Chapter I  General provisions

Article 1  In accordance with the "14th Five-Year Plan" during the industrial deployment planning, Fuzhou Hi-tech Zone is intended to actively cultivate, support, and grow the biomedical industry, the introduction of the "Fuzhou Hi-tech Zone Innovation and Development Policy Compendium" - "three measures to support the cultivation and growth of the biomedical industry". "On supporting the cultivation and growth of biomedical industry three measures". In order to clarify the specific content of the article, to ensure that the measures are really put into practice, is now combined with the actual development of the region's industry, the development of this rule.  

Article 2  Reward policy cash work in accordance with the "open, fair and just" and "unified declaration, centralized assessment, classification review, centralized cash" principle, led by the District Economic Development Bureau, the District Department of the Party, Business Bureau, Finance Bureau, City Supervision Bureau and other departments to review, according to the implementation of the rules of the awards review.

Chapter II   Scope of application

Article  Declaration of enterprises should have the following conditions:

1. In line with the relevant provisions of the policies and measures;

2. Belonging to the high-tech zones in Fuzhou, registered, taxpaying, and into the statistics, and has an independent legal personality of the biomedical class, biotechnology, medical equipment and other research and development The third-party medical testing organizations.

Article 4  belonging to one of the following circumstances, the unit will not be supported: 

(a) in the enjoyment of government financial assistance in serious breach of contract; 

(b) the occurrence of major tax violations; 

(c) due to suspected violations of law are being investigated and punished or due to violations of law by the relevant administrative organs. (C) because of suspected violations are being investigated by the relevant administrative authorities or because of illegal acts by the administrative processing, punishment; 

(D) production and business activities in bad faith record; 

(E) the current year, a major safety accident, the existence of hidden safety hazards but refused to rectify the situation, vicious complaints or false events or falsehoods investigated and dealt with; 

(F) other matters not suitable for financial support. The matters that are not suitable for financial support.　    

Chapter III  Support Policies, Declaration Conditions and Materials

Article V  Declaration of basic information 

Declare policy incentives and subsidies for enterprises to provide the declaration materials, all the materials to provide copies need to provide the originals for inspection:

1. A copy of the business license;

2. Enterprises in the previous year's tax certificate;

3. Relevant necessary supporting materials;

4. Special declaration materials and incentive standards are detailed in the annex.  

Chapter IV  Reporting Procedures

Article 6  Reporting Procedures 

1. The District Economic and Development Bureau issued a declaration guide and organization of enterprises to declare.

2. Five copies of the declaration materials, the District Party Department, Business Bureau, Economic Development Bureau, Finance Bureau, Municipal Supervision Bureau, one each.

3. Materials collected by the District Party Department, Business Bureau, Economic Development Bureau, Finance Bureau, City Supervision Bureau for centralized review, and hire experts and third-party intermediaries to participate in the review, in accordance with the implementation details of the classification of the audit, on-site inspection of the relevant declared enterprises.

4. District Party Department, Business Bureau, Economic Development Bureau, Finance Bureau, Municipal Supervision Bureau and experts according to the enterprise materials and on-site inspection, put forward a comprehensive review of the views reported to the District Management Committee to discuss and study the formation of the final review of the views of the District Finance Bureau in accordance with the views of the Management Committee to issue incentives to cash funds.

5. After the validation of the conditions are not met, within 7 working days to notify the enterprise and explain the reasons.

Article VII  funds supervision

1. The use of incentive funds must comply with the relevant state laws, regulations and financial management system, and consciously accept the supervision of the same level of supervision, audit departments.

2. Declaring enterprises and units to declare truthfully, in the past three years there are major violations of law, breach of trust, black and evil, as well as the declaration of the year of occurrence of major production safety accidents, the existence of hidden safety hazards but refused to rectify the situation, vicious complaint incidents or fraud was investigated and dealt with, once found to cancel the declaration of eligibility, three years shall not be reported to the financial incentives and subsidies, and in accordance with the laws and regulations to pursue the responsibility of the relevant personnel.

3. Reward policy and other support policies in the region do not repeat the enjoyment, if repeated, according to the principle of the highest implementation; a single enterprise annual cash reward total not more than 10 million yuan.

Chapter V  By-laws

Article VIII  The above rules shall come into force on the date of issuance, valid until December 31, 2023, prior to the relevant policies and this policy is inconsistent with the implementation of this document.
