Adjustment of the Minimum Price Standards for Industrial Land Concessions in Quzhou City

Original Title: Notice from the Office of the Quzhou Municipal People’s Government Regarding the Adjustment of Minimum Bidding Prices for Industrial Land Concessions in Quzhou’s Urban Area

To the People’s Governments of All Counties (Cities, Districts), and All Departments and Directly Affiliated Units of the Municipal Government:

To thoroughly implement the municipal Party committee and municipal government’s strategy of “strengthening the city through industry and revitalizing the city through industries,” further strengthen the regulation and management of industrial land, and promote the economical and intensive use of industrial land, the municipal government has approved adjustments to the minimum transfer price standards for industrial land in the urban area of Quzhou. The following notice is hereby issued regarding the implementation of these minimum transfer price standards:

I. For industrial land located within or outside the urban construction land area defined by the Quzhou City Territorial Spatial Plan, as well as within approved development zones (parks) and industrial functional zones, the reserve price or bid floor for tender, auction, or listing transfers, as well as the transaction price, shall not be lower than the corresponding minimum price standard for the respective area; for industrial land outside these areas, the minimum price standard shall be implemented in reference to the standards for township functional zones.

II. Strictly enforce the industrial land transfer system. Except for cases legally excluded from the scope of tender, auction, or listing transfers, all other industrial project land must be publicly transferred through tender, auction, or listing, with the final land price determined through market-based competitive bidding.

III. For projects in strategic emerging industries and advanced manufacturing that align with industrial policy, are prioritized for development, and demonstrate high land utilization rates, the minimum transfer price shall be set at no less than 70% of the corresponding benchmark land price in the local area.

IV. For industrial projects in various development zones (parks) within Quzhou City that have already been approved prior to the adjustment of the minimum transfer price standards for industrial land, the minimum transfer price standards shall continue to be implemented in accordance with the “Notice on Adjusting the Minimum Transfer Price Standards for Industrial Land in Quzhou City” (Quzhou Land Resources [2011] No. 85).

V. This Notice shall take effect on April 1, 2024. The “Notice on Adjusting the Minimum Land Grant Price Standards for Industrial Land in Quzhou Urban Area” (Quzhou Land Resources [2011] No. 85) is hereby repealed.
