Measures to Promote the Development of Fuzhou National Advertising Industrial Park

To implement the preferential policies of the central and provincial governments aimed at supporting the development of the advertising industry, to vigorously support the construction and development of the Fujian Haixi National Advertising Industry Park (Fuzhou Park) (hereinafter referred to as the “Park”), to actively leverage the initiative and enthusiasm of the Park’s operator, and to strive to create a favorable environment for industrial clustering, investment, and entrepreneurship, these measures are hereby formulated in accordance with the relevant requirements for the management of national advertising industry parks.

I. Supporting the Aggregation and Development of the Advertising Industry in the Park

(1) The Park operator is encouraged to actively attract advertising enterprises to establish operations within the Park. Incentives for newly introduced advertising enterprises shall be implemented in accordance with the investment promotion preferential policies of the city and relevant counties (districts).

The Park operator is encouraged to support advertising enterprises within the Park in establishing co-working spaces; those recognized by the state or Fujian Province shall be subject to the relevant support policies of our city.

(2) Park operators are encouraged to promote stable growth and transformation and upgrading of advertising enterprises below the designated scale within the park. Incentives for newly added advertising enterprises above the designated scale shall be implemented in accordance with our city’s series of business-friendly policies.

(3) Park operators are encouraged to promote the listing of advertising enterprises within the park to support the high-quality development of the city’s advertising industry. Relevant preferential measures shall be implemented in accordance with the city’s “Rongteng Plan” for supporting enterprise listings.

(4) Encourage park operators to increase the number and scale of advertising enterprises within the park. If advertising and related industry enterprises account for 70% of all enterprises in the park, the operator will be awarded 100,000 yuan. For each additional advertising enterprise added in the current year with annual operating revenue of 10 million yuan or more, an additional 100,000 yuan will be awarded. The maximum award shall not exceed 1 million yuan.

(5) Park operators are encouraged to promote the innovative development of advertising enterprises within the park. For every 50 million yuan increase in the annual revenue of advertising enterprises within the park compared to the previous year, the operator will receive a reward of 100,000 yuan. The maximum reward shall not exceed 1 million yuan.

(6) Encourage park operators to maintain a leading position in advertising business within the park. If the annual revenue growth rate of advertising and related industry enterprises in the park exceeds the citywide growth rate of advertising revenue for enterprises above a certain scale, the operator will receive a reward of 100,000 yuan. An additional 100,000 yuan will be awarded for every 10 percentage points of excess growth. The maximum reward shall not exceed 500,000 yuan.

(7) Encourage park operators to motivate advertising enterprises within the park to actively contribute to the local economy. If the growth rate of the total local contributions from advertising and related industries within the park exceeds the citywide growth rate of total local contributions from advertising enterprises, the operator will receive a reward of 100,000 yuan. An additional 100,000 yuan will be awarded for every 10 percentage points of increase. The maximum reward shall not exceed 500,000 yuan.

II. Supporting Innovative Operation and Development of Parks

(8) Park operators are encouraged to actively attract advertising and related industry organizations or associations to establish operations within the park. For attracting national-level or provincial-level advertising and related industry organizations or associations that remain in operation for more than three years, operators will receive one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

(9) Park operators are encouraged to promote the construction and upgrading of public service platforms, as well as other projects of public interest. For projects for which applications are submitted in advance and approved by the competent authorities, a one-time subsidy of up to 30% of the actual investment will be provided, with a maximum of 1 million yuan per project.

(10) Park operators are encouraged to host high-level national advertising industry forums, exhibitions, innovation and entrepreneurship competitions, advertising exchange meetings, and other similar events. Subsidy standards for such events shall be implemented in accordance with the city’s subsidy standards for supporting exhibition and conference activities.

(11) Park operators are encouraged to attract advertising enterprises to the park by appropriately reducing or waiving office rent; operators will receive a subsidy equal to 50% of the rent reduced or waived.

III. Promoting Cross-Strait Advertising Exchange and Development in Industrial Parks

(12) Encourage Taiwanese-funded advertising enterprises to establish operations in the park and actively guide Taiwanese youth to settle in the park to start businesses and pursue development. In addition to enjoying relevant national preferential measures, they shall be eligible for municipal and relevant county (district) preferential policies toward Taiwan under the principle of “choosing the higher benefit without duplication.”

(13) Encourage park operators to establish zones for cross-strait advertising exchange activities and to build public service platforms with cross-strait themes, such as training bases for advertising talent and advertising cultural and creative workshops.

(14) Encourage park operators and Taiwanese-funded advertising and related industry enterprises to leverage cross-strait exchanges, integrate the strengths of universities, industry organizations, and enterprises from both sides of the Strait, and establish a Fujian-Taiwan public service advertising practice base.

(15) Encourage park operators and Taiwanese-funded advertising and related enterprises to organize a series of activities, such as the “First Visit to Fuzhou Exchange for Young Taiwanese Advertising Professionals” and “Innovation and Entrepreneurship Training Camps for Young Taiwanese Advertising Professionals,” to strengthen interaction, exchange, and cooperative development among young professionals in the advertising sectors on both sides of the Strait. Relevant incentive policies shall be implemented in accordance with the preferential policies for Taiwan affairs of the city and relevant counties (districts).

(16) Encourage park operators to provide one-stop support services—including information consultation and project matching—to assist Taiwanese-funded advertising enterprises within the parks in participating in government procurement related to cross-strait exchanges and associated fields in our city, thereby supporting the development of these enterprises.

IV. Strengthening Financial Support for the Advertising Industry in Parks

(17) Encourage financial institutions to increase credit support for the construction of advertising industrial parks and to assist advertising enterprises within these parks in obtaining credit funds through various channels, such as online self-service loans and unsecured loans, thereby increasing investment in their projects.

V. Strengthening Talent Support for the Advertising Industry in the Park

(18) Through initiatives such as “Good Times, Gather in Fuzhou,” actively recruit advertising professionals for the parks and give priority to recommended candidates from the parks in various talent selection programs. Strengthen cooperation and exchange with renowned universities specializing in advertising and cities with concentrated advertising talent. For advertising graduates recruited to work in the parks, those recognized by the municipal competent authorities will be granted corresponding rewards in accordance with the city’s talent recruitment policies.

VI. Promoting High-Quality Development of the Advertising Industry in the Park

(19) In accordance with the “National Advertising Industrial Park Assessment Indicators” formulated by the State Administration for Market Regulation, the county (district) governments where the park is located shall conduct annual self-assessments of the park’s construction and operation. The results of these self-assessments shall be reported to the municipal government and the principal member units of the Municipal Advertising Industrial Park Joint Conference. The municipal government shall organize assessments of the park’s construction and operation at appropriate times.

VII. Other Matters

(20) The scope of application of these measures is the area delineated in the “Master Plan for the Fujian Haixi National Advertising Industry Park (Fuzhou Park).” The recipients of support or incentives are the park’s operating and management companies and advertising enterprises.

(21) These measures shall be guided and coordinated by the Fujian Haixi National Advertising Industry Park (Fuzhou Park) Joint Conference.

Each sub-park shall be overseen by the local county (district) government, which shall establish corresponding management bodies to implement territorial management. These bodies shall be specifically responsible for advancing work related to the planning, project implementation, policy fulfillment, and statistics of advertising industrial parks within their jurisdictions.

(22) The county (district) governments where the parks are located may formulate specific implementation measures based on industry characteristics or local conditions. For enterprises or projects with promising market prospects, strong growth potential, and significant industry-driving effects, awards and subsidies may be granted on a case-by-case basis.

(23) The funds for the incentives and subsidies covered by these measures shall, in principle, be disbursed across fiscal years, with total funding subject to control based on annual budget allocations.

(24) Where policies under these Measures overlap with existing relevant support policies of our city, the “higher-value, non-duplicative” principle shall apply to avoid multiple applications or duplicate claims for fiscal funds.

(25) Articles 4 through 7 of Section 1 and Articles 8 through 9 of Section 2 of these measures shall be funded by municipal-level funds; Article 11 of Section 2 shall be implemented in accordance with the current fiscal system. Funds involved in other provisions shall be implemented in accordance with existing preferential policies of the city and relevant counties (districts).

(26) If the evaluation results for the construction and operation of a park are unsatisfactory, that park shall not receive any awards or subsidies for that fiscal year.

(27) These Measures shall take effect on January 1, 2024, and remain valid for three years. The “Several Opinions of the General Office of the Fuzhou Municipal People’s Government on Promoting the Development of the Fujian Haixi National Advertising Industrial Park” (Rong Zheng Ban [2020] No. 104) is hereby repealed. The Municipal Market Supervision Bureau and the Municipal Finance Bureau shall be responsible for interpreting these Measures.
