Original Title: Implementation Opinions of the Lishui Municipal People’s Government Office on Promoting the Development of the Commerce and Distribution Industry
People’s Governments of All Counties (Cities, Districts), and All Units Directly Under the Municipal Government:
To enhance consumption capacity, optimize supply, and improve the consumption environment, thereby advancing the construction of our city as a youth-oriented development hub and fostering a youthful, dynamic, and fashionable urban image, the Municipal Government has approved the following implementation opinions on promoting the development of the commerce and circulation industry.
I. Creating New Consumer Experiences
(1) Coordinated Commercial Planning. Develop a specialized plan for the layout of commercial outlets, improve the management of commercial outlet distribution, enhance the scale and agglomeration effects, promote effective investment in commerce and trade, and stimulate commercial consumption.
(2) Enhancing Urban Consumption Venues. Focusing on “night tours,” “nightscapes,” “night shows,” “night reading,” “night markets,” “night entertainment,” and “night wellness,” we will establish the “Chuzhou Wanxiang Night” regional public consumption brand. We will develop new consumption formats such as 15-minute convenience living circles, high-quality pedestrian streets, commercial specialty streets (districts), and smart business district pilot projects.
(3) Foster distinctive county-level consumption. Promote the renovation of township commercial centers, farmers’ markets, streets and alleys, and new types of rural convenience stores across all regions. Establish a county-level commercial system centered on county seats, prioritizing townships, and grounded in villages, with the goal of creating a unique characteristic for each county.
(4) Stimulate Consumption Vitality Through Collaborative Events. Improve mechanisms for cooperative festival organization, leverage the synergistic effects of festive events, policy measures, and innovation incentives, and focus on new customer groups, new offerings, and new scenarios. Promote the integration of sectors such as shopping, cultural tourism, gastronomy, sports events, and exhibitions, and launch the “Zhe Li Lai Consumption” series of activities.
II. Cultivating the Convention and Exhibition Economy
(5) Encourage Market-Driven Conference Organization. For conferences held in Lishui through market-driven channels with 1,000 or more participants, an actual duration of at least three half-days, or requiring participants to stay in Lishui for at least one night, a one-time subsidy of 100,000 yuan will be provided to the organizing entity. For conferences with 1,000 or more participants, the subsidy amount will increase by 10% for every 10% increase in attendance, up to a maximum of 500,000 yuan per event.
(6) Encouraging Market-Oriented Exhibition Organization. Subject to prior confirmation by the local commerce department, market-oriented trade and consumer exhibitions (excluding achievement exhibitions, talent exchange fairs, photo exhibitions, and similar events) held in the city’s specialized exhibition halls or key commercial districts, with a duration of at least 3 days and an exhibition area of at least 3,000 square meters, will receive support based on the scale of the exhibition area:
1. For projects with an exhibition area of 3,000 square meters (inclusive) to 5,000 square meters, a one-time subsidy of up to 100,000 yuan will be provided;
2. For projects with an exhibition area of 5,000 square meters (inclusive) to 8,000 square meters, a one-time subsidy of up to 200,000 yuan will be provided;
3. For projects with an exhibition area exceeding 8,000 square meters (inclusive), a one-time subsidy of up to 300,000 yuan will be provided.
The one-time subsidy shall not exceed 50% of the total cost. Priority will be given to projects that align with the city’s leading industries and play a significant role in promoting the city’s economic and social development. Economic performance indicators, such as transaction volume, will be gradually incorporated.
(7) Enhance the international influence of our city’s exhibition industry. A one-time subsidy of 150,000 yuan will be provided for the introduction of exhibition projects certified by the Global Association of the Exhibition Industry (UFI) to be held in our city. A one-time subsidy of 300,000 yuan will be provided for exhibition projects held in our city that obtain certification from the Global Association of the Exhibition Industry (UFI).
III. Strengthening Commercial Entities
(8) Optimizing the Wholesale Sector. Make full use of policies such as the “Several Opinions on Encouraging and Guiding the Development of Headquarters Economy in Zhejiang Province (Revised Edition).” In accordance with the requirements of “retaining a group, cultivating a group, and introducing a group,” we will optimize and specialize the wholesale sector.
(9) Expand the retail sector. Implement the strategy of “separating industry from trade for some businesses, transitioning some from the unregistered to the registered sector, and unifying tax payment methods for others,” to continuously expand the retail sector’s business base.
(10) Strengthen Coordinated Advancement. Support localities in establishing investment promotion mechanisms that integrate the recruitment of commerce and manufacturing enterprises. Plan, deploy, and advance the recruitment of commerce and manufacturing enterprises in tandem to increase incremental growth from the source.
IV. Promoting Quality and Strength
(11) Encourage Inclusion in Statistical Reporting. For wholesale and retail enterprises included in monthly statistical reporting, a reward of 250,000 yuan will be granted if inclusion is completed by the end of May; 200,000 yuan if completed by the end of August; and 150,000 yuan if completed by the end of October. For wholesale and retail enterprises (including individual businesses) included in annual statistical reporting, a reward of 100,000 yuan will be granted.
Additionally, retail enterprises (including sole proprietorships) that achieve annual sales of 20 million yuan or more, 50 million yuan or more, 100 million yuan or more, 200 million yuan or more, or 500 million yuan or more in the year of inclusion will receive one-time bonuses of 50,000 yuan, 100,000 yuan, 150,000 yuan, 250,000 yuan, and 350,000 yuan, respectively.
(12) Cultivating Key Retail Entities. Starting from the year following inclusion in the statistical database, retail enterprises (including sole proprietorships) that achieve a year-on-year sales growth rate of 15% or higher, with sales increases of 20 million yuan or more, 50 million yuan or more, 100 million yuan or more, 200 million yuan or more, or 500 million yuan or more, shall be granted rewards of 50,000 yuan, 100,000 yuan, 300,000 yuan, 500,000 yuan, and 700,000 yuan, respectively.
(13) Support for Chain Operations. For large-scale retail enterprises with a 10% or higher year-on-year increase in annual turnover that engage in direct chain operations, if a branch (defined as a branch without independent legal person status) achieves an annual turnover of 200,000 yuan and its data is included in the headquarters’ calculations in accordance with regulations, a subsidy of 50,000 yuan per newly opened store will be provided for that year, with a maximum total subsidy of 500,000 yuan.
V. Strengthening Brand Leadership
(14) Cultivating Key Enterprises. Based on annual sales, the top 10 retail enterprises with positive growth will be included in Lishui City’s annual database of key retail enterprises.
(15) Promote Brand Creation and Excellence. Regularly conduct the selection of Lishui Time-Honored Brands and support commercial enterprises in applying for the titles of “China Time-Honored Brand” and “Zhejiang Time-Honored Brand.” Fully leverage the exemplary and leading role of time-honored brands in commercial circulation, consumption promotion, quality management, technological innovation, brand building, and cultural heritage.
VI. Improving the Foundation for Consumption
(16) Strengthen Market Operation Monitoring. Conduct surveys and analyses of key commerce and trade enterprises across the city to accurately and comprehensively reflect their operational status and development trends in a timely manner. This will provide robust data support for macro-level management and scientific decision-making regarding commerce and trade development, thereby assisting enterprise growth.
VII. Supplementary Provisions
The incentive and subsidy measures outlined herein apply to market entities within the urban area. Funding for these incentives and subsidies shall be borne by the municipal government, Liandu District, and the Lishui Development Zone, respectively, in accordance with the current fiscal system. Enterprises may concurrently benefit from both this policy and provincial-level or higher support policies. If a single project meets the requirements of multiple municipal policies, the enterprise shall receive benefits based on the principle of “choosing the higher amount.” Counties (cities, districts) may implement these measures by reference.
These Implementation Guidelines shall take effect on January 31, 2024, and remain valid for three years.
