People’s Governments (Administrative Committees) of All Counties (Districts), Relevant Municipal Departments:
To further promote the transformation and upgrading of the arts and crafts industry, achieve high-quality development and surpass existing standards, build national industrial bases for distinctive arts and crafts furniture, gold and silver jewelry, wood carving, oil painting, and the incense industry, advance the integrated development of the industry toward specialization, greening, branding, and digitalization, expand the international influence of Putian’s arts and crafts brands, and create a 100-billion-yuan industrial cluster, the following measures are hereby formulated in light of the actual conditions of our city.
I. Expanding the Scale of the Industry
(1) Cultivating Leading Enterprises. Each county (district) shall focus on specific sub-sectors within the arts and crafts industry, such as artisanal furniture, gold and silver jewelry, wood carving, and oil painting. Each sub-sector shall cultivate 2–3 leading enterprises. A mechanism shall be established whereby county (district) leaders provide categorized, priority support and “express service” channels. An enterprise “whitelist” system shall be implemented, allowing enterprises to enjoy both provincial and municipal policies concurrently.

(2) Encouraging Mergers and Restructuring. Support the Municipal Tourism Investment Group in acquiring, investing in, taking over, or assuming well-known arts and crafts enterprises that are currently in distress but possess development potential. For three consecutive years, provide interest subsidies on acquisition funds or investment amounts equivalent to 50% of the People’s Bank of China’s benchmark lending rate for the current year (shared equally between the municipal and county/district levels) to achieve mutually beneficial development. Major merger and restructuring matters may be handled on a case-by-case basis.

(3) Attracting Enterprises to Meet Scale Criteria. Sales enterprises with market orders are encouraged to merge with upstream micro and small manufacturing enterprises that supply their products. For those that band together to form manufacturing enterprises and meet the scale criteria for statistical inclusion, a one-time additional reward of 100,000 yuan will be granted in addition to the benefits of the “upgrading” policies.

(4) Expanding Industrial Product Categories. Actively promote the arts and crafts industry to increase product variety, improve quality, and build brands, while enhancing quality and efficiency in sectors such as artisanal furniture, gold and silver jewelry, wood carving, and oil painting.Cultivate and develop the incense industry; support the establishment of a national-level academic association’s specialized committee on incense culture; attract various high-end resources and professional talent; and formulate an incense industry development plan. Advance the construction of incense exhibition and sales centers and incense cultivation bases; create the country’s first vertical internet platform for the incense industry; and provide targeted support in areas such as team operation subsidies and venue renovation subsidies. For the construction of incense exhibition and sales centers, a “case-by-case” approach may be adopted.

II. Strengthening Industrial Support Infrastructure
(1) Enhance the Industrial Supply System. Xianyou County will leverage its advantage as a hub for rosewood distribution, while Xiuyu District will capitalize on its port proximity to establish integrated road-rail-sea multimodal transport. Existing timber trade platforms will be consolidated to build an imported timber distribution center and a smart lumber processing center, thereby improving the upstream and downstream industrial chains. Special support will be provided on a case-by-case basis for the construction of the imported timber distribution center and the smart lumber processing center.

(2) Establish Shared Service Platforms.Enterprises are encouraged to establish shared service centers—such as wood drying, spray coating, and gold/silver casting and plating facilities—in furniture and jewelry production clusters to address common manufacturing needs across the industry. A one-time subsidy of up to 2 million yuan, equivalent to 10% of equipment purchase costs, will be provided, with county (district) governments offering matching subsidies of equal value; centers serving 30 or more local arts and crafts enterprises annually will receive a subsidy of up to 300,000 yuan.

(3) Encourage the Construction of Bonded Warehouses. Support Xiuyu District in establishing a public-use bonded warehouse for timber, and the Beigao Gold and Jewelry Industrial Park in establishing a public-use bonded warehouse for imported materials (gold and diamonds), among other initiatives, to reduce enterprise costs. Provide appropriate subsidies to enterprises that establish bonded warehouses.

III. Enhancing R&D and Design
(1) Strengthen Support for R&D. Encourage the establishment of design research centers in industries such as artisanal furniture and gold and silver jewelry to promote the application of new technologies and materials in the arts and crafts sector. Provide one-time rewards of 600,000 yuan, 300,000 yuan, and 200,000 yuan, respectively, to newly recognized national, provincial, and municipal-level industrial design centers. Provide one-time rewards of 1.5 million yuan and 800,000 yuan, respectively, to entities included in the national and provincial industrial design research institute cultivation lists.

(2) Promoting the Commercialization of Design Outcomes. For renowned domestic and international design firms establishing branches in Putian and for master industrial designers opening independent studios in Putian, the respective county (district) government shall provide support—including office rent reductions and rewards for local tax contributions—for three consecutive years. For local arts and crafts enterprises purchasing design services from the aforementioned studios, a subsidy of up to 200,000 yuan shall be provided, equivalent to 50% of the actual amount incurred under the service contract.

(3) Encourage design innovation activities. Support enterprises and industry associations in organizing design competitions for arts and crafts such as furniture and gold, silver, and jewelry. Provide rewards of up to 500,000 yuan based on the scale of the competition.

IV. Implementing Technological Upgrades
Accelerate the adoption of modern intelligent information technologies in the arts and crafts industry, such as intelligent control and 3D printing, and encourage the replacement of manual labor with machinery. For annual investments in upgrading production capacity that reach 2 million yuan or more, a subsidy of up to 1 million yuan will be provided, equivalent to 10% of the equipment investment, with county (district) governments providing matching subsidies of equal value.

V. Supporting Market Expansion
(1) Promote the integrated development of e-commerce. Encourage e-commerce enterprises above the designated scale to sell handicrafts; those with annual online sales of handicrafts exceeding 30 million yuan will receive a 200,000 yuan reward, with an additional 20,000 yuan reward for every 10 million yuan exceeding 30 million yuan, up to a maximum annual reward of 300,000 yuan; encourage the use of cross-border e-commerce to increase the export proportion of handicrafts under proprietary brands;Encourage large-scale arts and crafts enterprises to expand sales on platforms such as Taobao, JD.com, Weipaitang, Douyin, and Kuaishou. Enterprises with annual sales exceeding 30 million yuan will receive a one-time reward of 200,000 yuan.

(2) Continuously Expand Sales Channels. Facilitate connections between arts and crafts enterprises and bulk goods businesses, real estate companies, and interior design firms; organize annual matchmaking events for enterprises in arts and crafts-related fields; provide a maximum reward of 300,000 yuan to leading enterprises and industry associations that spearhead “hand-in-hand” activities such as production-supply-sales matchmaking, upstream-downstream collaboration, online and offline promotions, and collective marketing.Support industry associations in organizing collective participation by enterprises in domestic and international trade fairs, and provide subsidies for booth fees to participating enterprises.

(3) Vigorously Develop the Exhibition Economy. Expand the influence of the China (Putian) Strait Arts and Crafts Expo; integrate resources to create synergy; for major arts and crafts production areas—such as furniture, gold and silver jewelry, and oil paintings—that establish concurrent sub-venues and organize online and offline supporting activities to interact with the main venue, provide appropriate funding subsidies to the organizers of each sub-venue based on scale.Collaborate with national-level academic societies to plan and host the China (Putian) Incense Culture Industry Conference, creating new consumer hotspots and establishing a new signature event for the exhibition.

VI. Promoting Regional Brands
(1) Strengthen brand operation and management. Support state-owned enterprises or industry associations in taking the lead to register and operate collective trademarks and public brands such as “Xianzhuo,” “Shangtang Silver Jewelry,” “Beigao Gold,” and “Chenqiao Furniture.” A one-time subsidy of 50,000 yuan will be provided for each newly registered collective trademark or public brand.Operating entities that promote collective trademarks and regional brands through national mainstream media and influential new media platforms will receive a subsidy of 20% of their promotional expenses, up to a maximum of 1 million yuan, with relevant counties (districts) providing matching funds of equal value.

(2) Strengthen Brand Promotion and Publicity. Manufacturing enterprises above designated size or provincial-level or higher arts and crafts masters who promote Putian’s arts and crafts industry and corporate brands on national mainstream media such as CCTV will receive a reward of up to 50,000 yuan per event; local manufacturing enterprises whose arts and crafts products are displayed or designated as official supplies at major international and domestic conferences such as APEC, G20, BRICS, and the Boao Forum will receive a subsidy of up to 50,000 yuan per event.

(3) Deepen cross-industry integration. Encourage industry associations and enterprises in sectors such as wood carving and oil painting to take the lead in establishing several creative experience bases in tourist attractions and “Beautiful Villages,” with venues provided free of charge by the respective tourist attractions; support the construction of public art galleries and museums established by state-owned enterprises or national-level arts and crafts masters, with priority funding for base and venue construction provided from the Municipal Cultural Industry Development Special Fund and the Municipal Tourism Development Special Fund.We will guide cooperation between the oil painting and footwear/apparel industries to achieve customized production and promote in-depth cross-sector integration. We will support arts and crafts enterprises in establishing industrial tourism demonstration bases; for those designated as provincial-level industrial tourism demonstration bases, the municipal government will provide a one-time additional reward of 100,000 yuan on top of the provincial-level reward.

VII. Promoting Park Upgrades
(1) Innovate operational management mechanisms. Implement a “Management Committee + Company” management model to support arts and crafts parks (cities) such as Putian Arts and Crafts City, Xianyou Expo City, Beigao Jewelry Industrial Park, and Shangtang Jewelry City in recruiting professional operational teams toto ensure market-oriented and professional operations. Attract production-oriented service enterprises—such as creative design, technical craftsmanship, testing and inspection, prominent live-streaming platforms, and e-commerce logistics—to establish operations within these parks. Promote integrated development with tourism and cultural and creative industries, build a number of tourism attractions featuring craft specialties, and create industrial demonstration parks that integrate production, exhibition, sales, experiential activities, leisure, and sightseeing within the arts and crafts sector. Special support will be provided to those that demonstrate significant achievements in advancing the professional operation of these parks (cities).

(2) Improve public supporting facilities. Establish museums dedicated to wood carving, incense, and other crafts. Relying on the Municipal Tourism Investment Group, acquire and revitalize idle assets within specialized arts and crafts parks (towns), renovate and construct standardized factory buildings, and increase land development intensity and output efficiency by revitalizing idle and underutilized land and renovating old factory buildings.

VIII. Strengthening Talent Development
(1) Improve training mechanisms. Encourage enterprises to establish vocational and technical schools and support school-enterprise cooperation in education. Enterprises that cultivate skilled talent through forms such as jointly offering majors with higher education institutions will receive tiered rewards of up to 300,000 yuan in addition to existing policy benefits.Emphasize the retraining and continuing education of existing junior, intermediate, and senior-level craftspeople. Collaborate with institutions such as the Central Academy of Fine Arts and the Academy of Arts & Design at Tsinghua University, as well as master artisans and renowned instructors, to jointly organize various arts and crafts training programs. Establish various industrial training bases focused on key areas of the arts and crafts sector.

(2) Strengthen Workforce Development. Launch the “Putian Craftsman” selection campaign. Support applications for the designation of representative inheritors of the intangible cultural heritage project for natural incense-making techniques. Conduct the selection and recognition of “Model Workshops” among provincial-level and above arts and crafts masters; workshops recognized as “Model Workshops” will receive a 100,000 yuan funding subsidy; master workshops awarded the “National Craftsman” honor will receive special support on a case-by-case basis.Support the establishment of Master Craftsman Studios, providing a 100,000 yuan subsidy to municipal-level Master Craftsman Studios, and providing cumulative subsidies of 100,000 yuan and 50,000 yuan to national-level and provincial-level Master Craftsman Studios, respectively.

(3) Strengthen Skills Enhancement. For government agencies, enterprises, public institutions, and industry associations at all levels that organize national, provincial, and municipal-level professional vocational skills competitions in arts and crafts, rewards of up to 250,000 yuan, 200,000 yuan, and 150,000 yuan per event will be provided, respectively.

(4) Leveraging the Role of Associations. Special funding support will be provided to professional committees established in Putian by national-level arts and crafts industry associations and societies, as well as to municipal arts and crafts associations and societies, for conducting academic research, industry surveys, or the collection and cataloging of traditional arts and crafts varieties and techniques.

IX. Strengthening Quality Assurance
(1) Leverage the Leading Role of Standards. Encourage enterprises and associations to participate in the formulation and revision of national, industry, and local standards to enhance their influence in standard-setting within the crafts sector; provide corresponding subsidies to entities that take the lead in formulating international, national, industry, local, and group standards for specific subcategories of arts and crafts. Strengthen the protection of intellectual property rights such as trademarks and patents, and carry out copyright registration for original works including oil paintings, gold and silver jewelry, and crafts.

(2) Enhance Quality Inspection and Certification Capabilities.Counties (districts) are encouraged to establish and improve public inspection, testing, and evaluation systems tailored to the specialized characteristics of their respective sectors. National-level and provincial-level inspection and testing institutions that have been in operation for more than one year within arts and crafts industrial parks (cities) will receive financial support of 300,000 yuan and 200,000 yuan, respectively. Various sales platforms cooperating with specialized arts and crafts parks (cities) are encouraged to establish inspection and testing institutions; those implementing the “one certificate, one code” system will receive a one-time reward of 50,000 yuan.

The municipal government shall establish a special fund for industrial development. All municipal subsidies specified in this document shall be allocated from the special fund for industrial development and relevant departmental special funds.
For the above measures, each responsible unit shall simultaneously issue implementation and fulfillment guidelines, refine tasks, designate responsible personnel, and ensure that policy implementation is straightforward and benefits are received immediately upon eligibility. In the event of any inconsistencies with previous relevant policies and measures, this document shall prevail. This document is valid until December 31, 2023.
