To thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding the work in Fujian and Xiamen, focus on aggregating innovation resources, cultivating innovation entities, and promoting the commercialization of research outcomes at a higher level, comprehensively enhance innovation generation capabilities, accelerate the construction of a first-class science city characterized by the deep integration of “science, industry, city, people, and application,” build the core (new) zone of the Xiamen section of the Fuzhou-Xiamen-Quanzhou National Independent Innovation Demonstration Zone, demonstrate and lead all-round high-quality development and surpassing achievements, and comprehensively build a renowned city of high-quality innovation, the following measures are formulated.

　　I. Concentrated Planning and Construction of Major Innovation Platforms. Build an innovation support system tailored to industrial needs and proactively plan major scientific and technological infrastructure; advance the construction of the Jiageng Innovation Laboratory and the Xiang’an Innovation Laboratory to high standards; plan for a provincial innovation laboratory in the marine sector and strive to have it included in the national laboratory construction plan; and plan to establish several national technology innovation centers or branch centers in future industries such as life sciences and health.For newly approved national-level innovation platforms—including National Key Laboratories, National Engineering Research Centers, National Industrial Innovation Centers, and National Manufacturing Innovation Centers—a one-time grant of 30 million yuan will be provided; those evaluated as excellent in accordance with regulations will receive 5 million yuan annually in stable operational funding. 　　II. Focus on Building a Cluster of New-Type R&D Institutions. Treat new-type R&D institutions as the core lever for addressing regional innovation resource gaps, promote industry-academia-research-application collaboration, and improve the efficient mechanism for the “step-by-step” commercialization of scientific and technological achievements.Encourage and guide various innovation entities—including renowned domestic and international universities and research institutes, central state-owned enterprises, leading industry enterprises, well-known multinational corporations, and international science and technology innovation cooperation organizations—to establish market-oriented, newly established R&D institutions with independent legal personality within the Science City, providing funding of up to 65 million yuan; for flagship newly established R&D institutions with a total investment exceeding 100 million yuan, funding of up to 100 million yuan may be granted upon review.The portion of municipal fiscal funding may be held in lieu of equity by the Xiamen Industrial Technology Research Institute in accordance with regulations. 　　III. Support for the Establishment of Technology Transfer Institutions. We encourage renowned domestic and international universities and research institutes, well-known technology transfer service providers, and national-level international joint research centers to establish technology transfer institutions within the Science City to provide services for the transfer and commercialization of scientific and technological achievements. Institutions recognized as municipal-level technology transfer institutions will receive 1 million yuan in office operating funds in their first year of operation; following one year of stable operation, they may be granted 1 million yuan annually in operational funding for two consecutive years.(Responsible Units: Municipal Science and Technology Bureau, Jimei District Government, Tong’an District Government, Xiang’an District Government)

　　IV. Improving the Innovation and Entrepreneurship Service System. Vigorously foster science and technology-based small, medium, and micro enterprises. For municipal-level (and above) science and technology enterprise incubators, maker spaces, new-type R&D institutions, and public (technology) service platforms that lease commercial premises within the Science City, a rent subsidy of 60% of the actual rental cost will be provided for a maximum period of five years. The specific subsidy standards are as follows: For leased areas of 1,000 square meters or less (inclusive), a maximum subsidy of 25 yuan per square meter per month;For leased areas between 1,000 and 3,000 square meters (inclusive), a maximum subsidy of 20 yuan per square meter per month; For leased areas exceeding 3,000 square meters, a maximum subsidy of 15 yuan per square meter per month, with a maximum subsidized area of 10,000 square meters. For enterprises or institutions that play a significant leading role in fostering industries and building an ecosystem within the Science City, rent subsidies may cover up to 100% of the total rent. 　　V. Encouraging the Incubation of High-Tech Enterprises. For enterprises with annual operating revenue of 5 million yuan or more that are recognized as National High-Tech Enterprises for the first time, an operational incentive equal to 1% of the enterprise’s annual operating revenue will be provided during the three-year validity period of their qualification, with a maximum of 2 million yuan per enterprise per year. The relevant incentive funds shall not exceed the enterprise’s annual contribution to the local economy.Support the creation of new innovative market entities and foster the growth of a cohort of high-growth enterprises, “chain-leading” enterprises, unicorn enterprises, “hidden champions,” and “specialized, refined, distinctive, and innovative” enterprises. 　　VI. Promoting the Commercialization of Scientific and Technological Achievements. Accelerate integrated innovation among industry, academia, and research institutions. Encourage municipal-level (and above) science and technology innovation platforms to engage in scientific research collaboration and technical breakthroughs based on the needs of non-affiliated enterprises. For platforms that receive excellent evaluation, a reward of up to 10% of the actual revenue generated from technology commercialization, commissioned R&D, and technical services provided to the industry will be granted, with a maximum of 5 million yuan per institution annually.(Responsible Units: Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Development and Reform Commission, Municipal Industry and Information Technology Bureau, Jimei District Government, Tong’an District Government, Xiang’an District Government)

　　VII. Attracting High-Level Talent. Establish international talent communities. Advance the construction of the Academician Innovation Center in Xiamen Science City to provide integrated services—including R&D, project incubation, talent cultivation and recruitment, policy coordination, and comprehensive office facilities—for academicians and their teams to engage in collaborative innovation and technology transfer. High-level talent classified as Category C or above at the municipal level, as recognized by the municipal talent authorities, who do not own housing in the city may purchase their first self-occupied commercial housing unit in Xiamen in accordance with regulations.Strengthen efforts to flexibly recruit leading talent teams, providing stable research funding support for three consecutive years. Relevant funds will be managed under a “lump-sum system plus negative list” approach, with research outcomes shared between the talent teams and the city.

　　We encourage active participation in national projects. For institutions undertaking major national science and technology special projects, key R&D programs, or major (key) projects (topics) under the National Natural Science Foundation, a 3% bonus of the actual national funding received in the previous year will be awarded to the R&D team, with a maximum of 5 million yuan per institution annually. In accordance with regulations, these bonus funds are not subject to the institution’s total wage cap.

　　VIII. Strengthen Financial Support for Science and Technology. Fully leverage the guiding role of government investment funds such as the Science and Technology Innovation and Entrepreneurship Guidance Fund to encourage market-oriented equity investment institutions to invest early, in small-scale projects, and in innovation. Encourage the existing Xiamen Industrial Investment Fund, with a scale of 100 billion yuan, to invest in the Science City. 　　IX. Optimizing the Innovation and Entrepreneurship Ecosystem. Strengthen the supply of application scenarios by launching a series of major demonstration projects for technological innovation through mechanisms such as “open challenges.” Provide up to 20 million yuan in science and technology funding to promote the systematic integration and “maturation” of scientific achievements and technologies, thereby fostering the development of international, national, and industry standards.Organize the “Su Song Cup” Technology Innovation Competition to select high-quality global technology innovation projects and technology commercialization projects for implementation in the Science City, providing support of up to 5 million yuan through a combination of cash prizes and investment funds. 　　X. Promote coordinated and collaborative regional industrial development. Establish an Industrial Collaboration Zone for the Science City, publish innovation needs within the zone, and guide innovation entities within the Science City to conduct targeted applied technology research and project commercialization, exploring a new demand-driven reverse incubation model. Align with the city’s overall industrial development layout and encourage technology achievements, projects, and enterprises incubated in the Science City to be commercialized and established within the Industrial Collaboration Zone.(Responsible Units: District Governments, Torch Management Committee, Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Industry and Information Technology Bureau, Municipal Development and Reform Commission)

　　XI. Support Institutional and Mechanism Innovation. Strengthen support measures and establish a streamlined management system for the construction and operation of the Science City. Municipal fiscal funds will provide substantial support for industrial, innovation, and talent projects based in the Science City, guiding high-quality innovation resources to concentrate there. Relying on the Fuzhou-Xiamen-Quanzhou National Independent Innovation Demonstration Zone, support the Science City in piloting reform and innovation initiatives. In principle, major reform and innovation initiatives regarding city-wide science and technology innovation, talent policies, and the inclusive and prudent regulation of new industries and business models will be prioritized for pilot implementation in the Science City.(Responsible Units: Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Market Regulation Bureau, Jimei District Government, Tong’an District Government, Xiang’an District Government, and other member units of the Self-Innovation Zone Leading Group; Tong’an New City Area Command Headquarters, Airport Area Command Headquarters)

　　XII. These measures apply to enterprises, public institutions, social organizations, or private non-enterprise units that were legally registered on or after January 1, 2021, have their tax registration within the planned boundaries of the Science City, and possess independent legal person status. For fiscal incentive programs that overlap or duplicate these measures, benefits shall be implemented according to the principle of “selecting the higher and more favorable option without duplication.”

　　These Measures shall be interpreted by the Xiamen Municipal Bureau of Science and Technology in conjunction with the Jimei District Government, Tong’an District Government, and Xiang’an District Government. Except for Points 4 and 9, all support funds covered by these policies shall be jointly borne in accordance with the fiscal system.

　　These measures shall take effect on the date of issuance and remain valid for five years.
