Original Title: Implementation Opinions of the Taizhou Municipal People’s Government on Striving for the “Three Highs and Three News” and Further Promoting High-Quality Economic Development
People’s Governments of All Counties (Cities, Districts), and All Units Directly Under the Municipal Government:
To thoroughly implement the spirit of the “Notice of the People’s Government of Zhejiang Province on Issuing Several Policies to Further Promote High-Quality Economic Development” (Zhe Zheng Fa [2024] No. 4), advance the “Three Highs and Three News” initiative, and further promote high-quality economic development across the city, the following implementation opinions are hereby formulated.
I. Deepening and Expanding Policy Measures for Effective Investment (Led by the Municipal Development and Reform Commission)
Thoroughly implement the nine major campaign actions for major projects in 2024, and make every effort to advance 764 municipal-level major construction projects, with a planned investment of over 185 billion yuan, driving fixed-asset investment growth of approximately 6.5%.
(1) Leverage the driving and supporting roles of major platforms and major projects. Fully implement the “Implementation Opinions on Promoting the High-Quality Development of Industrial Platforms in Taizhou” (Taizhou Municipal Party Committee Office Document [2024] No. 2), accelerate the capacity enhancement and upgrading of the “1+1+9” industrial platform system, and promote the clustering of industrial projects and high-quality enterprises within industrial parks. Implement a monthly “competitive evaluation” mechanism for investment, strengthen tiered and categorized coordination of projects, and formulate targeted action plans on a monthly and quarterly basis.Strengthen full-lifecycle project management, support the expedited approval of major municipal projects where possible, and ensure comprehensive provision of necessary resources to facilitate timely project commencement and completion.
(2) Increase fiscal support. To ensure the construction of major projects and stimulate investment across society, the city’s 2024 fiscal budget has allocated 9.978 billion yuan.
(3) Seek funding support from higher-level authorities. We will seek funding for major projects through local government special bonds and central budgetary investments, ensuring that all eligible special bond projects are included in the reserve pool. In 2024, we will facilitate policy-based banks to disburse approximately 10 billion yuan in medium- and long-term project loans.
(4) Strengthen the supply of land, forest, and marine resources. In 2024, the city will supply 25,000 mu of construction land. We will strive to have more major infrastructure projects included in the national and provincial land supply guarantee scope, and more industrial projects included in the provincial list of major industrial projects. We will intensify efforts to revitalize approved but unsupplied land, make every effort to secure more than 10,000 mu of new construction land plan quotas, and fully support eligible provincial major construction projects in utilizing provincial-level coordinated supplementary arable land quotas.Adhering to the principle that “land resources follow projects,” we will precisely allocate and utilize new construction land quotas, establish and improve a city-wide coordinated mechanism for the staggered adjustment of land resources, strengthen the city’s capacity for centralized land quota management, and prioritize ensuring that major industrial projects are implemented and yield results as soon as possible.We will continue to improve the efficiency of land use approvals and streamline preliminary land use reviews. We will coordinate the allocation of new and existing construction land to meet the reasonable land use needs of private investment projects, and support the supply of industrial land through flexible lease terms, lease-to-own arrangements, and long-term leases. We will establish a mechanism to ensure forest land resources for major construction projects, implementing a “replenish as you use” approach for forest land used by provincial-level major construction projects.In 2024, the city will secure more than 6,000 mu of forest land for construction projects and 1,500 mu of marine land for projects in historically reclaimed coastal areas.
(5) Strengthen Energy Supply Guarantees. In 2024, ensure energy supply of at least 700,000 metric tons of standard coal for new major projects; ensure that the proportion of new energy consumption allocated to private investment projects is no less than 70%; and ensure that energy needs for provincial-level major construction projects are fully met. Accelerate the clustering and upgrading of traditional industries, intensify efforts in energy-saving technological upgrades, and free up at least 250,000 metric tons of standard coal in existing energy capacity throughout the year.Fully leverage the national policy allowing green certificates to offset energy consumption. Encourage and support market entities to purchase green certificates; the electricity volume corresponding to these certificates will not be included in enterprises’ energy-saving target assessments. Allow eligible new projects to implement energy consumption balancing plans through measures such as purchasing green certificates. Promote the entry of industrial and commercial users across the city into the electricity market, aiming for over 15,000 participating households.
(6) Strengthen support for private investment. Fully implement the “30 Measures for Promoting High-Quality Development of the Private Economy in Taizhou” (Taizhou Municipal Party Committee Document [2023] No. 37), and effectively execute policies encouraging private capital to participate in major project construction and supporting private enterprises in revitalizing existing assets. Standardize the advancement of public-private partnership (PPP) projects to fully mobilize the enthusiasm of private capital. Relying on the online approval and supervision platform for investment projects, regularly promote major projects to private capital.
(7) Intensify efforts to address shortcomings in five key areas, including urban underground utility network construction. Support efforts to address shortcomings in five key areas: urban underground utility network construction, promoting high-quality development in education, integrating rural-to-urban migrants into the urban population, effectively increasing the supply of medical services, and effectively increasing the supply of elderly care services. Plan and implement a series of projects, and make every effort to secure national support.
II. Deepen Innovation-Driven Policy Measures (Led by the Municipal Science and Technology Bureau)
We will thoroughly implement the “315” Science and Technology Innovation System Construction Project, focusing on increasing support for advancing higher education, conducting organized scientific research, building high-level science and technology innovation platforms, and attracting and cultivating high-level scientific and technological talent, thereby shaping new competitive advantages through scientific and technological innovation. In 2024, we aim to achieve an R&D intensity of 2.8% citywide, with the added value of high-tech industries accounting for 67% of the added value of industrial enterprises above designated size.
(8) Strengthen Financial Support. To promote the integrated advancement of education, science and technology, and talent development, the city’s 2024 budget allocates 1.525 billion yuan. Of this, 790 million yuan is designated for science and technology special funds, and 735 million yuan for talent special funds.
(9) Launch a campaign to enhance the quality of higher education.Actively promote the upgrade of Taizhou College to Taizhou University and secure additional master’s degree granting authority. Strive to have one higher vocational college selected as a construction unit in the next round of the national “Double High Plan,” and support higher vocational colleges in applying to offer undergraduate programs in vocational education. Cultivate a group of provincial-level first-class disciplines and national and provincial high-level majors (clusters). Accelerate the construction of projects such as the Jiangkou Campus of Taizhou College to improve educational facilities. Support Taizhou Technician College in establishing itself as a provincial-level first-class technician college.
(10) Support Research and Development of Key Core Technologies. Entities designated as provincial innovation consortia will receive up to 10 million yuan in support. Entities leading national-level or provincial-level key R&D projects will receive subsidies of 1.5 million yuan and 1 million yuan, respectively. Municipal-level key R&D projects will receive up to 1.5 million yuan per project, while general projects (including those in agriculture and social development) will receive up to 200,000 yuan per project.A single enterprise may receive up to 200,000 yuan in innovation voucher subsidies within a one-year period.
(11) Promote increased R&D investment by enterprises. Implement policies such as additional deductions for corporate R&D expenses, corporate income tax reductions for high-tech enterprises, tax incentives for basic research investment, and additional VAT deductions for advanced manufacturing enterprises.Enterprises that reported R&D expenses eligible for additional tax deductions of 1 million yuan or more in the previous year, with a year-on-year growth rate of 15% or higher, and that have maintained normal data entry on the statistical online direct reporting platform, will receive a subsidy of 10% of such expenses, up to a maximum of 2 million yuan. Enterprises with R&D expenses exceeding 20 million yuan for two consecutive years, where such expenses accounted for 3% or more of operating revenue in the previous year, will receive a subsidy of 15% on the year-on-year increase, up to a maximum of 3 million yuan. R&D investments by state-owned enterprises will be treated as corporate profits for performance evaluation purposes.
(12) Enhance the quality and efficiency of high-level science and technology innovation platform construction. Newly recognized provincial-level key laboratories, provincial-level new R&D institutions, provincial-level key enterprise research institutes, provincial-level enterprise research institutes, and provincial-level high-tech enterprise R&D centers will be awarded 2.5 million yuan, 2 million yuan, 2 million yuan, 1 million yuan, and 500,000 yuan, respectively. Newly recognized provincial-level international cooperation platforms will be awarded 1 million yuan.
(13) Attract and cultivate high-level innovative talent. Support eligible leading science and technology enterprises in conducting independent evaluation and recognition of the city’s “500 Elite” innovative talent program.Innovative talents classified as “Municipal ‘500 Elite’ Outstanding” or at the second tier or above of the “Municipal Special Support Talent” program, who are engaged in engineering and technology-related work, may be recognized as candidates for the Taizhou Outstanding Engineer Cultivation and Support Program in accordance with established procedures. Support enterprises and institutions in introducing overseas talent projects centered on the “315” science and technology innovation system and our city’s key industries, and provide funding in accordance with relevant policies.
(14) Enhance the capacity of financial services to support technological innovation. Strengthen the government’s ability to guide public funds toward serving innovative enterprises; enhance cooperation with national and provincial funds related to small, medium, and micro enterprises and technological innovation, and strive to attract policy-based equity investment funds from higher-level authorities; leverage social capital for equity investment in technological innovation, playing a guiding and catalytic role in long-term investment and early-stage, small-scale investments.Further improve the organizational framework for science and technology financial services, and innovate and diversify financial products and services; strengthen support through policy tools such as central bank re-lending, rediscounting, and the “Zheke Loan” program, and provide preferential policies to technology enterprises, including dedicated credit lines, extended loan terms, and preferential interest rates. Encourage eligible counties (cities, districts) to provide distinctive financial support to technology enterprises through measures such as subsidies for guarantee services, loan risk compensation, loan interest subsidies, and science and technology insurance subsidies.Deepen pilot initiatives such as regional equity market innovation, promote the coordinated development of the “Mass Entrepreneurship and Innovation Incubator Board” and the “Specialized, Refined, Unique, and Innovative” Board, and aim to conduct equity investments in 100 high-quality enterprises listed on the “Mass Entrepreneurship and Innovation Incubator Board” or the “Specialized, Refined, Unique, and Innovative” Board over a five-year period, providing each enterprise with equity financing ranging from 2 million to 10 million yuan, with a maximum of 30 million yuan.We aim to ensure that by 2024, the growth rates of loans to the technology services sector and to technology-based small, medium, and micro enterprises exceed the average growth rate of all loans, with a cumulative total of 300 enterprises listed on the “Mass Entrepreneurship and Innovation Incubator Board” and 60 enterprises listed on the “Specialized, Refined, Unique, and Innovative” Board.
(15) Strengthen procurement support. Intensify efforts to promote and apply first-of-a-kind products, and implement policies supporting such products in government procurement and bidding processes.Implement the government first-purchase system: provided that government procurement needs are met, enterprises’ innovative technology products or services that meet national economic development requirements, represent advanced technological trends, are being introduced to the market for the first time, and—while not yet competitive—possess significant potential and industrial driving force and require key support shall not be restricted on the grounds of commercial performance; such products or services shall be given priority in procurement under equal conditions. Where appropriate for provision by small and medium-sized enterprises, strictly implement the quota reservation requirements for government procurement projects.
(16) Optimize the allocation of resources and factors of production. For enterprises where R&D expenses account for more than 5% of operating revenue, local authorities are encouraged to prioritize the allocation of electricity, water, land, and energy consumption and emission quotas in accordance with regulations, and to include such enterprises in the support lists of various science and technology programs.
III. Policy Measures to Deepen the Cultivation of Advanced Manufacturing Clusters (Led by the Municipal Bureau of Economy and Information Technology)
We will thoroughly implement the “415X” Advanced Manufacturing Cluster Cultivation Project, anchor our efforts on the goal of “building a modern industrial system with Taizhou characteristics,” comprehensively align with the national “8+9” new industries and the provincial “2 categories, 8 major sectors” key industrial system, deepen and solidify the “chain leader system,” and make every effort to promote the high-quality development of our city’s manufacturing clusters.In 2024, the value-added output of industrial enterprises above designated size is expected to grow by 5.5% or more, and the operating revenue of enterprises above designated size within the “415X” advanced manufacturing clusters is projected to exceed 500 billion yuan.
(17) Coordinate and integrate various fiscal funds to provide support. Focusing on new industrialization and the high-quality development of advanced manufacturing clusters, the city’s 2024 fiscal budget has allocated 1.855 billion yuan. Subject to compliance with relevant national and provincial regulations, localities may allocate at least 0.5% of land transfer revenues as special funds for the “replacing old industries with new ones” initiative, prioritizing support for the “415X” Advanced Manufacturing Cultivation Project.
(18) Implement tax preferential policies. Implement national policies on additional VAT deductions for advanced manufacturing, integrated circuit, and industrial machine tool enterprises, as well as national policies on additional pre-tax deductions for R&D expenses of integrated circuit and industrial machine tool enterprises.Implement policies regarding corporate income tax reductions, import duty exemptions, and installment payment of VAT on imported equipment for integrated circuit enterprises. Guide large and medium-sized enterprises to establish provincial-level “Future Factories,” support small and medium-sized enterprises in carrying out intelligent upgrades and digital transformation, increase R&D investment, and enjoy preferential policies for additional pre-tax deductions of R&D expenses in accordance with regulations.
(19) Strengthen support through industrial funds. Leverage the leading role of government industrial funds to attract social capital toward major municipal projects. Actively cooperate with the establishment of the provincial “4+1” special funds and promote early investment by these funds. Enhance the operation of the Incubator Fund and the Angel Dream Fund, and increase support for “specialized, refined, distinctive, and innovative” SMEs.
(20) Continuously strengthen financial support for the manufacturing sector. In 2024, strive to secure approximately 20 billion yuan in new medium- and long-term loans for the manufacturing sector and facilitate the listing of 8 additional companies. Make effective use of central bank monetary policy tools, such as the carbon emission reduction support tool, to guide financial institutions in innovating financial products, simplifying approval processes, shortening approval times, and reducing overall financing costs.
(21) Strengthen service guarantees for industrial land supply. In 2024, the proportion of industrial land in the city’s total land concessions shall not be less than 40%, and the proportion of new construction land quotas allocated to industry in each county (city, district) shall, in principle, not be less than 20%.Priority will be given to securing land for small and medium-sized enterprises (SMEs); among the industrial land granted annually, the proportion of plots under 50 mu allocated to SMEs shall not be less than 40%. Support will be provided for major “415X” advanced manufacturing projects to apply for provincial-level major industrial project status; eligible particularly significant and leading industrial projects may receive advance allocation of land incentive quotas. While ensuring fairness, justice, and transparency in the land market, support will be provided for the conditional tender, auction, or listing of industrial land for transfer (or lease).Increase the supply of mixed-use industrial land. Within single-use industrial land parcels, the dominant use may be emphasized (with industrial floor area accounting for no less than 50%), while accommodating mixed uses such as warehousing, logistics, R&D, office space, and commercial facilities. Comprehensively carry out the remediation of idle and low-efficiency industrial land, focusing on the remediation of contiguous and regional low-efficiency industrial zones. Idle and low-efficiency industrial land reclaimed through remediation shall be prioritized to meet the land needs of small and medium-sized enterprises.In 2024, complete the remediation of 4,000 mu of inefficient industrial land and revitalize 10,000 mu of existing construction land.Deepen the "space-for-land" approach. Provided that relevant technical specifications are met, the floor area ratio (FAR) for industrial land shall generally not be less than 1.5, and the building coverage ratio shall reach 40% or higher. Projects that meet the necessary conditions are encouraged to achieve a floor area ratio of 2.0 or higher. Provided that detailed planning requirements are met and the land use designation remains unchanged, no additional land premiums will be levied for the construction or expansion of production facilities on existing industrial land or for the use of underground space to increase the floor area ratio.
(22) Support the development of future industry pilot zones. Support eligible counties (cities, districts) in establishing national and provincial-level future industry pilot zones, and in planning and constructing future technology scientific facilities and future industry research institutes, providing support in terms of land, energy consumption, and other factors. Support future industry pilot zones in applying for provincial-level major science and technology and talent projects, organize and implement a batch of major science and technology projects, and conduct research on future technologies.
(23) Support the innovative and quality-driven development of the digital economy. In 2024, the growth rate of value-added output in the city’s core digital economy industries will reach approximately 15%. Support the cultivation and expansion of the digital economy’s “2+3” core industries in terms of land and energy, and accelerate the construction of key platforms such as “Zheli Optics Valley,” software and integrated circuit industry platforms, new energy power industry bases, and the Jinko Industrial Park.We will thoroughly implement the “18121” Industrial Digital Transformation Initiative, advance the construction of “Industrial Brain + Future Factory” systems, and accelerate the digital transformation of small and medium-sized enterprises through “observation and emulation.” By 2024, we aim to add one new Future Factory and ten new Smart Factories, and strive to achieve near-universal coverage of digital transformation among enterprises above designated size. In collaboration with major e-commerce platforms, we will advance Taizhou’s 2024 New E-commerce “1+X” Empowerment and Upgrade Initiative to foster the growth and strengthening of local e-commerce enterprises.
(24) Support high-quality enterprise development. Deepen the implementation of the “21511” Enterprise Cultivation Project, strengthen the leading role of “chain-leading” enterprises, and expand and strengthen high-quality enterprise groups such as “Eagle” enterprises and “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises. Focus on building a group of world-class enterprises with significant integrative and leading roles, as well as high-growth core manufacturing enterprises with global competitiveness.Improve the comprehensive evaluation mechanism for per-mu output of industrial enterprises. In principle, high-tech enterprises, provincial-level or higher “Specialized, Refined, Unique, and Innovative” enterprises, and enterprises with provincial-level or higher “first-of-its-kind” products listed in the promotion catalog that are within their validity periods shall not be classified as Category D enterprises. Encourage localities to innovate and improve fiscal incentive policies for Category A and Category B enterprises in the manufacturing sector.Promote the high-quality development of the individual business sector, actively participate in the construction of provincial public brands for individual businesses, improve the mechanism for targeted support and cultivation based on the classification of individual businesses, facilitate the implementation of new policies for the transition of individual businesses to enterprises, and deepen the comprehensive integrated reform of financial services for individual businesses.
(25) Strengthen talent support for the manufacturing sector. Municipal high-level talent programs shall prioritize the “415X” advanced manufacturing clusters, with the proportion of selected talent from these clusters not falling below 60%. Strengthen policy support for manufacturing talent by including eligible “Outstanding Engineers” in the municipal high-level talent classification directory. Support the granting of authority for the evaluation of junior and intermediate professional titles to eligible provincial-level “Outstanding Engineer” practice bases and “Specialized Industry Engineer” collaborative innovation centers.
IV. Policy Measures to Deepen the High-Quality Development of Modern Services (Led by the Municipal Development and Reform Commission)
We will thoroughly implement the “Ten-Hundred-Thousand” Project for high-quality development of the service sector, focusing on increasing support for building key service platforms, fostering leading enterprises, and developing production-oriented services to drive high-quality development in the sector. In 2024, the value-added of the service sector is expected to grow by 6% or more.
(26) Enhance the capacity of fiscal resources to provide support. Focusing on the construction of the “555” service industry system, with an emphasis on modern logistics, human resources, cultural tourism, and financial services, the city’s 2024 fiscal budget will allocate 460 million yuan.
(27) Support the development of key service industry platforms. Focusing on high-end services, we will deepen the development of the existing 11 provincial-level modern service industry innovation and development zones and encourage the priority recommendation of enterprises within these zones to apply for national and provincial service industry special funds. In the allocation of annual new construction land quotas, priority will be given to land for projects in modern service industry innovation and development zones. In 2024, we aim to cultivate one high-level innovation and development zone.
(28) Support the cultivation of leading enterprises in the service sector. Implement the Growth Plan for Leading Service Enterprises and provide support for factor inputs in accordance with laws and regulations. Support applications for various government industrial funds, innovation funds, and major science and technology projects; support efforts to secure central and provincial budgetary investments, policy-based financial instruments, and provincial service industry guidance funds; and support participation in the formulation and promotion of local, industry, national, and international standards.
(29) Support the steady progress and quality improvement of the information services sector. Eligible information services enterprises may enjoy relevant income tax preferential policies.Information service enterprises are encouraged to provide information technology services based on self-developed software products. Eligible enterprises may benefit from policies promoting the application of first-edition software products. Insurance compensation will be provided at a rate not exceeding 2% of the actual premium paid, covering up to 70% of the actual premium for the first year of first-edition software products within the province. Starting from the second year, the compensation ratio will decrease by 10% annually, with an annual compensation amount not exceeding 5 million yuan, and support may be provided for up to three consecutive years.Enterprises that obtain provincial-level certification for first-edition software products will be granted a one-time reward of 200,000 yuan.
(30) Accelerate the development of the industrial design industry. Newly designated national-level and provincial-level industrial design research institutes will receive one-time rewards of 1 million yuan and 500,000 yuan, respectively; newly designated national-level and provincial-level industrial design centers will receive one-time rewards of 500,000 yuan and 200,000 yuan, respectively;Manufacturing enterprises or industrial design firms that win domestic or international design awards—such as the China Excellent Industrial Design Award, the China Design Intelligence Award (Gold Intelligence Award, Excellence Intelligence Award, Innovation Intelligence Award), the German Red Dot Award, the German iF Design Award, or the U.S. IDEA Award—shall each receive a one-time reward of 50,000 yuan; the same product shall be eligible for only one reward per year. Priority will be given to promoting the development of the Huangyan Molding Industrial Design Base and the Taizhou Design Town, and support will be provided to enterprises establishing provincial-level industrial design centers.
(31) Promote high-quality development of the cultural industry. Establish a database of key cultural industry projects to advance project development. Carefully organize and foster provincial-level key cultural enterprises, growth-oriented cultural enterprises, key cultural industry parks, provincial-level cultural and creative districts, and provincial-level or higher cultural industry demonstration zones (bases). Encourage eligible regions to provide appropriate rewards to entities recognized under these categories. Guide Huangyan District and Xianju County in effectively utilizing the 30 million yuan in provincial cultural industry funds allocated over three years.
(32) Promote the integrated development of culture and tourism. Support the creation of cultural and tourism consumption brands, intensify efforts to cultivate nighttime cultural and tourism consumption clusters, strive to become a provincial-level pilot city for cultural and tourism consumption, and accelerate the development of Shenxianju into a national-level tourist resort and the cultivation of a core scenic area attracting 10 million visitors. Include major cultural and tourism projects at the municipal level or above in the green channel for land use approval.Encourage the use of industrial land vacated through urban transformation for the development of the cultural and tourism industry in accordance with relevant plans. Support applications for rural tourism development land by allowing the use of up to 5% of the flexible construction land quotas reserved in township territorial spatial plans and village plans. Innovate land use control methods for tourism projects; where truly necessary, permit site selection outside urban development boundaries. For individuals renting out housing to operate rural tourism, implement tax preferential policies in accordance with regulations.
(33) Promote the high-quality development of the sports industry. Coordinate funding at both the provincial and municipal levels to support national sports industry bases (projects), branded sports events listed in the provincial key cultivation database, sports infrastructure construction, the cultivation of branded sports events, sports events organized by private capital, and municipal-level leading and innovative sports industry entities (projects).
(34) Support the high-quality development of the logistics industry. Conscientiously implement national and provincial decisions and plans regarding the high-quality development of the logistics sector. Encourage localities to introduce policies supporting the high-quality development of the logistics industry. Accelerate the development of a modern logistics industry system with the distinctive characteristics of the Taizhou Bay Area, striving to become a competitive and influential major logistics hub city in the southern wing of the Yangtze River Delta.
(35) Promote the high-quality development of the advertising industry. Take the lead in the province by establishing one digital advertising industrial park; promote the protection, utilization, and commercialization of intellectual property in the digital advertising sector; and activate data resources, aiming for the city’s advertising industry operating revenue to exceed 9 billion yuan, with 18 advertising entities of designated scale or larger.
(36) Accelerate the development of the software and integrated circuit industries. Implement the “Several Policies of Taizhou City on Accelerating the Development of the Software and Integrated Circuit Industries” (Taizhou Government Office Document [2023] No. 25). In eight key areas—including strengthening project implementation, supporting business expansion and consolidation, encouraging innovative development, and enhancing industrial synergy—further optimize the development environment for the city’s software and integrated circuit industries to enhance industrial innovation capacity and development quality.
V. Policy Measures to Deepen the Construction of a World-Class Port and a Transportation Powerhouse City (Led by the Municipal Transportation Bureau and the Municipal Port and Shipping Development Center)
We will thoroughly implement the construction projects for a world-class port and a transportation powerhouse, accelerate the advancement of major projects for the transportation powerhouse initiative, and build a modern transportation and logistics system. In 2024, we aim to complete 22.9 billion yuan in comprehensive transportation investment and achieve a container throughput of 750,000 TEUs at Taizhou Port.
(37) Ensure financial support. In 2024, the city’s fiscal budget will allocate 210 million yuan (excluding government-invested projects), including 100 million yuan for airport route subsidies and 110 million yuan for highway maintenance and other purposes.
(38) Support the construction of a world-class port at the provincial level. Intensify efforts to expand shipping routes, adding at least one new short-sea route. Continue and optimize Taizhou’s incentive and subsidy policies for promoting container waterway transportation.
(39) Strengthen coordination between the port and local authorities to ensure resource support. Strive to have more key infrastructure projects for port development included in the province’s major construction projects, and actively seek additional quotas for construction land, arable land compensation, and forest land quotas. Actively support eligible port logistics and shipping service projects in applying for designation as provincial major industrial projects.
(40) Accelerate the development of a modern transportation and logistics system. Promote the construction of logistics hubs in our city; advance the commissioning of the Linhai East Station freight terminal (warehousing and logistics center) on the Jintai Railway and the Taizhou South Smart Inland Port New District. Support the development of air transport; accelerate the relocation and commissioning of Taizhou Airport and improve the layout of the airport’s route network. Promote the “Four-Port Synergy” development and accelerate the formation of a multimodal transport system.
(41) Reduce transportation costs. Continue implementing the 35% discount on highway tolls for international standard container transport vehicles and the policy of free passage through national green channels for the transport of fresh agricultural products. In accordance with national regulations, continue implementing policies to reduce or exempt port operational service fees to effectively alleviate the burden on enterprises.
(42) Steadily advance transportation initiatives for the benefit of the people. Support the advancement of the “Four Good Rural Roads” 2.0 initiative. In 2024, construct or renovate 90 kilometers of roads and carry out major and medium-scale repairs on 640 kilometers, ensuring that the proportion of townships connected by Grade III or higher roads reaches over 89%, and promoting an urban-rural public transportation integration rate of 90%.Support the integration of passenger, freight, and postal services in rural areas by launching five integrated urban-rural routes and establishing 30 new comprehensive service stations, thereby facilitating the two-way flow of industrial goods to rural areas and agricultural products to urban markets. Provide care and support for truck drivers by constructing one new “Driver’s Home” station and offering operational subsidies to eligible “Driver’s Home” facilities. Advance the integrated reform of urban public transportation infrastructure—covering construction, management, and maintenance—and optimize the bus route network to enhance the travel experience for citizens.
VI. Deepening and Expanding Policies and Measures to Boost Domestic Demand and Open Up to the Outside World (Led by the Municipal Bureau of Commerce)
Prioritize expanding consumption to better leverage its foundational role in economic development. Continue to implement a comprehensive strategy to “stabilize, expand, and adjust” foreign trade, vigorously attract high-quality foreign investment, and steadily advance high-level opening-up. In 2024, the city’s total retail sales of consumer goods are projected to grow by approximately 5.5%. The city’s share of national exports will remain largely stable with positive growth, and we aim to attract $450 million in actual utilized foreign investment.
(43) Strengthen fiscal support. Focusing on promoting the quality and scale of consumption as well as expanding openness and stabilizing foreign trade, the city’s 2024 fiscal budget has allocated 477 million yuan.
(44) Enhance traditional consumption. Implement policies such as the exemption or reduction of vehicle purchase tax for new energy vehicles. Implement electricity pricing policies, including optimized peak-off-peak rates for charging infrastructure, and install more than 1,000 new public charging stations in 2024. Centered on the theme “Shop in Zhejiang · Enjoy Taizhou’s Deals,” organize and host more than 120 consumption promotion events in 2024.We will continue to deepen the development of the “Taizhou City Cuisine” brand, accelerate the renovation and upgrading of culinary clusters, and host more than 15 culinary events. We will foster and strengthen market entities in the commerce and trade sector, organize the “Time-Honored Brands Tour of China” event, encourage and support time-honored brands to participate in various exhibitions, and promote the development of “national trend” consumption.
(45) Create new consumption scenarios. Promote the “first-store, first-launch” economy and the creation of consumption landmarks, establishing at least one provincial-level high-quality consumption cluster. Promote products such as smart home appliances, integrated home appliances, and functional furniture to enhance the intelligence and environmental sustainability of home living.A total of 286 e-commerce livestreaming “Common Prosperity Workshops” have been established, achieving improvements in quality and efficiency. Support the development of the “night economy” and actively foster the creation of nighttime cultural and tourism consumption clusters. Continue to amplify the “post-Asian Games” effect by attracting and hosting high-level sporting events and developing leisure sports consumption such as camping.
(46) Implement a comprehensive strategy to stabilize, expand, and adjust foreign trade.We will continue to carry out the “100 Exhibitions, 1,000 Enterprises Expanding Markets” initiative, prioritizing support for more than 100 domestic and international exhibitions, with emerging markets accounting for over 30% of these. We will organize more than 1,000 enterprises to participate in over 150 overseas exhibitions. We will support localities in organizing “One Region, One Product” and “Belt and Road” cross-border supply-demand matching events in conjunction with local exhibitions, leveraging industry associations and international exhibition companies, with a total of at least six such events organized throughout the year.Guide export enterprises in risk mitigation; ensure that the approval completion rate for export credit insurance limits with complete documentation is no less than 90%; provide full premium subsidies to insured enterprises with export volumes of less than $5 million in the previous year, and 60% premium subsidies to other enterprises, with a maximum of 1 million yuan per enterprise; provide 50% premium subsidies to enterprises purchasing medium- and long-term credit insurance, with a maximum of 500,000 yuan per enterprise.Support enterprises in actively addressing trade frictions; provide a 70% subsidy for legal fees incurred by enterprises participating in domestic and international trade remedy case response activities, with a maximum subsidy of 1 million yuan per enterprise.Strengthen government-backed financing guarantees for exchange rate hedging. Eligible small and micro foreign trade enterprises, comprehensive service platform enterprises, and individual business operators engaging in exchange rate hedging will receive a RMB-denominated guarantee letter from government-backed financing guarantee institutions, covering up to 8% of the total foreign exchange settlement and sale amount. The guarantee limit may be reused during the term of forward foreign exchange settlement and sale transactions. Deepen the implementation of the “Foreign Trade Plus” policy-based loan transfer program and encourage commercial banks to continuously increase credit support for foreign trade.
(47) Support the development of new business models and formats in foreign trade. Deepen the implementation of the cross-border e-commerce initiatives “Global Store Expansion” and “Brand Going Global,” providing support for the cultivation of independent cross-border e-commerce brands and the establishment of consolidation warehouses. Promote the development of market procurement trade and used vehicle export sectors, fostering the growth of at least five used vehicle export entities and achieving an export growth rate of over 10%.Establish a citywide database of overseas warehouses; in 2024, cultivate at least five municipal-level overseas warehouses and strive to establish at least one provincial-level overseas warehouse. Support the introduction of intermediary agencies with international conference organizing experience and leading domestic and international exhibition organizers.
(48) Vigorously attract and utilize high-quality foreign investment. In 2024, strive to secure at least 10 foreign investment projects and attract at least one Fortune Global 500 company. Organize a series of investment promotion events for multinational corporations, with city and county-level authorities coordinating to conduct at least 15 overseas investment promotion missions.Improve the roundtable mechanism for foreign-invested enterprises and encourage reinvestment by existing foreign-invested enterprises. Introduce special policies for attracting foreign investment; in addition to provincial-level financial incentives, provide a 1:1 matching subsidy to create a three-tiered policy synergy effect at the provincial, municipal, and county levels.
VII. Policy Measures to Deepen Rural Revitalization and Integrated Urban-Rural Development (Led by the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Development and Reform Commission)
We will thoroughly implement initiatives to enhance the carrying capacity of county seats and deepen the “Thousand Village Demonstration, Ten Thousand Village Improvement” project, building livable, business-friendly, and beautiful rural communities across the entire city. We will accelerate the advancement of new-type urbanization centered on county seats to promote integrated urban-rural development. By 2024, the income disparity between urban and rural residents will continue to narrow, and 90% of the city’s administrative villages will achieve a total collective economic income of 300,000 yuan and operational income of 150,000 yuan or more.
(49) Strengthen fiscal support and safeguards. Focusing on advancing comprehensive rural revitalization and enhancing the agglomeration and radiation functions of towns, the city’s 2024 fiscal budget allocates 1.47 billion yuan for rural revitalization, marine fisheries, green development, and other related initiatives.
(50) Increase financial support for agriculture. Expand and diversify the “Tai Fu” series of inclusive and preferential financial products, and continue to advance the “One Chain, One Policy” initiative to help village collective economies improve quality and efficiency. Promote the “Tai Fu·Warm-Hearted Loan” exclusive product and implement fiscal interest subsidy policies for small-scale loans to low-income farmers. Expand the pilot program for whole-farm asset mortgage financing at large-scale livestock farms. Support the application of rural revitalization policy projects for provincial industrial funds.Promote comprehensive cost insurance for wheat; fiscal authorities at all levels will subsidize 93% of the premiums for farmers who purchase comprehensive cost insurance for rice. Encourage banking institutions within Taizhou to expand the coverage of the “Farm Household Balance Sheet Financing Model” in terms of file establishment, credit approval, and actual loan utilization; ensure that loan growth in mountainous and island counties exceeds the average growth rate of all loans; and maintain government-backed financing guarantee rates below 1%.
(51) Strengthen arable land protection and comprehensive land consolidation. In 2024, reform the management system for the balance of arable land occupation and compensation, expand sources of supplementary arable land, and achieve the reclamation and functional restoration of 13,000 mu of arable land throughout the year. Accelerate the construction of permanent basic farmland reserve areas and complete the consolidation of 40,000 mu of contiguous permanent basic farmland under the “Hundred-Thousand-Million” initiative.Implementing a “checklist system + accountability system + time-limit system,” we will continue to deepen land consolidation projects in 2024, with a focus on pilot projects spanning multiple townships. We will coordinate and integrate relevant funds, consolidate existing agriculture-related policies, and optimize the spatial layout of agricultural production areas—including arable land, forest land, permanent basic farmland, high-standard farmland, and grain production zones—to systematically advance the “integration of multiple fields” within project areas.
(52) Strengthen efforts to ensure food security. Coordinate and increase local funding, advance the construction of high-standard farmland with high quality, and ensure that fiscal investment per mu is no less than 3,000 yuan. In 2024, support the construction and upgrading of more than 70,000 mu of high-standard farmland and designate 30,400 mu of reserve areas for grain production functional zones.Implement and enforce routine subsidy policies such as the provincial subsidy for large-scale grain and oilseed cultivation. Continue to implement the grain support policies of “two higher” and “two no lower,” with municipal-level subsidies for large-scale grain and oilseed cultivation maintaining a growth rate of over 10%. Diligently implement the provincial dynamic subsidy policy for large-scale grain cultivation. Maintain a minimum purchase price for rice that exceeds the national minimum purchase price. Support the creation of green high-yield rice demonstration projects.
(53) Build Beautiful Rural Communities. Support the construction of two provincial-level “New Era Beautiful Rural Communities and Common Prosperity Demonstration Zones.” Provide appropriate rewards to municipal-level “Exemplary Beautiful Rural Communities,” key villages for the protection and utilization of historical and cultural (traditional) settlements, and general villages that have passed inspection, and accelerate the development of “Future Rural Communities.” Promote the renovation and upgrading of village water stations to ensure rural drinking water safety. Build rural power grids with moderate foresight and support the construction and operation of public charging facilities in rural areas.
(54) Support the use of science and technology and mechanization to strengthen agriculture. Coordinate efforts across provincial, municipal, and county levels to dispatch over 300 science and technology specialists. The annual funding for municipal-level science and technology specialist projects is 50,000 yuan per project, with a total funding of 100,000 yuan per project cycle. Implement an annual lump-sum subsidy for personal expenses, including round-trip travel costs, fieldwork allowances, and personal accident insurance, for municipal-level science and technology specialists, at 12,000 yuan per person per year(Applicable citywide). Focusing on key areas such as seeds and seedlings, implement a series of projects for the integrated research and demonstration and promotion of advanced and applicable agricultural technologies. Intensify efforts to cultivate seed industry enterprises; for new varieties bred by seed industry enterprises and approved (registered or certified) at the provincial level or above, a reward of 200,000 yuan will be granted per variety; for enterprises newly designated as national or provincial integrated seed breeding, production, and promotion enterprises, rewards of 1 million yuan and 500,000 yuan will be granted, respectively.Priority support will be given to projects such as the construction of new regional agricultural seedling propagation centers and comprehensive agricultural machinery service centers. A subsidy of 50% of the investment in facilities and equipment will be provided, up to a maximum of 2 million yuan. A reward of 200,000 yuan will be granted to centers recognized as provincial-level high-standard comprehensive agricultural machinery service centers.
(55) Strengthen rural specialty and competitive industries. Advance the “Ten Chains, Hundred Billion” initiative to support counties in enhancing the market competitiveness and sustainable development capacity of local specialty products, and build six full industrial chains for local specialty products with annual output values exceeding 1 billion yuan. Support the construction of modern facility agriculture demonstration bases; award a 100,000 yuan incentive to high-level demonstration bases for the integration of agricultural techniques and machinery that pass provincial-level acceptance inspections. Intensify efforts to promote advanced and applicable agricultural machinery and equipment.
(56) Deepen integrated rural reforms to strengthen villages and enrich the people. Thoroughly implement the Three-Year Action Plan for Developing New Rural Collective Economies, providing subsidies to villages included in the support scope; deepen financial empowerment, properly resolve village-level debt risks, and promote the healthy development of new rural collective economies. Cooperate in advancing the province-wide pilot program for standardizing rural property rights circulation and trading. Accelerate the implementation of the Huangyan District Watermelon and Melon Science and Technology Innovation Park Comprehensive Rural Revitalization Pilot Project, strengthen mechanisms linking farmers to benefits, and promote rural industrial development.
(57) Promote a comprehensive enhancement of county-level cities’ carrying capacity. Implement 60 major projects to enhance the comprehensive carrying capacity of county-level cities. Promote a further shift in public budget expenditures for fiscal support of new-type urbanization toward the urbanization of county-level cities. Encourage policy-based banks within the jurisdiction to allocate 5 billion yuan in credit funds, focusing on supporting the urbanization of county-level cities to accelerate the concentration of population and industries in these areas.
(58) Promote the high-quality development of characteristic towns. Eligible projects within characteristic towns shall be given priority for support under provincial major industrial project policies. Designated characteristic towns that meet the criteria may apply to adjust their planning boundaries in accordance with regulations.
(59) Orderly advancement of the urbanization of the agricultural migrant population. Revise and improve the points-based system featuring “provincial common criteria + city and county-specific criteria.” Improve the system for providing basic public services at the place of residence.
(60) Vigorously promote high-quality development in mountainous and island counties. Deepen the implementation of the New Era Mountain-Sea Collaboration Project, and encourage mountainous and island counties to establish “1+1+1” partnership relationships with economically strong counties, state-owned enterprises, and social forces.Accelerate the construction of the three major “industrial enclaves”—Tiantai–Taizhou Bay New Area, Xianju–Shaoxing Coastal New Area, and Sanmen–Taizhou Bay New Area—with a total investment of over 250 million yuan, ensuring that the return on investment for “poverty alleviation enclaves” is no less than 8%, and advancing the development of “science and technology innovation enclaves.” Roll out 30 mountain-sea collaboration projects and complete an investment of 4 billion yuan.Deepen the implementation of the “One County, One Policy” initiative and guide mountainous counties in researching and formulating “One County, One Plan” strategies.
VIII. Deepening Policies and Measures to Safeguard and Improve People’s Livelihoods (Led by the Municipal Human Resources and Social Security Bureau)
Thoroughly implement the “Seven Excellence in Public Services” initiative to tangibly enhance the public’s sense of fulfillment, happiness, security, and belonging. In 2024, ensure that two-thirds of general public budget expenditures are allocated to livelihood sectors.
(61) Fully leverage the role of fiscal support. In accordance with the requirement that social policies must safeguard the basic livelihood of the people, we will focus on delivering practical benefits for the people. The city’s 2024 fiscal budget allocates 7.625 billion yuan for this purpose.Of this amount, 771 million yuan is allocated for education development, 1.106 billion yuan for medical and health care, 4.593 billion yuan for pension security, 192 million yuan for assistance and relief for vulnerable groups, persons with disabilities, beneficiaries of preferential treatment policies, orphans, and children in difficult circumstances, and 963 million yuan for other purposes.
(62) Support the advancement of “fair compensation for work.” Support employment and entrepreneurship for key groups such as individuals facing employment difficulties and college graduates. Implement social security policies to assist enterprises in overcoming difficulties, continue the phased reduction of the unemployment insurance contribution rate, and support job stabilization and expansion through multiple channels. Expand the coverage of work-related injury insurance and enhance the willingness of employers and specific individuals who do not meet the criteria for establishing an employment relationship to participate in the program. Steadily implement the occupational injury protection system for workers in new forms of employment.
(63) Support the advancement of “Quality Early Childhood Care.” Improve the policy safeguards for inclusive childcare, support the development of an inclusive childcare service system, and promote the inclusion of inclusive childcare in basic public services. Introduce proactive fertility support measures, such as maternity subsidies and child-rearing allowances, at the county level; continuously optimize the construction of maternal and child health care facilities and technical services; and continuously promote high-quality population development. Include birth defects, cerebral palsy, and other conditions in the scope of outpatient special diseases.
(64) Support the advancement of “Quality Education for All.” Strengthen the development of urban-rural compulsory education communities, and comprehensively establish National Counties for Universal and Inclusive Preschool Education and National Counties for High-Quality and Balanced Development of Compulsory Education.By 2024, the proportion of counties passing the provincial-level assessment for National Counties with Universal and Inclusive Preschool Education will reach 50%, the proportion of counties passing the provincial-level assessment for National Counties with High-Quality and Balanced Development of Compulsory Education will reach 50%, and the proportion of migrant children in the compulsory education stage holding residence permits enrolled in public schools will reach over 90%.
(65) Support the advancement of “quality medical care for all.” Commence construction of the Taizhou Hospital of the First Affiliated Hospital of Zhejiang University, deepen the transitional cooperation between the First Affiliated Hospital of Zhejiang University and Taizhou Hospital, and accelerate the transfer of technology, management, and brand.Continue to advance the construction of high-level county-level hospitals. Deepen the “Mountain-Sea” Healthcare Improvement Project and the Traditional Chinese Medicine “Encyclopedia Assistance” Project. Actively develop commercial supplementary health insurance that benefits the public. Conduct free health checkups for urban and rural residents with the same coverage standards, completing health checkups for no fewer than 1 million people by 2024.
(66) Support the advancement of “livable housing.” Continue to accelerate the development of affordable rental housing, with 20,000 units (rooms) to be started (or secured) in 2024. Continue to advance the renovation of aging urban residential communities, with 20 new projects to be started in 2024, and support the installation of elevators in eligible buildings.
(67) Support the advancement of “Healthy Aging.” Implement the subsidy system for elderly individuals in need. In 2024, provide free influenza vaccinations to all city residents aged 60 and above; add 600 beds in specialized care units for cognitive impairment; achieve a coverage rate of over 75% for meal delivery services in urban and rural communities; ensure that health and elderly care consortia cover over 70% of townships (subdistricts); and advance the long-term care insurance program.
(68) Support the advancement of “Community Support for the Vulnerable.” Promote the implementation of a tiered and categorized social assistance system. Improve the dynamic adjustment mechanism for the minimum living allowance standard.Explore expanding the scope of social assistance to include low-income families with an annual disposable household income of less than 100,000 yuan. Cultivate and strengthen charitable organizations; in 2024, establish 10 new charitable organizations and increase the scale of charitable trusts by 10 million yuan. Implement policies for living subsidies for persons with disabilities facing financial hardship and care subsidies for persons with severe disabilities; in 2024, create 1,000 new jobs for persons with disabilities and provide rehabilitation assistance to 480 children with autism.
Excluding overlapping portions, the total municipal budget allocation for the aforementioned eight policy areas in 2024 amounts to 23.6 billion yuan.The municipal lead agencies for each policy area must, in accordance with the document’s requirements, work with the lead agencies responsible for the four key resource support lists—finance and banking, natural resources, energy, and talent—to promptly issue detailed supporting policy documents. They must ensure timely publicity and interpretation of the policies, clarify responsibilities, and implement them effectively, while strengthening policy coordination to ensure aligned efforts and a synergistic impact.Localities should formulate implementation plans as soon as possible based on local conditions to ensure targeted policy delivery that is direct and accessible, ensuring that grassroots levels feel the impact, the public benefits, and enterprises gain advantages.
Unless otherwise specified, all policies outlined in this document shall remain in effect throughout 2024. Where relevant policy measures are issued by the central government or Zhejiang Province, they shall be strictly followed.
