Several Measures to Support the High-Quality Development of Private Enterprises

To thoroughly implement the guiding principles of General Secretary Xi Jinping’s important speech delivered during his inspection tour of Fujian and the spirit of the Provincial Conference on the Development of Private Enterprises, to meticulously carry out the requirements of the campaign titled “Bearing in Mind the New Instructions, Striving to Create New Advantages, and Reaching New Heights” and the “Large-Scale Investment Promotion and Attracting High-Quality Investors” campaign, to accelerate the construction of the “433” industrial system, to create new advantages for modern industrial development, to stimulate the vitality of innovation, entrepreneurship, and creation, and to promote the high-quality development of the private economy, the following measures are hereby formulated.

  I. Promoting Transformative Development

  (1) Encouraging Technological Upgrades. Implement a policy of grants and subsidies for enterprise investment in technological transformation equipment. Subsidies will be provided at a rate not exceeding 5% of the project’s equipment investment (including technology, software, etc.), with a cap of 10 million yuan for provincial-level leading enterprises and 5 million yuan for other enterprises. Major projects of leading enterprises that align with national priorities for technological transformation will be given priority for recommendation to apply for interest subsidies on technological transformation loans.Enterprises or industrial parks listed in the provincial-level green industrial park, green factory, or green supply chain lists will receive a subsidy of up to 200,000 yuan. Enterprises recognized as provincial-level benchmarks for new models and business formats in the integrated development of next-generation information technology and manufacturing will receive a reward of up to 500,000 yuan. For newly constructed, expanded, or renovated cold chain projects in the aquatic products processing sector, a subsidy equal to one-third of the investment in production line construction will be provided, with a maximum of 2 million yuan.

  (2) Strengthen Tiered Cultivation. Establish an enterprise growth cultivation database. For newly commissioned and statistically reported industrial enterprises above the designated size, as well as those transitioning from below to above the designated size, the local government where the enterprise is located shall provide matching rewards of 50,000 yuan and 30,000 yuan per enterprise, respectively. Micro and small enterprises that complete shareholding restructuring and are listed on the Straits Equity Exchange Center shall receive a reward of up to 500,000 yuan.Enterprises listed on the “New Third Board” Basic Tier, Innovation Tier, or Select Tier will receive subsidies of 400,000 yuan, 600,000 yuan, and 800,000 yuan, respectively. Enterprises that sign an IPO financial advisory agreement with a securities firm will receive a subsidy of 500,000 yuan; enterprises that submit IPO application materials to the China Securities Regulatory Commission, the Shanghai Stock Exchange, or the Shenzhen Stock Exchange and have their applications accepted will receive a subsidy of 1 million yuan.Enterprises included in the annual provincial list of key pre-IPO candidates that complete shareholding reform in the same year will receive a subsidy of 600,000 yuan.

  (3) Deepen Project Matching. Improve the “Large-scale and High-quality Investment Promotion” working mechanism, continuously strengthen project planning and reserves, promote the “Investment Promotion Map Method” for industrial chains, and intensify investment promotion for private enterprise industrial projects.Target industry leaders and flagship enterprises, such as those in the “Fortune 500” and “high-end, cutting-edge” sectors, and focus on key regions including the Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei, and Southwestern Fujian. Leveraging platforms such as the Sanming Zhongguancun Science and Technology Park, the Xiamen-Sanming Torch New Materials Industrial Park, and the Quanzhou-Sanming High-End Equipment Industrial Park, conduct a series of targeted investment promotion activities using a “online + offline” approach.Rewards will be granted to introducers who recommend key development projects to invest in Sanming, in accordance with relevant regulations. Improve the full-process project promotion mechanism and implement end-to-end tracking services. Provide “one-on-one” and “point-to-point” precision services for manufacturing projects with investments of 1 billion yuan or more to facilitate project implementation and accelerate the commencement of construction for signed projects.

  (IV) Support Market Expansion. Encourage outstanding private enterprises to participate in the “Enjoy Shopping in Sanming” campaign, deepen “hand-in-hand” partnerships, and regularly conduct online product promotion and marketing. For projects participating in overseas exhibitions within the “100 Exhibitions” program, a fixed subsidy will be provided for the first booth; the second booth will receive half of the fixed amount; and starting from the third booth, one-third of the fixed amount will be provided, with an annual cumulative maximum subsidy of 500,000 yuan.Streamline the processing of export tax rebates. The Commerce and Taxation departments, in collaboration with relevant agencies, will actively guide enterprises to accelerate the processing speed across all stages of export tax rebate procedures and reduce the time required for document collection and organization; the Taxation department will expedite export tax rebate processing, reducing the average processing time for standard export tax rebates to within 6 working days.

  II. Strengthening Support for Innovation

  (5) Support Platform Development. A reward of 5 million yuan will be granted to newly recognized National Enterprise Technology Centers. Newly recognized Provincial Enterprise Technology Centers and Provincial New-Type R&D Institutions will each receive a reward of 500,000 yuan. For newly recognized Provincial Manufacturing Innovation Center pilot projects and Provincial Manufacturing Innovation Centers, the lead units will receive 1 million yuan and 10 million yuan in support, respectively.Newly designated national and provincial-level small and micro-enterprise entrepreneurship and innovation demonstration bases will each receive a reward of 1 million yuan. National and provincial-level industrial design research institutes that are successfully established will receive rewards of 5 million yuan and 3 million yuan, respectively. Newly recognized national and provincial-level industrial design centers will receive rewards of 800,000 yuan and 500,000 yuan, respectively. Enterprises newly designated as provincial-level service-oriented manufacturing demonstration enterprises will receive a reward of 500,000 yuan.

  (6) Accelerate the Commercialization of Research Outcomes. Newly recognized national high-tech enterprises will receive a 200,000 yuan reward; re-certified national high-tech enterprises will receive a 100,000 yuan reward. Enterprises newly recognized for national or provincial “first-of-its-kind” major technical equipment (including smart manufacturing equipment) will receive rewards equivalent to 60% and 30% of the market sales unit price, respectively, with maximum subsidy amounts not exceeding 2 million yuan and 1 million yuan, respectively.Newly recognized national “Specialized, Refined, Unique, and Innovative” (“Little Giant”) enterprises and provincial “Specialized, Refined, Unique, and Innovative” SMEs will be awarded 500,000 yuan and 100,000 yuan, respectively. Newly recognized national and provincial manufacturing single-champions will be awarded 1,000,000 yuan and 500,000 yuan, respectively.

  (7) Increase Investment in Innovation. For enterprises above designated size with annual internal R&D expenditures of 500,000 yuan or more, and for high-tech enterprises below designated size, tiered subsidies will be provided based on the enterprise’s R&D investment. Leveraging the risk-sharing fund pool for policy-based preferential loans, the scope of “Science and Technology Loans” will be expanded to provide risk compensation and credit enhancement support for loans to science and technology-based small, medium, and micro enterprises across the city.Support private enterprises in applying for provincial loans for science and technology-based small and medium-sized enterprises and science and technology insurance, and in enjoying relevant subsidy policies, to reduce innovation costs and risks. For eligible patent pledge loans, interest subsidies will be provided at 30%–50% of the Loan Prime Rate (LPR) for the same period, with a maximum total subsidy per enterprise not exceeding 500,000 yuan. Continue to implement the policy of additional tax deductions for enterprise R&D expenses.

  (8) Support Brand Development. Encourage outstanding private enterprises to strive for national, provincial, and municipal quality awards, and grant awards of 5 million yuan, 2 million yuan, and 200,000 yuan, respectively, to winning enterprises.Enterprises that lead or participate in the formulation or revision of international standards will receive subsidies of 1 million yuan, 500,000 yuan, and 250,000 yuan, respectively; those that lead or participate in the formulation or revision of national standards will receive subsidies of 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively; those that lead the formulation or revision of Fujian provincial local standards will receive subsidies of 50,000 yuan and 20,000 yuan, respectively; and those that undertake provincial-level standardization research projects and achieve results will receive a subsidy of 200,000 yuan.Business entities that have obtained the "Fujian Famous Agricultural Product" designation will receive a 500,000 yuan subsidy for brand promotion and a 300,000 yuan reward. Enterprises newly recognized with a "China Well-Known Trademark" will receive a 300,000 yuan reward; enterprises that have obtained a registered geographical indication certification trademark will receive a 100,000 yuan reward. Recipients of the Fujian Provincial Patent Award Special Prize, First Prize, Second Prize, and Third Prize will be awarded 300,000 yuan, 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively.

  III. Optimizing the Development Environment

  (9) Deepen Institutional Reforms. Deepen the “Six Best” business environment benchmarking initiative and advance the “streamlining administration, delegating power, and improving services” reform. Fully implement new regulatory models such as “double random, public disclosure” and “Internet Plus supervision,” further streamline and standardize fees related to enterprises, and comprehensively reduce the burden on enterprises.Fully implement the negative list system for market access; it is strictly prohibited to impose any form of market access barriers on private capital outside the scope of the list. Reduce the time required to establish a business to 1 working day, and shorten the announcement period for simplified business deregistration to 20 days.Comprehensively implement the “Five-Step” work method and full-process online approval for construction projects. Fully advance the reform of integrated “one-stop” service packages to ensure that “one matter” can be handled online in a single visit, expand “e-Government” self-service options, and further enhance the level of public convenience services. Except where explicitly stipulated by laws and regulations, enterprises may independently choose their registered address (business premises) and registration authority, and may freely relocate between different regions.

  (10) Optimize services for enterprises. Thoroughly implement the Regulations on the Payment of Funds to Small and Medium-Sized Enterprises, streamline channels for complaints regarding overdue payments, and conduct audit supervision in accordance with the law on the payment of funds to small and medium-sized enterprises by government agencies, public institutions, and large state-owned enterprises.Deepen the “I Do Practical Things for the People” initiative, adhere to the “grassroots outreach approach,” improve the “Government-Enterprise Direct Express” service system, establish enterprise visit logs, and promote the resolution of various issues—including policy, financing, market access, labor, and land use—at the frontline. Implement “automatic eligibility” for business-friendly policies, improve the “policy fulfillment” assistance and proxy service mechanism, and achieve “point-to-point” targeted delivery of business-friendly policies to all industrial enterprises above designated size in the city.Further advance the direct and rapid implementation of tax and fee reductions, ensuring the timely and full implementation of preferential tax and fee policies. Leverage the role of the “Judges’ Studio” and “Prosecutors’ Studio” established by the Municipal Intermediate People’s Court and the Municipal People’s Procuratorate within the Municipal Bureau of Industry and Information Technology to improve the enterprise legal service mechanism and foster a sound legal environment.

  (11) Alleviate Financing Pressures. Organize dedicated government-bank-enterprise matching events for outstanding private enterprises and arrange on-site service visits by financial institutions to enterprises. Promote financial reform and innovation to support private enterprises in obtaining pledge financing using movable assets such as production equipment and vehicles, as well as various types of intangible assets including trademarks, copyrights, and plant variety rights. Innovatively develop supporting pledge loan products such as “forestry vouchers” and “forestry carbon vouchers”;Support the development of financial products based on the pledge of environmental asset rights related to carbon emission rights, energy usage rights, water usage rights, and pollution discharge rights. Support enterprises in green transformation and upgrading; provide a reward of 1,000–3,000 yuan to enterprises that obtain green enterprise certification; support enterprises in applying for green loans by providing interest subsidies of 0.5%–1% in accordance with the “Several Incentive and Subsidy Measures for Accelerating Green Financial Reform and Development in Sanming City.”Expand and enhance supply chain finance models such as the "Dian e Jin Fu" platform; implement incentive policies for accounts receivable financing; provide eligible core enterprises in supply chains with a reward of up to 1% of the annualized financing amount, with a maximum cap of 2 million yuan.

  (12)Strengthen Talent Recruitment and Development. For outstanding private enterprises, their in-service management teams, technical personnel holding senior professional titles, and outstanding private entrepreneurs, priority will be given to recommending them for talent programs such as the “Bamen Talents” initiative under equal conditions. For those selected or recognized as provincial-level or municipal-level high-level talents, settlement subsidies of up to 7 million yuan and 2 million yuan, respectively, will be provided; their children enrolling in kindergartens or attending compulsory education schools may enjoy preferential education policies in accordance with regulations.Municipal-level outstanding talents selected or recognized will receive a 50,000 yuan reward; talents who have made special contributions will be granted 50%–100% ownership of talent housing in accordance with regulations. For urgently needed industrial talents recruited by enterprises in characteristic, key, and emerging industries, monthly subsidies of 3,000 yuan, 1,500 yuan, and 500 yuan will be provided to doctoral, master’s, and bachelor’s degree holders, respectively, for up to three consecutive years.Full-time doctoral, master’s, and bachelor’s degree graduates newly recruited by enterprises in municipal key industries will receive monthly living allowances of 2,000 yuan, 1,000 yuan, and 500 yuan per person, respectively, for up to three years.Efforts to cultivate skilled talent in private enterprises will be intensified, and policies regarding vocational training and support for college graduates seeking employment at the grassroots level will be extended through the end of 2021. Enterprises that conduct on-the-job training and maintain a real-name registration system will receive a subsidy of 500 yuan per person per month for the number of trainees absorbed, for a maximum period of six months.

  Policies in this document involving provincial-level fiscal funds shall be coordinated and arranged by the relevant functional departments from provincial-level fiscal funds; other incentive and subsidy funds shall be borne by the local government where the benefits are received, in accordance with the principle of “who benefits, who bears the cost.” These funds shall be allocated from various special funds arranged in the fiscal budget, capped at the actual fiscal contribution of the individual enterprise to the local government, and disbursed according to the principle of “choosing the higher amount without duplication.”

  The terms “outstanding private enterprises” and “outstanding private entrepreneurs” in this document refer to those recognized by the Provincial Party Committee, Provincial Government, Municipal Party Committee, and Municipal Government in 2021.

  These measures shall take effect from the date of issuance. Unless otherwise specified in relevant documents regarding policy duration, the validity period and the deadline for award and subsidy applications shall be December 31, 2022. The Municipal Bureau of Industry and Information Technology, in conjunction with relevant municipal departments, shall be responsible for interpreting these measures. Where previously issued regulations supporting private enterprises conflict with these measures, these measures shall prevail.
