To implement the “Implementation Plan for the Coordinated Promotion of a Modern Industrial System in Xiamen,” ensure the detailed and effective implementation of the “Action Plan for the Development of Key Industries in Xiamen” and the “Work Plans for Leading Industries in Each District (Development Zone),” strengthen coordination between the municipal and district levels as well as among departments, and make every effort to build the “4+4+6” modern industrial system, it has been decided to establish a working mechanism for the coordinated promotion of the modern industrial system, as follows:

  I. Division of Responsibilities

  II. Working Mechanism

  Focus on promoting key and leading industries by centering on the “six key elements”: organizational leadership, industrial development roadmaps, policies, platform vehicles (think tank platforms, industrial park facilities, etc.), project planning, and targeted investment promotion.

  (1) Improve the collaborative advancement mechanism. Strengthen organizational leadership; municipal leaders will review the progress of the “4+4+6” modern industrial system annually. Municipal leaders in charge of each industry will convene regular coordination meetings to address major issues encountered in industrial project construction or enterprise development.Strengthen collaboration between the municipal and district levels, regional coordination, and interdepartmental cooperation. The Municipal Development and Reform Commission shall enhance comprehensive coordination and oversee the construction of the modern industrial system; lead units for each industry shall work with relevant responsible units to form task forces, strengthen guidance on industrial planning and layout, research and formulate supportive policies and measures, and intensify efforts in investment promotion and project advancement; all districts (development zones) shall focus on their core industries and pursue differentiated development, with the city and districts collaborating to conduct targeted investment promotion.A regular monitoring and implementation mechanism will be established. Lead agencies for each industry must track the development status and existing issues of key industries on a monthly basis and provide recommendations; statistical departments must analyze the output value or revenue of key industries (including sub-sectors) and the development of key enterprises on a monthly basis. The Municipal Development and Reform Commission will consolidate this information and report it to the municipal government on a regular basis.

  (2) Establish a mechanism for coordinated spatial planning and support. Coordinate the city-wide spatial planning and layout of industries, strengthen the role of spatial planning in guiding project implementation, and clearly define the primary host zones for each key industry. Guide districts to focus on their core industries by building industrial parks, establishing platforms, attracting projects, and optimizing services, while concentrating resources to develop these primary host zones. Innovate mechanisms for industrial land supply, promote mixed-use land and standard land models, adhere to the principles of contiguous, clustered, and intensive land use, and increase land supply guarantees for advanced manufacturing;Strengthen the preparation of industrial land, rationally revitalize underutilized land, increase the supply of facilities such as general-purpose factories and industrial parks, and actively explore mechanisms for establishing “enclave” projects. Improve the coordination and guarantee mechanism for land supply and demand, address land approved but not supplied, scientifically arrange the sequence of land supply plans, and promote the organic integration of industrial project construction with land allocation quotas.

  (3) Strengthen the support mechanism for scientific and technological innovation. Implement the Science and Technology Innovation Leadership Project, leverage the overall benefits of a full-process innovation ecosystem, accelerate the construction of high-level innovation platforms, and undertake research on key core technologies. Promote deep integration among government, industry, academia, research institutions, and end-users to accelerate the commercialization of scientific and technological achievements. Intensify efforts to attract leading, skilled, and international talent, and promote the deep integration of innovation chains, industrial chains, capital chains, and talent chains to provide scientific, technological, and talent support for the construction of a modern industrial system.

  (4) Strengthen mechanisms for fostering market entities. Implement the Market Entity Cultivation Project, establish a full-lifecycle service chain for market entities, advance tiered enterprise cultivation, and help enterprises grow larger and stronger; implement the Advanced Manufacturing Doubling Plan to continuously expand the scale of national high-tech enterprises and national “specialized, refined, distinctive, and innovative” (SED) “little giant” enterprises; vigorously cultivate “unicorns,” “hidden champions,” and manufacturing “single-champion” enterprises.Encourage leading enterprises to integrate resources, actively integrate into global industrial and supply chains and innovation networks, and enhance international competitiveness.

  (5) Innovate industrial policy support mechanisms. Adhere to the principle of aligning corporate needs with government capabilities, guided by the goal of enhancing the resilience and security of industrial and supply chains. Implement the Supply Chain Innovation and Application Initiative to boost core competitiveness, and establish an industrial support policy system, generally adopting a “one industry, one policy” approach.Improve the performance evaluation mechanism for industrial policies, focusing on concentration, precision, and alignment; refine comprehensive industrial policies and devise tailored policies. Innovate policy support models, fully leverage the guiding role of fiscal funds, and prioritize the “fiscal policy + financial instruments” approach to increase financing support for enterprises; expand the scale and coverage of technology innovation funds and credit enhancement funds’ manufacturing sub-funds to amplify the effectiveness of fiscal funds.

  (6) Deepen the mechanism for supervising and ensuring implementation. Fully leverage the “guiding role” of performance evaluations and incentives; the Municipal Investment Promotion Office will guide the lead departments for each industry and all districts (development zones) to conduct targeted investment promotion efforts centered on key industrial development priorities.The performance of each district (development zone) in leading industrial development will be incorporated into the municipal government’s differentiated performance evaluation system for districts, with the Municipal Development and Reform Commission strengthening supervision and inspection. Each lead agency for a specific industry and each district (development zone) shall refine their work tasks and formulate annual work plans. The Municipal Development and Reform Commission will regularly compile progress reports on industrial development from all industry units and districts (development zones), compile an annual report, and submit it to the Municipal Party Committee and Municipal Government by the end of January of the following year.
