Work Plan for Accelerating the Development of a Private Sector Headquarters Hub in Zhejiang Province (Trial Version)
To implement the decisions and arrangements of the Central Committee of the Communist Party of China, the State Council, the Provincial Party Committee, and the Provincial Government, to thoroughly advance the “No. 1 Opening-up Project” for the upgrading and enhancement of the “Sweet Potato Economy,” and to accelerate the development of a hub for private-sector headquarters, this work plan is formulated in accordance with the requirements of the “Several Opinions on Encouraging and Guiding the Development of the Headquarters Economy in Zhejiang Province (Revised Edition).”
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the important speeches made by General Secretary Xi Jinping during his inspection tour of Zhejiang. We will deepen the implementation of the “Eight-Eight Strategy,” comprehensively promote the high-quality development of the private economy, and foster a coordinated effort among provincial, municipal, and county levels, as well as between government and enterprises, combining cultivation with attraction. Focusing on advanced manufacturing, the digital economy, modern services, and modern agriculture, we will cultivate and develop private economy headquarters enterprises that are rooted in Zhejiang and have a global footprint,with high standards of modern governance and strong capabilities to integrate “two markets” and “two resources.” We aim to build a hub for private-sector headquarters characterized by substantial scale, high caliber, an optimal environment, and significant domestic and international influence, thereby providing robust support for accelerating the construction of a modern industrial system with Zhejiang characteristics and making greater contributions to “boldly taking the lead and writing a new chapter.”
(2) Work Objectives. By 2025, we aim to cultivate 100 leading provincial-level private-sector headquarters enterprises and 20 private-sector headquarters clusters. Zhejiang will maintain its national lead in the number of headquarters enterprises listed on the “Top 500 Chinese Private Enterprises” ranking, and the caliber and influence of private-sector headquarters and clusters will be further highlighted nationwide.By 2027, the capabilities of Zhejiang’s private-sector headquarters will have significantly improved. We will strive to have a group of globally competitive private-sector headquarters enterprises included in the national pool for cultivating world-class enterprises. The number of Zhejiang-based enterprises listed in the “Fortune Global 500” will rank among the top in the country, and several headquarters clusters will reach domestic first-class standards, becoming hubs for private-sector headquarters with international influence.
II. Cultivating Private Sector Headquarters Enterprises
(1) Designation of Private Sector Headquarters Enterprises. Each prefecture-level city shall conduct the designation of private sector headquarters enterprises in accordance with the “Several Opinions on Encouraging and Guiding the Development of the Headquarters Economy in Zhejiang Province (Revised Edition),” and shall compile a list and relevant materials to be submitted to the Provincial Department of Economy and Information Technology for inclusion in the provincial database of private sector headquarters enterprises (hereinafter referred to as “headquarters enterprises”). In principle, headquarters enterprises must have two or more branches or subsidiaries in which they hold a 50% or higher stake outside Zhejiang Province.Specifically, corporate-type headquarters must have total assets and operating revenue (sales revenue) of at least 100 million yuan and 1 billion yuan, respectively, as of the end of the previous year; institutional-type headquarters must have total assets and operating revenue (sales revenue) of at least 50 million yuan and 500 million yuan, respectively. For headquarters enterprises located outside Hangzhou and Ningbo, the standards for total assets and operating revenue (sales revenue) shall be applied at 70% of the above amounts.
(2) Cultivating and Enhancing the Capabilities of Headquarters Enterprises. All prefecture-level cities shall strengthen support services for headquarters enterprises, promote the improvement of their headquarters management and control systems, implement projects to benchmark and upgrade management modernization, reinforce the functions of their Zhejiang-based headquarters in areas such as R&D, finance, and sales, and enhance their global operational capabilities. Efforts shall be made to systematically advance the tiered cultivation of high-quality private enterprises and accelerate the expansion of the core base of headquarters enterprises.
III. Building Leading Headquarters Enterprises in the Private Sector
(1) Cultivating Leading Headquarters Enterprises. To ensure the standardization and orderliness of the recognition process for private-sector headquarters enterprises across regions, third-party institutions shall evaluate registered private-sector headquarters enterprises in accordance with the *Guidelines for Cultivating Leading Headquarters Enterprises in Zhejiang’s Private Sector (Trial)*. Based on the evaluation results, 100 leading private-sector headquarters enterprises will be announced annually, and their cultivation will be strengthened.
(2) Supporting Enterprise Innovation. Support leading enterprises in the application and promotion of their first-of-a-kind products and recommend them for inclusion in procurement catalogs of the government, central state-owned enterprises, and local state-owned enterprises. Encourage leading enterprises to establish high-level platforms such as innovation consortia and manufacturing innovation centers, and to lead or participate in national and provincial science and technology research projects. Better leverage the catalytic role of the “4+1” special funds to empower the development of leading enterprises.
(3) Strengthen the supply of production factors. Support eligible headquarters construction projects of leading enterprises by including them in provincial-level major industrial projects and granting additional construction land quotas in accordance with regulations. Deepen the reform of evaluating performance based on output per mu, and encourage localities to ensure reasonable demands for land use and energy consumption of investment projects that align with policy directions, in accordance with laws and regulations.Explore the implementation of land allocation for industrial chains. For key links and core projects within industrial chains, unified planning and layout may be adopted, with implementation carried out as a whole and land supplied on a parcel basis. Support leading enterprises in implementing “zero-land” technological upgrades; provided they comply with detailed plans and do not change land use, no additional land premiums will be charged for the construction or expansion of production facilities on their own industrial land or for the use of underground space to increase floor area ratio.
(4) Strengthen Talent Support. Promote the rational allocation of talent resources by leading enterprises and support eligible enterprises in piloting autonomous reviews for provincial-level talent programs. Advance the reform of professional title evaluation through socialized assessment, authorizing qualified leading enterprises to conduct professional title evaluations within their respective industries.
IV. Building a Hub for Private Economy Headquarters
(1) Designating Private Sector Headquarters Clusters. The Provincial Department of Economy and Information Technology, in conjunction with relevant provincial departments, will follow the *Guidelines for the Construction of Private Sector Headquarters Clusters in Zhejiang Province (Trial)* to identify such clusters based on voluntary applications. Focusing on key sectors such as advanced manufacturing,the digital economy, modern services, and modern agriculture, and will commission third-party evaluations to select counties (cities, districts) that meet the following criteria: hosting 10 or more headquarters enterprises with annual operating revenue (sales revenue) exceeding 1 billion yuan and 3 or more leading enterprises, while demonstrating distinct characteristics. These areas will be designated as “Hubs for the Aggregation of Private Economy Headquarters.” For mountainous and island counties, eligibility criteria may be appropriately relaxed as circumstances warrant.
(2) Cultivating Regional Characteristics and Advantages. Support Hangzhou and Ningbo in building world-class comprehensive private-sector headquarters clusters centered on the digital economy and advanced manufacturing. Encourage eligible counties (cities, districts) to leverage their industrial strengths—such as advanced manufacturing, emerging industries, future industries, and international trade services—as well as local resources like Zhejiang businesspeople and overseas Chinese entrepreneurs, to conduct groundbreaking explorations in policy, services, and ecosystem development, thereby creating a group of distinctive private-sector headquarters clusters.
(3) Optimize the ecosystem for headquarters development. Encourage “hubs for private-sector headquarters” to plan and build core zones that aggregate high-end resources, develop high-end industries, and foster a service ecosystem.
V. Promoting the Optimization of Global Layouts for Headquarters Enterprises
(1) Strengthen the Attraction of Corporate Headquarters.Focusing on key areas such as the “415X” advanced manufacturing clusters and modern service industries—where we aim to strengthen our strengths and address our weaknesses—the provincial, municipal, and county levels will collaborate to update industrial maps, clarify recruitment priorities and strategic directions, and establish platforms for exchange and cooperation. We will attract Fortune Global 500 companies, China’s Top 500 enterprises, multinational corporations, and high-quality private enterprises to establish headquarters in Zhejiang. All cities, counties (cities, districts) must strengthen the provision of essential resources for corporate headquarters recruitment projects.
(2) Support the Open Development of Headquarters Enterprises. Support provincial headquarters enterprises in implementing major national strategies such as East-West Collaboration and Yangtze River Delta Integration, expanding their domestic footprint in an orderly manner, and effectively integrating and utilizing advantageous resources in central and western regions. Support headquarters enterprises in seizing international cooperation opportunities presented by initiatives such as the Belt and Road Initiative and the Regional Comprehensive Economic Partnership (RCEP), strengthening industrial chain cooperation with developed nations like the European Union and neighboring countries such as ASEAN, and strategically positioning industrial and supply chains with a global perspective to secure strategic resources and expand into emerging markets.Strengthen cooperation and coordination with countries (regions) where headquarters enterprises are relatively concentrated, enhance guidance on the compliance of enterprises’ overseas operations, and promote the integrated development of domestic and international business operations.
VI. Optimizing the Development Environment
(1) Building a First-Class Business Environment. We will thoroughly implement the “No. 1 Reform Project” for optimizing the business environment to create a high-level business environment characterized by marketization, rule of law, and internationalization. We will establish a long-term mechanism for connecting with and serving headquarter enterprises to promptly coordinate and resolve issues related to their development needs.
(2) Promote the Culture of Outstanding Zhejiang Business Leaders. Accelerate the development of a high-caliber talent pool for the private sector, cultivate a new generation of entrepreneurs, and carry forward the culture of outstanding Zhejiang business leaders. Improve positive incentive mechanisms for entrepreneurs, and strengthen publicity, reporting, and honorary recognition of the exemplary deeds and outstanding contributions of leading entrepreneurs from flagship enterprises.
(3) Strengthen Collaborative Efforts. Establish a work system led by the Provincial Department of Economy and Information Technology, with coordination from relevant provincial departments and joint efforts from provincial, municipal, and county levels. Strengthen work assessment and evaluation; counties (cities, districts) that achieve significant results in cultivating and attracting private-sector headquarters enterprises shall be commended and incentivized in accordance with relevant national and provincial regulations.The Provincial Department of Economy and Information Technology will commission a third party to conduct research and evaluations on the development of the private sector headquarters hub, and will compile an annual White Paper on the Development of Zhejiang’s Private Sector Headquarters Hub. Each prefecture-level city and county (city, district) may formulate implementation plans and specific measures based on local conditions and unique strengths to jointly build the private sector headquarters hub.
