They are hereby issued to you for earnest implementation.

2024 Wenzhou “100 Projects, 100 Billion” Major Construction Project Plan
I. Principles of Compilation
Adhering to the principle that “everything revolves around projects and everything focuses on project implementation,”focusing on nine key areas: advanced manufacturing bases, strengthening the foundation of scientific and technological innovation, building a transportation powerhouse, ensuring clean energy supply, enhancing water network safety, promoting organic urban renewal, prioritizing agriculture and rural development, integrating culture and tourism, and improving public welfare facilities. Based on the major strategic decisions and arrangements of the Municipal Party Committee and Municipal Government, this plan selects a batch of “100 Projects, 100 Billion” major construction projects across the city that possess strategic significance, a leading role, and a supportive function. It implements list-based management to strengthen support for expanding effective investment and optimizing the investment structure.Projects are categorized into three groups based on progress: ongoing, newly started, and preliminary. Among these, projects already implemented in 2023 are classified as ongoing; projects scheduled to commence in 2024 are classified as newly started; and projects undergoing preliminary research in 2024 are classified as preliminary.
II. Scope of Compilation
1. Projects in the Advanced Manufacturing Base sector include sub-sector projects such as manufacturing and modern services.
2. Projects in the field of strengthening the foundation for scientific and technological innovation include sub-sector projects such as high-level science and technology innovation platforms and major scientific and technological infrastructure.
3. Projects in the “Transportation-Strong City” sector include sub-sector projects such as railways, urban rail transit, highways, coastal ports, and airports.
4. Projects in the clean energy supply security sector include sub-sector projects such as clean power generation, power grids, oil and gas pipelines, LNG receiving terminals, and petroleum storage and transportation.
5. Projects in the Water Network Safety and Stability Enhancement sector include sub-sector projects such as water resource allocation, flood control and drainage, and water ecosystem protection and management.
6. Projects in the Urban Organic Renewal sector include sub-sector projects such as municipal facilities, future communities, urban and rural landscape improvement, and underground utility tunnels.
7. Priority projects in the agriculture and rural development sector include sub-sector projects such as farmland development and irrigation, Beautiful Villages in the New Era, and rural roads (Four-Good Rural Roads).
8. Projects in the Cultural and Tourism Integration sector include sub-sector projects such as the cultural, tourism, and sports industries; public culture; and cultural heritage protection.
9. Projects in the field of public welfare facilities include sub-categories such as education, sports, healthcare, social welfare, and elderly care services.
III. Planning Arrangements
The city has planned 576 major construction projects for the 2024 “100 Projects, 100 Billion” initiative, with a total investment of approximately 1.4 trillion yuan. Among these, there are 510 major implementation projects with a total investment exceeding 1 trillion yuan and an annual planned investment of 134.3 billion yuan.By construction status: 313 projects are ongoing (including completed projects), with an annual planned investment of 108.14 billion yuan; 197 projects are scheduled to commence construction, with an annual planned investment of 26.16 billion yuan; and 66 projects are in the preliminary stage, with a total investment of approximately 400.2 billion yuan.
IV. Project Management
(1) Strengthen Overall Coordination. Development and Reform departments must fulfill their leading and coordinating responsibilities, breaking down project objectives and tasks to local governments and relevant departments, with a focus on sector-specific and regional collaborative efforts, list-based management, and milestone-driven progress. Local governments and relevant departments must assume primary responsibility, enhance coordination, and establish a collaborative work system where both sectoral and regional entities work together to drive progress.
(2) Strengthen Planning Management. All localities and relevant departments must refer to the project list to refine timelines, strengthen progress monitoring, and improve mechanisms for supervision, evaluation, promotion, and coordination services. They must tackle challenges, drive progress, and ensure implementation for each project individually, employing extraordinary measures to fully ensure implementation. This will guarantee that projects commence, are constructed, and come online on schedule, establishing a clear orientation toward “prioritizing major projects and pursuing large-scale projects.”
(3) Strengthen Resource Allocation. Uphold the principle that “resources follow projects,” leveraging both government and market forces. For the “100 Projects, 100 Billion” major construction projects, prioritize land allocation, fund allocation, and problem resolution. Make every effort to secure support from higher-level authorities regarding land, energy consumption quotas, and funding, ensuring projects commence construction and achieve operational efficiency as soon as possible.

2024 Wenzhou Municipal Government Investment Project Plan
I. Explanatory Notes
(1) Scope of the Plan.
Municipal government investment projects refer to fixed-asset investment construction projects funded through the municipal general public budget and government fund budget, utilizing methods such as direct investment or injection of project capital. Specifically, they include the following:
— Infrastructure projects, as well as maintenance and renovation projects and non-purely IT-related projects, in which relevant units utilize municipal-level fiscal budget funds for direct investment or injection of project capital;
— Infrastructure projects implemented by provincial or ministerial-level units with co-financing from the municipal-level fiscal budget, such as eligible airports, ports, expressways, and railways;
— Infrastructure projects approved at the district level and jointly funded by municipal and district-level fiscal budgets, such as expressways and major urban thoroughfares;
— Capital construction projects directly funded by the Wenzhou Marine Economic Development Demonstration Zone Administrative Committee, the Wenzhou Bay New Area Administrative Committee, and the Wenzhou Ecological Park Administrative Committee using their own fiscal budget funds; projects directly funded by the Wenzhou Urban Development Group using land-fund balancing funds from closed-off areas.
(2) Project Selection Criteria.
To be included in the municipal government’s investment project implementation plan, projects must, in principle, have obtained approval for the feasibility study by the end of 2023 or have been reviewed and approved by the joint meeting on investment project decision-making of the municipal government and the administrative committees of various functional zones. For particularly important projects, formal documentation such as approval of the project proposal may serve as a substitute. Based on the project construction stage, projects are categorized into two types: ongoing (including completed) and newly started.
Projects included in the municipal government’s preliminary planning for government investment projects must, as a basic requirement, primarily focus on preliminary work in 2024 and be capable of commencing construction during the 14th Five-Year Plan period.
II. Project Arrangements
A total of 284 municipal government investment projects are proposed, with an annual planned investment of 18.51 billion yuan. Of these, 219 are municipal-level projects (including the City Development Group), with an annual planned investment of 15.43 billion yuan; 1.41 billion yuan in municipal fiscal funds and 850 million yuan in capital-land balance funds from closed zones have been allocated;There are 65 projects in municipal functional zones (Wenzhou Bay New Area, Marine Economy Zone, and Ecological Park), with an annual planned investment of 3.08 billion yuan, of which 2.88 billion yuan is allocated from functional zone fiscal funds.
Looking at the municipal-level government investment projects, there are 67 ongoing projects with an annual planned investment of 13.33 billion yuan; 23 new projects with an annual planned investment of 2.04 billion yuan; and 129 preliminary-stage projects aiming to complete 60 million yuan in investment.
Regarding project allocations in municipal functional zones: Wenzhou Bay New Area has 28 projects with an annual investment plan of 1.62 billion yuan; the Marine Economy Zone has 10 projects with an annual investment plan of 1.17 billion yuan; and the Ecological Park has 27 projects with an annual investment plan of 300 million yuan.
III. Planning Management of Implementation-Stage Projects
(1) Strengthen full-chain management of government investment. Municipal government investment projects shall be subject to comprehensive supervision throughout the entire process—before, during, and after implementation—including standardized government decision-making, preliminary approvals, construction supervision, and final acceptance procedures. All project units must strictly adhere to plan requirements, accelerate project implementation and preliminary advancement, and encourage the use of local industrial products for supporting infrastructure. Ongoing projects should strive for early completion and commissioning to better leverage the demonstration and driving role of government investment projects;For projects about to commence, coordination and support services must be strengthened to expedite the resolution of challenges such as land acquisition and demolition, resource allocation, and supporting infrastructure. Difficulties and issues requiring coordination during project advancement must be promptly reported to the development and reform departments and relevant industry authorities to ensure projects start and proceed on schedule. The finance department must disburse funds in a timely and full manner in accordance with the plan and the progress of construction.
(2) Strengthen the rigidity of plan execution. Once the government investment project plan is issued, it must be strictly implemented. If an approved government investment project is not implemented or is not carried out in accordance with the construction schedule without justifiable reasons, the project owner shall be ordered to rectify the situation in accordance with the "Regulations on Government Investment." Depending on the specific circumstances, funding disbursements may be suspended or terminated, or funds already disbursed may be recovered; construction activities may be suspended or halted; and relevant personnel bearing responsibility shall be disciplined in accordance with the law.Where adjustments to the annual government investment project plan or additions or deletions of government investment projects are indeed necessary, the relevant content shall be incorporated into the government investment project plan for the following year and adjusted accordingly, with strict adherence to approval procedures.
(3) Strengthen Project Supervision and Management. The development and reform department and relevant departments legally responsible for the supervision and management of government-invested projects shall strengthen supervision and inspection of the implementation of such projects through methods such as online monitoring and on-site verification. All relevant competent authorities and project units shall designate dedicated personnel to conscientiously and promptly report progress information on government-invested projects, submitting project progress reports and related information to the Municipal Development and Reform Commission by the 2nd of each month.
IV. Management of Plans for Preliminary-Stage Projects
For projects included in the preliminary planning, project proposals may be prepared by commissioning intermediary agencies or through in-house research in accordance with regulations. Where funding for preliminary research is indeed required from the public treasury, the municipal and functional zone finance departments shall include such funds in the current fiscal year’s budget. For projects not included in the preliminary planning, the public treasury shall, in principle, not allocate funds for preliminary research.Strengthen communication and coordination among departments to accelerate the advancement of project preliminary work. For projects requiring approval at the national or provincial level, actively report and coordinate with higher authorities to secure approval as soon as possible. For projects in the preparatory category, establish a reverse timeline and complete preliminary preparations in accordance with the standard for commencing construction within the year; once conditions are met, submit them for approval in accordance with regulations, launch implementation as soon as possible, and incorporate them into the government investment project plan management. For projects in the preliminary stage, once the preliminary research reaches the necessary depth, the project applicant shall submit an application for implementation and report it for decision-making in accordance with regulations.
