To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important directive on “turning small bamboo into a major industry,” accelerate the transformation of our city’s bamboo resources into industrial and economic advantages, and promote the high-quality development of the bamboo industry, the following opinions are put forward.
I. Clarify Development Goals and Build a New Hub for Prosperity-Generating Industries
(1) Accelerate the Transformation of Bamboo Resource Advantages.We will fully leverage our city’s multiple advantages—including abundant bamboo resources, a solid industrial foundation, and flexible policy mechanisms—to focus on advancing four key areas: “bamboo industry,” “bamboo technology,” “bamboo craftsmanship,” and “bamboo culture.” We will expand, strengthen, and optimize the bamboo industry, gradually transitioning from a city rich in bamboo resources to a city strong in bamboo industry. We aim to basically establish a high-quality bamboo industry development system by 2025, characterized by a tightly integrated industrial chain, the integration of primary, secondary, and tertiary industries, technological innovation, high quality and efficiency, and ecological safety.
(2) Firmly Establish the Direction of Bamboo Industry Development. With the goal of becoming a national key processing base for bamboo products, a distribution hub for bamboo product sales, and a pilot demonstration zone for the integrated development of the primary, secondary, and tertiary sectors within the bamboo industry,all counties (cities, districts) must follow the development approach of “focusing on the secondary sector, driving the primary sector, and innovating the tertiary sector.” They should develop the bamboo industry as a local leading industry and a green industry that enriches the people, identify specific sub-sectors within the bamboo industry, prioritize the construction of a number of specialized bamboo industrial parks with strong radiating and driving effects, enhance the comprehensive development and utilization of bamboo products, and establish a differentiated development pattern characterized by complementary advantages and distinct local features.
II. Prioritize Key Development Areas to Build a Modern Bamboo Industry System
(1) Promote intensive and efficient management of bamboo forests. Encourage the renovation of low-yield, inefficient bamboo forests; the cultivation of high-value small-diameter bamboo resources; and the establishment of demonstration bases for high-yield, efficient, and high-quality bamboo and bamboo shoots. Support the implementation of FSC forest certification for bamboo forests, develop bamboo forest carbon sinks, promote sustainable bamboo forest management, and enhance the ecological and timber value of bamboo forests.Accelerate the pace of forestry reform, promote the transfer of bamboo-covered land, and vigorously develop a group of new bamboo forest management entities characterized by targeted bamboo cultivation, ecological farming and breeding under bamboo stands, and bamboo product marketing. Support the cultivation of a group of large-scale, intensive bamboo and bamboo shoot specialized cooperatives with management areas of over 10,000 mu. Encourage leading enterprises to drive the management and cultivation of bamboo forests through models such as “enterprise + base + farmers” and “enterprise + cooperative + farmers” to improve management efficiency.By 2025, establish or upgrade at least 8 new types of bamboo forest management entities annually. (2) Optimize the bamboo industrial chain. Focusing on the mid-to-downstream segments and missing links in the bamboo products industrial chain, concentrate efforts on “extending, supplementing, and strengthening the chain,” refine the investment promotion map, and compile an investment promotion handbook.Prioritize weak or missing segments in the bamboo industry, such as high-end bamboo furniture, new bamboo materials, R&D and manufacturing of bamboo machinery, R&D and production of automated, intelligent, and digital bamboo processing equipment, bamboo product design, and warehousing and logistics. Target listed companies, large state-owned enterprises, leading enterprises, and unicorn companies to conduct targeted investment promotion. (3) Cultivate and Strengthen Leading Enterprises. Implement an enterprise growth and cultivation plan, adopting a “one-policy-per-enterprise” approach to strengthen the cultivation of growth-oriented and innovative small and medium-sized bamboo enterprises, and foster more “specialized, refined, distinctive, and innovative” enterprises. Encourage leading enterprises to serve as “chain leaders” in their respective niche sectors, establish an industrial linkage model of “company + factory + base + farmers,” form integrated production, supply, and sales channels, and facilitate the integrated development of the primary, secondary, and tertiary industries.By 2025, Shaxian District will cultivate 1 bamboo and bamboo shoot processing enterprise with an annual output value of over 3 billion yuan; Yong’an City will cultivate 2 such enterprises with an annual output value of over 1 billion yuan each, and 1 enterprise with an annual output value of over 500 million yuan; Youxi County will cultivate 1 such enterprise with an annual output value of over 500 million yuan;other counties (cities, districts) will strive to cultivate a group of bamboo and bamboo shoot processing enterprises with an annual output value of 100 million yuan or more. (4) Promote the development of bamboo industry clusters. Upgrade a number of forestry and bamboo industrial parks, including the Youxi Bamboo and Wood Processing Concentration Zone, the Yong’an Fujian-Taiwan Agricultural Integration (Forestry and Bamboo) Industrial Park, the Taining Bamboo Products Deep Processing Industrial Park, and the Shaxian Green Fiber Industrial Park. Improve supporting facilities such as integrated charcoal and gas production and the treatment of wastewater, exhaust gases, and waste materials to promote the circular utilization of bamboo resources.Accelerate the development of competitive industries such as bamboo panels, bamboo pulp papermaking, bamboo daily necessities, and bamboo shoot products. Guide the clustering of enterprises across the upstream, midstream, and downstream segments of the industrial chain to establish a well-structured industrial system with clear division of labor, and build a bamboo industry cluster with significant influence at both the provincial and national levels. (5) Improve the supporting system for the bamboo industry. Adhering to the principle of “adapting to local conditions and building according to needs,” support the reasonable establishment of bamboo physical decomposition sites in major bamboo-producing areas, and construct small and micro-scale parks for primary processing of bamboo and bamboo shoots at the county and township levels to establish a three-tier processing system of “rough processing—primary processing—deep processing.”Integrate and upgrade bamboo and bamboo shoot product exhibition and trading platforms such as the Yong’an “Bamboo World” platform, the Yong’an Fujian Bamboo Shoot Trading Market, and the Taining Fujian Bamboo Shoot Trading Market, and promote the digitization of exhibitions, trade, management, and services; build supporting infrastructure such as warehousing and logistics, and strive to create a first-class national center for the exhibition, trade, logistics, warehousing, and trading of bamboo and bamboo shoot products.By 2025, establish at least 7 new bamboo mountain collection points annually. (6) Enhance the Processing Level of Bamboo Shoot Foods.Accelerate the development of a number of specialized industrial parks for bamboo shoot products. Strengthen traditional competitive products such as boiled bamboo shoots and soft-packaged bamboo shoots; develop new types of bamboo shoot products—including pre-cooked bamboo shoot dishes and frozen bamboo shoots—as well as functional and personalized healthy bamboo shoot foods. Promote the use of equipment and processes such as electric roasting and steam cooking to accelerate improvements in green and low-carbon technologies, storage and preservation, and quality and safety standards.Increase support for bamboo shoot product enterprises and guide them to introduce fully automated production lines. By 2025, cultivate one new leading enterprise in high-end bamboo shoot products featuring automated and digitalized production. (7) Develop new business models in the bamboo industry. Vigorously expand the range and quality of bamboo products, and promote the development of new products and business models such as bamboo health products, bamboo fiber, bamboo pharmaceutical and chemical products, bamboo biomass energy products, and bamboo lignin. Rapidly capture the mid-to-high-end market for bamboo products, and gradually extend the industrial chain and enhance the value chain. III. Accelerate the Integration of the Three Sectors to Enhance the Vitality of the Bamboo Industry
(1) Promote the Branding of Bamboo Products. Encourage enterprises to apply for honors such as the “Fujian Famous Agricultural Product” designation. Support industry associations in leading applications for Geographical Indication (GI) protected products and in building regional public brands such as “Green Capital Premium Products.” Encourage enterprises to register trademarks overseas to facilitate their transition from contract manufacturing to building their own brands. Guide export enterprises to strengthen intellectual property protection and enhance the international reputation and influence of the bamboo industry. (2) Promote Standardization in Bamboo Production. Strengthen cooperation with the Fujian Provincial Bamboo Industry Standardization Committee; support and encourage industry associations and leading enterprises to actively participate in the research and formulation of standards for raw bamboo materials and bamboo products. Explore the establishment of a trading market for standardized bamboo materials, guide enterprises to actively produce such materials, and promote their large-scale application. By 2025, cultivate at least two large-scale enterprises specializing in the processing of standardized bamboo materials, and promote international mutual recognition cooperation for bamboo green product certification.(Responsible Units: Municipal Market Regulation Bureau, Forestry Bureau)
(3) Promote Diversification of Bamboo Marketing. Leverage exhibition and sales platforms such as the Forestry Expo and Bamboo Expo, as well as trade promotion agencies and industry associations, to expand domestic and international trade channels and facilitate the internal and external circulation of bamboo and bamboo shoot products. Support the Fujian Shaxian Rural Property Rights Trading Center in developing trading products and services for the bamboo industry chain. Encourage bamboo and bamboo shoot processing enterprises and farmers’ professional cooperatives to conduct live-streamed sales, creating a range of viral online bestsellers.(Responsible Units: Municipal Commerce Bureau, Forestry Bureau, Supply and Marketing Cooperative, Municipal Investment Group)
(4) Promote the Industrialization of Bamboo Culture. Support the deep integration of bamboo culture with cuisine, cultural tourism, and the arts. Construct bamboo parks, bamboo exposition gardens, bamboo germplasm gardens, and bamboo science education bases to create a series of popular bamboo culture “Instagrammable” destinations. Promote bamboo culture and bamboo-inspired creativity in schools and communities.Organize bamboo product design competitions and vigorously develop cultural and creative products such as bamboo root carvings, bamboo crafts, and bamboo paper. Actively incorporate bamboo elements into existing scenic areas, attractions, hotels, and homestays, and construct a new batch of “Green Capital Bamboo Sea” landscapes. IV. Enhancing Innovation Capacity to Drive the Transformation and Upgrading of the Bamboo Industry
(1) Aggregate High-End Innovation Resources. Guide key leading enterprises to collaborate with universities and research institutes to form a bamboo industry innovation alliance and establish a number of national and provincial-level bamboo industry R&D and innovation centers. Strengthen the open sharing of scientific and technological innovation resources in the bamboo industry and enhance specialized service capabilities.Upgrade scientific research platforms such as the Yong’an Bamboo Industry Research Institute and enterprise R&D centers. Strengthen joint research efforts on key generic technologies, cutting-edge technologies, modern engineering technologies, and disruptive technologies in the bamboo industry to build a national innovation base for the bamboo industry. Enhance the cultivation and recruitment of specialized talent in the bamboo industry, and attract high-end leading talent through various methods, including equity participation based on technical expertise. (2) Accelerate the Promotion and Application of Bamboo Machinery. Support manufacturers of bamboo mountain processing machinery in conducting R&D on bamboo harvesting, bamboo mountain transportation, and bamboo production equipment, and explore equipment-sharing and leasing models. Encourage the formation of specialized mechanized harvesting teams to accelerate the transition from manual to mechanical harvesting, from manual to automated operations, and the adoption of intelligent workforce reduction, thereby lowering harvesting and transportation costs and alleviating the burden on bamboo farmers. (3) Strengthen the Commercialization of Scientific and Technological Achievements. Promote deep integration of industry, academia, and research in the bamboo sector. Support enterprises and academic institutions in jointly undertaking scientific research on new bamboo varieties, soil improvement, testing of bamboo and bamboo shoot products, bamboo processing machinery, and the development of new bamboo products.Support bamboo and bamboo shoot enterprises in applying for key technological innovation and industrialization projects, accelerate the commercialization of research outcomes, and achieve industrial-scale production and application. Establish multi-model benefit-sharing mechanisms for scientific and technological services and technology transfer to improve the conversion rate and application level of research outcomes. V. Actively Respond to Initiatives and Promote the Development of the “Bamboo-for-Plastic” Industry
(1) Strengthen R&D of “Bamboo for Plastic” products. Support enterprises in increasing investment in core technology breakthroughs and the commercialization of scientific achievements to elevate the development level of sectors such as bamboo pulp molding, bamboo furniture, bamboo daily necessities, bamboo packaging materials, and bamboo decorative materials.Focusing on key sectors such as public institutions, accommodation and catering, daily life services, and industrial support, encourage enterprises to collaborate with research institutes to jointly tackle technical challenges, accelerate the development of advanced manufacturing equipment, optimize product production processes, and continuously enrich new technologies and products for “bamboo-for-plastic” applications. (2) Foster a Bamboo Industry Ecosystem. Leverage the roles of industry associations and leading enterprises to develop product standards and build brands for “bamboo-for-plastic” products, thereby strengthening the foundation for the development of “bamboo-for-plastic” initiatives.Encourage major bamboo-producing areas across the city to develop upstream, midstream, and downstream industrial chains—covering “raw materials, processing, products, and marketing”—in a manner suited to local conditions. Promote the development of a circular economy in the bamboo industry, implement a model for the comprehensive utilization of bamboo, and actively strive to establish a national-level “bamboo-for-plastic” application and promotion base. (3) Launch a Substitution Initiative for Key Scenarios. Compile a citywide catalog of major “bamboo-for-plastic” products, precisely identify suitable substitution scenarios, and encourage the use of bamboo stationery, tableware, furniture, pipes and tubing, panels, and office supplies to replace corresponding plastic products in sectors such as government administration, daily necessities, culture and tourism, and construction. Make comprehensive use of traditional media, new media, and other means to intensify science popularization and publicity regarding “replacing plastic with bamboo,” advocating for green lifestyles and consumption patterns among citizens.Encourage the organization of diverse activities such as “Replacing Plastic with Bamboo” initiatives in communities, commercial districts, and public institutions. Extensively promote the excellent characteristics of “Replacing Plastic with Bamboo” products—namely, their eco-friendliness, low-carbon nature, and environmental sustainability—to guide the public in forming lifestyle habits that reduce consumption of single-use plastic products and encourage the purchase of “Replacing Plastic with Bamboo” products, thereby fostering a positive atmosphere where everyone uses bamboo. VI. Optimizing the Development Environment and Consolidating Synergies for the Bamboo Industry
(1) Improve Working Mechanisms. Relevant units at all levels shall establish and improve mechanisms for coordinated advancement of work, strengthen policy guidance and support, and foster synergy. At the municipal level, the development of the bamboo industry will be included in the performance evaluation scope of the Forest Chief System and rural revitalization initiatives. Major bamboo-producing regions shall prioritize the development of the bamboo industry on their agendas, formulate specific implementation plans, and introduce supporting policies and measures to ensure the effective implementation of all tasks. (2) Improving the Investment Mechanism. Effectively utilize and implement policy measures from the central, provincial, and municipal governments supporting the development of the bamboo industry. The municipal government will allocate 5 million yuan annually from its own budget to provide key support for the bamboo industry. Each county (city, district) shall, based on its own circumstances, establish a special fund for bamboo industry development, create a diversified investment mechanism, and improve fiscal support policies. (3) Strengthen Financial Support. Establish a project reserve pool for bamboo industry investment and financing, and enhance collaboration between bamboo enterprises and financial institutions. Encourage financial institutions to increase credit support and product innovation, promote distinctive financial products such as “Fulin Loan,” “Fuzhu Loan,” and “Fusun Loan,” leverage the credit enhancement role of government-backed financing guarantees, and meet the financing needs of various entities in the bamboo industry. Support eligible bamboo enterprises (projects) in applying for green enterprise (project) certification, and provide interest subsidy support in accordance with regulations.Establish a bamboo industry insurance system combining policy-based and commercial insurance to provide risk protection for forestry and bamboo production. Provide listing guidance and training for leading enterprises in the bamboo industry, support eligible enterprises in issuing bonds, and encourage various industrial funds to invest in the bamboo industry. (4) Strengthen Talent and Labor Force Support. Explore a shared labor mechanism for the bamboo industry, support the development of the Yong’an “Bamboo Master” labor platform, and establish specialized teams for bamboo harvesting and tending to address issues such as the shortage of rural labor. Municipal and county-level authorities shall regularly organize training sessions each year to provide on-the-job skills training. Support vocational colleges in deepening cooperation with enterprises to cultivate technical and skilled talent for the bamboo industry, and provide services for the vocational skill grading assessment and advancement of industrial workers.Improve the system of science and technology special envoys, guiding researchers at all levels to work directly on the front lines of enterprises to provide intellectual support for the development of our city’s bamboo industry. (5) Strengthen Land Use Guarantees. Revitalize existing land resources and encourage the use of rural “four types of wasteland” and idle construction land for bamboo industry development, ensuring land availability for major bamboo industry projects and supporting facilities for bamboo forest production and management. Where land use for the bamboo industry involves converting agricultural land to construction land, the approval procedures for agricultural land conversion must be completed in accordance with the law.Localities shall make coordinated arrangements for new construction land quotas to support the development and construction of bamboo and bamboo shoot micro and small enterprise parks. Additionally, eligible bamboo processing sites shall be included within the scope of engineering facilities directly serving forestry production and operations. Approval for such sites shall be granted by the forestry authorities of county-level people’s governments, and no separate construction land approval procedures are required. (6) Optimize Management and Services. Support the establishment of collaborative innovation centers serving small and micro enterprises to provide public services such as policy consultation, technological R&D, and product design. Effectively interpret and publicize bamboo industry development policies, streamline approval procedures for bamboo industry projects, improve administrative efficiency, and foster a favorable business environment. Improve the bamboo product quality evaluation and traceability systems to safeguard the high-quality image of our city’s bamboo products. These Implementation Guidelines shall take effect from the date of issuance and remain valid for three years.
