Original Title: Notice of the Zhangzhou Municipal People’s Government on Seven Measures to Promote the High-Quality Development of the Culture and Tourism Industry (Zhangzhengzong [2021] No. 59)

People’s Governments of All Counties (Districts), Administrative Committees of Zhangzhou, Changshan, and Gulei Development Zones, Administrative Committees of Zhangzhou Taiwanese Investment Zone and Zhangzhou High-Tech Zone, and Relevant Municipal Departments:

 To thoroughly study and implement General Secretary Xi Jinping’s important directives on cultural and tourism work, and to implement the deployment requirements of the state, province, and city regarding accelerating the development of the cultural and tourism industry, the following seven measures are hereby formulated to promote the high-quality development of the cultural and tourism industry in Zhangzhou:

 I. Encouraging the Attraction of Major Projects

 Newly introduced domestic and foreign enterprises that invest in cultural tourism scenic areas or cultural and film production bases in Zhangzhou, commence construction, and achieve actual engineering investment exceeding 100 million yuan in the first year (excluding land and relocation expenses) shall be granted a one-time reward equal to 50% of the project’s fiscal contribution to the city in its first year, with a maximum of 5 million yuan.

 II. Encouraging the Development of All-for-One Tourism

 Localities newly designated as Fujian Provincial All-for-One Ecotourism Towns, Fujian Provincial All-for-One Ecotourism Model Counties (Districts), or National All-for-One Tourism Demonstration Zones will receive one-time grants of 300,000 yuan, 800,000 yuan, and 1 million yuan, respectively.

 III. Encouraging the Acquisition of A-Level Ratings

 Newly designated National 3A, 4A, and 5A-rated tourist attractions shall be granted one-time awards of 300,000 yuan, 500,000 yuan, and 1.5 million yuan, respectively. Newly designated National 3-star, 4-star, and 5-star tourist hotels that are included in trade statistics shall be granted one-time awards of 300,000 yuan, 500,000 yuan, and 1 million yuan, respectively.

 IV. Encouraging the Creation of Cultural and Tourism Brands

 Newly designated provincial-level and national-level tourist resorts will receive one-time grants of 500,000 yuan and 1.5 million yuan, respectively. Newly designated provincial-level and national-level cultural industry demonstration bases will receive one-time grants of 200,000 yuan and 500,000 yuan, respectively. Newly designated provincial-level and national-level nighttime cultural tourism consumption clusters will receive one-time grants of 200,000 yuan and 500,000 yuan, respectively.Newly designated provincial-level and national-level tourism and leisure districts will receive one-time grants of 200,000 yuan and 500,000 yuan, respectively. Newly designated provincial-level and national-level demonstration zones for the integrated development of the cultural and tourism industries will receive one-time grants of 200,000 yuan and 500,000 yuan, respectively. Newly designated Fujian Provincial Gold Medal Tourism Villages and National Key Rural Tourism Villages will receive one-time grants of 200,000 yuan and 300,000 yuan, respectively.Newly designated 3C, 4C, and 5C-rated self-driving campsites will receive one-time grants of 100,000 yuan, 150,000 yuan, and 200,000 yuan, respectively.Newly designated Four-Diamond and Five-Diamond Smart Tourism Scenic Areas will receive one-time grants of 100,000 yuan and 200,000 yuan, respectively. Newly designated Provincial Sightseeing Factories, Provincial Health Tourism and Leisure Bases, and Provincial Sports Tourism and Leisure Bases will each receive a one-time grant of 100,000 yuan. For Zhangzhou Landmark Stations (Landmark Exhibition Halls) projects that have been reviewed and confirmed, each project will receive an annual grant of 50,000 yuan.

 V. Encouraging the Development of Large-Scale Cultural and Tourism Enterprises

 Cultural and entertainment enterprises and travel agencies newly approved for inclusion in the statistical reporting system will receive a one-time grant of 100,000 yuan.For large-scale entertainment enterprises and travel agencies, if total operating revenue in 2021 returns to 2019 levels, a one-time grant of 50,000 yuan will be awarded; starting in 2022, using the previous year’s operating revenue as the baseline, if both the January–November and full-year operating revenue grow by 10% or more year-on-year, a one-time grant of 50,000 yuan will be awarded; if both grow by 20% or more year-on-year, a one-time grant of 100,000 yuan will be awarded.

 VI. Encouraging Inbound Overnight Tours

(1) Overnight Tour Promotion Category. Travel agencies registered in Zhangzhou that organize out-of-city tourists to stay overnight for at least one night within the municipal area and visit Zhangzhou’s tourist attractions, with a cumulative total of 5,000 or more tourist visits during the year, shall be granted promotional subsidies according to the following standards:

1. For up to 10,000 visitor-visits, a promotional subsidy of 10 yuan per visitor-visit will be granted;

2. For 10,000 to 20,000 visitor-times, a promotional subsidy of 20 yuan per person will be granted;

3. For 20,000 or more visitor-times, a promotional subsidy of 25 yuan per person will be granted.

For visitors who stay within the city for three or more nights and whose cumulative number reaches 5,000 or more, an additional subsidy of 3 yuan per person per night will be provided.

(2) Inbound Tour Volume Growth Category. Travel agencies registered in Zhangzhou will receive a one-time incentive of 100,000 yuan if their annual inbound tour volume grows by 15% or more compared to the previous year (excluding the first-time award).

(3) “Familiarization Tour” Expansion Category. Travel agencies registered in Zhangzhou are encouraged to invite out-of-city travel agencies to organize “familiarization tours” to Zhangzhou for site inspections and to develop new tourism routes. For tours organizing 20 or more travel agencies, or 30 or more travel agencies, with a stay of three nights or more, one-time subsidies of 50,000 yuan and 100,000 yuan will be granted, respectively.

 VII. Encouraging the Development of Tourism Performances

 Units engaged in the protection and inheritance of intangible cultural heritage, as well as those with permanent performance troupes, that hold regular, scheduled performances at A-level tourist attractions, historic and cultural districts, tourist resorts, cultural industry parks, and nighttime cultural tourism consumption clusters, and perform 200 or more shows annually, will receive an annual subsidy of 300,000 yuan.Support will be provided for the creation of tourism performance productions. Enterprises with a total investment of 50 million yuan or more that stage 150 or more performances annually will receive an annual subsidy of 500,000 yuan.

 For cultural and tourism enterprises that introduce innovative and creative measures to promote the development of tourism in our city, a “case-by-case” and “enterprise-specific” approach will be adopted, and policy support will be provided following a special review by the municipal government.

 The subsidy funds specified in this document shall be borne by the corresponding level of government in accordance with the current fiscal system [notably, subsidies for counties (districts) newly designated as Fujian Provincial All-for-One Ecotourism Demonstration Counties (Districts) or National All-for-One Tourism Demonstration Zones shall be borne by the municipal government]. Funds at the municipal level, excluding incentives for attracting major projects (which are allocated from special municipal funds), shall be drawn from the Zhangzhou Municipal Tourism Development Special Fund.Each county (district), development zone (investment zone, high-tech zone) may introduce relevant support policies tailored to the characteristics of their respective cultural and tourism industries.

 The incentive and subsidy policies outlined in this document shall be implemented in accordance with the principle of selecting the highest and most favorable option without duplication. The Municipal Bureau of Culture and Tourism is responsible for organizing the evaluation of incentive and subsidy projects; the Municipal Finance Bureau is responsible for organizing the evaluation of incentives for attracting major projects; and the Municipal Market Supervision Bureau is responsible for organizing the evaluation and processing of applications for incentive and subsidy funds for the "Landmark Station" projects. The relevant incentive and subsidy funds shall be included in the annual budget arrangements by the respective levels of government.

 The term “or more” as used in this document includes the specified number. This document shall take effect from the date of issuance and remain valid until December 31, 2023.
