In order to promote the high-quality development of lodging in our region, bigger, stronger and better culture and tourism economy, according to the "Ministry of Culture and Tourism, the Ministry of Public Security, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the National Health Commission, the Ministry of Emergency Management, the General Administration of Market Supervision, the China Banking and Insurance Regulatory Commission, the State Administration of Cultural Heritage, the National Rural Revitalization Bureau on the promotion of high-quality development of rural lodging guide" (Culture and Tourism Market Development 〔2022〕 No. 77), "the Office of the Fujian Provincial People's Government on the promotion of the development of a number of measures of the notice" (Fujian Government Office [2022] No. 36), "Quanzhou Taiwan Business Investment Zone on the standardization of the operation and development of the Interim Opinions on the development of the B&B" (Quantai Management Office Regulations [2023] No. 4), combined with the actual situation in our region, put forward the following ten measures.
First, strengthen the planning leadership. First, scientific and rational layout. B&B development into economic and social development, urban and rural construction, land space, rural revitalization, tourist attractions and other planning, scientific and rational layout. Second, planning and development of B&B clusters. Promote Yuxia Village, Longcang Community, Fengpu Community, Luoyang Bridge surrounding, Baizaki Lake surrounding areas to focus on creating a number of characteristics of leisure B&B. Through three years of efforts, to form a reasonable layout, scale moderation, rich content, distinctive, high-quality service B&B development pattern. Third, focus on building floating mountain B&B gathering area. Relying on the existing buildings in the village of Fushan, explore the layout of B&B culture and tourism business along the coastline in point or piece, from the industrial business, service training, safety management, etc. to promote the quality and upgrade of the B&B.

Give full play to the state-owned enterprises resources, assets, capital, funds, talent, technology and other advantages, combined with the development of rural culture and tourism and the needs of the local people, by the competent authorities out of the policy, to the funds, by the District Investment Group stage revitalization of collective and state-owned assets, led by the construction of the upstream and downstream chain of lodging services, set up lodging services management company, the construction of lodging wisdom service platform, the development of lodging in accordance with local conditions. Second, encourage a variety of business models. Actively guide social funds and financial capital to participate in the construction of lodging, support conditional villages (residents) through the repair and transformation of their own housing development lodging; encourage towns and cities have the willingness of organizations and individuals to start lodging by leasing private houses in the countryside; encourage the development of rural lodging through the registration of rural tourism investment and development companies, the formation of agro-industrial cooperatives, villagers shareholding in rural lodging village-wide and piecemeal development. Third, multi-channel investment. Secondly, strengthen the training of talents. Include B&B practitioners in rural revitalization, business services, catering and lodging industry, culture and tourism talent training program, and constantly improve B&B management and service level. Third, enrich service content. Advocating personalized butler service to meet the slow life of tourists, deep experience consumption demand, to create a host and guest sharing, civilized and harmonious atmosphere.

VII, increase financial support. The total investment of 2 million yuan, the number of rooms in 5-14 "Quanzhou Taiwan business investment zone" B&B, each room to give a one-time subsidy of 20,000 yuan. B&B cluster area access to 10 B&B or a total of 100 rooms or more, the construction of supporting infrastructure [including B&B signage system, intelligent tourism system, thematic elements (IP image) to create, B&B centralized parking lot, B&B fabric washing center, etc.] owners of the unit (state-owned enterprises or villages and towns), to be 70% of the total investment in a one-time subsidy, the total amount of subsidies for each B&B cluster area up to a total of not more than 500,000 yuan. Eight, strengthen financial support. Encourage financial institutions to comply with the law to innovate financial products and service models, the introduction of "B&B loan" and other characteristics of the cultural and tourism financial products, to expand the main body of the B&B financing channels. Explore through the farmers housing property rights mortgage, credit loans and other forms of support for the construction and operation of B&B. Encourage financial institutions to expand credit investment in the B&B industry, implement preferential interest rates, increase fee reductions and concessions to reduce financing costs.

Nine, strengthen publicity and promotion. First, the release of the B&B tourism line. B&B into the region's cultural and tourism image product promotion system, arrange special funds for the support of tourism B&B promotion, project investment and other activities. Strengthen the B&B and neighboring scenic spots linkage marketing, release and promote B&B tourism boutique lines. Second, increase new media publicity. Support relying on microblogging, WeChat, headlines, jittery tone, small red book and other new media publicity platforms to carry out creative marketing of B&Bs and B&B-themed cultural and tourism activities to attract more consumers. Support B&B and e-commerce platform cooperation, increase B&B online publicity and promotion, do prosperous B&B economy. Third, carry out consumption promotion activities. Incorporate B&Bs into cultural and tourism consumption benefits, business consumption promotion activities, as well as administrative organs, institutions, and state-owned enterprises meeting and training options. Encourage eligible lodging to actively participate in the creation of staff rest and recuperation base selection.
