Measures to Promote the Development of the Artificial Intelligence Industry in Xiamen

To thoroughly implement the national work plan for developing next-generation artificial intelligence, build a new growth engine for AI, promote high-quality development of the AI industry, and establish a hub for AI innovation and a pilot zone for AI applications, the following measures are hereby formulated in accordance with relevant national and provincial regulations on promoting the development of the AI industry, and in light of the actual conditions of this city.

  I. Strengthening Computing Power Supply

  (1) Coordinate and optimize the layout of computing power. Promote the upgrading and expansion of supercomputing centers to further meet AI computing demands. Encourage governments, enterprises, research institutions, universities, and other entities to strengthen computing power cooperation with neighboring cities and establish a cross-regional computing power coordination system. Actively participate in the construction of the provincial integrated computing power resource service platform, establish a centralized computing power dispatch platform, and build a low-cost, high-efficiency public computing power service system.

  (2) Expand the Scale of Intelligent Computing in an Orderly Manner. Actively seek support from higher-level departments, such as the Provincial Development and Reform Commission, to provide preferential electricity rates for eligible intelligent computing centers in the city, thereby reducing computing costs. Encourage existing data centers to transition toward providing intelligent computing services. Aligning with regional economic development needs, encourage enterprises and third-party institutions to build intelligent computing centers that comply with national policies. Include new construction or expansion/upgrade projects for intelligent computing centers with a capacity of 100 PFLOPS or more within the scope of the city’s Technology Innovation Fund, and provide subsidies in accordance with regulations.

  (3) Promote Inclusive Computing Services. Use inclusive computing to reduce R&D costs for AI enterprises, ensure high-frequency real-time computing capacity for applications such as autonomous driving, virtual simulation, virtual reality, augmented reality, and ultra-high-definition video, facilitate the development, training, and application of large AI models, and support the development of new business models integrating the digital and physical worlds, such as the metaverse.Establish an annual "computing power voucher" program with a total budget of 10 million yuan to support eligible enterprises in purchasing computing power services. During the policy’s validity period, enterprises with annual purchases totaling 300,000 yuan or more will receive a subsidy of up to 50% of actual expenses each year, with a maximum of 500,000 yuan per enterprise annually.

  II. Supporting Quality Improvement and Efficiency Enhancement

  (4) Promote breakthroughs in key core technologies. Focusing on core foundations such as computer vision, machine learning, and natural language processing; intelligent products such as intelligent connected vehicles and video/image identity recognition systems; and key areas such as AI and metaverse convergence applications including digital humans and content generation, implement major science and technology projects to achieve breakthroughs in a range of landmark technologies, products, and services.

  Winning entities in national-level AI industry innovation challenges will receive a subsidy of up to 40% of the total R&D investment per project, with a maximum of 10 million yuan per project.

  Provide subsidies of up to 40% of the total R&D investment for provincial-level key technological innovation and industrialization projects in the AI field, with a maximum of 3 million yuan per project.

  Municipal-level “challenge-based” science and technology projects will be subsidized at a rate of up to 30% of total R&D investment, with a maximum of 10 million yuan per project.

  (5) Establish Key Innovation Platforms. Support core AI enterprises in integrating innovation resources to build national-level R&D platforms; provide a 10 million yuan subsidy for newly approved national key laboratories. Foster AI public service platforms; for public service platforms—such as algorithm testing, validation testing, and supply-demand matching platforms—with annual service revenue exceeding 1 million yuan and serving more than 50 enterprises, provide an operational subsidy of up to 10% of their annual service revenue, with a maximum of 1 million yuan per enterprise.

  (6) Encouraging Increased R&D Investment. Support industrial enterprises and software enterprises above designated size in the AI sector to strengthen technological R&D. For enterprises with annual independent R&D expenditures exceeding 2 million yuan and showing year-over-year growth, a subsidy of 100,000 yuan will be provided for every 2 million yuan of annual independent R&D expenditures, with a maximum of 5 million yuan per enterprise.Enterprises with annual independent R&D expenditures exceeding 5 million yuan and a growth rate of over 20% will receive a 300,000 yuan reward; those with a growth rate exceeding 40% will receive a 500,000 yuan reward. For enterprises with annual independent R&D expenditures exceeding 10 million yuan, an additional 5% subsidy will be provided based on the eligible R&D expenditure subsidy amount.

  (7) Strengthening the Leading Role of Standards. Leverage the guiding role of standardization to support enterprises in participating in the development of artificial intelligence (AI) standards, striving to secure standard-setting influence in foundational AI fields such as computer vision and deep synthesis, as well as in the integration of AI with the metaverse. For international, national, and industry standards formulated by enterprises serving as drafting entities (ranked within the top 5), subsidies of up to 1 million yuan, 500,000 yuan, and 400,000 yuan, respectively, will be provided.Encourage the provision of support in accordance with the law for recipients of standard contribution awards at all levels, leading drafting entities of international and domestic standards, and enterprise standard “frontrunners” in major investment promotion, government procurement, technology introduction, and technological transformation projects.

  (8) Supporting Enterprises to Grow Larger and Stronger. Support AI-focused software enterprises above the designated scale in increasing production and efficiency. For those with annual revenue exceeding 50 million yuan in the previous year and a growth rate higher than 25%, a reward of up to 0.6% of the revenue increment will be granted, with a maximum of 6 million yuan per enterprise.Support will be provided to help AI enterprises reach new scale milestones. For AI software enterprises above the designated size whose revenue growth rate in the previous year was no less than the city-wide average for the software industry and whose revenue exceeded 50 million yuan, 100 million yuan, 200 million yuan, 500 million yuan, 1 billion yuan, or 2 billion yuan for the first time, one-time rewards of 100,000 yuan, 200,000 yuan, 500,000 yuan, 1 million yuan, 1.5 million yuan, or 2 million yuan, respectively, will be granted based on the “step-up subsidy” principle.Support the cultivation of internationally competitive leading AI enterprises. A reward of 500,000 yuan will be granted to enterprises newly recognized as national-level “Specialized, Refined, Distinctive, and Innovative” (SED) “Little Giant” enterprises.

  (9) Incentives for Enterprise Listings. Strengthen full-chain services for enterprise listings and provide phased rewards for AI enterprises going public: 300,000 yuan for listing on the National Equities Exchange and Quotations (NEEQ); 500,000 yuan for filing an IPO application with the Xiamen Securities Regulatory Bureau; and 1 million yuan for formal acceptance by a securities exchange. Encourage enterprises to raise capital through public offerings, and provide rewards to eligible enterprises in accordance with regulations.

  III. Innovative Application Scenarios

  (10) Support the First Purchase and Adoption of Smart Products. Support the application of AI technology in high-end equipment and encourage enterprises to research, develop, and promote a range of technologically advanced smart hardware and software products in key areas such as smart manufacturing, smart maintenance, smart inspection, smart connected vehicles, smart robots, virtual reality, and augmented reality. For high-end AI equipment included in the Ministry of Industry and Information Technology’s “First Domestic Unit (Set)” catalog, subsidies of up to 60% of the market sales price will be provided, with a maximum of 5 million yuan per product.For products included in the Fujian Provincial "First-of-its-Kind" Equipment Catalog, a subsidy of up to 60% of the market sales price will be provided, with a maximum of 2 million yuan per product; for products included in the Fujian Provincial "First-of-its-Kind" Equipment Catalog within the province, a subsidy of up to 30% of the market sales price will be provided, with a maximum of 1 million yuan per product.

  (11) Cultivate new MaaS service models. Encourage leading enterprises to promote the application of large-scale AI models and build an AI collaborative innovation ecosystem. Support leading enterprises in deepening their expertise in vertical fields to develop a series of influential specialized model solutions in areas such as public safety, visual intelligence, smart healthcare, digital government, digital justice, and digital industries. For software business revenue generated through the Model-as-a-Service (MaaS) model, a subsidy of up to 5% of the corresponding annual revenue will be provided, with a maximum of 2 million yuan per enterprise.

  (12) Expand the Application of Intelligent Scenarios. Promote the “AI+” upgrade across all industries and sectors. Support AI enterprises in integrating emerging digital technologies such as the metaverse, big data, and cloud computing to create innovative scenario applications, and drive the replication and promotion of typical application scenarios in industrial manufacturing, urban governance, government affairs, transportation, healthcare, finance, education, and cultural tourism.For companies that have developed benchmark applications in Xiamen and been selected as typical AI application scenarios in Fujian Province, a reward of up to 10% of the annual local sales revenue from such applications will be granted, with a maximum of 500,000 yuan per company.

  (13) Promote the Matching of Application Scenarios and Market Demand. Solicit and select a list of typical AI application scenarios from the public to strengthen the supply of AI scenarios. Encourage government agencies, public institutions, and state-owned enterprises to open up their application scenarios, pilot initiatives, and cultivate benchmark demonstrations. Continue to leverage national-level exhibition, conference, and competition platforms such as the Digital China Summit, the China International Investment and Trade Fair, and the China AI Competition to support the development of platforms for supply-demand matching and product launches, and to publicize and promote a batch of typical application scenarios in key industries.

  IV. Strengthening Support for Key Resources

  (14) Build a provincial-level AI industrial park with high standards and at a high level. Support Xiamen Software Park in further expanding its development space, optimizing infrastructure, improving supporting facilities, and strengthening policy support to continuously attract and cluster leading AI enterprises and innovative startups. Create distinctive industrial clusters in areas such as autonomous driving, smart security, smart transportation, smart healthcare, and smart cities, and strive to become a national and provincial-level AI industrial demonstration park.

  Responsible Units: Torch Management Committee, Jimei District People’s Government, Siming District People’s Government, Municipal Bureau of Industry and Information Technology, Information Group

  (15) Implement the “Zhihui” Talent Initiative. Strengthen the tiered development of the AI talent pool. Include AI talent (teams) within the scope of key support for municipal-level high-level talent. Select AI Chief Scientists and provide support in accordance with regulations, emphasizing the “leading goose” effect of top talent.Support AI professionals in applying for the city’s key industry shortage talent program, and strengthen talent cultivation in key sectors such as software and information technology and integrated circuits. Launch pilot reforms for AI professional title evaluations to cultivate talent in AI algorithms, hardware, and application engineering. Strengthen the development of AI disciplines in higher education institutions, encourage universities, enterprises, and industrial parks to jointly establish industry colleges and talent bases, and promote the coordinated development of industry, academia, and research.

  (16) Cultivate the data element market. Improve the mechanism for the open access and development of public data. Relying on the authorized operation mechanism for public data, promote the lawful and regulated opening of the city’s public data to AI enterprises, and support the opening and utilization of data in scenarios such as enterprise registration and supervision, healthcare, education, transportation, and meteorology.Encourage enterprises, universities, and research institutes to explore open data, promote the establishment of open industry-specific big data training repositories and standard test datasets, and actively integrate high-quality datasets in the AI field into provincial and municipal unified public data open platforms, integrated development platforms, and data trading platforms to fully unlock the value of data as a production factor.

  (17) Strengthen Financial Empowerment. Support AI enterprises in accessing interest subsidies for R&D investment financing in accordance with regulations. Provide enterprises with interest-subsidized loans for R&D investments with a maximum term of 5 years and an annualized interest rate of 2%; for existing enterprises, the loan amount shall not exceed 50 million yuan and shall not exceed 50% of the previous year’s R&D expenses; for newly registered enterprises, the loan amount shall not exceed 10 million yuan.Coordinate city-wide funds such as the Advanced Manufacturing Fund, the Strategic Emerging Industries Development Fund, and the Science and Technology Innovation Guidance Fund. Encourage private capital to establish AI-focused sub-funds, striving to build an investment and financing environment guided by the government, involving society, and featuring multi-party collaboration. Increase investment in AI projects to promote industrial clustering.

  V. Optimizing the Development Environment

  (18) Strengthen Collaborative Efforts. Treat artificial intelligence as a key task in the “Digital Xiamen” initiative and establish a work promotion mechanism featuring interdepartmental coordination and city-district collaboration. Encourage district governments and development zone management committees to formulate supporting measures, prioritizing the support of high-quality projects with strong technological innovation and significant development benefits. Support enterprises, universities, research institutes, and third-party organizations in hosting influential artificial intelligence forums and exhibitions to facilitate industry exchange and collaboration.Actively identify exemplary cases and best practices in the AI field, strengthen demonstration and promotion efforts, and foster a favorable development environment.

  (19) Give equal emphasis to security and development. Strengthen publicity of laws, regulations, and rules such as the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, and the Administrative Measures for Generative Artificial Intelligence Services, guiding AI enterprises to conduct technological applications in accordance with laws and regulations. Enhance research on new business models such as AI and the metaverse, improve risk assessment capabilities, and strengthen governance of technology ethics, while implementing inclusive and prudent regulation in accordance with the law.Strictly enforce the Xiamen Special Economic Zone Data Regulations, improve supporting systems for the regulations, and further safeguard the healthy development of new business models such as artificial intelligence and the metaverse.

  The Xiamen Municipal Bureau of Industry and Information Technology is responsible for interpreting these measures, and the relevant incentive funds will be disbursed annually in accordance with budgetary allocations. Where national, provincial, or municipal policies of a similar nature conflict with this policy, benefits will be disbursed according to the principle of “choosing the higher amount without duplication.”

  These measures shall take effect on October 10, 2023, and remain valid until December 31, 2025.
