate the deep integration of spatiotemporal information platforms with AI based on IoT sensing networks and interactive systems. We will promote comprehensive coverage of intelligent digital twins, develop smart terminal products that integrate satellite communications, remote sensing and mapping, and navigation and positioning, support the development of new models such as AI-generated content (AIGC) and digital humans, and build an advanced metaverse technology and industrial system.
(VI) Building Benchmark Demonstration Application Scenarios
1. Promote “Government Services + AI.” Integrate AI technology into digital government construction; identify AI application scenarios in areas such as government office operations, the 12345 hotline, administrative approvals, real estate registration, and policy consultation; strengthen common service capabilities including comprehensive sensing, data analysis, emergency command, security protection, intelligent algorithms, and cloud-network support; and accelerate the upgrading of government services.
2. Promote “Urban Governance + AI.” Improve the City Brain system and enhance the real-time sensing, intelligent analysis, and precise assessment capabilities of information platforms for urban water system management, traffic governance, public safety and social stability, gas cylinder traceability, food safety, and farmland protection, thereby advancing the refinement and intelligence of urban governance. Promote the application of AI in social and public welfare sectors such as healthcare, education, commerce, culture and tourism, and elderly care to foster digital benefits for the people.
3. Promote “Manufacturing Transformation + AI.” Drive the intelligent upgrading of the entire manufacturing process—including R&D and design, pilot testing and validation, production and manufacturing, marketing and services, and operations management. Encourage industries such as new energy, textiles, chemicals, electronics and information technology, and automotive glass to conduct pilot applications of smart factories. Enhance the level of AI empowerment within the industrial manufacturing system, accelerate the digital transformation of manufacturing, and boost the core competitiveness of the manufacturing sector.
4. Promote “Humanoid Robots + AI.” Focusing on the needs of application areas such as manufacturing, social governance, public services, safety and emergency response, and extreme environments, we will encourage leading enterprises in the industry to develop humanoid robots based on large-scale AI models. We will strengthen the collaborative and interactive capabilities of humanoid robots with equipment, personnel, and the environment, promote the “service leasing + system integration” business model, and drive the large-scale application of humanoid robots.
(VII) Fostering a Vibrant Industrial Ecosystem
1. Amplify the platform effect of the Digital Summit. Leveraging the Digital China Summit and the Digital China Innovation Competition, and integrating with the construction of the Science and Technology Innovation Corridor, we will establish a premier exchange platform in the field of artificial intelligence. This will attract the aggregation of high-end industry resources, facilitate the implementation of a batch of high-quality projects characterized by large investment scale, advanced technological levels, and strong spillover effects, and draw a group of AI talents (and teams) to attend, exhibit, and compete. We will encourage these talents to stay in Fuzhou to start businesses or seek employment, and deepen AI exchange and cooperation with countries and regions along the “Belt and Road” route.Actively host more national and international exhibitions, academic forums, and competitions in the AI field; regularly organize salons, sharing sessions, and other activities; synergize with the Digital China Summit to create a multiplier effect and promote in-depth exchanges.
2. Intensify efforts in scientific and technological R&D. Accelerate research into cutting-edge AI theories such as novel machine learning, brain-inspired intelligence, and vision and natural language processing. Focus on developing key core technologies in application areas such as smart sensors, novel human-computer interaction, and intelligent control and decision-making, and accelerate the development of domestically produced, independently controlled products and services.Strengthen the supporting role of innovation platforms such as the Chinese Academy of Sciences Haixi Institute, the Fuzhou Institute of Data Technology, the Digital China (Fujian) Institute, the Fuzhou University Artificial Intelligence Institute, and the Fuzhou University 5G+Industrial Internet Institute. Promote joint innovation between leading enterprises and key universities and research institutions, jointly establish artificial intelligence application laboratories, enhance the alignment of talent supply and demand between universities and enterprises, and drive the integrated development of industry, academia, and research.
3. Establish a tiered enterprise cultivation system.Support local leading enterprises in increasing their investment in AI, conduct targeted investment promotion for AI enterprises, and attract leading domestic and international enterprises to establish AI subsidiaries in Fuzhou. In fields such as intelligent robots, speech recognition, image recognition, and virtual reality, cultivate a group of leading AI enterprises and brands with dominant influence in their respective industry ecosystems. Support small and medium-sized enterprises (SMEs) in growing and strengthening their capabilities, fully identify high-growth enterprises, and foster a cohort of specialized, refined, distinctive, and innovative AI enterprises, as well as “single-champions,” “unicorns,” and “gazelle” AI enterprises.
4. Improve mechanisms for attracting and cultivating specialized talent. Focusing on the core needs of enterprises and universities, precisely recruit leading and high-end AI talent, and improve supporting policies and measures regarding resources and living conditions.Strengthen the development of AI disciplines, explore the creation of an interdisciplinary talent cultivation model centered on “X + AI,” support university-enterprise collaboration to jointly establish AI industry-academia-research talent training bases, and promote the coordinated development of industry, academia, and research. Prioritize the cultivation of applied AI talent, support the training of “Outstanding Engineers” in the AI industry and the certification of AI vocational skill levels, and encourage enterprises and workers to participate in AI vocational skills training. Encourage primary and secondary schools to offer AI-related courses and conduct AI literacy education.
5. Build a Win-Win Ecosystem of Partners. Launch the AI Industry Innovation Partnership Program to foster a network of computing power partners, model partners, application partners, data partners, and investment partners. Deepen innovative cooperation with these partners in areas such as computing power utilization, scenario development, data utilization, and talent cultivation. Establish AI collaborative innovation platforms to enhance industry exchange and interaction, promote resource sharing and supply-demand matching, and further stimulate industrial vitality.
III. Key Measures
(1) Strengthen Inclusive Computing Power Services. Promote the municipalization of computing power supply to reduce operational and usage costs. Regarding the computing power supply side: Support projects where both physical facilities and entities are located within the city’s jurisdiction, with a rated computing power of 100 PFLOPS or more (calculated based on FP16; rated values for other common precision levels shall be converted to FP16),and where computing power based on proprietary chips accounts for no less than 80% of the total, to be included in the provincial key technical transformation project database or the municipal key digital economy project database. We will seek relevant provincial subsidies and, based on the actual scale of computing power sold and operationally utilized (as evidenced by contracts, invoices, etc.), the municipal and county levels will bear the costs in accordance with the current fiscal system.An annual operational subsidy of 50,000 yuan per P of computing power will be provided, with the total annual municipal-level operational subsidy not exceeding 10 million yuan (this amount excludes provincial subsidies; the subsidy is administered via a post-grant and centralized application process, with applications accepted twice annually in March and September; eligible projects must apply in the year of commissioning or the following year; applications submitted after the deadline will not be accepted); support eligible AI infrastructure projects in applying for local government special bonds.For the computing power user side: Support is provided to enterprises utilizing AI to advance digital transformation. Funding is allocated by municipal and county-level governments in accordance with the current fiscal system. For enterprises included in the municipal computing power platform, if the annual total purchase of computing power services falls between 100,000 yuan (inclusive) and 300,000 yuan (exclusive), subsidies will be provided based on 50% of the actual service fees for the first year, 40% for the second year, and 30% for the third year.For annual purchases totaling 300,000 yuan or more, support will be provided to apply for relevant provincial subsidies, and a subsidy will be granted for the portion exceeding the maximum limit of such provincial subsidies. The cumulative annual computing power usage subsidy for a single enterprise shall not exceed 500,000 yuan. (2) Accelerate Research and Development of General-Purpose Technologies. Actively introduce well-known, industry-leading multimodal large models that comply with national standards. Focusing on areas such as smart manufacturing, smart healthcare, fintech, social governance, and public welfare, support key enterprises in conducting innovative research on industry-specific foundational model architectures and encourage the development of open-source technology ecosystems. Support leading enterprises in collaborating with top-tier universities and research institutions within and outside the province to implement a series of major provincial-level AI science and technology projects, and strive to secure relevant provincial subsidies.Adopt a “challenge-based” work mechanism to publish a list of key core technology research projects, establish benchmark enterprises in the AI sector, and cultivate the main force for innovative development. Provide subsidies of up to 5 million yuan for research and development of general-purpose AI technologies. (3) Promote Data Development and Utilization. In accordance with relevant data management regulations, leverage provincial and municipal data development and utilization platforms to provide public data resources in key sectors—such as healthcare, education, transportation, and public video surveillance—to the city’s AI enterprises through methods like “accessible but not visible,” thereby providing public data support for enterprises to develop products and innovate applications.Advance the construction of the Fuzhou Public Data Open Innovation Base and explore the “data sandbox” as a new data operation model. Implement the AI Data Aggregation Initiative to support AI enterprises and research institutions in building general-purpose AI training datasets, standard test datasets, and industry-specific datasets within the “data sandbox,” thereby promoting the integrated development and utilization of public and enterprise data. (4) Expand the Scope of Application Scenarios. Improve pathways for the transformation and application of new AI technologies, and conduct field tests of integrated innovation scenarios involving new technologies, business models, and industry formats. Focusing on government affairs, public welfare, and industrial development, select exemplary AI application demonstration scenarios annually. Funding will be allocated by municipal and county-level governments according to the current fiscal system, with a one-time reward of up to 1 million yuan granted to selected scenarios.Support enterprises in applying AI technologies to develop industrial internet projects across R&D and design, manufacturing, operations management, logistics and distribution, e-commerce, after-sales service, energy conservation and emissions reduction, and workplace safety. Projects demonstrating significant results will receive a subsidy equivalent to 20% of the actual investment, up to a maximum of 2 million yuan, with the city’s annual cumulative subsidy cap set at 10 million yuan. Establish a project repository for AI application scenarios to support enterprises in participating in the provincial “Top 100 AI Application Scenarios” evaluation and securing relevant provincial subsidies.Universities and research institutes are encouraged to implement innovative AI application scenarios. (5) Promote Industrial Clustering and Development.Support Fuzhou New Area in leveraging existing resources, such as computing power, to build a provincial-level AI industrial park hub that integrates research, incubation, investment, production, and services, thereby attracting more resources and creating a new engine for industrial development. Support Gulou District, Cangshan District, and Jin’an District in establishing pilot zones within existing, well-established industrial parks to accelerate the R&D and application of cutting-edge AI technologies, promote the use of AI to upgrade existing industries, and achieve clustered development through the integration of “specialized industries + AI.”Strengthen investment promotion in these parks, encourage high-quality enterprises to settle there, and implement differentiated and tailored support policies to assist park enterprises in production commencement, technological upgrades, and financing. Accelerate the cultivation and construction of a batch of AI incubation bases, pilot production bases, accelerators, and co-working spaces to promote the deep integration of innovation chains and industrial chains. (6) Accelerate the Cultivation of Enterprise Leaders. Intensify efforts to attract leading AI enterprises; support AI enterprises in applying for provincial-level “Innovative Enterprises in Core Digital Economy Fields” and “Specialized, Refined, Unique, and New” enterprise designations; cultivate a group of industry-leading enterprises; and incubate a cohort of “hidden champions” in niche sectors. Support enterprises in applying for the provincial-level “Leading Goose” software enterprise designation in the AI field; encourage enterprises to accelerate the development of AI application software products and seek relevant provincial subsidies.Support enterprises in expanding and strengthening their operations through means such as going public and mergers and acquisitions, thereby driving the coordinated development of the entire industrial chain. Encourage leading enterprises to share resources—including users, traffic, interfaces, and technology—with small and medium-sized enterprises (SMEs), engage in collaborative innovation along the industrial chain, and foster an ecosystem where large, medium, and small enterprises develop in tandem. (7) Strengthen Support for Resource Elements. Closely aligned with the development needs of our city’s AI industry, we will intensify efforts to attract talent through flexible mechanisms, optimize the environment for attracting intellectual resources, and prioritize attracting overseas intellectual talent. We will introduce a group of top-tier scientists, leading scientific and technological talents, and high-level innovation teams from both domestic and international sources. We will support eligible AI professionals (and teams) in applying for recognition under provincial-level talent programs (projects), including the Provincial High-Level Talent Program, the Provincial Leading Industrial Teams Program, and the Provincial “Hundred Talents Plan.”Encourage key universities to enhance the development of AI-related disciplines, conduct professional title evaluations for AI fields, and support the establishment of AI training bases in collaboration with local universities, industrial parks, and leading internet enterprises. Provide subsidies to eligible enterprises engaged in professional AI talent training within our city; funding will be shared by municipal and county-level governments according to the current fiscal system, with the total annual subsidy for a single enterprise not exceeding 300,000 yuan.Focusing on fundamental AI research and key segments of the industrial and innovation chains, we will establish and develop a number of AI laboratories within the city. We will support the hosting of provincial-level (and above) AI competitions in Fuzhou and strive to secure relevant provincial subsidies. We will strengthen financial support, prioritizing the construction of AI infrastructure, supporting platforms, and application scenarios, while also supporting corporate R&D and the commercialization of research outcomes. We will leverage the role of government industrial guidance funds to encourage sub-funds to attract capital participation in AI-related “Digital Fuzhou” projects.(Responsible Units: Municipal Human Resources and Social Security Bureau, Industry and Information Technology Bureau, Finance Bureau, Development and Reform Commission, Big Data Commission, Science and Technology Bureau, Local Financial Regulatory Bureau, Education Bureau, Taiwan, Hong Kong, and Macao Affairs Office; relevant county (city) and district people’s governments)
IV. Support Measures
(1) Strengthen Organizational Guarantees. Establish a special task force for the development of the AI industry, led by the Municipal Big Data Commission, the Municipal Bureau of Industry and Information Technology, and the Municipal Science and Technology Bureau, with the participation and cooperation of relevant municipal departments. Establish a working mechanism for unified coordination and scientific scheduling. The task force’s office will be located within the Municipal Big Data Commission, responsible for leading the coordination and advancement of daily operations. Establish an AI Strategic Advisory Committee to focus on promoting specialized research on forward-looking and strategic issues and to coordinate the resolution of key problems in industrial development.Increase financial support by allocating up to 35 million yuan annually from the municipal budget for funding subsidies under this plan.
(2) Strengthen Oversight and Monitoring. Establish and improve an open and transparent AI regulatory system, formulating safety standards, norms, and response mechanisms for AI in areas such as scientific ethics, data security, data privacy, and cybersecurity. AI computing infrastructure projects applying for subsidies under this plan must register with the competent information technology authority in accordance with the project initiation mechanism outlined in the “Fuzhou Municipal Government Investment in Information Technology Projects Management Measures.”
(3) Optimize the Development Environment. Leverage the role of social organizations in the city’s AI sector to identify and highlight best practices, advanced products, and exemplary cases. Intensify publicity and promotion efforts to foster a robust environment for industrial development.
This Action Plan shall take effect upon issuance and remain valid until December 31, 2026. It shall be organized and implemented under the leadership of the Municipal Big Data Commission.
