The “Several Policy Opinions on Enhancing Standard-Driven Innovation Capabilities to Promote High-Quality Development” has been approved by the Municipal Government. It is hereby issued to you for earnest implementation.

Several Policy Opinions on Enhancing Standardization-Driven Innovation Capabilities to Promote High-Quality Development
To implement the "National Standardization Development Outline" and the "Implementation Opinions of the Zhejiang Provincial Committee of the Communist Party of China and the Zhejiang Provincial People’s Government on Implementing the National Standardization Development Outline," and to deepen the implementation of the standardization strategy—using high standards to facilitate high-tech innovation, support high-efficiency governance, promote high-level openness, lead high-quality development, and ensure a high-quality life—and to accelerate the development of Jinhu into a shining pearl, the following policy opinions are formulated.
I. Encouraging Standardization Pilot Programs. Entities responsible for establishing national technical committees for standardization, subcommittees, or provincial technical committees for standardization shall be awarded up to 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. Projects that pass the acceptance inspection for national, provincial, or municipal standardization pilot programs shall be awarded up to 500,000 yuan, 300,000 yuan, and 150,000 yuan, respectively.
II. Strengthening Standard Development. Entities that take the lead (as the first-ranked entity) in drafting or revising international standards, national standards, industry standards, provincial local standards, Jiaxing municipal local standards, as well as “Zhejiang Manufacturing,” “Zhejiang Services,” and “Zhejiang Agricultural Products” standards will be awarded up to 1 million yuan, 500,000 yuan, 400,000 yuan, 200,000 yuan, 150,000 yuan, 200,000 yuan, 200,000 yuan, and 200,000 yuan per standard, respectively.
III. Strengthening Standard Innovation. Entities that win first, second, or third prizes in the China Standard Innovation Contribution Awards will receive rewards of up to 2 million yuan, 1 million yuan, and 500,000 yuan, respectively; those receiving the Organizational Award will receive a reward of up to 500,000 yuan. Entities receiving the Major Contribution Award (or Excellence Award) in the Zhejiang Provincial Standard Innovation Contribution Awards will receive a reward of up to 1 million yuan (or 300,000 yuan). Entities receiving the Pinghu City Standard Innovation Award will receive a reward of up to 200,000 yuan.
IV. Promoting Standard Certification. Entities that newly pass the “Zhejiang Standard” certification in the current year will receive a reward of up to 200,000 yuan per standard; if a single entity has multiple standards certified as “Zhejiang Standards,” the annual reward shall not exceed 400,000 yuan. Entities newly designated as Advanced, Intermediate, or Basic-level Standard Innovation Enterprises in the current year will receive rewards of up to 300,000 yuan, 100,000 yuan, and 20,000 yuan, respectively.The total annual allocation for the entry-level category shall not exceed 500,000 yuan. Entities newly awarded the “AAAA” rating for Good Standardization Practices in the current year shall receive a reward of up to 200,000 yuan; entities newly awarded the “AAA” rating shall receive a reward of up to 100,000 yuan. Entities newly designated as “Enterprise Standard Frontrunners” in the current year shall receive a reward of up to 50,000 yuan per certificate, with a maximum of 100,000 yuan per entity per year.
V. Supplementary Provisions
1. The reward policies covered by this document shall take effect on January 1, 2023.
2. All provisions of this policy are subject to total budget control and competitive allocation.
3. This policy is funded by the Science and Technology Development Fund. Rewards are disbursed once annually in accordance with relevant regulations.
4. The rewards under this policy for the Pinghu City Standard Innovation Contribution Award are not subject to the cap on contributions from special fiscal funds. For applicants that are towns, subdistricts (including industrial park development companies), associations, individuals, or other entities affiliated with public institutions, state-owned enterprises, or administrative agencies, the cap on contributions from special fiscal funds does not apply.
5. Entities or individuals benefiting from this policy must strictly comply with national industrial policies and laws and regulations and earnestly fulfill their social responsibilities. Any enterprise or individual listed on the “one-strike-and-you’re-out” list shall not be eligible for the aforementioned preferential policies. In cases where violations are minor or not committed with malicious intent, the Municipal Science and Technology Development Fund Management Committee shall discuss and decide whether to disqualify the applicant.
6. For projects that meet the criteria of multiple municipal policies or multiple provisions of this policy, rewards shall not be duplicated; the highest applicable standard shall be applied. Except as otherwise specified, if a project advances to a higher tier, the difference between the two tiers shall be awarded for fixed-amount rewards. Projects that have already received funding rewards at the provincial level or above but are required by higher authorities to provide matching funds may apply this policy.
7. These guidelines shall take effect on July 20, 2024.
