To the Industry and Information Technology (or Industry, Information Technology, and Commerce) Bureaus and Finance Bureaus of all counties (cities, and districts), and to the competent industry and information technology authorities of municipal-level industrial clusters:

To implement the Nanping Municipal People’s Government’s “Notice on Issuing Several Measures for Achieving a Strong Start to 2024 and Stabilizing Expectations, Growth, and Employment in Nanping” (Nan Zheng Gui [2024] No. 1),the “Notice of the Nanping Municipal Bureau of Industry and Information Technology, Nanping Municipal Finance Bureau, and Nanping Municipal Bureau of Human Resources and Social Security on Measures to Promote the Stable Operation of Industrial Production in the First Quarter of 2024” (Nan Gongxin Zong [2024] No. 2), regarding the subsidy policy for “interest subsidies on electricity financing for above-scale industrial enterprises,” we hereby notify you of the following matters concerning the organization of applications for the 2024 interest subsidy on electricity financing for above-scale manufacturing enterprises:

I. Eligible Entities

(1) Manufacturing enterprises above designated size located within the three major industrial clusters at the municipal level or in Yanping District, and which comply with national industrial policies;

(2) Enterprises with no record of credit default or involvement in organized crime, not listed on the work safety “blacklist,” and with no history of major environmental accidents.

II. Subsidy Standards

Manufacturing enterprises above designated size that pay their 2024 electricity bills via “Electricity E-Loan” (including offline applications), “Electricity E-Bill,” or “Electricity Bill Letter of Credit” through the State Grid Nanping Power Supply Company’s “Electricity E-Financial Services” platform will be granted a 50% interest subsidy.

III. Application Process

Applications for the 2024 electricity bill financing interest subsidy for manufacturing enterprises above designated size will be organized on a quarterly basis. The procedure for applying for the fiscal subsidy is as follows:

(1) The municipal-level industrial clusters of the three major sectors and the competent industrial and information technology authorities of Yanping District are responsible for reviewing the credit status of local enterprises that meet the subsidy criteria (based on query results from Credit China, the National Enterprise Credit Information Publicity System, and the China Enforcement Information Publicity Network). For enterprises that meet the criteria, formal written recommendations must be submitted to the Municipal Bureau of Industry and Information Technology and the Municipal Finance Bureau by the 20th of the month following the end of each quarter (the Yanping District Bureau of Industry and Information Technology must submit the report jointly with the District Finance Bureau).

(2) After review and approval by the Municipal Bureau of Industry and Information Technology in conjunction with the Municipal Finance Bureau and State Grid Nanping Power Supply Company, the subsidy funds will be disbursed.

IV. Application Materials

(1) The “2024 Summary Table of Interest Subsidy Funds for Electricity Financing of Manufacturing Enterprises Above Designated Scale” (Attachment), bearing the official seal of the enterprise.

V. Other Matters

(1) The three major industrial clusters at the municipal level and Yanping District must further strengthen their service orientation and expedite the review process.

(2) The amount of electricity fees paid by enterprises using “Electricity E-Loan,” “Electricity E-Bill,” or “Electricity Credit,” the payment month, and the comprehensive annualized loan interest rate shall be based on the data confirmed by State Grid Nanping Power Supply Company.

(3) The three major industrial clusters at the municipal level and Yanping District shall submit applications in accordance with this notice; other counties (cities, districts) shall organize and implement the program on their own by referring to this notice, with the required funds to be borne in accordance with the current fiscal system.
