I. General Approach
Building upon our city’s industrial foundation and comparative advantages, we will focus on key manufacturing industrial chains such as new display technologies, integrated circuits, optoelectronic information, biomedicine, new energy vehicles, green metallurgical new materials, functional textile new materials, high-end fine chemicals, wind power equipment, new building materials, modern marine engineering equipment, deep-sea aquaculture, and green food. We will select and cultivate a group of chain-leading enterprises characterized by large scale, broad industry influence, strong overall driving force, and outstanding R&D capabilities.We will establish a routine service mechanism for chain-leading enterprises and their core supporting enterprises. Through the “Chain-Leader+” model, we will fully leverage the leading role of chain-leading enterprises to drive the spatial clustering, business collaboration, and resource sharing among upstream, midstream, and downstream enterprises along the industrial chain. This will comprehensively enhance the sophistication of the industrial foundation and the modernization of industrial chains, accelerating the construction of a modern industrial system anchored by advanced manufacturing.
II. Development Goals
By 2025, we aim to cultivate 50 key chain-leading enterprises, with their combined annual output value (revenue) exceeding 300 billion yuan, and more than 20 enterprises (or groups) with annual output value exceeding 10 billion yuan. The localization rate of local supply chains directly linked to these chain-leading enterprises is expected to exceed 50%.
III. Key Tasks
We will concentrate resources on key manufacturing industrial chains and their critical links and sectors. Addressing the pain points and challenges faced by chain-leading enterprises, we will provide tailored support across seven key areas—including industrial planning, project investment promotion,factor support, and industrial park services, to help anchor enterprises better transform their core cohesion and ecological leadership over upstream and downstream sectors into driving forces that promote the efficient allocation of resources and mutual benefit among enterprises within the chain. Through collaborative development, we will build industrial chains that are more closely connected, possess greater synergy, and achieve higher quality.
(1) Customized Industrial Planning
1. Government departments [referring to the people’s governments of counties (cities) and districts, the High-Tech Zone Administrative Committee, relevant municipal departments, and the administrative committees of industrial parks; hereinafter the same] shall develop industrial park development plans tailored to the upstream and downstream sectors of anchor enterprises, further clarifying key development directions and primary tasks.Before issuing industrial (business-friendly) policies, formulating spatial layout plans for industrial parks, or attracting major industrial projects, specifically solicit opinions and suggestions from anchor enterprises, fully consider their reasonable needs, and encourage and guide them to participate in preliminary feasibility studies. 2. Chain-leading enterprises shall conduct comprehensive, end-to-end research across all sub-sectors of their respective industrial chains to identify the baseline of the industry, including upstream and downstream supporting enterprises and missing links in the supply chain. Guided by the actual needs of industrial transformation and upgrading, they shall analyze industry pain points, problem lists, and priority tasks by sector to refine the comprehensive industrial chain map.
(II) Customized Investment Promotion Plans
1. Government departments shall promptly respond to the lists of investment projects proposed by anchor enterprises, formulate “one-enterprise-one-policy” investment promotion plans tailored to local conditions, and precisely match them with target projects. To ensure industrial land requirements for key upstream and downstream supporting projects newly introduced or established by anchor enterprises through mergers and acquisitions, equity participation, capital increases, or expansion, efforts shall be made to achieve “land transfer upon signing, construction commencement upon land handover”;For capital increase, expansion, or technological upgrading projects, they shall be treated as newly introduced projects and enjoy the same policy support from municipal and county authorities. Explore the implementation of integrated land supply for industrial chains, providing consolidated land parcels for projects within the same industrial chain to fully reserve development space for anchor enterprises. 2. Encourage anchor enterprises to thoroughly explore industrial resources among upstream, downstream, and supporting enterprises within the supply chain; identify and formulate targets to address shortcomings in key sectors and strengthen critical links; assist industry authorities in mapping out industrial chain investment promotion roadmaps; and, through the “enterprises identify needs, government responds” mechanism, recommend no fewer than five investment leads or investment demands annually, jointly implementing a comprehensive strategy of business-to-business investment promotion and chain-based investment attraction.Actively integrate into the development of Fuzhou as a pilot city within the Cross-Strait Integrated Development Demonstration Zone. Focus efforts on advanced manufacturing sectors such as Fuzhou-Taiwan electronic information manufacturing, chemical new materials, and light industry and textiles. Attract more traditional Taiwanese-funded enterprises to develop in Fuzhou, share opportunities for domestic substitution with Taiwanese businesses, and accelerate the cultivation of new-quality productive forces.
(3) Tailored Support Measures
1. Talent Support. Government departments will support leading enterprises in strengthening their talent teams. Each year, no fewer than three leading enterprises will be recommended to participate in the municipal-level independent selection and recognition of high-level talent. If talent recommended by selected enterprises is designated as high-level talent, their children will be eligible for enrollment policies applicable to the children of high-level talent.Priority will be given to recommending eligible professional and technical personnel from chain-leading enterprises to apply for senior professional titles under Fujian Province’s Special Talent Program. At appropriate times, a group of technical backbone personnel and experts recommended by chain-leading enterprises will be selected to join the municipal “Industrial Chain Think Tank” to provide consulting and evaluation services for feasibility studies of major investment projects across the city. 2. Financial Support. Government departments shall allocate provincial-level major project funds and special subsidy funds with a focus on chain-leading enterprises, supporting them in undertaking major national and provincial science and technology projects and applying for “challenge-based” projects.Increase support for chain-leading enterprises under various municipal-level policies related to production-sales matching and industrial development. Within the budgetary funds allocated for relevant projects in the current year, provide chain-leading enterprises with awards and subsidies at a rate 50% higher than the current standard. For municipal industrial support funds subject to upper limits, the annual support amount for a single project shall not exceed the cap specified by the relevant policy.For eligible “industry + exhibition” events organized by lead enterprises, financial subsidies will be provided in accordance with the “Fuzhou Municipal Special Fund Management Measures for Exhibition Development.” (Responsible Units: People’s Governments of all counties (cities) and districts, High-Tech Zone Administrative Committee; Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Commerce Bureau, etc., to be responsible according to their respective duties)
3. Development Support. Government departments shall encourage industrial chain development consortia and relevant financial institutions to jointly establish industrial chain development investment funds, assisting leading enterprises in building globally influential corporate groups through mergers and reorganizations. Regular supply-demand matching sessions shall be held between municipal enterprises and leading enterprises to facilitate long-term cooperation; assistance shall be provided to leading enterprises in connecting with procurement entities to help them expand cooperation channels.(Responsible Units: People’s Governments of all counties (cities) and districts, High-Tech Zone Administrative Committee; Municipal Financial Regulatory Bureau, Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal State-owned Assets Supervision and Administration Commission, etc., shall be responsible according to their respective duties)
4. Encourage leading enterprises to collaborate with universities, research institutes, and core upstream and downstream supporting enterprises to form one or more innovation application consortia, such as technology innovation alliances. Actively tackle key common technical challenges within the industrial chain and promote the establishment of a number of open platforms, including national-level industrial technology infrastructure public service platforms.Organize at least one specialized exhibition event, such as an industrial chain ecosystem conference, annually. Proactively open up application scenarios, product support systems, and industrial ecosystems to attract upstream and downstream enterprises to Fuzhou for collaboration on capacity matching, brand co-creation, and channel sharing. This will gather and drive the coordinated development of more high-caliber supporting enterprises specializing in niche sectors. Accelerate the divestment of non-core businesses and integrate upstream and downstream resources through corporate mergers and acquisitions, as well as equity investments, to further enhance the level of core business operations.
(IV) Customized Park Services
1. Government departments shall, based on the development needs of leading enterprises, accelerate the construction of shared service facilities and public service platforms within industrial parks, such as “shared zones,” “shared laboratories,” and “shared testing centers.” These efforts shall be supported by infrastructure including water supply, power, roads, telecommunications, and water drainage, as well as production and living facilities such as housing, education, healthcare, government services, and business support services. Improve services at industrial park government service halls and agency service points by establishing dedicated “city-wide service” windows to bridge the “last mile” of government service delivery within the parks.Leveraging the “Fuzhou Municipal Government Service Management Platform,” we will improve the coordination mechanism between the park’s government service halls, proxy service points, and approval departments at all levels to accelerate service efficiency. 2. Encourage leading enterprises to deeply integrate into the standardized development of industrial parks, using business-to-business investment attraction measures such as long-term contracts and resource sharing to attract key upstream and downstream supporting enterprises to establish operations within the parks. Proactively establish or partner with professional operating companies to participate in major industrial layouts and market-oriented operational management within the parks, promoting the entry of upstream and downstream suppliers into the industrial parks or the establishment of factories and warehouses in surrounding areas.
(V) Customizing Chain-Based Digital Transformation Roadmaps
1. In terms of capacity building, government departments shall support leading enterprises in launching key industrial internet projects in R&D, design, and manufacturing based on next-generation information technologies; using the city-level pilot program for SME digital transformation as a lever, a group of key enterprises for chain-based digital transformation shall be selected. Regarding platform empowerment, support shall be provided to leading enterprises for the construction of foundational industrial internet empowerment platforms, industry-specific platforms, and service application platforms; support shall also be provided to provincial-level industrial internet demonstration platforms to continuously empower the digital transformation of SMEs.Regarding service provision, a group of outstanding digital service providers that have achieved chain-based digital transformation will be selected, along with industrial internet apps or excellent solutions that are highly versatile and have high reuse rates. 2. Chain-leading enterprises must accurately identify both common industry needs and specific enterprise requirements, and innovatively develop a range of typical, efficient chain-based digital transformation products, solutions, and services for SMEs through a “develop once, share across the industry” approach. They should empower SMEs through cluster incubation, upstream-downstream coordination, open application scenarios, and technology diffusion, thereby accelerating the digital transformation and upgrading of SMEs and driving chain-based transformation.
(VI) Tailoring Implementation Pathways for Supply Chain Finance
1. Institutional Guidance. Government departments shall study and establish a “whitelist” system for financing chain-leading enterprises and core enterprises within their supply chains. They shall regularly collect and recommend valid financing requests from enterprises to financial institutions to facilitate targeted matching of financing supply and demand. Financial institutions are encouraged to implement dedicated credit line management for supply chain financing for enterprises on the list, providing preferential policies regarding loan size, financing rates, and approval processes.A regular “government-bank-enterprise” consultation mechanism will be established for chain-leading enterprises to strengthen coordination in financial management and financial services. Efforts will be made to explore ways to improve the efficiency of end-to-end supply chain financial service processing and to guide chain-leading enterprises in enhancing their financing capabilities and liquidity management levels. 2. Platform Development. Government departments will guide financial institutions and anchor enterprises to jointly build supply chain financial service platforms and public infrastructure for industry-finance integration. Based on data elements such as orders, transactions, logistics, and payments, they will research and develop various types of credit products—such as “chain-based loans”—tailored to specific supply chain business scenarios, providing upstream and downstream enterprises with efficient, low-cost financial support.(Responsible Entities: People’s Governments of all counties (cities) and districts, Administrative Committee of the High-Tech Zone, Municipal Financial Regulatory Bureau, Municipal Bureau of Industry and Information Technology, Municipal Big Data Commission, etc., to be responsible according to their respective duties)
3. Specialized Services. Government departments shall encourage lead enterprises to collaborate with financial institutions to verify the validity of suppliers’ accounts receivable for financing purposes, thereby facilitating accounts receivable financing for enterprises within the supply chain. Financial institutions shall be guided to establish a financing coordination mechanism involving “lead enterprises + partner banks + multiple affiliated enterprises” based on the actual operations of industrial chains and the overall supply chain situation. 4. Lead enterprises shall leverage their advantages in capital, credit, and massive data, utilizing information technologies such as artificial intelligence and blockchain to proactively establish open supply chain financial service platforms. They shall collaborate closely with financial institutions and all segments of the industrial chain to tailor end-to-end online supply chain financial services for upstream and downstream SMEs based on the characteristics of the industrial chain and the financing needs of each transaction stage.
(VII) Customized Support System
1. Government departments shall establish a “Lead Enterprise On-site Service Day” and a “Chain Leader + County (City/District) Principal Leader Dual-Liaison” mechanism. The Chain Leader and the principal leader of the county (city/district) where the lead enterprise is located shall arrange a monthly visit to regularly understand the development needs of the lead enterprise and provide on-site guidance and coordination. For issues reported by lead enterprises, a “dedicated personnel, dedicated handling, and account-based closure” management system shall be implemented, with clear deadlines for resolution and regular follow-up and reporting.(Responsible Units: People’s Governments of all counties (cities) and districts, High-Tech Zone Administrative Committee, Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Bureau of Natural Resources and Planning, Municipal Construction Bureau, Municipal Financial Regulatory Bureau, and administrative committees of all industrial parks, etc., shall be responsible according to their respective duties)
2. Leading enterprises should actively cooperate in implementing policies for industrial chain development, promptly report issues regarding factor support encountered during production, operations, and project construction, and jointly maintain the security and stability of industrial and supply chains.
IV. Support Measures
(1) Strengthen organizational leadership. Fully leverage the role of the Leading Group for the Chain Leader System to coordinate and advance all tasks related to the cultivation of chain-leading enterprises, and promptly submit major issues to the Municipal Party Committee and Municipal Government for study and resolution. The Municipal Bureau of Industry and Information Technology shall, in conjunction with relevant municipal departments, establish a demonstration database of chain-leading enterprises for Fuzhou’s key manufacturing industrial chains. Enterprises designated as chain-leading enterprises shall be included in this database for management, and they shall jointly undertake tasks such as updating industrial chain maps, ensuring supply chain security, and compiling and reporting industrial chain issues.Relevant municipal departments shall, based on their respective functions and responsibilities, proactively study and propose innovative measures to enhance the modernization of the city’s industrial and supply chains.All counties (cities), districts, and industrial park management committees shall, based on the actual conditions of regional industrial development, compile and formulate a set of “Lists of Practical Measures for Enterprises” annually. These lists shall focus on common issues frequently raised by enterprises—such as difficulties in commercializing innovation outcomes, obstacles in market expansion, and shortages of specialized talent—as well as other urgent and pressing challenges. They shall address these issues directly, implement targeted measures, clarify responsible units and deadlines, and ensure that all tasks outlined in the work plans are fully implemented.
(2) Strengthen Service Support. In accordance with the “Fuzhou Municipal Measures for the Selection and Cultivation of Leading Enterprises in Key Manufacturing Industrial Chains (Trial),” strictly select leading enterprises and implement a management mechanism of “entry and exit with dynamic adjustment.” Enterprises that fail to fulfill their obligations as leading enterprises shall be removed from the list.Regularly compile and summarize the development needs of leading enterprises, reporting them directly to the “Quarterly Meeting” of the Leading Enterprise System Working Group for coordination and resolution. Allow leading enterprises to report relevant issues and requests on behalf of key upstream and downstream supporting enterprises. Vigorously implement reforms for the standardized development of industrial (industrial) parks. Focusing on intensive development, technological innovation, and infrastructure support, accelerate the renovation and upgrading of parks and the construction of shared zones to further enhance the parks’ carrying capacity and the level of industrial agglomeration.
(3) Strengthen Publicity and Guidance. Regularly identify the major achievements of chain-leading enterprises in driving industrial chain development, promptly summarize best practices, and compile a collection of case studies on the innovative development of chain-leading enterprises. Actively publicize the city’s successful experiences, practices, and outcomes in the in-depth selection and cultivation of chain-leading enterprises in manufacturing industrial chains, and thoroughly document exemplary deeds of government officials serving at the grassroots level.
This plan shall take effect on the date of issuance and remain valid until December 31, 2025.
