In order to promote the development of new energy automobile industry in our city, introduce more industrial chain enterprise projects, enhance the production capacity of key components of new energy automobile industry and the level of industrialization, we have formulated the following measures.

First, to support the enterprises in the park. Support for industry chain projects in line with national industrial policy in the city's counties (cities, districts) industrial parks. First-level (core) manufacturing industry chain projects to lease standard factory buildings in the Sanyu Industrial Park, the standard factory base rent can be reduced or waived by 50% within five years. Encourage the layout of the first, second and third level industrial chain projects in the counties (cities and districts) industrial parks, and give land supply support to the industrial chain projects whose investment amount reaches the land supply conditions of the county (city or district) where they are located, with the reserve price of the land to be transferred not less than 70% of the benchmark land price of the level where they are located, and not less than the land appraisal price at the same time; for the industrial chain projects with an investment amount lower than the land supply conditions of the county (city or district) where they are located, it is recommended that the industrial chain projects should be located by way of leasing standard factory buildings. The maximum support can refer to the relevant standards of Sanyu Industrial Park to give appropriate reductions and exemptions.

Second, increase equipment investment subsidies. New project production equipment investment amounted to more than 5 million yuan, after the project is completed and put into operation, by the beneficiary of the financial production equipment purchased amount (based on tax-paid invoices, excluding taxes) of 5% of the subsidy, a single enterprise subsidy up to a maximum limit of 5 million yuan.

Third, to reduce the cost of electricity production. Support industrial chain enterprises to participate in the pilot reform of power sales side, and strive to carry out direct trading of electricity.

Fourth, encourage enterprises to put into production and increase efficiency. If the industrial chain enterprises are put into operation within the validity period of this measure, they will be rewarded for five consecutive years from the year of their commissioning by the beneficiary finances in accordance with 40% of the enterprise's contribution to the local economic development of the region in that year.

V. Support for technological innovation. Newly assessed "national enterprise technology center" "national key laboratories" "national engineering (technology) research center" "National Quality Award "The industrial chain enterprises will be given a one-time award of 2 million yuan by the beneficiary financial institutions; the enterprises newly recognized as "China Well-known Trademark" and newly awarded "Fujian Provincial Government Quality Award" will be given a one-time award of 1 million yuan by the beneficiary financial institutions. A one-time award of 1 million yuan; for the newly assessed "provincial enterprise technology center", "provincial (ministerial) level key laboratories", "provincial (enterprise) engineering (technology) research center" enterprises, the beneficiary financial institutions will be given 50 million yuan each, and the enterprises will be given 50 million yuan each. Enterprises, by the beneficiary of the financial one-time award of 500,000 yuan respectively.

Six, improve the level of talent protection. The local organization department determines that the talent's school-age children attend pre-school and compulsory education schools, the county (city, district) level education administration department where the enterprise is located in accordance with the principle of proximity to the co-ordinated arrangement of schooling.

The city's new energy automobile industry investment task force is responsible for the identification of new energy automobile industry chain enterprises.
