To promote the development of the film and television industry in our city and enhance its overall strength and competitiveness, the following support measures for the development of the film and television industry are proposed in light of Quanzhou’s actual conditions:

　　I. Encouraging Investment in the Establishment of Film and Television Enterprises. We will construct film and television production bases and develop film and television parks. We support local enterprises in converting existing real estate resources, such as old factory buildings, into film and television production bases, post-production facilities, or film and television industrial parks. Parks, bases, or film and television towns designated as national, provincial, or municipal-level key cultural industry parks will be granted one-time rewards of 3 million yuan, 800,000 yuan, and 500,000 yuan, respectively.

　　 II. Encourage Film and Television Enterprises to Settle in Our City. For film and television enterprises newly established in our city, starting from the year of tax payment, a reward equal to 100% and 60% of the local portion of corporate income tax and the personal income tax of enterprise executives will be granted for the first two years and the following three years, respectively. Existing film and television enterprises will be rewarded based on the local portion of their annual incremental income tax starting from 2021.

　　Renowned film and television screenwriters, directors, producers, and actors who establish studios in our city to engage in creative, design, production, and planning work may be provided with a certain amount of space for their use by the people’s governments of the relevant counties (cities, districts) (including the Quanzhou Development Zone and Quanzhou Taiwanese Investment Zone Administrative Committees). Additionally, the local government may agree to grant a reward equivalent to 80% of the local portion of their personal income tax paid in the current year, with the reward period lasting five years.

　　III. Rewards for the Creation and Trading of Outstanding Film and Television Scripts. For film and television scripts that depict Quanzhou-themed subjects or tell Quanzhou stories and receive funding from national or provincial special funds, a reward equal to 50% of the funding amount from higher-level authorities shall be granted; outstanding scripts that have completed filming and been officially released shall receive an additional reward of 300,000 yuan.The maximum reward for a single script shall not exceed 1 million yuan. For scripts sold by Quanzhou-based film and television enterprises, studios, or individuals, a reward equal to 50% of the local portion of the income tax paid on the corresponding taxable transaction shall be granted.

　　For film and television scripts created by Quanzhou-based film and television enterprises or scriptwriters working in Quanzhou, where the finished production has obtained a public screening (distribution) license, a one-time reward of 20% of the script contract transaction amount (excluding tax) will be granted to the creator, with a maximum of 100,000 yuan.

　　For Quanzhou film and television enterprises that purchase screenplays reflecting Quanzhou-themed content (after production and broadcast), a one-time reward of 15% of the contract transaction amount (excluding tax) will be granted to the purchasing enterprise, with a maximum of 1 million yuan.

　　IV. Encouraging the Establishment of Film and Television Service Enterprises in Quanzhou. Newly established film and television service enterprises shall be eligible for a full-amount reward based on the local portion of corporate income tax for the first two years, followed by a half-amount reward for the next three years;Film and television service enterprises that attract film and television production crews or resources, with a cumulative actual shooting period in Quanzhou exceeding 5 days, will receive assistance and support from the relevant county (city, district) (including the Quanzhou Development Zone and the Quanzhou Taiwanese Investment Zone), and may be granted a daily reward of 2,000 yuan, up to a maximum of 180,000 yuan (applications for this reward may only be submitted after the film or television work has been released).

　　Film and television production crews from outside Quanzhou that come to Quanzhou to shoot films or TV series featuring recognizable Quanzhou locations and that demonstrate a harmonious blend of ideological, artistic, and entertainment value will be eligible for a subsidy of 10,000 yuan per minute of actual broadcast time, up to a maximum of 3 million yuan, provided that the film or TV series achieves a box office revenue of 10 million yuan or a Douban rating of 7 or higher three months after its release.

　　V. Local enterprises providing post-production technical support to domestic or international film and television production companies or post-production companies will be awarded 5% of their technical service revenue, with a maximum of 3 million yuan per enterprise per year.

　　VI. We encourage outstanding film and television works to establish distribution entities in Quanzhou to engage in distribution activities. For film and television works that have been approved and filed in Fujian Province and are produced by local Quanzhou film and television enterprises as one of the top three producers (only one Quanzhou enterprise will be recognized, provided it holds at least a 20% equity stake and generates actual business revenue), a one-time reward will be granted to the local producing enterprise according to the following standards:

　　For films released in theaters with box office receipts of 10 million yuan or more, a reward of 1% of the box office revenue will be granted, with a maximum reward of 3 million yuan per film; for films premiering during prime time (8:00 PM to 10:00 PM, same below) on CCTV-6, a reward of 300,000 yuan will be granted, and for premieres during other time slots, a reward of 200,000 yuan will be granted.

　　For television series (9 episodes or more) broadcast during prime time on CCTV-1 (General Channel), a reward of 150,000 yuan will be granted per episode, with a maximum total of 4 million yuan; for those broadcast during prime time on CCTV-8 (Drama Channel), a reward of 100,000 yuan will be granted per episode, with a maximum total of 3 million yuan;For episodes broadcast during other time slots on CCTV or during prime time on well-known, influential provincial satellite channels (Beijing TV, Dragon TV, Jiangsu TV, Zhejiang TV, Hunan TV, Guangdong TV), a reward of 50,000 yuan per episode will be granted, with a maximum of 1.5 million yuan. For television documentaries broadcast during prime time on CCTV’s General Channel (Channel 1) or Documentary Channel (Channel 9), a reward of 100,000 yuan per episode will be granted, with a maximum of 2 million yuan.

　　For online films and series produced exclusively for online platforms, if they premiere on major domestic online platforms such as Youku, iQIYI, Sohu Video, Tencent Video, or PPTV, and the revenue share between the production company and the video platform reaches 3 million yuan or more, a one-time reward of 1% of the company’s revenue share will be granted, with a maximum reward of 1 million yuan per work.

　　VII. For film and television works approved and filed in Fujian Province and produced and distributed by local film and television enterprises, a one-time reward of 5% to 10% of the actual transaction price of distribution will be granted to the production enterprise, with a maximum of 1 million yuan.

　　8. For film and television festivals or exhibitions held in Quanzhou that are organized by national ministries (bureaus) or national-level industry associations and have been duly reported, a subsidy of 80% of the costs for venue rental, exhibition fees, publicity expenses, and other related expenses will be provided, with a maximum of 2 million yuan per event.

　　IX. High-level talent recruited by film and television enterprises shall enjoy preferential treatment regarding housing, children’s education, spousal employment, medical care, and research and study subsidies, in accordance with the “Several Opinions of the Quanzhou Municipal Committee of the Communist Party of China and the Quanzhou Municipal People’s Government on Implementing the ‘Harbor Plan’ for Talent” (Quanwei Fa [2017] No. 6).

　　Support for universities in Quanzhou to actively introduce film and television educational resources of leading domestic and international standards, and to promote innovation in talent cultivation models. For film and television training institutions, colleges and universities, and human resources service agencies that have been recognized by the competent authorities and registered in our city, a one-time reward of 500 yuan per person will be granted to the training institution and the college or university if the trainees they recommend and train pass the assessment and actually participate in the filming of one or more film and television works.The maximum reward per production shall not exceed 20,000 yuan, and the maximum annual reward per institution shall not exceed 200,000 yuan.

　　Film and television institutions that organize participants to attend film and television service skills training in Quanzhou will receive a training subsidy of 800 yuan per person for those who pass the training and obtain a certificate. Film and television professionals who participate in training organized by training institutions in Quanzhou and obtain a certificate of completion will receive an individual training subsidy of 500 yuan per person.

　　X. For projects such as the construction of film and television parks identified as important, film and television projects with major themes, the cultivation of key film and television talent, and home purchases by employees of film and television enterprises, support may be provided on a case-by-case basis.

　　XI. These measures shall take effect upon publication and remain valid for five years. The Municipal Cultural Reform Office, the Bureau of Culture and Tourism, and the Finance Bureau shall be responsible for their interpretation.
