Three-Year Action Plan for the Development of the Modern Logistics Industry in Tongxiang City

(2024–2026)

To further promote the high-quality development of the modern logistics industry in our city, accelerate the transformation and upgrading of the logistics sector, enhance the level of intelligence in logistics operations, help transportation enterprises reduce costs and improve efficiency, and boost corporate competitiveness, this plan is formulated in light of the current state of the logistics industry in our city.

I. Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China to accelerate the high-quality development of our city’s logistics sector, improve logistics efficiency, and reduce logistics costs. We will fully leverage the advantages of our city’s stable economic development and well-developed transportation network to enhance the competitiveness of the logistics sector. Adhering to the development direction of marketization, specialization, socialization, and modernization, we will establish an economically rational, coordinated, green, environmentally friendly, safe, and efficient modern logistics service system to help our city contribute to writing the Tongxiang chapter of Zhejiang’s “Important Window”—the most brilliant section of this initiative.

II. Objectives and Tasks

Starting from the needs of industrial and supply chains, we will formulate a development plan for our city’s modern logistics sector. Guided by market demand and tailored to local conditions, we will design logistics functions to closely integrate industrial development with logistics development, making the logistics sector a focal point and driving force for attracting investment and promoting industrial growth. We will leverage industrial development to advance the systematic, modern, and intelligent development of the logistics sector. Through policy incentives, we will guide the transformation and upgrading of the local logistics industry.We will effectively optimize the business environment for logistics enterprises, standardize industry competition mechanisms, and encourage the expansion of market scale. By 2026, we aim to achieve the following: the city will have 7 road freight enterprises above designated size, with an annual road transport turnover exceeding 3 billion ton-kilometers; 5 or more public terminals will be constructed, 1 new shipping enterprise will be established, annual port throughput will reach 38 million tons, and annual waterway transport turnover will exceed 3.5 billion ton-kilometers;annual container throughput will exceed 130,000 TEUs; express delivery volume will reach 500 million pieces, with 7 express delivery enterprises meeting the scale criteria, and express delivery revenue will reach 2.4 billion yuan.

III. Key Measures

(1) Continuously optimize the business environment for logistics enterprises. Encourage logistics enterprises to meet the criteria for inclusion in statistical reporting and pursue scaled development. Encourage logistics enterprises to optimize and integrate resources through mergers and acquisitions, alliances, and cooperation to enhance their comprehensive integrated supply chain service capabilities. Study and resolve land-related constraints facing logistics enterprises, providing the necessary support to the greatest extent possible. Actively seek financial policies such as transportation and logistics re-lending to help enterprises alleviate funding difficulties and effectively promote cost reduction and efficiency improvement.

(2) Encourage the Development of Intermodal Transport. Fully leverage the synergies of sea-river intermodal transport, strengthen in-depth cooperation between the Tongxiang Port Area and the ports of Zhapu, Shanghai, and Ningbo-Zhoushan, and accelerate the smooth operation of sea-river intermodal transport corridors. Improve the inland waterway network and advance the upgrading of waterway classifications. Capitalize on the cost advantage of waterway transport to reasonably and orderly promote the transition from road to water transport and the shift from bulk to containerized cargo. Optimize port infrastructure services and enhance modern operational standards.Accelerate the construction of public terminals to enhance the comprehensive utilization capacity of ports. Leveraging Jiaxing Airport, explore the development of an aerotropolis economy and open new channels for air-road intermodal transport.

(3) Promote the digital and intelligent development of the logistics industry. Utilize modern information technology to facilitate the digitization and online integration of logistics elements. Strengthen the development of public logistics information service platforms in the Puyuan and Zhendong logistics parks, and promote the interconnection and sharing of logistics-related public data among departments such as transportation, public security traffic management, market regulation, and comprehensive law enforcement.Deeply apply technologies such as mobile internet, big data, and artificial intelligence; accelerate the construction of Internet of Things (IoT)-related facilities; promote the upgrading of smart logistics facilities by category; achieve transparency in transportation processes and full connectivity of smart equipment; and facilitate the exchange and interconnection of logistics information.

IV. Policy Support

(1) Assisting Road Freight Enterprises in Reducing Costs and Improving Efficiency.

1. Encourage road freight enterprises to meet statistical reporting standards. Road freight enterprises newly meeting the standards in the current year (with over 50 company-owned vehicles and annual revenue exceeding 10 million yuan) will receive annual rewards for three consecutive years, subject to evaluation by the transportation, finance, and other relevant departments.

2. Encourage the scaled development of road freight enterprises. For enterprises above the designated scale, if their annual operating revenue grows by more than 10%, 15%, or 20% year-on-year, they will be granted tiered incentives following evaluation by the transportation, finance, and other relevant departments.

(II) Supporting the Growth and Expansion of the Shipping Industry.

3. Encourage shipping (freight) enterprises to meet the criteria for inclusion in official statistics (annual revenue of 20 million yuan or more). Shipping (freight) enterprises newly meeting the criteria in the current year will, upon evaluation by the transportation, finance, and other relevant departments, receive an annual reward for three consecutive years.

4. Encourage the scaled development of shipping (freight) enterprises. Shipping (freight) enterprises meeting the scale criteria that achieve year-on-year revenue growth exceeding 10%, 15%, or 20% in the current year will be granted tiered incentives following evaluation by the transportation, finance, and other relevant departments.

5. Support the development of container port enterprises. Port enterprises with a year-on-year increase in annual container throughput exceeding 15% will be granted a certain reward following evaluation by the transportation, finance, and other relevant departments.

(III) Encouraging High-Quality Development of the Postal and Express Delivery Industry.

6. Encourage and support express delivery enterprises to grow and strengthen their operations. Newly added express delivery enterprises meeting the scale criteria will receive a maximum reward of 20,000 yuan, and newly added enterprises with annual revenue exceeding 100 million yuan will receive a maximum reward of 50,000 yuan. Existing enterprises with annual revenue exceeding 100 million yuan that achieve a year-on-year revenue increase of 20% or more compared to their peak business volume year will receive a maximum reward of 20,000 yuan.

7. Encourage high-quality “Express Delivery to Rural Villages” initiatives to increase the coverage of comprehensive rural delivery and logistics service stations that align with the modernization of agriculture and rural areas. Over the next three years, 30 new comprehensive service stations will be established in relatively remote administrative villages, with a maximum subsidy of 50,000 yuan provided to each administrative village where a comprehensive service station is completed and put into operation.

8. Encourage the development of “Express Delivery to Factories” projects and actively establish pilot zones for the integration of the express delivery and manufacturing sectors. Encourage the express delivery industry to optimize services for the manufacturing and e-commerce sectors. For “Express Delivery to Factories” or “Express Delivery to Industrial Parks” projects with an annual volume of 1 million parcels or more, competitive incentives will be provided based on volume rankings, with a maximum reward of 50,000 yuan for each of the top three projects and a maximum reward of 30,000 yuan for each of the fourth to sixth projects.

9. Encourage the express delivery industry to serve agricultural development. Projects awarded provincial-level gold or silver medals for serving modern agriculture will receive rewards of up to 50,000 yuan and 30,000 yuan, respectively; projects awarded national-level gold or silver medals will receive rewards of up to 80,000 yuan and 60,000 yuan, respectively.

V. General Requirements

(1) Enhance Political Awareness. All towns (subdistricts) and departments must fully recognize the significant importance of building a modern logistics system in promoting the high-quality development of the city’s service sector. They must strictly adhere to their respective responsibilities, increase efforts to cultivate and support logistics-related enterprises, and ensure that support measures for enterprises are implemented in an orderly manner and yield tangible results.

(2) Strengthen Organizational Leadership. Led by the Municipal Government, efforts to strengthen the overall coordination of modern logistics development will be intensified. The Municipal Development and Reform Bureau, Municipal Bureau of Economy and Information Technology, Municipal Finance Bureau, Municipal Transportation Bureau, Municipal Bureau of Agriculture and Rural Affairs, Municipal Commerce Bureau, Municipal Financial Development Service Center, Municipal Postal Administration, Development Zones, and all towns (subdistricts) shall, in accordance with their respective responsibilities, strengthen policy guidance and coordinated advancement of high-quality development in the logistics industry. Enterprises shall be guided to strengthen industry self-regulation, further standardize the logistics market, and comprehensively promote the high-quality development of Tongxiang’s modern logistics industry.

(3) Strengthen Publicity and Mobilization. Make full use of various official media channels and new media platforms such as WeChat official accounts to thoroughly promote and disseminate a series of enterprise support policies among businesses. Fully mobilize the enthusiasm of enterprises to ensure that relevant measures are effectively implemented and that the practical results of these policies are fully realized.

VI. Supplementary Provisions

(1) This plan applies to logistics enterprises (including road freight, shipping (cargo), and express delivery companies) that pay taxes in accordance with the law and maintain sound financial records, as well as administrative villages constructing rural delivery logistics service stations. Enterprises classified as Category D in the Tongxiang City Industrial Enterprise Comprehensive Performance Evaluation (based on the latest evaluation at the time of annual funding allocation) are not eligible for rewards.

(2) Enterprises that meet multiple policy criteria listed above or comply with other relevant municipal support policies (including policies requiring the municipal government to provide matching or bear funding as mandated by higher-level authorities) may choose the most favorable option; however, they may not receive duplicate benefits from multiple policies. The amount of award and subsidy funds will be dynamically adjusted and competitively allocated based on the annual budget allocation. Any tax-related expenses arising from the awards shall be borne by the enterprise or individual.

(3) Administrative villages receiving rewards and subsidies must use the funds exclusively for the daily operation and maintenance of comprehensive service stations; their use for any other purpose is strictly prohibited. Upon discovery of misuse, the village’s eligibility for subsidies will be revoked, legal liability will be pursued, and the subsidy funds will be recovered. The total amount of all rewards and subsidies received by an enterprise shall not exceed 100% of the enterprise’s new local comprehensive contribution for that fiscal year.

(4) Entities or individuals benefiting from this policy must strictly comply with national industrial policies and laws and regulations and earnestly fulfill their social responsibilities. In the event of serious violations of laws or regulations, the reward will be revoked in accordance with relevant provisions.

(5) This Plan shall take effect on October 1, 2024, and remain valid until December 31, 2026. Eligibility for awards and subsidies shall be calculated starting from January 1, 2024.
