Several Measures to Support the High-Quality Development of the Whole Industrial Chain of Artificial Intelligence
In order to seize the opportunity of the new round of development of artificial intelligence, actively implement the "Artificial Intelligence+" action, and promote the development of Hangzhou's artificial intelligence industry.
In order to seize the opportunity of the new round of development of artificial intelligence, actively implement the "artificial intelligence +" action, promote the high-quality development of the whole industrial chain of artificial intelligence industry in Hangzhou, and create a national highland for the development of the artificial intelligence industry, we have formulated this measure.
I. Accelerate the construction of arithmetic facilities
(I) Support arithmetic technology research. Encourage enterprises to carry out research and development of key arithmetic technologies, municipal support in accordance with relevant policies. Encourage enterprises to undertake national and provincial key R & D tasks to accelerate the formation of major scientific research results, in line with the policy provisions of the project according to the national and provincial actual arrival of funding 25% of the funding, the funding amount does not exceed 5 million yuan. (ii) Increase financing discount support. Included in the government's unified layout of the new arithmetic infrastructure construction projects (total investment size of not less than 50 million yuan), encourage cooperative banks to set up preferential interest rate credit funds to provide loans for arithmetic infrastructure construction projects, support for servers and other arithmetic facilities collateralized financing. The financial funds will provide interest subsidy support, and according to the preferential interest rate of cooperative banks, the project construction unit will be given interest subsidy of no more than 1.5 percentage points in preferential grades, and the amount of interest subsidy will be no more than 50% of the interest paid by the project construction unit to the cooperative bank, and the amount of subsidy enjoyed by a single enterprise will be no more than 10 million yuan per year. Support eligible arithmetic projects to apply for policy development financial instruments, and actively pursue the issuance of real estate investment trusts (REITs) products in the infrastructure sector. (c) Expanding the issuance of "arithmetic vouchers". The total amount of "arithmetic vouchers" will be increased to 250 million yuan per year, and the new "arithmetic vouchers" will support enterprises to purchase smart arithmetic supplied by smart computing centers in line with the planning and layout of Hangzhou as well as partners included in the arithmetic aggregation. The "arithmetic vouchers" are subsidized to user enterprises at a rate not exceeding 30% of the arithmetic contract cost, of which the subsidy ratio of enterprises relying on the filed generative multimodal basic model for model service (MaaS), intelligent body development and other applications does not exceed 30% of the arithmetic contract cost, and using domestic arithmetic facilities for model training, The subsidy ratio for enterprises using domestic computing facilities for model training, reasoning and application shall not exceed 30% of the cost of the computing power contract, and the subsidy ratio for enterprises using other computing facilities shall not exceed 20% of the cost of the computing power contract. A single enterprise can apply for no more than 8 million yuan of "arithmetic vouchers" per year, and the subsidy rate for generative multimodal basic large model enterprises can be relaxed. II. Cultivate the model open ecology
(D) Support model compliance filing. (e) Support the construction of model open source community. Increase the cultivation of model open source ecology, support open source communities to release open source models, provide model services (MaaS), carry out the model intelligent body (Agent) applications, build artificial intelligence talent exchange platform, regularly release a number of artificial intelligence applications as the focus of the scene of the industry "opportunity list", organize the field of artificial intelligence, high-level talents to participate in the "unveiling" of artificial intelligence. Organize high-level talents in the field of artificial intelligence to participate in the project of "unveiling the list of marshals" and promote industrial transformation. For the development enterprises with top model downloads, consistently leading model performance rankings, and high community contribution, no more than 10 enterprises will be selected to receive 200,000-1,000,000 yuan each according to the different categories of contributing models and algorithms. Accelerate the cultivation of leading enterprises with industry chain control ability and international competitiveness, and support the first recognized manufacturing "single champion" enterprises, national specialized and new "small giant" enterprises and provincial "invisible champions" enterprises in accordance with relevant policies. Support the artificial intelligence industry alliance to explore the establishment of an open training platform, and encourage and guide young people and college students to learn artificial intelligence skills. These measures shall come into force on August 19, 2024, and shall be valid until December 31, 2027, with Municipal Bureau of Economics and Information Technology being responsible for taking the lead in organizing and implementing them.
