People’s Governments (Administrative Committees) of All Counties (Districts), Relevant Municipal Departments:


  To thoroughly implement the Municipal Party Committee and Municipal Government’s “dual-wheel” development strategy of strengthening industry and revitalizing the city, accelerate the transformation and upgrading of the food industry, and support the high-quality development and advancement of the city’s industrial economy, the following measures are hereby formulated in light of the city’s actual conditions.


  I. Strengthening and Supporting Leading Enterprises


  (1) Cultivating and Expanding Leading Enterprises. By pooling resources and leveraging policy support, we will foster a group of leading enterprises in specialized sectors such as beer and beverages, seafood processing, agricultural product processing, ready-to-cook Chinese dishes, and snack foods. The focus will be on cultivating several enterprises with annual output values exceeding 10 billion yuan and 5 billion yuan, as well as listed companies.Each county (district, administrative committee) may formulate support measures, such as incentives for incremental fiscal contributions, to coordinate and increase support for leading enterprises, and adopt a “case-by-case” approach for major projects.

  (2) Promote the Development of Specialized, Refined, Distinctive, and Innovative Enterprises.Guide small and medium-sized enterprises (SMEs) toward specialized, refined, distinctive, and innovative development, and foster a group of “single-champion” enterprises and “Specialized, Refined, Distinctive, and Innovative” (SRDI) enterprises in niche sectors. For enterprises (or products) recognized as national or provincial “single champions,” national SRDI “Little Giants,” or provincial SRDI SMEs, the municipal and county (district) governments will provide matching rewards equal to the provincial awards.

  II. Encouraging Clustered and Intensive Development


  (1) Developing Specialized and Distinctive Industrial Parks. The Municipal Urban Investment Group, in collaboration with the Hanjiang District Government, shall plan and construct new and existing infrastructure to high standards, integrating the “New Nine Connections and One Leveling” concept to explore sustainable, market-oriented operational models, and build the High-Tech Zone Food Industry Park to high standards.Complete land acquisition and relocation work in the area by May 2021; commence construction of supporting facilities including “three types of housing,” “two facilities and two centers,” as well as gas supply, combined heat and power generation, and wharves; and accelerate the development of a demonstration zone for industry-city integration in the food sector.

  (2) Promote the Development of Industrial Clusters. Concentrate financial and human resources on attracting investment along industrial chains, targeting leading enterprises such as Fortune Global 500, China’s Top 100, and Taiwan’s Top 50 companies. With Budweiser Xuejin as the flagship, attract supporting projects along the industrial chain—including malt, wort, hops, bottle manufacturing, bottle caps, and packaging—to build a globally renowned beer production base;Strengthen deep-processing industrial chains for seafood, agricultural products, Chinese-style ready-to-cook meals, and snack foods. Enhance support for key resources such as land and capital, adopt policies such as “off-site industrial zones,” and guide the food industry and its supporting chains to cluster and develop within industrial parks.

  III. Innovating Business Models


  (1) Encourage Integrated Development. Leverage industrial strengths, integrate high-end resources, and cultivate new business models such as “agriculture + industry + tourism” and “industry + tourism” to promote the integrated development of the primary, secondary, and tertiary sectors. Incorporate elements of culture, folklore, scenery, and leisure to create a world-class beer town.Focus on key sectors such as beer and salt production, and annually identify and cultivate several municipal-level or higher demonstration projects, including industrial tourism sites, premium tourism routes, museums and exhibition halls, and experiential factories. For enterprises approved as provincial-level industrial tourism demonstration bases or premium tourism routes, the municipal government will provide a supplementary reward of 200,000 yuan in addition to provincial-level incentives. Support the application of new technologies, equipment, and business models to develop specialized and scaled cold-chain logistics.

  (2) Innovate Marketing Models. Encourage food industry enterprises to collaborate with supply chain platforms, e-commerce platforms, and live-streaming agencies to expand marketing channels. Support the establishment of exhibition and sales platforms for famous, special, and high-quality foods that integrate “supply chain + offline channels + online platforms.” For large-scale e-commerce enterprises with annual online sales of local brand products reaching 10 million, 20 million, and 30 million yuan or more, one-time rewards of 100,000, 200,000, and 300,000 yuan will be granted, respectively.

  (3) Innovate Industrial Investment Promotion Models. Encourage industry associations, leading enterprises, and others to innovate models such as “business-to-business” investment promotion, investment promotion through industrial funds, and “light-asset, capital-intensive” investment promotion to continuously extend industrial chains. Adopt a “case-by-case” approach to support newly introduced major industrial projects; provide investment promotion rewards to associations, enterprises, and individuals who make significant contributions to project introduction; and grant appropriate funding rewards for preliminary investment promotion work to the counties (districts) where projects are implemented.

  IV. Strengthening Food Safety and Quality


  (1) Support for Standard Development. Encourage enterprises and associations to participate in the formulation and revision of international, national, industry, and local (industry group) standards to enhance the industry’s influence. Food enterprises and associations that lead or participate in the formulation or revision of such standards will receive tiered rewards of up to 400,000 yuan.

  (2) Strengthening the Industry Integrity System. Promote the implementation of integrity management systems in food manufacturing enterprises and support the conduct of integrity management system evaluations. A one-time reward of 100,000 yuan will be granted to enterprises that have obtained certification for an integrity management system and whose certificates remain valid.

  (3) Strengthen the development of regional food brands. Encourage the exploration of geographical resources for distinctive agricultural products, leverage the impact of agricultural product geographical indications, and drive brand development in the food industry. For entities that successfully apply for registration and protection of agricultural product geographical indications with the Ministry of Agriculture, a one-time reward of 100,000 yuan will be granted for each product.

  (4) Improve Food Safety Standards. Food production enterprises shall establish food safety traceability systems and develop a “one product, one code” traceability framework. Support enterprises above a certain scale in implementing internationally recognized quality management standards; provide appropriate financial rewards to enterprises that win national, provincial, or municipal government quality awards. Specialized industrial parks shall actively introduce third-party testing and inspection agencies, establish public testing and inspection platforms, and assist enterprises in evaluating and enhancing their laboratory testing capabilities.

  V. Vigorously Expanding Markets


  (1) Create Brand-Name Exhibitions. Encourage leading enterprises, industry associations, and relevant institutions to host high-quality exhibitions with international and domestic influence, leveraging venues such as the Convention and Exhibition Center to establish industry showcases. Plan and host an International Beer Festival to create a beer event with global impact. Provide support for major exhibitions on a case-by-case basis.


  Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Bureau of Commerce, Municipal Finance Bureau, Municipal State-owned Investment Group, and People’s Governments (Administrative Committees) of all counties (districts)


  (2) Encouraging Collaborative Partnerships. Leading enterprises, industry associations, and other entities that organize and host industry-specific product promotion events, mutual procurement and purchasing activities, exhibitions and sales events, supply-demand matching sessions, collaborative supply chain matching sessions, joint marketing campaigns, and high-level forums within the city will be eligible for a reward of up to 300,000 yuan.

  VI. Support for Enterprise Technological Upgrades


  Food enterprises are encouraged to introduce intelligent industrial equipment, intensive green manufacturing technologies, eco-friendly packaging, multi-level warehousing systems, and laboratory equipment to implement intelligent and green upgrades. For enterprises above designated size that invest 2 million yuan or more in technical renovation equipment, a subsidy of up to 2 million yuan will be provided, equivalent to 5% of the equipment investment.For high-growth enterprises with an annual output value growth rate of 15% or higher and tax revenue of 2 million yuan or more, in addition to receiving provincial-level subsidies for technical renovation projects, the municipal and county (district) governments will provide matching subsidies of an equal amount.

  VII. Enhancing Industry Support Capabilities


  (1) Establish Industrial Innovation Alliances. Leading enterprises are encouraged to collaborate with universities, research institutes, and other entities to form industrial innovation alliances, strengthen industry-academia-research cooperation, promote the commercialization of research outcomes, and accelerate the enhancement of industrial technological innovation capabilities.


  Responsible Units: Municipal Science and Technology Bureau, Industry and Information Technology Bureau, Finance Bureau; People’s Governments (Administrative Committees) of all counties (districts)


  (2) Establishing Industry Associations. Support food-related enterprises within the city in establishing industry associations to promote industry exchange and resource sharing. Provide appropriate funding support for activities such as industry forums, specialized training sessions, and technical exchanges organized by these associations.


  Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Finance Bureau, Municipal Science and Technology Bureau; People’s Governments (Administrative Committees) of all counties (districts)


  (3) Innovative Financial Empowerment. Encourage food enterprises to conduct social responsibility assessments on the Putian-Hui Financial Services Platform, and grant credit score bonuses during financing guarantees, loan applications, and credit evaluations. For food enterprises included on the “whitelist,” the Municipal Re-guarantee Company will provide guarantees of up to 10 million yuan per enterprise per transaction, with guarantee fees subsidized by the municipal government.Establish a food industry fund with a total scale of no less than 1 billion yuan, or increase investment in the industry through existing relevant industrial funds, focusing on local innovative enterprises and projects that enhance the industrial foundation and supply chain capabilities.


  Responsible Units: Municipal Financial Affairs Office, State Investment Group, Bureau of Industry and Information Technology, Development and Reform Commission, Finance Bureau


  (4) Encourage the integration of industry and education. Support leading enterprises in partnering with local and out-of-town universities and specialized institutions to establish public industry-education platforms, thereby providing talent support for industry development. Enterprises that establish public internship and training bases for the food industry will receive a one-time reward of up to 300,000 yuan.

  Where an entity meets the requirements of this document and also qualifies for other similar municipal support policies, subsidies and rewards shall be granted in accordance with the principle of selecting the higher amount without duplication (unless otherwise specified), with the required funds to be allocated from the special funds of the relevant departments.


  This document shall remain valid until December 31, 2023.
