To thoroughly implement the guiding principles of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Fujian and the strategic deployment outlined in the 19th National Congress of the Communist Party of China regarding the building of a maritime power, and in accordance with the spirit of the “Notice of the People’s Government of Fujian Province on Issuing the Three-Year Action Plan (2021–2023) for Accelerating the Construction of ‘Maritime Fujian’ and Promoting High-Quality Development of the Marine Economy” (Min Zheng [2021] No. 7), and taking into account the actual conditions of our city, the following implementation plan is hereby formulated.
I. General Approach
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th CPC National Congress and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee. In accordance with the decisions and arrangements of the Provincial Party Committee and Provincial Government regarding further accelerating the construction of a maritime power province and comprehensively advancing high-quality development and surpassing previous achievements, we will anchor ourselves in the new stage of development, implement the new development philosophy, and actively integrate into the new development paradigm. We will fully leverage the advantages of the Pilot Zone for the 21st-Century Maritime Silk Road,we will adhere to the integrated development of land and sea and advance toward the sea, upgrade traditional marine industries with competitive advantages, foster and expand emerging marine industries, build high-end coastal industrial clusters, establish a modern marine industrial system, promote joint efforts by the city and counties to create a modern bay area, and build a “Maritime Quanzhou” of a higher standard.
(2) Development Goals
Focusing on the development of the three sectors of our city’s marine economy, we will prioritize accelerating the optimization and upgrading of the primary marine sector, carry out the transformation and upgrading of traditional fisheries, innovate in the development of marine ranches, support distant-water fisheries, and advance the construction of fishing port economic zones;We will drive the expansion and strengthening of the secondary marine sector by developing a green petrochemical industry, advancing coastal energy industries, establishing a hub for marine pharmaceuticals and bioproducts, and expanding the marine engineering equipment and marine vessel industries; we will promote the doubling of the tertiary marine sector by creating premium cultural tourism products along the Maritime Silk Road, strengthening port logistics services, deepening marine ecological governance and protection, enhancing marine science and technology services, and fostering the development of the marine information industry.
By 2023, the quality and efficiency of the marine economy will be significantly improved, and the advantages of marine resources will be gradually transformed into economic advantages and advantages for high-quality development. The city’s total marine output value will reach approximately 340 billion yuan, accounting for about 28.3% of the city’s total regional gross domestic product (GDP). The city’s port throughput will exceed 130 million tons, and container throughput will reach 2.4 million TEUs.Class I and II water quality in nearshore waters will cover more than 90% of the total marine area, and the retention rate of natural coastline will meet or exceed the provincial targets.
By the end of the 14th Five-Year Plan period, we will achieve greater progress in the construction of “Maritime Quanzhou” and the high-quality development of the marine economy. We will establish a modern marine industrial base with national competitiveness, with the comprehensive strength of the marine economy ranking among the top in the province. We aim to achieve a city-wide marine GDP of approximately 450 billion yuan, with marine GDP accounting for about 30% of the city’s GDP. The city’s total port throughput will exceed 180 million tons, and container throughput will reach 3.8 million TEUs.The quality of the marine ecological environment will be outstanding, with Class I and II waters covering no less than 92% of the coastal sea area, and the retention rate of natural coastline meeting or exceeding the provincial targets. The level of marine openness and cooperation will reach new heights, with breakthrough results achieved in marine cooperation with countries and regions along the Maritime Silk Road, and the role of Quanzhou as a pilot for cross-strait marine cooperation further highlighted. The capacity for innovation in comprehensive marine management will continue to improve, forming a marine protection and development system characterized by strong leadership, efficient coordination, and integrated land-sea planning.
II. Key Tasks
(1) Strengthening the Development of a Smart Ocean
1. Establish a unified marine information and communications network. Construct a marine satellite communications network and advance satellite remote sensing projects to provide robust technical and data support for the acquisition, processing, and distribution of commercial remote sensing satellite data. Leveraging the Digital Fujian Marine Satellite Sub-Center and the Satellite Comprehensive Application Center, enhance maritime operational service capabilities. Gradually equip all fishing vessels in the city with high-throughput satellite communication terminals and connect them to the province’s unified marine satellite broadband communication network for fishing vessels.Improve the public maritime information network; strengthen 5G network construction in coastal and marine tourism areas, marine pastures, and nearshore aquaculture zones; enhance dual-gigabit network capabilities at port terminals; implement the “Fiber to the Islands” project to boost inter-island communication transmission capacity; and achieve wired broadband and 4G/5G network coverage on islands with high population density and key development areas.Explore the application of next-generation information and communication technologies, such as 5G low-frequency bands and signal enhancement, to advance the construction of “5G+Smart Seaports (Fishing Ports).” Improve the marine emergency communication network, optimize the layout of existing shore-based base stations, launch the construction of the volunteer vessel observation system project, strengthen real-time maritime communication capabilities, and intensify efforts to upgrade and retrofit fishing vessels’ communication, navigation, and safety equipment; install Tiantong telephones on medium- and large-sized fishing vessels, and promote the application of “SIM-card-based AIS.”Actively cooperate to promote the construction of the provincial marine big data center, strive to establish the Quanzhou branch of the provincial marine big data center, build a maritime digital application system, and improve the collection, processing, and management of marine environmental monitoring, observation, and early warning data. 2. Foster the marine information service industry. Cultivate and develop the marine satellite application industry, and expand projects in smart marine tourism, intelligent aquaculture, smart vessels, and application services.Accelerate the construction of a batch of smart marine projects, such as Shishi Feitong Communications; promote the pilot construction of the Xiangzhi Smart Fishing Port and the application of Beidou navigation technology in marine fishing; implement the “Broadband to the Sea” initiative; upgrade and modernize digital equipment on fishing vessels; and build a smart fisheries supervision platform integrating people, vessels, and ports.Promote the development and utilization of marine data resources. Leveraging the city’s government cloud platform and the “Three Platforms and One Center” system for public data resources, build an integrated marine information cloud platform; compile city-wide marine data catalogs and open data catalogs; integrate and aggregate the city’s marine big data resources to form foundational, operational, thematic, and shared databases for smart oceans; drive innovative models for data resource utilization in the marine information sector; and establish a cross-departmental and cross-regional system for the sharing, development, and utilization of marine data resources.Explore the establishment of foundational systems and standards regarding marine data resource ownership, trading and circulation, cross-border transmission, and security; introduce support measures for the marine information industry to fully unleash the benefits of data. (2) Enhancing Marine Science and Technology Innovation Capabilities
1. Promote the establishment of marine science and technology innovation platforms. Integrate the city’s marine industry innovation resources to establish a series of innovation platforms—including key laboratories, engineering research centers, enterprise technology centers, and research institutes—in fields such as marine aquaculture breeding, marine pharmaceuticals and bioproducts, marine engineering equipment, new marine materials, and marine ecological conservation.Leverage the role of the Marine Bioprocessing Industry Technology Innovation Strategic Alliance to encourage marine enterprises such as Shishi Zhengyuan and Zhongyi Pharmaceutical to independently establish, or jointly build with universities and research institutes, innovation platforms such as “Star Innovation Spaces” and key laboratories.Advance the construction of the Shishi Marine Biotechnology Sub-Park within the Quanzhou National Agricultural Science and Technology Park. It is projected that by 2023, the park’s annual total output value in the marine industry will exceed 10 billion yuan. Leverage the public service platform for pilot-scale R&D in marine biotechnology industrialization to establish a marine biotechnology pilot production base and cultivate marine science and technology innovation platforms with Quanzhou’s distinctive characteristics.Explore the “park + science and technology special envoys” service model, cultivate more than 10 demonstration bases for science and technology special envoys, and conduct specialized remote science and technology training and consulting services for the fisheries sector. 2. Promote the Commercialization of Marine Science and Technology Achievements. Fully leverage Quanzhou’s strengths in manufacturing, using key marine projects as a vehicle to guide leading enterprises, universities, and research institutes to focus their scientific research on areas such as green marine aquaculture, marine satellite communications, marine engineering equipment and new materials, and marine pharmaceuticals and bioproducts. Conduct a solicitation of major technological needs in marine biotechnology, strive to achieve breakthroughs in a number of “bottleneck” technologies, and jointly advance high-tech research in the marine industry and the commercialization of its results.Encourage the development of marine science and technology intermediary agencies and service organizations. Make full use of platforms such as the “Marine Innovation Conference” and “Marine Expo” to attract more advanced technology platforms and cooperative projects to Quanzhou. Accelerate the incubation and industrialization of marine science and technology achievements. 3. Cultivate and Attract Marine Science and Technology Talent. Improve the layout of marine-related institutions and programs in Quanzhou, plan for the establishment of a marine-focused undergraduate university, and continuously tap into the potential of teaching and research resources at existing universities and various educational and research institutions in Quanzhou. Enhance the teaching and research capabilities and professional standards in marine basic disciplines at marine-related institutions such as Quanzhou Marine Vocational College and Quanzhou Maritime School.Strengthen the training of marine technical professionals and guide marine science and technology talent to serve the marine industry. Deepen the implementation of the Science and Technology Special Envoys initiative, organizing 30 marine science and technology professionals annually to conduct enterprise service activities. Continuously attract high-level marine talent and teams, and establish science and technology projects for high-level talent (teams); upon approval through review, provide funding support of up to 3 million yuan in accordance with regulations.Leverage the role of employers such as enterprises, universities, and research institutes to promote the establishment of the Quanzhou Marine Industry Innovation Research Institute by Quanzhou Ocean Vocational College; jointly build a Marine Bioproduct Processing Quality and Safety Testing Center; cultivate marine science and technology experts and establish postdoctoral research stations; establish a Key Laboratory of Marine Biology; and cultivate and recruit more than 10 professionals with senior technical professional titles. (3) Developing Marine Pastures
1. Accelerate the "blue transformation" of the aquaculture industry. Vigorously develop deep-sea smart aquaculture farms, implement demonstration projects for deep-sea equipment-based aquaculture, strive to introduce large-scale aquaculture equipment, and promote the development and application of deep-sea aquaculture equipment. Strengthen aquatic product sales services and build a full industrial chain encompassing the operation and maintenance of aquaculture equipment, fish farming, feed supply, cold-chain logistics, and the sales and processing of aquatic products.Actively develop models such as land-based, fully recirculating seawater aquaculture, engineered recirculating pond aquaculture, multi-trophic-level aquaculture, and all-plastic fish raft aquaculture. Establish a green aquaculture demonstration zone on the southern shore of Meizhou Bay; explore the demonstration construction of deep-water, wave-resistant net pens; and upgrade and deploy more than 10,000 environmentally friendly plastic fish rafts and over 20,000 mu of raft-based aquaculture facilities. 2. Strengthen and Optimize the Aquaculture Seed Industry. Consolidate the scale of aquaculture for algae and shellfish species such as kelp, nori, abalone, and oysters; research and introduce a batch of innovative and flagship new varieties; strengthen the protection of superior aquatic genetic resources for specialty species such as abalone and the spiny-chested frog; and develop aquaculture of superior aquatic species that are market-oriented, high-value-added, and low-emission, tailored to local conditions.Strengthen the construction of aquaculture seed farms and the innovation capacity for seedling breeding; promote the use of high-quality seeds in fisheries; accelerate the application of biological breeding technologies; and develop factory-based seedling production and intelligent ecological breeding. Relying on the Jinjiang “Abalone Aquaculture Industry Germplasm Center,” establish genetic breeding centers for local specialty varieties and modern leading enterprises in the fishery seed industry that integrate breeding, propagation, and promotion. 3. Expand the strengths of the distant-water fishing industry. Support the “building of large vessels and venturing into the deep sea,” upgrade the equipment of distant-water fishing vessels, and renovate or upgrade more than 20 such vessels. Encourage the development of oceanic fisheries and expand transoceanic fisheries. By 2025, the total number of fishing vessels will reach more than 50, with the goal of achieving a fishery output value of 800 million yuan. 4. Develop cold-chain logistics for aquatic products. Establish a trading and distribution platform for aquatic products, upgrade a number of 10,000-ton-capacity cold storage facilities, expand ultra-low-temperature freezing capacity, and improve the comprehensive cold-chain logistics system covering pre-cooling, low-temperature storage, transportation, and distribution of aquatic products. 5. Enhance Value-Added Processing of Aquatic Products. Expand and strengthen counties (cities) with aquatic product processing industries, establishing three aquatic product processing industrial belts in Huian, Shishi, and Jinjiang. Upgrade the Shishi Marine Food Industrial Park and the Shenfu Marine Biotechnology Industrial Park, improve supporting infrastructure within these parks, and promote the clustering of enterprises specializing in rapid freezing, preservation, and deep processing of aquatic products within these parks.Vigorously support enterprises in developing new processes, technologies, and equipment to modernize aquatic product processing, adding more than 10 advanced production lines. Actively build a high-quality standards system for seafood processing to achieve “one product, one code” full-process traceability management.Vigorously expand domestic and international markets for seafood, and build the reputation of regional brands such as Chongwu Fish Rolls, Jinjiang Seaweed, Anhai Bamboo Shoot Jelly, and “Fubao.” Actively cultivate leading enterprises in seafood processing with annual output exceeding 1 billion yuan, and strive to create one leading enterprise in the seafood trade sector with annual output reaching 10 billion yuan. (IV) Expanding and Strengthening Coastal Industries
1.Build a nationally significant green petrochemical base. Focusing on establishing an internationally competitive global green petrochemical industrial base and a leading petrochemical industrial zone on the western coast of the Taiwan Strait, optimize the planning and layout of the Quangang and Quanhui petrochemical industrial parks. Guide the parks toward differentiated industrial development and efficient resource allocation, and strive to integrate and upgrade them into national-level economic and technological development zones. Strengthen the backbone enterprises in the petrochemical parks, with a focus on supporting key enterprises such as Guoheng Chemical and Baihong Petrochemical to grow and become stronger, thereby forming new leaders in the fine chemicals sector.Elevate the level of circular economy development. Aligning with the product chain planning of leading refining and petrochemical enterprises, introduce complementary high-end “adjacent factory” projects to expand the internal circular economy ecosystem. Strengthen the supply of key resources for major petrochemical projects, optimize the joint industry-academia-research-application talent cultivation mechanism, advance the construction of public R&D platforms such as the Qingyuan Laboratory, accelerate the commercialization of industry-academia-research achievements, and continuously enhance the role of chemical talent cultivation in supporting critical stages of industrial development.We will advance the strengthening and supplementation of the petrochemical industry chain by supporting United Petrochemical and Sinochem in expanding capacity and improving quality. In accordance with the requirements of “less oil, more chemicals” and “reducing oil production while increasing chemical production,” we will implement a series of flagship projects, such as the expansion of olefin and aromatics production capacity, with the goal of achieving a citywide petrochemical output value of 500 billion yuan by 2025.Promote the extension and expansion of industrial clusters. Vigorously develop five industrial chains—synthetic fibers, plastic and rubber products, new chemical materials, specialty fine chemicals, and electronic chemicals—to meet the supporting needs of the petrochemical downstream sector. Advance basic research and industrialization of new materials such as graphene, new functional fibers, eco-friendly nanomaterials, and zirconia, transforming them into new growth points for the marine industry. 2. Steadily advance the development of the offshore engineering manufacturing industry. Strengthen planning and guidance for the offshore engineering equipment industry, thoroughly implement the “Quanzhou City Mechanical Equipment Industry Transformation and Upgrading Roadmap,” and focus on coastal areas such as Huian Douwei, Shishi Xiangzhi,Nan’an Shijing, and Jinjiang Jinjing, plan and construct offshore engineering equipment clusters. Prioritize the development of offshore mining and processing platforms, semi-submersible drilling/production platforms, jack-up drilling rigs, offshore engineering support vessels, and marine drilling and production equipment to promote the industry’s transition toward mid-to-high-end segments.Extend and strengthen the offshore engineering equipment industrial chain; actively attract investment to Quanzhou shipyards; and actively introduce and cultivate large-scale, high-tech shipbuilding or yacht-building enterprises; advance the upgrading and renovation of ship repair and construction facilities in areas such as Shishi Xiangzhi; prioritize the development of supporting industries including marine electromechanical systems, ship components, ship outfitting, and marine materials; and accelerate the overall development of the ship repair and construction industry;Advance the construction of R&D headquarters and smart manufacturing bases for new energy and smart vessels, and develop high-tech vessel products such as smart law enforcement vessels powered by new energy, multi-purpose inland waterway vessels, and multi-purpose ocean-going vessels. 3. Cultivate the marine pharmaceuticals and bioproducts industry. Leveraging research platforms such as the Huaqiao University Biotechnology and Pharmaceutical Research Platform and the Yongchun Biomedical Public Service Platform, intensify R&D collaboration between enterprises, universities, and research institutes to promote the commercialization and industrial application of marine biotechnology achievements.In accordance with the “14th Five-Year Plan” Special Development Plan for Quanzhou’s Biomedical Industry and the Roadmap for the Transformation and Upgrading of Quanzhou’s Bio- and New Pharmaceutical Industries, focus on developing the marine biopharmaceutical industry. Advance the construction of the Shishi Marine Biotechnology Park and the Jinjiang Shenhu Marine Biotechnology Park, and intensify efforts to develop new marine bioactive substances, marine functional foods, and bioproducts. Develop high-end marine proteins, algal polysaccharides, functional lipids,marine enzyme preparations, marine fish vaccines, marine antimicrobial products, marine microbial products, and marine cosmetics. We will further expand the production scope of marine pharmaceutical excipients at Jinyan Marine Biotechnology, extend the industrial chain of Shishi Hua’s N-acetylglucose, encourage enterprises to pursue independent innovation, enhance the technological content of products, establish a high-end active pharmaceutical ingredient (API) production base, and gradually scale up the marine biopharmaceutical industry.Vigorously promote the renovation, expansion, and upgrading of leading enterprises such as Huabao and Hengda, leverage their leading and driving roles, and strive to promote the clustered development of upstream and downstream related industries. 4. Develop underground cavern storage for oil. Encourage enterprises to construct oil storage facilities to form a petroleum reserve system that organically integrates and complements both national and commercial reserves, thereby further enhancing Quanzhou’s coastal energy storage capacity.Leveraging the advantages of our city’s coastal ports and geological conditions, we will strengthen the coordinated planning of groundwater-sealed cavern storage projects, orderly advance the construction of underwater oil storage projects in Quanzhou Port and Huian, improve supporting facilities for oil pipelines, and serve petrochemical enterprises in Quanzhou Port and Quanzhou-Huian as well as the domestic and international oil product trading industry. 5. Explore and advance the establishment of the Quanzhou LNG Emergency Reserve Center. Based on the actual needs for emergency gas storage facility construction and pipeline network connectivity, adopt a site-specific approach with rational layout and scientific site selection to advance the feasibility study for the Quanzhou LNG (Liquefied Natural Gas) terminal. 6. Explore the development of offshore wind power and foster the “fishery-solar synergy” photovoltaic industry. Adhere to the principle of leveraging the city’s marine resource development to drive industrial growth. In conjunction with the city’s renewable energy capacity expansion needs, explore and study the feasibility of developing offshore wind power projects. (5) Promoting the Construction of Modern Smart Ports
1. Build a key hub port along the Maritime Silk Road. Integrate into the province’s port integration strategy, enhance the core competitiveness of Quanzhou Port, and continue to play a vital role in the nation’s domestic container transport.Advance the planning and construction of the Quanzhou Bay Central Port Area to establish a trade and shipping hub around the bay, an energy, commerce, and logistics center in the northern wing, and a key channel for cross-strait transportation. Promote key projects such as Berths 5–6 and 7–9 in the Shihu Operations Area of the Quanzhou Bay Port Area, and Berths 16–17 in the Shijing Operations Area of the Weitou Bay Port Area;Accelerate the integrated, phased development of deep-water berths in the Shijing Operation Area of the Weitou Bay Port Zone to build a specialized stone materials port area; for ports along the southern shore of Meizhou Bay, prioritize serving the petrochemical and energy industries by accelerating the construction of supporting terminals for key industries in the Quan-Hui and Quan-Gang Petrochemical Industrial Zones, with a focus on advancing projects such as Berths 5-6 at Xiaocuo, Berth 4 at Liyuwei, and related warehousing projects.(Responsible Units: Municipal Transportation Bureau, Development and Reform Commission, Bureau of Resources and Planning, Quanzhou Port Development Center, Meizhou Bay Port Development Center)
2. Optimize the port logistics system. Accelerate the construction of infrastructure such as public waterways, anchorages, and logistics corridors; advance waterway expansion projects; and promote the construction of Phase II of the Weitou Bay-Shijing Waterway and Phase IV (South Bank) of the Meizhou Bay Waterway to improve navigational conditions in port waters.Fully leverage the transport capacity of the Zhangquanxiao Railway and the Meizhou Bay South Bank Port Access Railway; upgrade and renovate relevant port railway spurs; enhance port intermodal connectivity and yard storage and handling capacity; accelerate the construction of supporting municipal infrastructure; optimize transportation support requirements at stations; and expedite the construction of the Xingquan Railway to establish a high-capacity freight transport corridor linking the southeast coast to the inland central and western regions.Develop implementation plans for the collection and distribution systems of comprehensive freight hubs (logistics parks); deepen the planning and upgrading of the expressway network; and accelerate preliminary work on projects such as the Quanzhou section of the Shenhai Link Quanzhou-Meizhou Expressway, the Quanzhou-Xiamen-Jinmen Corridor, and Phase II of the Shenhai Expressway expansion;Coordinate and advance the preliminary work for cross-river and cross-sea corridor projects such as Donghai, Baiqi, and Jinyu, as well as construction projects including the widening and renovation of the Douwei Port to S312 section, the Huajin Terminal port access road, and the Pengtian Expressway connector.By the end of the 14th Five-Year Plan period, we will have basically established an important gateway along the Maritime Silk Road, a key channel for Fujian-Taiwan integration, and a national logistics hub. We will continuously enhance hinterland transport capacity, improve the port’s freight collection and distribution system, and strengthen the service functions of the Jinjiang Inland Port. Strengthen the construction and integration of ports, hinterland logistics parks, and logistics corridors; develop specialized logistics for containers and bulk cargo as well as multimodal transport; enhance the development of public information platforms for port logistics; vigorously expand the port’s economic hinterland; actively develop water-to-water transshipment and sea-rail intermodal transport to reduce logistics costs.Actively explore distinctive models such as “Logistics + Headquarters” and “Logistics + Finance,” and promote the application of advanced information technologies—including the Internet of Things (IoT), cloud computing, big data, and 5G smart technologies—in the port logistics sector. Expand the service functions of “inland ports” in surrounding areas, establish a close alliance between seaports and “inland ports,” and serve the economic development of the hinterland.Strengthen and expand the shipping and logistics industry. Continue the city’s support policies for the waterway transportation sector. Through incentives for new transport capacity, scale development, and interest subsidies on ship loans, promote the large-scale, specialized, and intensive development of enterprises. Cultivate key maritime enterprises with a transport capacity exceeding 100,000 deadweight tons to support the high-quality development of the city’s marine economy.Support maritime shipping enterprises and cargo owners in establishing close cooperative relationships. 1. Advance the construction of ecological leisure tourism islands. Adhere to an ecological and low-carbon model for island conservation and development, accelerate the construction of projects such as Huiyu Island, explore the orderly development of uninhabited islands, and expand Quanzhou’s island leisure tourism industry. 2. Vigorously Develop Premium Marine Cultural Tourism Products. Focusing on building a world-class “Maritime Silk Road” cultural and leisure tourism destination, we will highlight Maritime Silk Road culture and take the ancient city as the core to establish a comprehensive tourism development framework. We will strengthen the marketing and promotion of coastal tourism, guide the standardized development of coastal tourism resorts, and promote the deep integration of Quanzhou’s coastal tourism industry with distinctive local industries.Vigorously develop the marine cultural experience economy and promote the development of the full industrial chain for “fishing-tourism integration.” Combine traditional aquaculture with leisure tourism, and promote the development of marine cultural experience activities such as sailing, windsurfing, kitesurfing, and kayaking.Advance the construction of the 21st-Century Maritime Silk Road Cultural Core Zone. Using the theme “Quanzhou: China’s World Maritime Trade Center in the Song and Yuan Dynasties” as a guiding thread, create a Maritime Silk Road cultural showcase route that connects rich Maritime Silk Road heritage sites—such as Kaiyuan Temple, the Municipal Bureau of Maritime Trade, Tianhou Temple, Shunji Bridge, Jiangkou Wharf, and Jiurishan—with cultural and tourism districts within the city.Leveraging the ancient city’s Maritime Silk Road heritage, coastal beaches, and fishing port charm, we will develop coastal tourism destinations such as the “Eight Immortals Crossing the Sea” in the Quanzhou Taiwanese Investment Zone, the Weitou Bay Loop, the Chongwu Ancient City Loop, and the Shishi Ten-Mile Golden Coast. The city will construct or upgrade 4 central fishing ports, 3 first-class fishing ports, 3 second-class fishing ports, and 2 third-class fishing ports.Improve supporting service facilities at fishing ports and establish 2 fishing port economic zones that integrate fishing vessel mooring and resupply, aquatic product distribution and processing, and recreational fisheries. Cultivate 4 business entities specializing in “water village fishing communities,” fishing homestays, and recreational angling, and create 4 provincial-level “water village fishing community” demonstration bases.Leveraging provincial-level “Water Village Fishing Villages” such as the Huian Huinü Folk Customs Leisure Fisheries Base, the Dehua Shangyong Town Rice-Fish Symbiosis Leisure Fisheries Base, and the Yongxi Shuizhai Leisure Fisheries Base, we will organize distinctive fisheries folk festivals such as the “Opening of the Fishing Season” to highlight new industries and business models—including fisheries leisure tourism and “Internet Plus Fisheries”—thereby extending the fisheries value chain. 1. Deepen the development of Maritime Silk Road cooperation platforms. Enhance exchanges and cooperation with countries along the Maritime Silk Road in areas such as trade, economy, and culture.Continue to successfully host the China (Quanzhou) Maritime Silk Road International Brand Expo. Leveraging platforms such as the Business Council of the Maritime and Land Silk Road Cities Alliance, we will continue to organize the “Quanzhou Brands on the Maritime Silk Road” series of promotional events to expand seafood exports and establish a regional consumer goods procurement hub for “buying and selling Maritime Silk Road products.”Actively build a “World Maritime Silk Road Cultural Tourism and Leisure Destination,” with a focus on successfully organizing events such as the Maritime Silk Road (Quanzhou) International Arts Festival. Proactively align with innovative achievements such as the Free Trade Pilot Zone, promote the interconnectivity of port information with “Belt and Road” countries and regions, explore and promote new business models such as offshore trade and maritime express delivery, and cultivate new drivers of development.Seizing the opportunity presented by the signing of the Regional Comprehensive Economic Partnership (RCEP) and the China-EU Investment Agreement (CAI), we will advance trade facilitation and leverage overseas chambers of commerce and institutions to promote two-way development in “bringing in” and “going out.”We will proactively align with and implement provincial-level “Silk Road Maritime” support policies, strive to have more of our city’s ports and shipping enterprises join the “Silk Road Maritime” Alliance, expand route coverage, promote “Silk Road Maritime” service standards, and enhance the brand’s influence.Continue to implement the “Regulations on the Management of Special Funds for the Construction and Development of Quanzhou’s ‘Maritime Silk Road’,” providing incentives for new foreign trade container routes, the expansion of designated “Maritime Silk Road” routes, and the development of direct container shipping routes between Quanzhou Port and Taiwan.Continue to play a significant role in China’s domestic container transport, expand international transshipment and inter-port cooperation, and encourage shipping companies to launch additional international container liner routes between Quanzhou Port and countries and regions along the Maritime Silk Road to increase container throughput. Implement supportive policies for the development of maritime transport between Quanzhou and Taiwan, consolidate the development of such transport, promote the construction of infrastructure at ports for direct cross-strait services, accelerate the construction of passenger and cargo terminals for services to Taiwan (Kinmen), plan and advance the construction of the Fujian-Taiwan (Quanzhou) Passenger and Cargo Hub Center project, and support the development of direct container shipping routes to Taiwan proper.Implement subsidies for chartered space on direct container shipping routes from Quanzhou Port to Taiwan proper and provide incentives to freight forwarding companies based on the volume of containers they secure, thereby encouraging more of our city’s foreign trade goods and goods from Taiwanese enterprises to clear customs locally via the Quanzhou-Taiwan container liner routes;Through fixed-quota subsidies for Quanzhou-Kinmen passenger service voyages, bonuses for exceeding passenger volume targets, incentives for group tour operators, and ticket subsidies for non-local passengers, we will continue to promote the sustained and steady development of the Quanzhou-Kinmen passenger route. We will strengthen industrial cooperation between Quanzhou and Taiwan in sectors such as petrochemicals, electronics and information technology, marine biomedicine, and deep-sea fishing, and enhance the level of cross-strait fisheries cooperation at the Huian Taiwanese Farmers’ Entrepreneurship Park.Fully leverage the role of the Fujian-Taiwan Agricultural Products Market as a trade hub for Taiwanese agricultural products, develop business operations such as trade procurement and international transshipment, and promote cooperation in the Quanzhou-Taiwan transportation, warehousing, shipping, and freight forwarding sectors. 1. Implement coastal beautification, enhancement, and ecological restoration projects. Strengthen the application of the outcomes from the “Quanzhou City 14th Five-Year Plan for Marine Ecological Environment Protection” to guide the scientific conservation of marine ecosystems. Establish a multi-departmental coordination mechanism for marine pollution prevention and control, and continuously carry out environmental remediation campaigns in coastal land areas within one kilometer inland from the coastline and in nearshore waters within the territorial sea baseline.Implement comprehensive remediation projects for key bays and coastal zones, advancing initiatives such as the Quanzhou “Blue Bay” (Quanzhou Bay waters) comprehensive remediation campaign and marine ecological protection and restoration projects in the Quangang District. 2. Strengthen the comprehensive management of marine debris. Further establish and improve the comprehensive marine debris management mechanism of “shore-based management, watershed interception, and sea-surface cleanup.” Form “marine sanitation” teams to carry out concentrated cleanup campaigns targeting accumulated marine debris in nearshore waters and coastal zones. Reduce the density of marine debris in key coastal sections by more than 10% year-on-year. 3. Strengthen joint prevention and control of marine environmental risks. Establish a coordinated mechanism for pollution prevention and control in nearshore waters, collaboratively promote standardized management of marine discharge outlets, and strengthen supervision of key direct marine pollution sources. Enhance daily oversight of major marine environmental risk sources, including coastal enterprises handling hazardous or heavy metals, as well as petrochemical and chemical industrial parks. Reinforce enterprises’ primary responsibility for environmental safety, urge them to formulate and file environmental emergency response plans, and strengthen routine emergency drills and stockpiling of emergency supplies.Enhance capabilities for marine environmental risk prevention and disaster response, and improve the dynamic risk assessment and routine prevention and control mechanisms for sudden environmental incidents. 4. Seize the initiative in marine carbon sinks. Deepen scientific research on marine carbon sinks; support Quanzhou’s universities and research institutions in establishing carbon neutrality innovation research centers; advance studies on rules and technical standards for artificial marine carbon sinks and negative carbon emissions; and promote the establishment of national key laboratories and basic science centers for marine carbon sinks.Promote pilot projects for marine carbon neutrality, exploring initiatives such as carbon sequestration through marine aquaculture, coastal wetlands and mangroves, and marine microorganisms. Encourage the cultivation of shellfish and seaweed species such as oysters, kelp, and nori to enhance the ocean’s carbon sequestration capacity. III. Implementation Guarantees
(1) Strengthen Organizational Coordination. Restructure the Quanzhou Municipal Leading Group for High-Quality Development of the Marine Economy, with the Mayor serving as Group Leader and the Vice Mayor in charge of marine affairs serving as Deputy Group Leader. The Leading Group’s Office will be housed within the Municipal Development and Reform Commission. In accordance with provincial requirements, establish a dedicated task force, reinforce the Office’s full-time staff, and coordinate relevant municipal departments and all counties (cities, districts) to jointly advance the “Maritime Quanzhou” initiative, thereby forming a work mechanism characterized by top-down coordination and interdepartmental collaboration.The Municipal Development and Reform Commission and the Bureau of Ocean and Fisheries shall effectively fulfill their roles as lead agencies, take the initiative, carefully plan key tasks and refine implementation measures, coordinate the resolution of difficulties and issues, and comprehensively drive the implementation of all key tasks;The lead units for each key task shall actively coordinate with their provincial counterparts. Following the “1+N” work approach, they shall formulate specific work plans, clearly define “key tasks + key projects,” and be responsible for the overall advancement and supervision of the relevant key tasks. They shall promptly coordinate to resolve issues encountered during project implementation, driving the work forward in an orderly and effective manner. The list of key projects shall be subject to dynamic management and updated regularly;All responsible units must, in accordance with their respective duties, earnestly implement the agreed-upon matters, strengthen communication, and closely coordinate to form a cohesive working force.
(2) Strengthen the Role of Enterprises. Fully leverage the decisive role of the market in the allocation of marine resources while better utilizing the government’s role; adhere to market principles; deepen cooperation with key enterprises such as state-owned and private enterprises; and fully mobilize provincial and municipal enterprises to participate in marine resource development and marine-related project construction. Encourage marine-related enterprises to deepen cooperation with research institutions to advance the research and development of marine technologies. Implement the “Five Batches” project promotion mechanism to fully leverage the leading role of enterprises and focus on advancing a batch of major and high-quality projects.Deepen reforms to streamline administration, delegate power, and improve government services; establish a green channel for marine project approvals to accelerate project implementation. In accordance with national industrial policies, master land-use plans, and other relevant requirements, prioritize the allocation of land, maritime, and forest resources, and give priority support to major marine industrial projects.
(3) Strengthen Financial Support. Actively utilize local government special bonds to support eligible marine projects. Leverage the guiding role of Quanzhou’s Special Fund for Marine Economic Development and funds from relevant marine departments to accelerate the high-quality development of the marine economy. Encourage qualified investors to establish marine economic industry investment funds and marine emerging industry innovation funds through market-oriented mechanisms.Financial institutions are encouraged to develop marine financial credit products, such as the “Marine Technology Loan” and “Fuhai Loan,” and to support growing marine high-tech enterprises in securing financing through intellectual property pledges. Credit service methods will be improved to reasonably determine loan terms, interest rates, and repayment methods based on the characteristics of the marine industry. A regional capital market will be established to support eligible marine enterprises with strong capabilities and promising prospects in broadening their direct financing channels through the introduction of equity investment funds and the issuance of various bonds.
(4) Strengthen Positive Incentives. Incorporate the “Maritime Quanzhou” initiative into the economic and social development assessment system, making it a key component in evaluating the performance of leadership teams and officials, as well as in the allocation of support funds. Increase the intensity of positive incentives; provide priority support in terms of policies and funding to counties (cities, districts) that have a large number of major marine projects, demonstrate rapid marine economic growth, and achieve outstanding results in the “Maritime Quanzhou” initiative.Actively publicize advanced experiences and exemplary cases in building a marine powerhouse, fostering a positive social atmosphere where the entire society cares about, supports, and oversees the development of “Maritime Quanzhou.”
