Original Title: Several Opinions of the Zhoushan Municipal People’s Government on Supporting the High-Quality Development of the Modern Marine Tourism and Sports Industries

People’s Governments of All Counties (Districts), Administrative Committees of All Functional Zones, and All Units Directly Under the Municipal Government:

To continuously enrich the supply of new products and business models in marine tourism and sports, further unleash the potential of these industries to expand investment and stimulate consumption, promote high-quality industrial development, and support the creation of a pilot city for the Island Common Prosperity Demonstration Zone and a modern marine city, the following opinions are hereby put forward:

I. Development Goals

By 2027, the city’s total number of tourist visits will reach 20 million, with total tourism revenue reaching 35 billion yuan, ranking among the top in the province in terms of growth rate; a number of landmark cultural, tourism, and sports projects will be planned and introduced, and a series of high-quality cultural-tourism integration routes will be developed, with cumulative investment in tourism and sports projects exceeding 50 billion yuan; one world-class tourist attraction rich in cultural heritage will be built, one national-level tourist resort will be established, and two core large-scale tourist attractions attracting over 10 million visitors each will be cultivated.

II. Key Measures

(1) Accelerate the cultivation of market entities in the marine tourism sector.

Prioritize attracting major and high-quality enterprises to the industry by implementing a tiered cultivation plan for leading, backbone, and emerging tourism enterprises. Encourage tourism enterprises to expand and strengthen their operations to efficiently foster and expand our city’s marine tourism market.

1. Implement incentive grants for major tourism investment projects. Innovate the investment promotion mechanism for the tourism industry chain, establish a tourism investment project database, and strengthen coordination between cities and counties as well as among departments. For enterprises that have completed, passed inspection, and commenced operations on major tourism projects with investments of 1 billion, 500 million, or 100 million yuan or more, one-time grants of 1 million, 800,000, and 500,000 yuan will be provided, respectively.

2. Implement tiered cultivation incentives for tourism enterprises. Vigorously cultivate market entities, encourage innovative development among tourism enterprises, and enhance their core competitiveness. Enterprises newly designated as provincial-level leading enterprises, backbone enterprises, or emerging enterprises in the tourism sector will receive one-time grants of 150,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.

3. Implement incentive grants for cultural and tourism integration demonstration projects. Operating enterprises newly designated with various national-level tourism honors—such as National Demonstration Zones for the Integrated Development of Culture and Tourism, Nighttime Culture and Tourism Consumption Clusters, Tourism and Leisure Districts, National Key Towns (Towns) for Rural Tourism, and National Industrial Tourism Demonstration Bases—shall each receive a one-time grant of 300,000 yuan.Operating enterprises newly designated as National Key Rural Tourism Villages, Provincial Nighttime Culture and Tourism Consumption Clusters, Traditional Chinese Medicine Cultural Wellness Tourism Demonstration Bases, Industrial Tourism Demonstration Bases, Tourism and Leisure Districts, or Culinary Districts will each receive a one-time grant of 100,000 yuan. Operating enterprises newly designated as National or Provincial Intangible Cultural Heritage (ICH) Theme Towns and Folk Culture Villages will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.Operating enterprises newly designated as national-level or provincial-level traditional craft workstations and intangible cultural heritage workshops will each receive a one-time grant of 100,000 yuan and 50,000 yuan, respectively.Implement the "Five Innovations" (product branding, environmental optimization, cultural innovation, operational efficiency, and model creation) initiative for rural tourism to high standards. Operating enterprises of villages newly designated as provincial or municipal "Five Innovations" pilot villages for rural tourism will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. Improve the quality of tourism services and promote the evaluation and awarding of tourism rest stations, tourist restrooms, and other facilities.

(2) Strengthen the Development of New Marine Tourism Formats.

Strengthen the overall planning of the marine tourism industry and the systematic development of resources, enrich and expand the supply of marine tourism products, and vigorously cultivate new forms of tourism development. Create integrated music and performance products to enhance our city’s “City of Maritime Music” brand.

1. Support the development of new marine tourism formats.Conduct evaluations of new tourism business model projects. For projects in new sectors such as study-travel, cultural and creative tourism, wellness tourism, and camping/RV tourism (excluding those primarily real estate-based) that align with national, provincial, and municipal tourism development directions, enterprises with innovative business models, strong growth potential, and a total project investment exceeding 5 million yuan will be granted a one-time subsidy of up to 300,000 yuan after project completion, acceptance, and commencement of operations.

2. Support the development of cruise ships, yachts, and sightseeing vessels. Enterprises that launch new cruise routes in our city and operate them in practice will be granted a one-time subsidy of up to 500,000 yuan following evaluation. Enterprises that launch new dedicated routes for inter-island tours, island-hopping tours, and island-circling tours (including night tours) within island parks will each be granted a one-time subsidy of up to 300,000 yuan following evaluation.Promote the development of third-party management platforms for yachts (sailboats); following evaluation, enterprises will be granted a one-time incentive of up to 300,000 yuan.

3. Support the development of the tourism performance industry. Advance the construction of the “City of Maritime Music” and encourage the use of cultural and tourism resources to develop distinctive, high-quality tourism performance projects. For resident performances lasting one year or longer, with 100 or more performances per year and annual operational investments exceeding 1 million yuan, a one-time grant of up to 200,000 yuan will be awarded to individual enterprises upon evaluation.Encourage the hosting of various branded music events. For music festivals with total investments exceeding 8 million yuan, a one-time grant of up to 800,000 yuan will be awarded to a single enterprise following evaluation.

(3) Accelerate the expansion of the marine tourism market.

We will continuously expand domestic and international tourism markets, promote our city’s tourism image, actively carry out cultural and tourism consumption promotion activities, tap into the potential of cultural and tourism consumption, support initiatives to create cultural and tourism consumption brands, enrich the supply of new cultural and tourism products, and cultivate new market growth points.

1. Implement the Cultural and Tourism Consumption Brand Creation Initiative. Catering enterprises selected for high-end culinary rankings such as the Michelin Guide or the Black Pearl Restaurant Guide will receive a one-time grant of up to 300,000 yuan. Enterprises that open a new “Zhoushan Xinyi” offline store and are assessed as meeting brand operation requirements will receive a one-time grant of 50,000 yuan.Operating enterprises newly designated as provincial-level flagship stores for “Hundred Counties, Thousand Bowls · Zhoushan Flavors,” recipients of the Gold Award in the provincial “Zhejiang-Style Gifts” competition, or operators of provincial-level key cultural and tourism markets will each receive a one-time grant of 50,000 yuan. To encourage the promotion of “Zhoushan Flavors” beyond the city, operating enterprises that establish new “Hundred Counties, Thousand Bowls · Zhoushan Flavors” specialty experience stores outside the city will receive a one-time grant of 50,000 yuan.

2. Launch tourism-driven consumption promotion campaigns. Organize cultural and tourism public welfare activities to stimulate consumption potential. Implement off-season promotional subsidies for travel agencies that “bring visitors to Zhoushan”; specific rules will be formulated separately, with subsidies generally not exceeding 200,000 yuan annually.

3. Promote the Development of Premium Island Homestays. Implement the Premium Homestay Enhancement Initiative to build high-quality “Zhe Style Thousand Lodgings · Island Living in Zhoushan.” Newly rated national Class A and Class B homestays will receive one-time grants of 100,000 yuan and 80,000 yuan, respectively. Newly rated provincial Platinum, Gold, and Cultural Theme (Intangible Cultural Heritage) homestays will receive one-time grants of 80,000 yuan, 60,000 yuan, and 50,000 yuan, respectively.Encourage the creation of star-rated island homestay clusters. For island homestay clusters newly rated as 5-star, 4-star, or 3-star, one-time grants of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, will be awarded to the operating entities.

4. Strengthen the development and promotion of premium tourism routes. Enhance the development and promotion of routes integrating cultural heritage with tourism, and further advance the development of marine cultural heritage inheritance and study-tour brands such as “Walking and Reading Changguo.” Enterprises whose routes are newly designated as premium routes by provincial-level or higher cultural and tourism departments will receive a one-time grant of 50,000 yuan. Enterprises whose routes are newly designated as national-level or provincial-level premium sports tourism routes will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.

(IV) Intensify efforts to build marine tourism brands.

Advance the quality grading of tourist attractions, star ratings for tourist hotels, and grading of travel agencies. Actively establish provincial-level or higher tourism brands with exemplary roles, as officially recognized by national or provincial cultural and tourism authorities.

1. Building Tourism Attraction Brands. A one-time grant of 2 million yuan will be awarded to attractions newly designated as world-class scenic areas or world-class resorts, and 1 million yuan to those designated as national-level tourist resorts. A one-time grant of 1 million yuan will be awarded to attractions newly designated as national 5A-level scenic areas, and 500,000 yuan to those designated as national 4A-level scenic areas. A one-time grant of 300,000 yuan will be awarded to attractions newly designated as provincial-level tourist resorts.A one-time grant of 50,000 yuan will be provided to scenic areas newly designated as provincial-level smart scenic areas. To accelerate the transformation and upgrading of tourist attractions, enterprises that invest 5 million yuan or more in renovation and improvement projects within the city’s A-level scenic areas will receive a one-time grant of up to 300,000 yuan after the project is completed, inspected, and put into operation.

2. Building High-Star Hotel Brands. Tourism hotels newly rated as five-star or four-star will receive one-time grants of 500,000 yuan and 300,000 yuan, respectively. Quality hotels newly rated as Gold Osmanthus or Silver Osmanthus will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively. Cultural theme hotels newly rated as Gold Tripod or Silver Tripod will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.Green tourism hotels newly rated as Gold Leaf or Silver Leaf will receive one-time grants of 100,000 yuan and 50,000 yuan, respectively.

3. Enhance and strengthen star-rated travel agencies. Travel agencies newly rated as Five-Star or Four-Star Quality Travel Agencies will receive one-time awards of 100,000 yuan and 50,000 yuan, respectively.

4. Encourage tourism enterprises to be included in the statistical reporting system. For newly included large-scale travel agencies with annual operating revenues of 10 million yuan, 50 million yuan, and 80 million yuan or more, one-time grants of 50,000 yuan, 100,000 yuan, and 150,000 yuan will be provided, respectively.

(V) Accelerate the Development of the Marine Sports Industry.

Seizing the opportunity to build a “City of Island Sports Events,” we will strengthen the innovative development of marine sports products and programs, expand new scenarios and business models for the integration of sports and tourism, and promote the high-quality development of the marine sports industry.

1. Implement the creation of sports industry demonstration projects. Enterprises that successfully establish national sports industry demonstration units, demonstration projects, or provincial-level sports and leisure bases will each receive a one-time grant of 500,000 yuan. Enterprises newly designated as provincial-level sports and leisure projects will receive a one-time grant of 100,000 yuan.

2. Support the development of marine sports and leisure industry projects. Focus on developing high-quality projects in areas such as mountain and outdoor sports and marine leisure sports, including fostering well-known sports equipment manufacturing and marine sports brands, and exploring the development of new business models and products in esports, smart sports, and sports wellness. For projects with a total investment exceeding 2 million yuan, a one-time grant of up to 100,000 yuan will be awarded to the enterprise after the project is completed, accepted, and put into operation.

III. Supplementary Provisions

(1) The beneficiaries of this policy are enterprises and individual business operators engaged in the tourism, sports, and cultural industries within our city. If a beneficiary has, within the past two years, been involved in consumer fraud, commercial bribery, major environmental pollution, safety accidents, received administrative penalties for illegal operations, or had two or more substantiated complaints against them, their eligibility for the grant or subsidy will be revoked upon review and approval by the Municipal Bureau of Culture, Radio, Television, Tourism, and Sports.

(2) The awards and subsidies under this opinion shall be subject to a maximum limit. For the same recipient involved in projects of the same category, only the highest amount shall be granted (an enterprise and its branches may not simultaneously receive awards and subsidies for the same project). For projects involving upgrading or expansion, the difference in subsidy amounts shall be awarded. For investment and construction-related award and subsidy policies involving tourism and sports industry investments and project construction, projects already included in government investment categories shall, in principle, not be eligible for duplicate awards and subsidies.Where this opinion overlaps with other similar policies of our city, it shall be implemented in accordance with the principles of selecting the most favorable, choosing the higher amount, and avoiding duplication.

(3) Counties (districts) and relevant functional zones are encouraged to increase support for the development of their local tourism and sports industries and to formulate and implement matching funding and incentive policies.

(4) Policy funding shall be coordinated from the municipal-level tourism special fund, and fund disbursements shall be executed in accordance with relevant laws, regulations, and institutional provisions.

(5) These guidelines shall take effect on July 1, 2024, and remain valid until December 31, 2027. The Municipal Bureau of Culture, Radio, Television, Tourism, and Sports shall be responsible for interpreting the specific provisions of these guidelines. In the event of major policy adjustments, these guidelines shall be modified accordingly as deemed appropriate.
