The "Measures for Supporting and Rewarding the High-Quality Development of the Culture and Tourism Industry in Quzhou (Trial)" have been approved by the Municipal Government. They are hereby issued to you for earnest implementation.

Measures for Supporting and Rewarding the High-Quality Development of the Culture and Tourism Industry in Quzhou (Trial)

These Measures are formulated to thoroughly study and implement General Secretary Xi Jinping’s important instructions and a series of significant discourses on tourism development; to fully implement the deployment requirements of the Citywide Conference on High-Quality Development of Culture and Tourism and the Promotion Meeting for the Creation of Quzhou Ancient City as a 5A-Level Scenic Area; to take the integration of the “Five Chains” as the primary driving force and the in-depth integration project of culture and tourism as the main lever; to accelerate the expansion of the scale and improvement of the benefits of our city’s culture and tourism industry; and to achieve integrated development in more fields, at a deeper level, and with higher quality in the culture and tourism sectors.

I. Support for Major Culture and Tourism Project Construction

(1) Major cultural and tourism projects at the provincial level or above that align with the development of our city’s cultural and tourism industry and market demand shall be included in the “green channel” for land use approval.

(2) Support and guide localities in allocating land use quotas for rural industrial development within county- and township-level spatial planning, prioritizing such quotas for rural tourism development.

(3) For new major cultural and tourism projects (excluding tourism real estate projects) with fixed-asset investments of 500 million yuan or more (where a single investor constructs a project in phases, the total fixed-asset investment may be calculated cumulatively, subject to verification by a qualified auditing institution), the county (city, district) government where the project is located shall provide policy support.

II. Encouraging Brand Development and Quality Upgrades for Tourist Attractions

(1) Entities that have newly been designated as National 5A-level or 4A-level tourist attractions shall be awarded one-time grants of 5 million yuan and 1 million yuan, respectively.

(2) Entities that have newly been designated as national-level or provincial-level tourist resorts shall be granted one-time rewards of 3 million yuan and 1 million yuan, respectively.

(3) Entities responsible for the creation of scenic areas newly designated as provincial-level “10-million-visitor-class core scenic areas” shall be granted a one-time reward of 1 million yuan.

III. Encouraging the Brand Development and Expansion of Tourist Hotels

(1) Enterprises newly designated as National 5-star or 4-star tourist hotels will receive one-time rewards of 3 million yuan and 1 million yuan, respectively.

(2) Entities newly designated as provincial “Golden Tripod” (Golden Leaf, Golden Osmanthus) or “Silver Tripod” (Silver Leaf, Silver Osmanthus) hotels shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

IV. Encouraging the Establishment and Expansion of Travel Agency Brands

(1) Travel agencies newly ranked among the national top 100 or provincial top 50 for the first time, upon verification by the culture and tourism authorities, will be granted one-time rewards of 500,000 yuan and 200,000 yuan, respectively.

(2) Travel agencies newly rated as provincial five-star or four-star quality travel agencies will be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

V. Incentives for Attracting Visitors to Qu and Marketing Promotion

(1) Incentives for travel agencies to provide inbound reception services. For agencies that bring in a cumulative total of 5,000 to 20,000 (inclusive) out-of-city visitors within one year, and where these visitors tour two or more A-rated paid scenic spots in Qu and stay for 1, 2, or 3 nights, the travel agency will receive a reward of 25 yuan/person, 40 yuan/person, or 55 yuan/person, respectively; for agencies bringing in 20,000 or more out-of-city visitors, an additional 5 yuan/person will be added to the original reward.The maximum reward for a single travel agency shall not exceed 3 million yuan. Reward funds shall be disbursed by the local finance department where the hotel is located.

(2) Travel agencies that organize a single group of 500 or more people via a dedicated tourist train or 80 or more people via a chartered tourist flight, and who visit two or more A-level paid scenic spots in Quzhou and stay for one night or more, shall receive a one-time subsidy of 50,000 yuan per train trip and 20,000 yuan per chartered flight. This subsidy cannot be claimed in conjunction with the local reception incentive. The incentive funds shall be disbursed by the local finance department where the hotel is located.

(3) Encouraging self-driving tours by visitors from outside the city.Travel agencies or relevant social organizations that organize a single self-driving tour group consisting of 50 vehicles and 150 people or more, and where the group visits two or more A-level paid scenic spots in Quzhou and stays for at least one night, shall be granted a one-time reward of 15,000 yuan (each self-driving group is eligible for this reward only once in Quzhou). The annual reward for a single travel agency or social organization shall not exceed 75,000 yuan.This reward cannot be claimed in conjunction with local reception incentives. The reward funds will be disbursed by the local finance department where the hotel is located.

(4) Encourage the use of new media platforms such as Douyin and Video Account to create short videos (where a single work by a single account receives over 1 million likes on a single platform) and micro-short dramas (where a single work by a single account receives over 100 million views on a single platform) centered on Quzhou’s cultural and tourism resources and products. Works meeting the above criteria, upon verification by the cultural and tourism authorities, will be awarded one-time grants of 100,000 yuan and 200,000 yuan, respectively.

(5) Actively develop “One-Day Tour of Quzhou” cultural and tourism products.Tourism distribution centers that provide comprehensive Quzhou travel information, book or sell (or act as agents for) travel products, and regularly operate or serve as transfer points for direct tourist bus routes (or scenic area shuttle buses) from the city center to core scenic areas in various counties (cities) will be eligible for subsidies. Centers that operate three or more direct routes, with at least 600 round trips per quarter (each round trip counts as two trips),and transport a total of 100,000 or more tourists annually, the hub will receive a subsidy of 300,000 yuan per year.

(6) Travel agencies that attract a cumulative total of over 150,000 visitors from outside the city within one year will be awarded 150,000 yuan upon verification by the culture and tourism authorities. No more than three agencies will be awarded annually.

VI. Supporting the Distinctive Development of Rural Tourism

(1) Localities are encouraged to carry out the “Five Innovations” initiative for rural tourism based on local conditions, leveraging rural landscapes, natural scenery, and cultural heritage to create distinctive tourism villages. Entities newly designated as “World’s Best Tourism Villages” or “National Key Rural Tourism Villages (Towns)” will each receive a one-time reward of 300,000 yuan; entities newly designated as “Provincial Gold 3A-Level Scenic Village” will receive a one-time reward of 100,000 yuan.

(2) Encourage the high-quality development of homestays. Homestays newly rated as National Class A (Provincial Platinum-level), National Class B (Provincial Gold-level), or National Class C (Provincial Silver-level) will receive one-time rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively; these funds will be disbursed over three years.

(3) Promote the development of rural museums into scenic attractions. A one-time construction subsidy of 100,000 yuan will be granted to rural museums designated as provincial-level star-rated museums that have been open to the public for at least one year and receive over 10,000 visitors annually.

VII. Building a “Culture and Tourism Plus” Integrated Industrial System

(1) Entities newly designated as national-level or provincial-level nighttime cultural and tourism consumption clusters (tourism and leisure districts, cultural and creative districts) will receive one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

(2) Entities newly designated as national-level or provincial-level industrial tourism demonstration bases (including study-tour practice education bases for primary and secondary school students, and traditional Chinese medicine cultural wellness tourism demonstration bases) shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively.

(3) A one-time reward of 200,000 yuan will be granted to the organizing entities of newly designated provincial-level “Hundred Counties, Thousand Dishes” culinary districts; a one-time reward of 100,000 yuan and 50,000 yuan will be granted to the organizing entities of newly designated provincial-level “Hundred Counties, Thousand Dishes” culinary flagship stores and experience stores, respectively.

(4) Entities newly designated as provincial-level model cultural and tourism markets will receive a one-time reward of 100,000 yuan.

(5) Entities that newly win gold, silver, or bronze awards in national tourism merchandise (cultural and creative products) competitions will be granted one-time rewards of 80,000 yuan, 50,000 yuan, and 30,000 yuan, respectively; entities that newly win gold, silver, or bronze awards in provincial tourism merchandise (cultural and creative products) competitions will be granted one-time rewards of 30,000 yuan, 20,000 yuan, and 10,000 yuan, respectively.

(6) To support the development of the audiovisual industry, a one-time reward of 100,000 yuan will be granted to entities newly designated as provincial-level broadcasting, television, and online audiovisual industry bases (parks).

VIII. Vigorously Cultivating Cultural and Tourism Industry Entities

(1) Entities newly designated as provincial-level leading, backbone, or emerging cultural and tourism enterprises (digital cultural enterprises) shall be granted one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.

(2) A one-time reward of 100,000 yuan will be granted to entities newly designated as provincial-level key cultural enterprises (“Culture + Internet” innovative enterprises and growth-oriented cultural enterprises).

(3) Enterprises newly designated as provincial-level demonstration-class or development-class cultural and tourism IPs will be granted one-time rewards of 100,000 yuan and 50,000 yuan, respectively.

(4) Cultural and tourism practitioners newly awarded the titles of National-level or Provincial-level Gold-medal Tour Guide (Outstanding Tour Guide, Gold-medal Lecturer) shall receive one-time rewards of 30,000 yuan and 10,000 yuan, respectively; full-time senior tour guides in our city who lead tours for 120 days or more per year shall receive an annual subsidy of 10,000 yuan per person.

IX. Supplementary Provisions

(1) Policy incentive funds shall be shared in accordance with the current fiscal system. The municipal government shall provide funding for municipal-level incentives, while the governments of each county (city, district) shall provide funding for incentives within their respective jurisdictions.

(2) Where a single project (entity) meets multiple eligibility criteria for support, the principle of “selecting the highest amount, making up the difference, and avoiding duplication” shall apply.

(3) These Measures shall take effect on August 5, 2024, and remain in trial implementation until December 31, 2026. Specific implementation rules will be formulated separately. Prior policies related to the cultural industry shall continue to be implemented; however, in the event of any inconsistencies with these Measures, these Measures shall prevail. Counties (cities, districts) shall implement these Measures with reference to local actual conditions.
