Implementation Program on Promoting High-Quality Development of the Livestock Industry

To implement the "Opinions of the General Office of the State Council on Promoting High-Quality Development of the Livestock Industry" (State Council General Office Document [2020] No. 31), accelerate the transformation of the livestock industry’s development model, comprehensively enhance the capacity to ensure the security of livestock and poultry product supply, and promote high-quality development of the livestock industry in our province, the following implementation plan has been formulated.

  I. General Requirements

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee,implement the decisions and arrangements of the Party Central Committee and the State Council as well as the work requirements of the Provincial Party Committee and Provincial Government; guided by the implementation of the Rural Revitalization Strategy, with advancing supply-side structural reform as the main thread, and focusing on improving the quality, efficiency, and competitiveness of the livestock industry; accelerate the construction of a modern breeding system, improve the animal disease prevention and control system, enhance the level of livestock and poultry product processing and distribution, promote the green and circular development of the livestock industry, and form a high-quality development pattern characterized by high output efficiency, product safety, resource conservation,environmentally friendly, and effectively regulated high-quality development pattern, thereby better meeting the diverse consumption needs of the people for livestock and poultry products.

  Adhering to the principles of market-driven development, policy guidance, prioritizing disease prevention, green development, and integrated development, we will stabilize the swine industry, expand the poultry industry, and optimize the cattle, sheep, and rabbit industries. By 2025, the province’s total output of meat, eggs, and milk will reach over 3.5 million tons, including 2.7 million tons of meat, 600,000 tons of poultry eggs, and 230,000 tons of milk;the swine inventory will be maintained at over 9 million head, the slaughter of meat poultry will reach 1 billion birds, and the slaughter of ruminants will reach 15 million head; the rate of large-scale livestock and poultry farming will exceed 90%, and the comprehensive utilization rate of livestock and poultry manure will exceed 93%.By 2030, the spatial layout, production structure, and industrial structure of the livestock sector will be further optimized; quality, efficiency, and competitiveness will be significantly enhanced; animal disease prevention and control capabilities will be markedly strengthened; the level of green development will be significantly improved; the capacity to ensure the supply of livestock and poultry products will be substantially increased; and both the rate of large-scale livestock and poultry farming and the comprehensive utilization rate of manure and wastewater will reach over 95%.

  II. Key Tasks

  (1) Optimize the Development Layout of the Livestock Industry. Taking into account factors such as resource endowments, ecological environment, industrial advantages, and market supply and demand, adjust and optimize regional layout and industrial structure, and support the development of industrial clusters for swine, meat poultry, and egg poultry.Stabilize swine production capacity, dynamically adjust local swine farming quotas, guide the relocation of swine farming to regions with high environmental carrying capacity, and promote the comprehensive upgrading of the swine industry alongside coordinated ecological and environmental protection; expand key poultry production areas such as Nanping, Longyan, and Zhangzhou, focusing on guiding the standardized and scaled development of white-feathered broiler chickens, yellow-feathered broiler chickens, laying hens, and waterfowl, and advancing the transformation of farming models;Support key production areas such as Nanping, Sanming, and Ningde in expanding the production of high-quality dairy livestock, cattle, sheep, and rabbits to improve production standards. By 2025, pork production will maintain basic self-sufficiency, poultry meat production will achieve surplus self-sufficiency, and the self-sufficiency rate for poultry eggs will reach over 90%; the self-sufficiency rates for milk, beef, and mutton will be significantly improved, and the structure of meat, eggs, and milk production will be further optimized.[Responsible Units: People’s Governments of all cities, counties (districts), the Pingtan Comprehensive Experimental Zone Administrative Committee, the Provincial Department of Agriculture and Rural Affairs, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Natural Resources, and the Provincial Department of Ecology and Environment (hereinafter, implementation shall be carried out by local people’s governments and the Pingtan Comprehensive Experimental Zone Administrative Committee, and will not be listed individually)]

  (2) Strengthen the development of high-quality livestock breeding systems.Intensify efforts to protect and develop livestock and poultry genetic resources; support the construction of genetic resource gene banks, conservation farms and their backup sites, core breeding farms, high-quality breed propagation and promotion bases, and breeding boar stations; and establish livestock science and technology industrial parks led by the seed industry. Strengthen the selection, breeding, and propagation of new breeds (hybrid lines) to increase the self-sufficiency rate of core breeding stock for swine, white-feathered broiler chickens, high-yield egg-laying ducks, and other breeds.Improve the system for measuring livestock and poultry production performance and genetic evaluation, and establish a dynamic monitoring and early warning mechanism for livestock and poultry genetic resources. By 2025, the protection rate of local livestock and poultry genetic resources across the province will reach over 95%, the number of provincial-level purebred breeding farms will exceed 40, and the population size of breeding livestock and poultry will reach over 700,000 head (including cattle, sheep, goats, pigs, poultry, and ducks).   (3) Vigorously develop large-scale, standardized, mechanized, and digitized livestock and poultry farming. Accelerate the construction of modern breeding bases, prioritize support for the development of large-scale farms, and guide farms to upgrade and improve their operations in accordance with local conditions while reasonably expanding their scale. Promote models such as “company (professional cooperative) + farmer” to drive specialized production among small and medium-sized farms (households). Provided that relevant planning, construction safety, and biosecurity requirements are met, multi-story structures are permitted for livestock and poultry facilities.Implement the Standardization Improvement Initiative for Livestock and Poultry Farming, thoroughly advance the creation of standardization demonstration projects, and gradually establish a standardized production system centered on large-scale farms. Strengthen technical guidance on full-process mechanization and the promotion of new equipment, promote the facility-based development of farming operations and the integration of equipment, and expand the scope of subsidies for the purchase of livestock machinery.Strengthen the application of technologies such as big data, artificial intelligence, cloud computing, the Internet of Things, and mobile internet, and advance the digitization of livestock and poultry farming records. By 2025, establish more than 300 provincial-level or higher standardized demonstration farms (bases) and 50 full-process mechanization demonstration farms.   (IV) Promote the Development of High-Quality Feed Resources. Vigorously develop the feed industry and comprehensively implement efficient, environmentally friendly, and safe feed production. Guide feed enterprises toward mergers and reorganizations to expand their scale, cultivate leading conglomerates, and increase industrial concentration. Accelerate the development and application of bio-feed, and promote feed products with low nitrogen, low phosphorus, and low mineral content. Adjust and optimize feed formulation structures to facilitate the reduction and substitution of corn and soybean meal.Cultivate and promote new varieties of high-quality forage grasses, develop and utilize crop straw, and establish and improve systems for the procurement, processing, storage, and transportation of straw and forage.   (5) Improve the animal disease prevention and control system. Implement the local government’s management responsibilities for disease prevention and control, and strengthen the construction of animal disease prevention and control laboratories, quarantine declaration points, designated channels for animals and animal products entering Fujian, and regional decontamination centers. Encourage the establishment of third-party testing institutions and urge production and operation entities to enhance their self-inspection capabilities. Conduct animal disease risk assessments, advance animal disease eradication efforts, and establish a number of disease-free farms focusing on breeding livestock and poultry as well as dairy animals.Support the establishment of disease-free zones and disease-free communities. Implement joint prevention and control measures for the Central and Southern regions, and coordinate animal disease prevention and control supervision. Improve the operational mechanisms of the emergency command system, strengthen the stockpiling and management of emergency supplies, and enhance emergency training and drills to improve emergency response capabilities. Relying on existing institutional and staffing resources, improve animal health supervision agencies and the animal disease prevention and control system.   (6) Accelerate the Upgrading of the Slaughter and Processing Industry.Continue to advance the standardization of pig slaughterhouses to elevate the overall level of the slaughter industry. Encourage the establishment, renovation, and expansion of large-scale, self-operated slaughter enterprises, while accelerating the closure, consolidation, and restructuring of small-scale pig slaughter facilities. Accelerate the implementation of centralized live poultry slaughter and gradually phase out live poultry trading in the main urban areas of prefecture-level cities. Support key leading enterprises in building standardized slaughterhouses and engaging in integrated operations encompassing breeding, slaughter, processing, distribution, and sales.Encourage slaughter and processing enterprises to advance the deep processing of meat products, guide these enterprises to relocate to major livestock production areas, and promote the local slaughter of livestock and poultry. By 2025, establish or renovate more than 25 standardized livestock and poultry slaughter and processing enterprises.   (7) Improve the cold chain distribution system for livestock and poultry products. Support slaughtering, processing, and logistics enterprises in building low-temperature storage facilities and equipping themselves with cold chain transportation equipment to facilitate the transition from transporting live livestock and poultry to transporting meat.Accelerate the development of a comprehensive cold-chain logistics system for meat, gradually improve the distribution network for chilled and fresh meat, and ensure that prefecture-level cities have dedicated meat reserve warehouses, county-level (city and district) slaughter and processing enterprises have pre-cooling facilities and cold storage, townships have refrigerated distribution points, and retail outlets have refrigerated display cases. Standardize the management of cross-regional transportation of live livestock and poultry, improve the “point-to-point” transportation system, and adhere to the principle of transporting meat but not live pigs across provincial borders.Strengthen public awareness campaigns promoting the safe and healthy consumption of livestock and poultry products to increase the proportion of chilled and fresh meat consumption. By 2025, the supply of chilled and fresh as well as frozen livestock and poultry products in markets at the urban level and above across the province will account for more than 30%.   (8) Deepen the integrated development of the livestock industry. Encourage leading enterprises in the livestock sector to extend their industrial chains through self-construction, joint ventures, contracts, and agreements, establish stable production-processing-sales linkage mechanisms, and promote integrated development.Upgrade livestock and poultry product processing technologies and increase the proportion of value-added processing. Facilitate direct sales connections between breeding bases, slaughter and processing facilities, and supermarkets, and promote integrated online and offline sales models. Strengthen international exchanges in the livestock sector and cooperation between Fujian and Taiwan; support enterprises in establishing breeding and processing bases overseas to leverage both domestic and international markets and resources to expand and strengthen their operations. Implement brand cultivation initiatives, promote the production of livestock and poultry products certified under the “Three Products and One Standard” program, and build a portfolio of well-known corporate brands and distinctive product brands.By 2025, cultivate more than 20 renowned Fujian agricultural brands, achieve over 700 livestock and poultry “Three Products and One Standard” certified products, and strive to establish 2 to 3 modern livestock industrial parks (clusters) with an annual output value of 10 billion yuan.   (9) Promote the green and circular development of the livestock industry. Establish a close linkage mechanism between crop cultivation and livestock farming based on land-based livestock rearing and the use of livestock manure to enrich the soil. Deepen the implementation of the Livestock Manure Resource Utilization Improvement Project, further clarify resource utilization methods and standards, and promote technical models such as the return of livestock manure to fields and the intelligent application of biogas slurry. Implement a registration management system for farms that fully utilize livestock manure for field application, exempting them from the requirement to apply for a discharge permit.Promote the connection of biogas meeting grid-connection standards to urban gas networks, and implement the VAT refund policy for the comprehensive utilization of biogas and biomethane resources; exempt the production, sale, wholesale, and retail of organic fertilizer products that meet specified standards from VAT; and exempt from environmental protection tax those who carry out comprehensive utilization and harmless treatment of livestock and poultry waste in accordance with the law.Strengthen the construction of facilities for the harmless treatment of dead livestock and poultry, advance insurance linkage mechanisms, and support the establishment of large-scale industrialized harmless treatment centers for dead livestock and poultry in Longyan, Nanping, Zhangzhou, Sanming, and other areas.Promote waterfowl farming without surface water contact; strictly prevent the resurgence of pollution from pig farming; and severely crack down on illegal farming, the illicit trade of dead livestock and poultry, and acts that pollute the environment. Implement the Organic Fertilizer Substitution for Chemical Fertilizer Initiative; encourage localities to introduce subsidy policies for organic fertilizer application to increase its use.   III. Support Measures

  (10) Strengthen and Solidify Responsibilities. Municipal and county (district) governments must, in accordance with the “vegetable basket” mayor’s responsibility system and the requirements for municipal and county-level implementation, assume overall responsibility for the development of the livestock industry in their respective regions and for ensuring the supply of meat, eggs, and dairy products. They must make every effort to implement planning, fulfill tasks, secure funding, and conduct supervision and evaluation, thereby promoting the high-quality development of the livestock industry in a vigorous and orderly manner. Relevant departments must divide responsibilities, coordinate closely, and form a synergistic effort to jointly advance the implementation of all measures.Strengthen the evaluation of the “vegetable basket” mayor’s accountability system, and incorporate meat, egg, and milk self-sufficiency rates as well as the progress of high-quality livestock industry development into the rural revitalization assessment framework. Encourage major consumption regions to explore supporting livestock production in major production regions through measures such as resource and environmental compensation and cross-regional cooperation to establish breeding bases, thereby fostering a long-term mechanism where consumption regions compensate production regions.   (11) Ensure land availability for livestock industry development. In accordance with the objectives of the livestock industry development plan and in conjunction with the formulation of local territorial spatial plans, coordinate efforts to support and address land requirements for livestock and poultry farming. Land used for agricultural facilities—including livestock and poultry production, manure treatment, inspection and quarantine, cleaning and disinfection, and the safe disposal of dead animals—may utilize general arable land without requiring land reclamation to offset land use.In principle, livestock and poultry farming facilities shall not utilize permanent basic farmland. Where a small amount of permanent basic farmland is involved and cannot be avoided, its use is permitted but must be offset by designating equivalent land. Increase support for livestock development through forest land; allow the construction of large-scale farming facilities on Grade III and IV protected commercial forest land, prioritize the allocation of forest land quotas, and process applications with complete documentation on a first-come, first-served basis.Access and exit roads for newly constructed, renovated, or expanded livestock and poultry farms may be integrated into the coordinated planning and construction of rural roads and forest access roads. When registering agricultural land for swine farming facilities, enterprise operators shall sign land reclamation agreements with township governments (subdistrict offices) to clarify reclamation responsibilities; no land reclamation fees shall be charged.   (12) Strengthen fiscal support. Optimize the structure of fiscal resources by including the livestock industry within the scope of support for the creation of modern agricultural industrial parks and industrial clusters. Continue to implement support policies such as the resource utilization of livestock manure, rewards for major pig-exporting counties, and subsidies for animal disease prevention and control. Support socialized animal disease prevention and control services through government procurement of services. Implement preferential policies on water and electricity usage for large-scale livestock farming and primary processing of livestock products, and implement tax incentives for the construction of livestock farming facilities.Leverage the guiding role of fiscal funds and explore mechanisms such as financing risk compensation. Governments at all levels shall include funding for animal disease prevention and control, the development of high-quality breeding systems, and emergency response to major animal disease outbreaks in their annual fiscal budgets.   (13) Deepen financial services. Promote mortgage loans secured by land management rights, livestock housing, and large-scale farming machinery, and actively and prudently conduct pilot programs for mortgage loans secured by live livestock and poultry. Explore the development of loans secured by deposit certificates, as well as financing based on purchase orders and insurance policies. Major agricultural financial institutions should increase credit funding for the entire livestock and poultry industry chain.Expand the coverage of existing central government policy-based insurance for pigs and dairy cattle; comprehensively promote policy-based insurance for facility-raised livestock and poultry; pilot policy-based insurance for broiler chickens and waterfowl; and explore pilot programs for livestock and poultry product price insurance. Encourage private capital to establish livestock industry investment funds and livestock technology venture capital funds.   (14) Strengthen support through science, technology, and talent. Enhance industry-academia-research collaboration; organize joint efforts to tackle key core technologies and bottlenecks in livestock development; accelerate the integration, application, and demonstration of new breeds, technologies, models, processes, and equipment; and enhance the core competitiveness of the livestock industry. Mobilize technical personnel from agricultural universities, research institutes, livestock and veterinary technology extension agencies, and industry associations to provide pre-production, in-production, and post-production technical guidance services at the grassroots level.Strengthen the construction of livestock industry science and technology innovation platforms and modern agricultural industrial technology systems. Increase efforts to attract and cultivate high-level agricultural research talent, and foster a group of leading talents and innovation teams to drive the high-quality development of the livestock industry. Encourage and support leading enterprises to establish livestock R&D centers and expert service teams to provide “customized” and “à la carte” services.Intensify technical exchanges and cooperation both domestically and internationally, and strengthen the introduction of advanced facilities, equipment, and high-quality genetic resources.   (15) Innovate Institutional Mechanisms. Encourage integrated innovation and guide livestock product processing enterprises and large-scale farms to establish stable production-to-sales linkage mechanisms. Improve the dynamic monitoring mechanism for livestock production and livestock product markets, and refine the long-term mechanism for government frozen pork reserves and distribution.Support third-party socialized services and leverage the role of livestock associations in industry self-regulation, technical services, and market development. Implement reforms to streamline administration, delegate power, and improve services; simplify procedures for acquiring land for livestock and poultry farming, as well as approval processes for environmental impact assessments, animal disease prevention and control reviews, and the import and export of breeding livestock and poultry; and strengthen in-process and post-event supervision.
