Original Title: Implementation Opinions of the Shaoxing Municipal People’s Government on Promoting the High-Quality Development of the Low-Altitude Economy

To the People’s Governments of All Districts, Counties (Cities), and All Departments and Units of the Municipal Government:

To fully implement the decisions and arrangements of the Central Committee of the Communist Party of China, the State Council, and the Provincial Party Committee and Provincial Government; to seize the strategic opportunities presented by the intensive innovation and rapid growth of the low-altitude economy industry; to promote the high-quality development of the low-altitude economy; and to build a low-altitude economic hub with distinct Shaoxing characteristics, the following implementation opinions are hereby put forward.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and in accordance with the decisions and deployments of the Provincial Party Committee and Provincial Government regarding “building a strong civil aviation province at a high level and creating a hub for low-altitude economic development,” we will adhere to planning-led development, strengthen independent innovation, consolidate the infrastructure foundation, emphasize high-end manufacturing, expand application scenarios, and enhance industrial capabilities.By 2027, we aim to establish a smart, integrated management and service system for low-altitude airspace featuring “manned aircraft + drones” with Shaoxing characteristics, as well as an integrated and synergistic development model combining “advanced manufacturing + modern services.” The scale and innovation capacity of the low-altitude economy will reach a leading level among prefecture-level cities nationwide, forming a “Shaoxing Model” that is replicable and scalable. By 2035, we will fully establish a national pilot zone for low-altitude economy management, a benchmark area for industrial development, and a comprehensive development demonstration zone.

— Infrastructure supply capacity will be significantly enhanced. We will construct low-altitude infrastructure of appropriate scale, explore new models for low-altitude airspace operation and management, and establish a convenient, efficient, intelligent, precise, and integrated low-altitude operation management platform and comprehensive application service platform.By 2027, two new general aviation airports will be constructed, one existing airport will be renovated and expanded, and planning for three additional airports will be initiated; 200 landing sites of various types will be completed, including 40 helicopter landing sites and 20 public drone landing sites, achieving “connectivity in every county” and forming a basically complete low-altitude infrastructure network, low-altitude air route network, and low-altitude flight service network.

——Significantly enhanced capabilities in key industrial sectors.The “Shaoxing Low-Altitude Economy Development Plan” will be formulated to advance the low-altitude industry. Efforts will be made to secure designation as a National Comprehensive Low-Altitude Economy Industrial Demonstration Zone and to establish two provincial-level low-altitude industry pilot zones. By 2027, the output value of the low-altitude industry will reach 50 billion yuan. The number of large-scale enterprises in the low-altitude sector will reach 50, including 2 “chain-leading” enterprises, 2 “single-champion” enterprises, and 9 “specialized, refined, distinctive, and innovative” small-giant enterprises.

——Innovation capabilities in key areas will be significantly enhanced. Innovation capacity will be effectively strengthened, talent in the low-altitude sector will be attracted, and a number of critical “bottleneck” technologies will be overcome. By 2027, at least one new provincial-level science and technology innovation platform in the low-altitude sector will be established; a cumulative total of at least two provincial-level or higher scientific research projects will be implemented; and 100 leading talents in the low-altitude sector will be recruited. Two new municipal-level or higher standards and guidelines for the low-altitude sector will be formulated.

——Significantly enhanced service capabilities for scenario-based applications. The scale and application level of the low-altitude economy will be significantly improved. Focusing on areas such as sports, cultural and tourism consumption, manned flight, urban-rural logistics, medical rescue, and urban governance, we will make every effort to build “Pilot Zones” for the low-altitude economy and “Premium Zones” for innovative applications in commerce, tourism, culture, and sports.By 2027, 15 general aviation transport routes will be launched, and at least 2 premium low-altitude tourism routes will be developed, with the annual flight hours of general aviation aircraft targeted to reach 3,000 hours; 250 drone routes will be launched, with annual drone flight hours reaching 450,000 hours; more than 10 innovative application scenarios with demonstrative effects will be created, and efforts will be made to secure at least 2 provincial-level low-altitude economy application demonstration projects.

II. Major Tasks

(I) Enhancing the Level of Aerotropolis Economy

1. Build a hub for aerotropolis economic development. The Shaoxing section of the Hangzhou-Shaoxing Aerotropolis Economic Integration Demonstration Zone will focus on the strategic positioning of “a nationally leading aerotropolis smart manufacturing zone, a Hangzhou-Shaoxing integrated urban cooperation and innovation zone, andthe Shaoxing Future City Pilot Zone,” guided by the “One Core, Two Corridors, Three Zones” spatial layout. It will strengthen interconnectivity along key transportation routes, focus on the “next-generation optoelectronic information + integrated aviation services” industries, accelerate integrated development with Hangzhou’s Xiaoshan District and Qiantang District, and fully commit to building the “Hangzhou-Shaoxing Optoelectronics Valley” and the “Aviation Smart Innovation City.” The initiative aims to secure provincial-level “10,000-mu, 100-billion-yuan” new industrial platforms for optoelectronic information and foster one industrial cluster with a scale of 10 billion yuan.

2. Building a Hub for Opening-up in the Comprehensive Bonded Zone. The Shaoxing Comprehensive Bonded Zone, with the goal of becoming a pioneer zone for opening-up, will focus on industries such as high-end manufacturing and new forms of service trade, and strive to extend the port functions of Xiaoshan International Airport to Shaoxing (Comprehensive Bonded Zone).Leveraging port resources, we will promote coordinated development between the zone and the port, harness the “Bonded+” model, and establish a distinctive aviation cargo distribution hub for industrial and supply chains serving the Yangtze River Delta and beyond, building Shaoxing’s most recognizable comprehensive bonded zone for opening up to the outside world.

(2) Strengthening the Low-Altitude Aviation Industry Chain

3. Expand the scale of the low-altitude manufacturing industry. Advance the construction of low-altitude industrial projects, strengthen the “dual recruitment and dual attraction” work mechanism, vigorously promote investment attraction for the low-altitude economy, and attract a batch of strategic, landmark, and leading major projects.Establish a low-altitude economy industrial cluster, enhance the general aviation industry in Xinchang, and cultivate the aerospace equipment industry in Zhuji. Attract and nurture a cohort of low-altitude economy enterprises, and comprehensively build a “pyramid-style” tiered growth and cultivation system comprising innovative SMEs, specialized, refined, distinctive, and new “Little Giant” enterprises, and national-level chain-leading enterprises.

4. Build a cluster of low-altitude manufacturing industrial chains. Focusing on the key areas of “aircraft, satellites, equipment, and materials,” we will establish four major manufacturing industrial chains for the low-altitude economy. Leveraging the advantages of the full general aviation industrial chain, we will build an internationally influential manufacturing chain for complete low-altitude aircraft.Accelerate the development and integrated layout of the full satellite manufacturing industrial chain to build a domestically leading low-altitude satellite manufacturing industrial chain. Leveraging our city’s strengths in high-end precision manufacturing, we will achieve breakthroughs in key technologies such as aerospace components, green aviation propulsion, and aviation meteorological equipment manufacturing to establish a major domestic aerospace equipment industrial chain. We will strengthen our city’s competitive edge in aerospace new materials, attract leading enterprises in key sectors, and conduct R&D and production of critical aerospace materials to build a distinctive domestic aerospace new materials industrial chain.

5. Strengthen technological innovation in the low-altitude industry. Focusing on new equipment, technologies, and materials, we will emphasize independent innovation and capacity enhancement to build an integrated innovation platform for the low-altitude sector. We will support the establishment of innovation consortia and new R&D institutions to pursue disruptive technological innovations in the low-altitude sector and promote the R&D and industrialization of key generic technologies. We will strengthen the supply of technological innovation resources in the low-altitude sector and facilitate the commercialization of scientific and technological achievements.

(3) Optimizing Low-Altitude Operation Services

6. Deploy the “Three Networks” of low-altitude new infrastructure. Accelerate the construction of general aviation airports and comprehensively deploy various types of takeoff and landing sites, UAV test sites, smart base stations, and other low-altitude new infrastructure networks. Establish low-altitude air routes and flight paths by altitude to build a low-altitude route network that supports test flights and routine operations of both manned and unmanned aircraft.Encourage the application of low-Earth orbit (LEO) and ultra-low Earth orbit (UEO) satellites; deploy low-altitude communication, navigation, surveillance, and meteorological facilities; accelerate the conduct of low-altitude airspace environment surveys; establish a low-altitude data foundation; and build a low-altitude flight service network.

7. Expand low-altitude application scenarios.Vigorously develop the low-altitude sports economy, actively host national-level aviation sports events, and create aviation sports brands with broad participation and high visibility. Support scenic spots in establishing low-altitude tourism routes and create the “East Zhejiang Aerial Tang Poetry Route” as a flagship low-altitude tourism brand. Develop “low-altitude + logistics,” promote the large-scale development of drone e-commerce logistics, and establish a “drone e-commerce logistics” service brand. Construct an aerial corridor connecting Hangzhou, Ningbo, and Shanghai to create an “one-hour aerial transportation circle.”Encourage the application of low-altitude aircraft in public service sectors—including transportation, public security, emergency response, healthcare, agriculture, water conservancy, maritime affairs, meteorology, power, natural resources, and environmental protection—through measures such as government procurement of services. Create a series of demonstration application scenarios in urban governance, medical rescue, power line inspection, agricultural and forestry plant protection, land surveying, environmental monitoring, and public health. Focus on general aviation airports to develop specialized maintenance and support bases.

8. Foster an Optimal Ecosystem for Low-Altitude Development. Establish a collaborative management mechanism for low-altitude airspace to unlock airspace resources and enhance utilization efficiency. Develop a system of government services and regulatory standards for the low-altitude sector, and formulate technical, management, and industry-specific application standards and rules. Establish a statistical monitoring system for the low-altitude economy to strengthen oversight of industry operations. Form a Low-Altitude Economy Expert Committee and establish a city-wide Low-Altitude Economy Industry Alliance to intensify efforts in attracting and cultivating talent in this field.Vigorously develop businesses such as low-altitude flight certification training, and actively seek to attract drone testing and airworthiness certification agencies to settle in Shaoxing. Organize events related to the low-altitude economy to showcase its achievements and encourage broad public participation.

9. Launch pilot and demonstration projects for the low-altitude economy. Strive to become a national pilot for urban air traffic management and a comprehensive industrial demonstration zone for the low-altitude economy, and actively participate in the construction of the national pilot province for the innovative application and comprehensive operation of general aviation equipment. Incorporate the low-altitude economy into the cultivation of future industry pilot zones, and support districts, counties (cities) in securing provincial-level pilot and demonstration projects for low-altitude economic development.

III. Support Measures

(1) Strengthen Organizational Support. Led by the top leadership of the municipal government, with the vice mayor in charge overseeing daily operations, a dedicated task force for the high-quality development of the low-altitude economy will be established. Relevant municipal departments will collaborate and coordinate their efforts, while districts and counties will establish corresponding mechanisms to form a cohesive force of vertical coordination and horizontal collaboration. Work mechanisms for responsibility implementation, task tracking, and evaluation and incentives will be established, and work will be advanced through checklists, milestones, and project-based management to ensure the completion of tasks.

(2) Strengthen Resource Support. Based on the characteristics and practical needs of our city’s low-altitude economy development, introduce specialized support policies to further strengthen the provision of resources such as funding, land, tax incentives, and financial support. Cultivate a high-caliber pool of innovative talent and highly skilled professionals in the low-altitude sector.

(3) Strengthen Safety Guarantees. Enhance supervision of low-altitude airspace applications and strictly enforce laws, regulations, and rules governing the low-altitude sector. Strengthen market regulation to standardize business operations and the competitive environment.Strengthen safety risk management; establish a flight data statistics and evaluation indicator system; improve the low-altitude flight risk prevention mechanism; and enhance flight safety safeguards. Develop emergency response plans for unmanned aircraft flight safety and integrate them into the emergency management system for public safety incidents. Enhance public safety management capabilities for drones and actively build a “safety foundation” to support the development of the low-altitude economy.
