The “Several Measures of Haining City to Support the Transformation and Upgrading of Traditional Advantageous Industries (Trial)” has been discussed and approved at the 42nd Executive Meeting of the 16th Municipal Government. With the consent of the Municipal Government, it is hereby issued to you for earnest implementation.

Several Measures of Haining City to Support the Transformation and Upgrading of Traditional Advantageous Industries

(Trial)

To further consolidate the position of our city’s traditional competitive industries, boost business confidence, and promote complementary strengths and competitive development among enterprises of all types, this policy is formulated based on our city’s actual conditions. It focuses on fifteen key areas—including large-scale equipment upgrades, digital transformation, green transformation, and innovative design—and aims to effectively promote the transformation and upgrading of traditional competitive industries through policy optimization and iteration, enhanced resource support, and upgraded government services.

I. Eligible Entities and Basic Criteria

Traditional competitive enterprises and social organizations in sectors such as leather, warp-knitting, home textiles, apparel, hosiery, furniture, hardware, and printing and packaging that pay taxes in accordance with the law and possess sound financial management systems and good financial records.

II. Policy Standards for Supporting Traditional Advantageous Industries

(1) Encouraging Large-Scale Equipment Upgrades by Enterprises.

1. Enterprises are encouraged to accelerate investment and expand production capacity; the government will provide certain guarantees regarding land, energy consumption, emissions, and other factors in accordance with the implementation schedule.For traditional advantage industry projects implemented by enterprises or led by local governments, a progressive calculation method will be applied: a 5% incentive will be granted for actual financial expenditures on production equipment between 5 million and 10 million yuan (inclusive); a 7% incentive for the portion between 10 million and 50 million yuan (inclusive); and a 9% incentive for amounts exceeding 50 million yuan, with a maximum of 20 million yuan per project.(Municipal Bureau of Economy and Information Technology, Municipal Development and Reform Bureau, Municipal Bureau of Natural Resources and Planning, Municipal Ecological Environment Branch)

(2) Promoting Enterprise Digital Transformation.

2. Fully leverage the policy on additional tax deductions for R&D expenses. Implementation shall follow the "Zhejiang Manufacturing 'Smart Manufacturing' R&D Expense Additional Deduction Policy Guidelines (2024 Edition)" and the "Jiaxing Municipal Manufacturing Digital Transformation R&D Expense Additional Deduction Policy Implementation Guidelines" to further incentivize enterprises to increase investment in R&D for key digital transformation technologies. 3. Support the construction of Industry Brain and Industrial Internet platforms. For approved Industry Brain projects in specific sub-sectors, provide support covering up to 50% of construction costs (with a maximum of 5 million yuan per Industry Brain). Award a 1.5 million yuan incentive to enterprises recognized as national-level Industrial Internet pilot demonstration entities, and a 500,000 yuan incentive to enterprises listed as provincial-level Industrial Internet platforms (entities on the creation list receive half the incentive);Encourage enterprises to standardize data resource management and enhance data management capabilities. Enterprises included in the provincial pilot list for implementing national standards for enterprise data management and that pass the Data Management Capability Maturity Model (DCMM) Level 2, 3, 4, or 5 certification will receive one-time rewards of 200,000 yuan, 300,000 yuan, 400,000 yuan, and 500,000 yuan, respectively. Enterprises included in the provincial Chief Data Officer (CDO) pilot program will receive a one-time reward of 200,000 yuan;Support service providers in offering public service projects such as smart manufacturing supply-demand matching, technical exchanges, and business training, with a subsidy of up to 200,000 yuan per service provider. (3) Promoting Green Transformation of Enterprises.

4. Recognized national, provincial, and Jiaxing-level green factories and green industrial parks will receive rewards of 1.5 million yuan, 500,000 yuan, and 200,000 yuan, respectively; factories recognized as zero-carbon (or near-zero-carbon) will receive a reward of 500,000 yuan.Award 1.5 million yuan to enterprises recognized as national-level green supply chain management enterprises, green design demonstration enterprises, and energy efficiency “frontrunner” enterprises in key energy-consuming industries; award 100,000 yuan to enterprises recognized as provincial-level water-saving enterprises; and award 50,000 yuan to enterprises that voluntarily implement clean production and pass the review and acceptance process. 5. Support emission reduction and upgrading in traditional industries. For enterprises in traditional industries that implement pollution reduction measures (through management or engineering), the surplus Chemical Oxygen Demand (COD) quotas will be repurchased by the government at the original transfer price, followed by a reward of 10,000 yuan per ton; surplus Volatile Organic Compounds (VOCs) will be rewarded at 10,000 yuan per ton.Support the development of high-quality traditional industries by prioritizing the allocation of emission rights for key projects regarding volatile organic compounds (VOCs), chemical oxygen demand (COD), ammonia nitrogen, sulfur dioxide, and nitrogen oxides. 6. For environmental remediation projects implemented by leading enterprises (such as zero-discharge wastewater treatment facilities, upgrades to air pollution control facilities, and soil and solid waste treatment), a 5% reward will be granted based on actual financial expenditures. (IV) Support for Enterprise Innovation and Design.

7. Provide incentives to large-scale industrial enterprises in traditional competitive industries that are certified as high-tech enterprises: 100,000 yuan for initial certification and 50,000 yuan for subsequent certifications. (Municipal Science and Technology Bureau)

8. Recognized national, provincial, and Jiaxing-level service-oriented manufacturing demonstration enterprises (platforms, projects) will receive rewards of 1.5 million yuan, 500,000 yuan, and 200,000 yuan, respectively. Recognized national, provincial, and Jiaxing-level industrial design enterprises (centers, research institutes) will receive rewards of 1.5 million yuan, 500,000 yuan, and 200,000 yuan, respectively. (V) Support for Brand Development.

9. For fashion brands introduced for the first time to our city for production and operation, or newly established by enterprises, a reward of up to 10 million yuan per year will be granted. Support will be provided for copyright registration; enterprises or individuals whose works obtain a copyright registration certificate issued by the Zhejiang Provincial Copyright Bureau or the National Copyright Administration will receive a full subsidy based on Zhejiang Province’s fee standards. (VI) Support for Enterprise Market Expansion.

10. Enterprises participating in overseas exhibitions will receive a certain amount of reimbursement for booth fees; enterprises securing non-allocated, in-demand booths at the Canton Fair will receive a certain amount of reimbursement for booth fees; and enterprises participating in the Canton Fair as a group with custom booths will receive a certain amount of reimbursement for custom booth setup costs. Industry associations that lead the organization of 10 or more enterprises to participate in overseas exhibitions (per exhibition) will receive a certain amount of reimbursement. 11. Enterprises will receive a subsidy of up to 15,000 yuan per standard booth for actual booth fees incurred at domestic exhibitions. Support for a single enterprise is limited to a maximum of 15 booths per year, with a total subsidy cap of 100,000 yuan. Associations organizing participation in domestic exhibitions will receive a subsidy for their actual expenses, with a maximum of 200,000 yuan per association annually. 12. An annual exhibition subsidy fund of 2 million yuan will be allocated. For exhibition projects aligned with Haining’s leading industries that are organized through market-oriented operations and feature at least 200 standard international booths, a subsidy of up to 1,000 yuan per standard booth will be provided. 13. For Haining retail enterprises above the designated size that develop franchise dealers outside Haining City and include them in the statistics for retail sales above the designated size, a one-time reward of 2% of the retail sales will be granted for each dealer developed, provided the retail sales exceed 5 million yuan, with a maximum reward of 150,000 yuan. 14. For enterprises with self-operated export sales of less than $5 million in the previous year and export businesses handled by provincial-level foreign trade service agents, the government will provide unified insurance coverage, with a maximum annual premium of 4 million yuan. (VII) Support for Talent Recruitment and Development.

15. Recipients of newly introduced or newly awarded fashion design prizes in the previous year—such as the China Fashion Design Golden Peak Award, the Guanghua Longteng Award—Top Ten Outstanding Young Designers in China, “China’s Best Men’s and Women’s Fashion Designer,” and “China’s Top Ten Fashion Designers”—shall be granted one-time rewards of up to 200,000 yuan and 100,000 yuan, respectively.We will continue to support the development of traditional and historical classic industries, implement a new round of the Action Plan for the Development of the Arts and Crafts Industry, and support the recruitment and cultivation of national and provincial-level talent to settle in Haining. 16. Enterprises certified as provincial, Jiaxing, or Haining-level “Skill Empowerment Enterprises” will be awarded 100,000 yuan, 70,000 yuan, and 50,000 yuan, respectively. (Municipal Human Resources and Social Security Bureau)

(VIII) Support for Industrial Chain Upgrading.

17. Implement the Collaborative Innovation 2.0 initiative to support enterprises in integrating innovation resources for joint R&D. Provide rewards for R&D projects that demonstrate significant achievements in strengthening, supplementing, and extending industrial chains. (Municipal Science and Technology Bureau)

18. Encourage enterprises with an annual output value of 500 million yuan or more to outsource production and processing to small and medium-sized enterprises. Enterprises that achieve an additional annual output value of 30 million yuan or more from such outsourcing will receive a one-time reward of 300,000 yuan. (IX) Supporting the Role of Industry Associations.

19. For various activities—including research projects, operational monitoring, industrial chain matching, training, and index releases—organized by industry associations under the guidance of their competent (supervising) departments, provide an annual funding subsidy of up to 200,000 yuan. Encourage industry associations to organize collective procurement and price negotiations among enterprises; associations that implement such initiatives will receive an annual reward of up to 200,000 yuan. III. Support Measures for Traditional Advantageous Industries

(10) Support for Intellectual Property Protection.

20. Establish the Haining Fashion Industry Intellectual Property Alliance to promote resource sharing and advance the development of a market-oriented rights protection mechanism; accelerate the construction and promotion of the “Zhi Yuanma” platform, build an online exhibition hall, and promote the application and commercialization of original design outcomes;Implement the “Intellectual Property for Enterprise Development” initiative, providing policy support for enterprises engaging in patent and trademark pledge financing and purchasing intellectual property insurance; improve the “one-stop” service functions of the Rapid Rights Protection Center, ensuring that no fewer than 120 intellectual property administrative adjudication and mediation cases are concluded annually, while further reducing the case processing cycle by 5%. (11) Support unimpeded corporate financing.

21. Focus on small and micro enterprises, science and technology innovation enterprises, and other entities to ensure “full coverage where applicable.” Promote the expansion and quality improvement of government-backed financing guarantees to continuously enhance the capacity to foster the real economy. Continue to implement preferential guarantee rates of less than 1%, and waive government-backed financing guarantee fees for eligible foreign exchange hedging transactions. 22. Utilize the Technology Enterprise Loan Risk Pool Fund jointly established by the Municipal Talent and Innovation Group, Jiaxing Financing Guarantee Company, and Haining Rural Commercial Bank to promote the implementation of the “Government-Guaranteed Technology Loan” product, providing local Haining technology innovation enterprises with financing guarantee services that are primarily credit-based, collateral-free, low-fee, and streamlined. (12) Optimize resource allocation.

23. Encourage and support market entities to purchase green certificates; the electricity volume corresponding to these certificates shall not be included in enterprises’ energy conservation target assessments. Allow eligible new projects to implement energy consumption balancing plans through measures such as purchasing green certificates. (Municipal Development and Reform Bureau)

24. Support the transformation and upgrading of printing, dyeing, and finishing enterprises. Provide certain resource support—including land, energy consumption, and emission quotas—to high-quality enterprises that maintain the integrity of traditional industrial chains and comply with Haining’s relevant documents on the integration and upgrading of the printing and dyeing industry. Enhance the green and low-carbon development level of the printing, dyeing, and finishing industry. (13) Strengthen Specialized Services.

25. Based on the characteristics of the city’s traditional advantage industries, provide targeted training services—including exhibition and information promotion for specific markets (countries), trade risk prevention, and international trade practices—to encourage enterprises in traditional advantage industries to deepen their presence in traditional developed markets while intensifying efforts to explore emerging markets. 26. Implement a talent evaluation mechanism combining “government recognition + expert assessment + enterprise selection” with a self-evaluation system for enterprises. Prioritize traditional advantage industries in the recognition quotas for practical talents under the “Chaoxiang Special Support” program and skilled workers such as “Haining Artisans,” thereby expanding the scope and coverage of talent policy benefits. Support industry associations and technical schools in conducting targeted training for industrial workers at larger enterprises with concentrated labor forces. 27. Annually announce a group of “Fashion Masters” and “Outstanding Engineers,” and implement policies for them in accordance with the city’s “Chaoxiang Special Support” talent policy. (14) Optimize project approval services.

28. For construction projects that have not yet obtained permits for the occupation of forest land or grassland, or compensation and resettlement plans for the use of state-owned rivers, where circumstances are foreseeable, accept applications with missing documents and proceed with land use reviews in advance; relevant approval procedures must be completed before the land use dossier is submitted for approval. 29. Advance the formulation of a new round of municipal-level forest land protection and utilization plans, expedite forest land occupation approvals, and implement the provincial mechanism for ensuring forest land resources for major construction projects. Major construction projects are permitted to use forest land under a “occupy first, compensate later” approach, with the forest land compensation task to be completed by the end of the following year at the latest. When municipal forest land quotas are insufficient, actively apply to the provincial level for additional quotas. Implement grassland approvals in accordance with relevant document requirements, streamline approval processes, conduct centralized reviews of multiple projects, and enhance efficiency.(Municipal Bureau of Natural Resources and Planning)

30. Once a single building project meets acceptance criteria, upon application by the enterprise and provided that engineering quality and fire safety requirements are satisfied, acceptance inspections for engineering quality, fire safety, and planning compliance may be conducted in phases (by zone, building, or floor) as needed. Upon passing acceptance, the enterprise may proceed with the completion filing for the single building project and apply for a real estate certificate. 31. Guided by enterprise needs and driven by the reform of value-added government services, we will explore the implementation of “multi-evaluation integration” reforms for investment projects through a variety of measures, significantly improving approval efficiency and service quality, and continuously enhancing enterprise satisfaction and sense of gain. (XV) Optimizing the Business Environment.

32. Enforce laws strictly while providing flexible services, using “exemption from penalties and lenient penalties” to help optimize the business environment. Adjust and refine the list of minor violations exempt from penalties, explore mechanisms for educational demerit points and reduced penalties for violations, improve the level of law enforcement services, and continuously build a fair, transparent, and predictable business environment governed by the rule of law, thereby promoting the top-priority business environment reform initiative through a balanced approach of strictness and leniency. 33. High-tech enterprises, provincial-level or higher “specialized, refined, distinctive, and innovative” (SED) enterprises, enterprises with provincial-level or higher “first-of-its-kind” products listed in the promotion catalog, enterprises implementing equipment upgrade projects worth 10 million yuan or more, leading agricultural enterprises, and time-honored brands shall not be classified as Category D during their respective validity periods. IV. Supplementary Provisions

(1) For major industrial investment projects or projects with significant impact on industrial transformation and upgrading or quality improvement, support may be provided on a “case-by-case” basis. Enterprises benefiting from “case-by-case” policies shall, in principle, not be eligible for general policies.

(2) Support funds adhere to the principle of performance priority:

1. This policy implements differentiated incentives based on an enterprise’s output per mu, energy consumption, environmental performance, and other factors. The minimum award amount for a single support project shall generally not be less than 10,000 yuan.

2. In principle, the same enterprise or its parent-subsidiary companies may not apply for support for the same matter. If a single project meets the criteria of multiple municipal policies or multiple provisions of this policy, rewards will not be duplicated; the highest applicable standard will be applied. For enterprises receiving funding rewards at the provincial level or above that also meet the criteria of this policy for the same project, a 5% additional reward will be granted on top of the highest applicable standard for the funds secured from higher-level authorities, unless higher-level authorities require matching funds. For progressive rewards under the same policy, a differential reward will be granted.

3. Except for equipment investment incentives, R&D, talent development, public service platforms, and social organizations such as associations, fiscal subsidies (incentives) provided to enterprises shall, in principle, not exceed the enterprise’s total local contribution to the city (including benefits derived from case-by-case policies and investment promotion agreements).

(3) Entities or individuals benefiting from this policy must strictly comply with national industrial policies and laws and regulations and earnestly fulfill their social responsibilities. If violations of laws or regulations are found in areas such as energy consumption management, workplace safety, or ecological and environmental protection, rewards (or funding) will be reduced or revoked in accordance with relevant regulations.

(4) Towns and subdistricts are encouraged to formulate and implement policies tailored to their regional characteristics for traditional and advantageous industries, with a focus on equipment upgrades, zero-land technical改造, industrial chain collaboration, chain extension and supplementation, underground space development, temporary relocation subsidies, and loan interest subsidies.

(5) For zero-land technical renovation projects, the urban infrastructure support fees paid by construction entities or individuals when applying for a "Construction Project Planning Permit" between June 12 and December 31, 2024, will be fully allocated by the municipal finance department to the respective town (subdistrict) through the budget.

(6) These "Opinions" shall take effect on July 27, 2024,with a one-year trial period from January 1, 2024, to December 31, 2024. It shall be implemented concurrently with existing policies, including the “Notice of the Haining Municipal People’s Government on Issuing Three Opinions: Several Policies of Haining City to Support High-Quality Development of Manufacturing, Several Policies of Haining City to Accelerate High-Quality Development of Key Service Industries, and Fiscal Incentives of Haining City to Support High-Quality Development of the Construction Industry (Revised Version)” (Hai Zheng Fa [2023] No. 26),the “Notice of the People’s Government of Haining City on Issuing the Implementation Plan for the Construction of Haining City as a National Innovative County (City)” (Hai Zheng Fa [2023] No. 31), the “Notice on Issuing the Implementation Measures for the ‘Tide City Talents’ Leading Talent Program” (Hai Wei Ren Cai Ban [2023] No. 1),"Notice on Issuing the Implementation Measures for the Promotion and Reward of Leading Talents in Entrepreneurship and Innovation in Haining City" (Haiwei Talent Office [2024] No. 1), "Notice on Issuing the Management Measures for the 'Tide City Talents' Program" (Haiwei Talent [2023] No. 1), "Notice on Issuing the Implementation Measures for Housing Purchase Subsidies for Talents in Haining City" (Hainren She [2023] No. 70),"Notice on Issuing the Implementation Measures for Subsidies for Introducing Talents in Short Supply in Key Industries in Haining City" (Hainren She [2023] No. 79) shall be implemented in accordance with the principle of selecting the highest benefit without duplication.
