Article 2 This approach applies to the high-tech zone financial talent apartment (hereinafter referred to as the talent apartment) application, leasing and use management. Article 3 The talent apartment referred to in these measures refers to the lower than the market rent standard, and eligible and employment or entrepreneurship in the high-tech zone to provide talent, to meet the transitional, stage of the basic housing needs of the rental housing is one of Xiamen City, an important supplement to the public rental housing.

Article 4 High-tech zone management committee is responsible for research and development of talent apartment policy and housing co-ordination, supervision and management work.

Article 6 The applicant shall meet the following conditions

1. The applicant is employed or entrepreneurial in the high-tech zone, and the enterprise where he signed a labor contract for more than one year (including one year), and pay social security in Xiamen (except for flexible). The applicant must have a residence permit for non-Xiamen household registration;

3. The applicant, his/her spouse and his/her minor children do not own any property in Xiamen;

Article IX Talents applying for talent apartments, by the operating unit audit, and confirmed by the Management Committee of the batch of talent apartments leasing object, the operating unit in accordance with the leasing program announced the rules of the selection of the organization of the selection of housing.

Article 10 Talent apartment household allocation standard: 1 person households can independently choose to rent single apartments, one-bedroom households; 2 person households can independently choose to rent single apartments, one-bedroom households, two-bedroom households; 3 person households and above can independently choose any household type.

Article 11 The same tenant renting talent apartment time limit in principle shall not exceed 3 years, 3 years after meeting the conditions and sufficient housing can apply for renewal.

Article 12 Talent apartment allocation using waiting list, in principle, in accordance with the application for talent apartment time sequential order.

Article 13 Talent apartments are subject to a preferential rent system, the first year and the second year's rent in accordance with the market valuation price (assessed by the real estate appraisal organization to clarify the assessment) at 60% discount, and from the third year onwards, the rent in accordance with the market valuation price at 80% discount.

Article 14 Talent apartment tenant has one of the following circumstances, the termination of its lease contract, the recovery of the allocated housing.

1. Personnel relations transferred out of the high-tech zone enterprises;

2. I, my spouse and minor children in the Xiamen area to buy a house;

3. Changing the use of the apartment;

4. Destroying or unauthorized decoration of the apartment and refusing to restore it to its original state;

5. Failure to pay the rent and related fees in accordance with the relevant regulations and the agreement of the contract;

6. Privately subletting, subcontracting, lending, partially renting, or leaving the talent apartment unused for more than 6 consecutive months without a valid reason;

7. Violating the relevant tenant clauses covered in the lease contract.

Article 15 The relevant provisions of this approach involves the content of civil rights and obligations, the operating unit shall be in the leasing program, lease contract and other relevant instruments to be clearly agreed.

Article 16 This approach is responsible for the interpretation of the high-tech zone management committee.

Article 17 These Measures shall come into force on May 1, 2023, and shall be valid for five years. The Measures for the Administration of Talent Apartments in Xiamen Torch Hi-tech Zone (Xiamen Gao Guan [2019] No. 141) shall be repealed at the same time.
