Implementation Guidelines for Advancing the "One Zone, Multiple Parks" Development of the Putian High-Tech Industrial Development Zone

Original Title: Implementation Opinions of the Putian Municipal People’s Government on Promoting the “One Zone, Multiple Parks” Development of the Putian High-Tech Industrial Development Zone (Putian Government Regulation [2023] No. 4)

People’s Governments (Administrative Committees) of All Counties (Districts), Putian High-Tech Industrial Development Zone Administrative Committee, and Relevant Municipal Departments:


  To fully leverage the exemplary, leading, and radiating role of the Putian High-Tech Industrial Development Zone (hereinafter referred to as the Putian High-Tech Zone), and to enhance the city’s industrial competitiveness and independent innovation capabilities, in accordance with the “Several Opinions of the State Council on Promoting the High-Quality Development of National High-Tech Industrial Development Zones” (Guofa [2020] No. 7),the "Guidelines on Standardizing the Statistical Boundaries of National High-Tech Industrial Development Zones" issued by the Torch Center of the Ministry of Science and Technology (Guokehuo [2021] No. 67), and the "Notice of the People’s Government of Fujian Province on Issuing the Implementation Plan for Promoting the High-Quality Development of High-Tech Industrial Development Zones" (Min Zheng [2021] No. 14), and in light of the actual conditions of our city, these Opinions are hereby formulated.


  I. Guiding Principles


  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will earnestly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions during his inspection tour of Fujian, firmly establish the new development philosophy, and follow the decisions and arrangements of the Ministry of Science and Technology, the Provincial Party Committee, and the Provincial Government. We will grasp the positioning and mission of building a demonstration zone for innovation-driven development and a pilot zone for high-quality development. By taking the deepening of science and technology system and mechanism reforms and the creation of a favorable innovation and entrepreneurship ecosystem as our starting points, we will fully leverage the platform advantages of the High-Tech Zone as a pilot for pioneering initiatives, further break through development space and institutional bottlenecks,strengthen the integration of science and technology resources, unleash the vitality of scientific and technological innovation, and foster the development of enterprises and industries with international competitiveness. The “One Zone, Multiple Parks” initiative will establish Putian High-Tech Zone as the core platform for cultivating strategic emerging industries and high-tech industries across the city, and as a vital engine driving industrial transformation and upgrading.


  We will actively advance toward the goals of establishing a 50-billion-yuan equipment manufacturing industrial cluster, a 70-billion-yuan electronic information industrial cluster, and a 100-billion-yuan food processing industrial cluster. With scientific and technological innovation at the core, we will focus on enhancing independent innovation capabilities. Guided by the development philosophy of “innovation-driven, industry-strengthened city” and using the innovation-driven strategy as the overarching approach, we will strive to optimize new growth areas, improve existing industries, and address shortcomings.


  II. Development Goals


  Guided by the development direction of “developing high-tech and achieving industrialization,” we will drive the aggregation of the city’s scientific and technological resources and industrial resources toward Putian High-Tech Zone, strengthen connections with high-end resources, foster a favorable ecosystem for innovation and entrepreneurship, and expand the Zone’s leading industries such as electronic information, high-end equipment manufacturing, and food processing. We will utilize new technologies, business models, and operational approaches to transform and upgrade Putian’s traditional industries, such as footwear and apparel, thereby further enhancing the Zone’s capacity for innovation-led development and its radiating influence.


  By the end of 2023, the management system and mechanisms for the “One Zone, Multiple Parks” model will be fundamentally improved; the network for coordinated development will be effectively established; the efficiency of innovation organizations will be significantly enhanced; the core competitiveness of industries will be markedly strengthened; and the key elements of science and technology services will be largely aggregated, thereby preliminarily forming a new industrial landscape characterized by “One Zone, Multiple Parks.”By 2026, we aim to establish a group of innovative enterprises with international competitiveness and industrial clusters exceeding 50 billion yuan in scale. We will build Putian High-Tech Zone into a demonstration zone for innovation-driven development and a pioneer zone for high-quality development, gradually improving its ranking in the national comprehensive evaluation of high-tech zones.


  III. Main Tasks


  (1) Clarify the Park Layout


  1. Advance the “One Zone, Multiple Parks” spatial layout. Adopting an approach of “city-wide coordination, selective screening, and dynamic management,” eligible provincial-level development zones, industrial parks below the provincial level, industrial agglomeration zones, and science and technology innovation resource clusters will be included within the coverage scope of Putian High-Tech Zone’s “One Zone, Multiple Parks” framework.In the initial phase, seven parks—including the Xianyou Economic Development Zone, Licheng Economic Development Zone, Hualin Economic Development Zone, Xianyou County Xiangang Industrial Park, Xianyou County Arts and Crafts Creative Industry Park, Huangshi Industrial Park, and Hushih Industrial Park—will be incorporated into the High-Tech Zone’s innovation development system.


  2. Focus on Specific Industrial Sectors. Guided by the principle of “balancing overall considerations while prioritizing key areas,” the initiative will focus on fostering and developing leading industries such as electronic information, high-end equipment manufacturing, food processing, footwear and apparel manufacturing, and arts and crafts. Specialized sectoral plans for each sub-park will be separately revised and supplemented by the county (district) governments (or management committees) where the parks are located.


  (II) Innovating the Management System


  3. Implementing “Overall Coordination and Localized Management.”Each sub-park approved for inclusion in the “One Zone, Multiple Parks” framework shall be designated as a sub-park of the Putian High-Tech Industrial Development Zone and given priority for designation as a provincial-level high-tech industrial development zone. Matters concerning the establishment, modification, adjustment, personnel, staffing, national economic statistics, planning for key functional zones, and adjustments to land use master plans and urban-rural planning—where such matters align with the High-Tech Zone’s overall development layout—shall continue to be managed and implemented by the local government (administrative committee) where each sub-park is located.


  4. Strengthen planning guidance. Compile the Putian High-Tech Industrial Development Zone “One Zone, Multiple Parks” Industrial Development Plan (2023–2026) and issue the Implementation Plan for Promoting High-Quality Development of the Putian High-Tech Industrial Development Zone to guide each sub-park in highlighting its leading industries and optimizing industrial layout. This will build the Putian High-Tech Industrial Development Zone into a core park with strong radiating and driving capabilities that leads the city’s high-quality development,and develop each sub-park into specialized zones with differentiated development and unique characteristics, thereby achieving a coordinated and integrated development pattern where the main park drives the economic, technological, and industrial growth of the sub-parks.


  5. Shared Preferential Policies. Each sub-park shall enjoy the same preferential policies as the main park of Putian High-Tech Zone regarding national, provincial, and municipal support for national high-tech industrial development zones. These policies cover scientific and technological innovation, accelerated development of new infrastructure, cultivation and expansion of emerging industries, innovation and entrepreneurship, corporate R&D, technology transfer, talent recruitment, additional deductions for R&D expenses, and priority allocation of land quotas.


  6. Clarify Statistical Management. In accordance with the principle of territorial statistics, relevant statistical indicators for each sub-park shall be reported by the local government (Management Committee) where the sub-park is located, with the local government’s statistical department responsible for data collection. Statistical data shall be managed under the current statistical management system without affecting local national economic accounting; simultaneously, in accordance with relevant regulations of the Ministry of Science and Technology, such data shall be incorporated into the Torch statistical management framework for National High-Tech Industrial Development Zones. Each sub-park shall establish a Torch statistical system for National High-Tech Industrial Development Zones and designate a dedicated person to oversee statistical work;Each sub-park shall, in accordance with the Ministry of Science and Technology’s “Torch Statistical Survey System” and the “Guidelines on Standardizing the Statistical Scope of National High-Tech Zones” issued by the Torch Center of the Ministry of Science and Technology (Guokehuo [2021] No. 67), ensure effective coordination with the Putian High-Tech Zone Management Committee. The Putian High-Tech Zone Management Committee shall be responsible for the monthly aggregation and submission of Torch statistical data for the National High-Tech Industrial Development Zone.


  (3) Optimize Operational Mechanisms


  7. Establish a coordinated investment promotion mechanism. Establish a coordinated investment promotion mechanism and a linked industrial support development mechanism between the main park and each sub-park. Based on the overall industrial planning and layout, coordinate investment promotion efforts to “extend, supplement, and strengthen industrial chains,” thereby achieving complementary industrial advantages and differentiated development.Establish a coordination mechanism for the mutual transfer of projects entering the High-Tech Zone and enterprises graduating from incubators across sub-parks, as well as a mechanism for the exchange of market information on products and technologies within the High-Tech Zone. Strengthen investment promotion targeting industrial chains and third-party investment promotion, and advance investment promotion for advantageous industries, industrial chains, and industrial clusters to enhance the effectiveness, precision, and implementation rate of investment promotion.


  8. Building a "Mass Entrepreneurship and Innovation" Park. Putian High-Tech Zone will open up its resources across various technology service systems—including scientific and technological innovation, project incubation, innovation and entrepreneurship, tech finance, industrial ecosystems, talent recruitment services, intellectual property protection, and testing and inspection—to all sub-parks. Putian High-Tech Zone will guide and assist each sub-park in establishing innovation and entrepreneurship service centers, technology enterprise incubators, and maker spaces, and will recommend makers and incubation projects to be implemented in the respective sub-parks based on industrial layout.Funds allocated by higher-level authorities for various platforms and projects applied for by Putian High-Tech Zone under the “One Zone, Multiple Parks” framework will be allocated and utilized by the respective sub-parks according to a predetermined ratio.


  9. Develop platform resources. Coordinate the allocation of the city’s advantageous resources to focus on the “One Zone, Multiple Parks” initiative, promoting the flow of elements such as infrastructure, platforms, technology, talent, projects, and capital, as well as resource sharing, to form a “One Zone, Multiple Parks” win-win development model. Putian High-Tech Zone is encouraged to strengthen cooperation with domestic and international universities, research institutions, and renowned domestic science and technology parks to jointly build science and technology achievement incubation bases and specialized technical service platforms.


  (IV) Promoting Technological Innovation


  10. Cultivate Innovative Enterprises. Implement the High-Tech Enterprise Doubling Initiative and the Science and Technology SME Cultivation Initiative to foster a group of industry-leading innovative enterprises. Guide enterprises to increase R&D investment to develop patented technologies and build core competitiveness.


  11. Strengthen Industry-Academia-Research Collaboration. Focusing on key sectors such as liquid crystal displays and high-end equipment manufacturing, deepen exchanges and cooperation with the Chinese Academy of Sciences, the Chinese Academy of Engineering, and renowned domestic and international universities and research institutes to jointly establish new collaborative innovation platforms such as industrial technology research institutes, industrial innovation centers, and collaborative innovation academies. Deepen cooperation among government, industry, academia, research, and end-users to establish an innovation system centered on enterprises and guided by market forces.


  (V) Strengthen Policy Support


  12. Promote the development of technology-focused finance.Prioritize the establishment of technology-focused banks within the High-Tech Zone (including all sub-parks), establish a risk compensation fund pool, and actively coordinate with the “Putian Industrial Mother Fund” to seek the establishment of industrial venture capital sub-funds, thereby vigorously expanding financing channels for technology-based enterprises. Establish a new financial system that spans the entire lifecycle of innovation and entrepreneurship, vigorously develop angel investment and venture capital, establish and improve technology finance service platforms, and create a new “capital + technology + industry” trinity-based technology finance ecosystem.


  13. Increase financial support. Explore the establishment of a special fund for the coordinated development of the “One Zone, Multiple Parks” model in Putian High-Tech Zone, to be used for technological innovation, park construction, and industrial development within the High-Tech Zone (including all sub-parks). Relevant municipal departments shall focus on guiding financial and social capital to support the infrastructure construction of the “One Zone, Multiple Parks” model and the development of enterprises within the parks.


  IV. Support Measures


  (1) Strengthen Organizational Leadership. All departments at all levels must fully recognize the significance of the “One Zone, Multiple Parks” initiative in Putian High-Tech Zone, provide full support for its development, meticulously organize and implement the plan, rigorously ensure its execution, and guarantee the successful completion of all tasks.A Leading Group for the Construction of the “One Zone, Multiple Parks” Model in the Putian High-Tech Industrial Development Zone has been established to coordinate and oversee the construction efforts. The group leader shall be a municipal government official in charge of this work, with deputy leaders comprising the principal leaders of the Hanjiang District Government, the Municipal Science and Technology Bureau, and the Municipal Industry and Information Technology Bureau. Members shall include officials in charge from the governments (administrative committees) of each county (district) and relevant municipal departments;An office will be established under the Leading Group, attached to the Putian High-Tech Industrial Development Zone Administrative Committee, to handle the Leading Group’s daily operations. The governments (administrative committees) of each county (district) shall designate a working body to coordinate the “One Zone, Multiple Parks” construction efforts within their respective jurisdictions.


  (2) Strengthen Coordination and Synergy. Through pilot initiatives, continuously summarize experiences, refine cooperation mechanisms, fully mobilize and integrate administrative resources, enhance interdepartmental coordination and personnel exchanges, and form a collective force to vigorously promote institutional and mechanism innovations and the implementation of construction tasks for the “One Zone, Multiple Parks” initiative. Gradually achieve resource sharing, brand sharing, information exchange, and industrial interaction among the High-Tech Zone and its sub-parks, thereby promoting close cooperation, coordinated development, and mutual benefit among regions.Establish a coordination mechanism for the coordinated development of the “One Zone, Multiple Parks” initiative. Through regular coordination meetings, jointly discuss and resolve major issues arising during the implementation of the “One Zone, Multiple Parks” initiative and matters related to the coordinated development of the various sub-parks.


  (3) Strengthen Work Guarantees.The governments (administrative committees) of each county (district) shall incorporate the “One Zone, Multiple Parks” development initiative into their annual government performance evaluations as a key component. Based on actual operational needs, they shall include the necessary funding for this initiative in their fiscal budgets. The Office of the Leading Group for the “One Zone, Multiple Parks” Development in Putian High-Tech Zone, in conjunction with the Municipal Government Inspection Office and the Municipal Efficiency Office, shall strengthen oversight and monitoring of the initiative to ensure the full implementation of all tasks.


  These Implementation Guidelines shall take effect from the date of issuance and remain valid for five years.
