Chapter I  General Rules

Article I  To further implement the innovation-driven development strategy, the development of new and high-tech enterprises, accelerate the promotion of high-tech industry development in our region. Development, combined with the actual situation of Fuzhou High-tech Zone, has formulated the implementation of the rules.

Article II  This policy generates the relevant funds from the district financial budget arrangements, from the district "science and technology policy subsidies" project. District Science and Technology Bureau (hereinafter referred to as "District Science and Technology Bureau") is responsible for the management and use of special funds, the District Finance Bureau of the management and use of special funds for supervision and inspection.

Chapter II  Scope of application

Article 3  declared that the unit should have the following conditions:

1. Policy support for enterprises, intermediaries and operating organizations with independent legal personality in Fuzhou Hi-Tech Zone;

2. No administrative penalties or other violations of the adverse records.　　

Article 4  Units belonging to one of the following circumstances, will not be supported:

(a) in the enjoyment of government financial assistance in serious breach of contract:

(ii) Major tax violations;

(iii) Dishonest records in production and business activities;

(iv) Major production safety accidents, hidden safety hazards but refused to rectify, or malicious complaints (d) the occurrence of major production safety accidents, the existence of hidden safety hazards but refused to rectify, vicious complaints or falsehoods were investigated and dealt with;

(e) other matters not suitable for financial support.

Declaration of units must be submitted to the Ministry of Finance. left;"> Declaring units must submit the following basic information: a copy of business license (three certificates in one), a letter of commitment from the enterprise, proof of tax payment, a credit report, a statement of the enterprise's internal capital, a notice of tax matters and other related necessary supporting materials. All materials provided with copies need to provide the original for inspection.

Article 6  Reward for High-tech Enterprise Recognition

For the first time through the national high-tech enterprise recognition of the size of the enterprise (below the limit), a one-time reward of 150,000 yuan;

A one-time reward of 300,000 yuan for enterprises above the scale (above quota) that have passed the national high-tech enterprise certification for the first time;

A one-time reward of 50,000 yuan for enterprises that have passed the national high-tech enterprise certification for the first time.

1. Reporting conditions: the first time in the current year through the national high-tech enterprises recognized enterprises; re-passed the national high-tech enterprises recognized enterprises.

2. Reporting materials:

(1) Application form for national high-tech enterprise certification (relocation) incentive funds (Annex 1);

(2) national high-tech enterprise certificate (Annex 1);

(2) a copy of the national high-tech enterprise certificate;

Article 7  High-tech enterprises moving in incentives

For the new move into the size of the national high-tech enterprises (below the limit), a one-time award of 15 million yuan; for the new move into the national high-tech enterprises, a one-time award of 15 million yuan; for the new move into the national high-tech enterprises (below the limit), a one-time award of 15 million yuan. The new relocation of national high-tech enterprises above the scale (above the quota) will be given a one-time reward of 300,000 yuan.

1. Reporting conditions: new national high-tech enterprises.

2. Declaration materials:

(1) Application form for national high-tech enterprise certification (moving in) incentive funds (Annex 1);

(2) National high-tech enterprise certification (moving in) incentive funds application form (Annex 1);

(2) a copy of the national high-tech enterprise certificate;

Article 8  High-tech enterprises on the scale (on the quota) incentives

For the first time on the scale (on the quota) of the national high-tech enterprises, a one-time reward of 150,000 yuan will be given. A one-time reward of 150,000 yuan.

1. Reporting conditions: the first time in the year on the scale (on the limit) of the national high-tech enterprises. "> (2) A copy of the national high-tech enterprise certificate;

Article 9  Reward for Cultivating or Introducing High-tech Enterprises

For the accredited science and technology business incubator and crowdsource space, for every one of them, one high-tech enterprise of above scale (above quota) shall be cultivated or introduced. "> When the cultivation or introduction of national high-tech enterprises on the scale (on the limit) and then give the operating organization 10,000 yuan reward.

1. Declaration conditions:

Recognized science and technology business incubators and crowdsource spaces that cultivate or introduce national high-tech enterprises;

(1) Application form for incentive funds for cultivation or introduction of national high-tech enterprises (Attachment 3);

(2) Documents for the accreditation of science and technology business incubators and crowdsource spaces;

(3) Application form for incentive funds for cultivating or introducing national high-tech enterprises (Attachment 4);

(3) the cultivation or introduction of national high-tech enterprise business license, national high-tech enterprise certificate, a copy of the agreement on the admission of enterprises and other related materials;

Article 10  High-tech enterprises to purchase services subsidy incentives

To the region's professional intermediaries to buy national high-tech enterprise certification counseling, training and consulting services, and through the national high-tech enterprise certification of enterprises, given 10,000 yuan subsidy.

1. Reporting conditions: to the region's professional intermediaries (to be filed by the District Science and Technology Bureau, excluding financial companies engaged in auditing, firms, etc.) to buy national high-tech enterprise identification counseling, consulting services, and through the national high-tech enterprise identification of enterprises.

2. Declaration materials:

(1) Application form for subsidy for purchasing services for the recognition of national high-tech enterprises (Attachment 4);

(2) certificate of national high-tech enterprises (Attachment 5); (3) certificate of national high-tech enterprises (Attachment 6); (4) certificate of national high-tech enterprises (Attachment 7) (2) Certificate of national high-tech enterprise, contract of purchasing service, invoice, payment voucher, and copy of business license of intermediary organization in the region.

Article 11 Reward for high-tech enterprise service organizations

The intermediary organizations in the region that help the enterprises in the region to pass the certification of national high-tech enterprises of 5 or more each year will be given 5,000 yuan/home; 10 or more high-tech enterprises will be given a reward; 10 or more high-tech enterprises will be given a reward. For the intermediary organizations in the region that help enterprises in the region pass the national high-tech enterprise certification for five or more enterprises each year, the intermediary organization will be given a reward of 5,000 yuan/house. The maximum annual reward for each intermediary organization in the zone shall not exceed 200,000 yuan. (Intermediaries with Fuzhou Hi-Tech Zone Management Committee signed a contract with the cultivation task indicators, need to be rewarded on the basis of deducting the task indicators)

1. Reporting conditions: to help enterprises in the region through the national high-tech enterprises identified five or more intermediaries in the region (to be filed by the District Science and Technology Bureau, excluding the financial companies, firms engaged in auditing work). Declaring conditions: help enterprises in the region to pass the national high-tech enterprise certification 5 or more intermediaries in the region (to be filed by the regional science and technology bureau, excluding financial companies and firms engaged in auditing work)

2.declaration materials:

(1) national high-tech enterprise service organization incentive funds application form (Annex 5);

(2) service through the national high-tech enterprises recognized high-tech enterprise certificate copy; service contracts, invoices, payment vouchers copy.

Chapter IV  Declaration Procedures

Article 12  Declaration Procedures

(1) Release notice. District Science and Technology Bureau in due course issued an annual declaration notice, organization declaration.

(ii) unit declaration. Qualified units to the District Science and Technology Bureau to apply.

(C) material review. By the District Science and Technology Bureau or commissioned experts to review the application materials.

(d) Public approval. Audit results in Fuzhou Hi-tech Zone website publicity, publicity period of 7 days. No objection to the publicity or objection to the review of qualified, by the District Science and Technology Bureau reported to the Management Committee for approval.

(E) issue funds. After the review and approval by the Management Committee, the District Science and Technology Bureau, in conjunction with the District Finance and Finance Bureau to the reporting unit to issue award funds.　

Article XIII  Declaring unit in accordance with the provisions of the submission of materials, late inadmissible.

Article XIV  Declaration of the material should ensure that complete, clear, all declarations in duplicate, uniformly printed on A4 paper, directly bound or glued, each page with an official seal and sewn seals, and to provide the original copy for inspection and declaration of information on the matter of the electronic document.

Chapter V  By-laws

Article 15  For the malicious collusion, falsehoods and other acts of arbitrage of financial funds, the unit, upon discovery, can be recovered award funds. Within three years, cancel the declaration of Fuzhou High-tech Zone financial funds of all kinds of award qualifications. The circumstances are serious, transferred to the relevant authorities to investigate its legal responsibility.

Article 16  The above subsidy funds with the state, provincial, municipal requirements for matching funds duplicated or overlapped with other policies in the district, in accordance with the "high from the best not to duplicate" principle of giving awards; the policy annually according to the actual situation of the financial budget to be honored. The actual situation of the budget to be honored.

Article XVII  This policy shall come into force on the date of publication, and the policy shall be valid from January 1, 2022 to December 31, 2024.

Article 18  This policy is interpreted by the District Science and Technology Bureau.
