The “2515” Action Plan for Accelerating the High-Quality Development of the Software Industry in Shaoxing (2023–2026) has been approved by the Municipal Government. It is hereby issued to you for earnest implementation.

Action Plan (2023–2026)

This Action Plan is formulated to actively respond to the national strategy on the digital economy, build a modern industrial system, and achieve high-quality development of the software industry, in accordance with the actual conditions of our city.

I. General Requirements

(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly study and implement the spirit of General Secretary Xi Jinping’s important discourses on the software industry, vigorously implement the “4151” Plan, build a strong city in advanced manufacturing, and high-quality advance the “No. 1 Development Project” for innovation and quality enhancement in the digital economy.adhering to the principles of “innovation-driven, key breakthroughs, application-led, talent aggregation, and ecosystem co-construction,” to promote the expansion, quality improvement, and advancement of the software industry. We aim to build Shaoxing into a new hub for the influential development of the software industry, providing strong support for accelerating new industrialization and promoting the deep integration of the digital economy with the real economy.

(2) Development Goals. We will consolidate and develop areas of relative strength, such as industrial software, integrated circuit design, platform software, and application software; innovatively develop relatively weaker areas, such as foundational software, information security, and information technology services; and foster the integrated development of new software sectors including cloud computing, the Internet of Things, big data, blockchain, and artificial intelligence. By 2026, we will fully achieve the “2515” key targets,"2" refers to achieving an operating revenue of 20 billion yuan for the city’s software and information technology services sector, with an annual growth rate maintained at over 30%; "5" refers to focusing on five key development directions: industrial software, information technology services, information security software, industry-specific application software, and foundational software; "1" refers to establishing more than 10 software industry clusters; "5" refers to fostering 50 enterprises in the software industry sector with annual business revenue exceeding 100 million yuan.

II. Development Priorities

(1) Focus on Industrial Software

1. Develop industrial software for R&D and design, production control, and business management. Focusing on industries such as high-end equipment, transportation (automotive, aerospace, etc.), modern textiles, pearls, and construction, prioritize breakthroughs in R&D and design software including CAD (Computer-Aided Design), CAE (Computer-Aided Engineering), CAM (Computer-Aided Manufacturing), and BIM (Building Information Modeling);Focusing on industries such as green chemicals, biomedicine, new materials, and Huangjiu (yellow wine), prioritize breakthroughs in production control software such as DCS (Distributed Control Systems), APC (Advanced Process Control), SCADA (Supervisory Control and Data Acquisition), and MES (Manufacturing Execution Systems); Focusing on improving the efficiency of information and logistics collaboration between enterprises, prioritize breakthroughs in business management software such as SCM (Supply Chain Management), ERP (Enterprise Resource Planning), and CRM (Customer Relationship Management).

2. Develop software for distinctive and competitive industrial sectors. Promote the development of the integrated circuit design industry, with a focus on the design of RF chips, power management chips, display driver chips, MEMS chips, MCU chips, CPUs, memory chips, and DSP chips, as well as the design of intellectual property (IP) cores such as interface IP, memory IP, and security IP; plan and develop Electronic Design Automation (EDA) software, organize and carry out technical research and development for EDA software, and support enterprises in achieving breakthroughs in full-process EDA tools from specific areas to comprehensive coverage.

3. Develop embedded software. Addressing the needs of major equipment such as CNC machine tools, intelligent robots, new energy vehicles, integrated circuit manufacturing equipment, and communication devices, as well as the demands for smart products like intelligent home appliances and smart vision systems, we will promote the R&D of critical embedded software. We will cultivate industry-leading embedded system software, application software, and supporting software to enhance equipment automation and precision levels, thereby increasing the software value-added and core competitiveness of finished products.

4. Cultivate new types of industrial software. Accelerate the construction of industrial internet platform systems, actively build an “industrial brain,” promote the deep integration of next-generation information technology with the real economy, and enhance the platform’s ability to empower enterprises in their digital transformation. Focusing on vertical sectors, accelerate the digitization and modeling of industrial knowledge—including foundational processes, control methods, and operational mechanisms—to cultivate a range of knowledge-based, lightweight, customized, independent, and reusable industrial apps and capability components.

(II) Enhancing Information Technology Services

1. Strengthen Digital Content Services.Building on the development foundations of the gaming industries in Shangyu and Shengzhou, as well as Zhuji’s pearl live-streaming e-commerce, comprehensively enhance digital content production services—including game CG, digital animation, advertising, and virtual reality—conversion services such as digital content processing, promotion and distribution, search, and 3D visualization, as well as interactive services including gaming and entertainment, ultra-high-definition live streaming, and live-streaming/short-video e-commerce. Actively develop metaverse digital application scenarios in consumer sectors such as social media, gaming, commerce, and NFT art.

2. Develop data services. Advance reforms for the market-based allocation of data as a production factor. Create demonstration projects in areas such as the monetization of industrial data, digital empowerment of small and medium-sized enterprises, digital circulation and trading, and regional comprehensive pilot programs. Promote the integrated development and utilization of public and social data, and establish institutional rules and an ecosystem for data authorization, operation, supervision, and security.Centered on the “Industrial Brain + Future Factory” model, comprehensively promote the aggregation and integration of economic data. Encourage market entities to collect, process, and apply industrial data in accordance with laws and regulations. Cultivate a range of big data solutions for sectors such as industry, commerce, and finance, expand data-empowered scenarios, and unlock the value of data.

3. Foster software service outsourcing. Encourage the development of high-value-added software technology service outsourcing models, such as offshore development centers and industry platform services; accelerate the cultivation of new service models and business formats, including network outsourcing services and online-to-offline (O2O) integration; and actively attract software service outsourcing transfers from Shanghai, Hangzhou, Ningbo, and other domestic and international locations.

(IV) Enriching Industry Application Software

Focusing on the needs of Digital Shaoxing’s development, we will promote the research and development of industry-standard software and service solutions for key sectors such as government services, commerce, transportation, healthcare, culture and tourism, and education.Accelerate the transition of application software to SaaS models and drive the shift in software deployment from on-premises to cloud-based environments. Encourage leading enterprises with the necessary capabilities to establish generic software development platforms. These platforms should provide downstream small and medium-sized enterprises (SMEs) and relevant industry players with components and capabilities such as development toolkits, basic frameworks, and application datasets. Through unified technical support and resource sharing, this initiative will promote the widespread adoption and acceleration of digital transformation across various industries. Build cross-industry digital platforms to strengthen information sharing and collaborative development among sectors, thereby achieving coordinated advancement of digital transformation across all industries.

(5) Breakthroughs in Foundational Software

1. Develop the indigenous innovation industry. Leveraging our city’s strengths in the integrated circuit industry, we will focus on chips as the core and comprehensively develop the industrial chain, including proprietary-brand complete systems, CPUs, storage, operating systems, databases, and runtime environments. We will create diverse domestic chip architectures and encourage enterprises to build computing industry ecosystems and drive business innovation based on these diverse foundational chips.

2. Deploy New-Generation Foundational Software. Accelerate the deployment of technological innovation and industrialization practices in future-oriented sectors, with a focus on ABC (A: AI; B: Big Data; C: Cloud Computing).Establish a platform for the application and research of brain-computer interface (BCI) technology, and conduct R&D and engineering of technologies such as brain cognition and neural computing. Leveraging the City Brain, build an intelligent connected vehicle data platform, create a “5G+Connected Vehicle” pilot demonstration project, and foster the development of domestically produced operating systems and underlying driver software for intelligent connected vehicles.

3. Explore key foundational software. Focus on foundational software domains such as operating systems, database management systems, middleware, and support software to promote product R&D, testing, verification, and application promotion based on independent technologies and product systems. Actively develop open-source projects in key software fields, optimize open-source communities, promote open-source culture, break through the temporal and spatial boundaries of innovation, and shorten innovation cycles.

III. Main Tasks

(I) Market Entity Cultivation Initiative

1. Attracting Leading Enterprises. Accurately map the software industry chain, and conduct targeted investment promotion campaigns focused on the Global Top 500 Software Companies, China’s Top 100 Software Companies, and China’s Top 100 Internet Companies. Actively introduce regional headquarters, R&D centers, and data center projects, and effectively strengthen the recruitment of leading software enterprises to achieve a leapfrog development.Launch a "Returning Shaoxing-Native Entrepreneurs" initiative in the software sector to attract software enterprises founded by Shaoxing natives operating outside the region to relocate their operations back to their hometown. Establish a regular communication system with senior executives or key technical leaders of major IT enterprises who are native to Shaoxing to continuously tap into development resources. Each year, attract one new leading enterprise in the software sector and five high-quality enterprises in specialized software fields.

2. Cultivate enterprises in a tiered manner. Launch the “Eagle Initiative” and “Phoenix Initiative” in the software industry to foster a group of “chain-leading” enterprises with dominant influence, promote the implementation of a platform-based strategy, and comprehensively integrate industrial chain resources.Cultivate “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises, single-champions, and unicorn companies; guide enterprises to increase R&D investment and improve product and service quality; and foster a group of competitive software enterprises with strong innovation capabilities and high market recognition. By 2026, attract and cultivate 15 SRUI enterprises, 5 “SRUI” and “Little Giant” enterprises, and 2 listed companies in the software sector.

3. Establish enterprises through the separation of core and auxiliary businesses. Encourage and guide large and medium-sized enterprises across all industries to spin off their software-related operations and establish specialized software and information technology service enterprises to provide software and information technology services to the entire industry and society.

4. Incubate Start-ups. Launch an incubation initiative for software start-ups, introduce professional incubators, and provide a range of services to software start-ups, including entrepreneurial support, guidance, pitch events, and venture capital.

(II) Industrial Cluster Development Initiative

Based on the existing foundations and distinctive features of the software and information technology services sector in various regions, we will focus on establishing a “One Core, Two Zones, and Multiple Clusters” layout for software industry development, promoting the targeted clustering of leading enterprises, high-end talent, and headquarters-based projects. “One Core, Two Zones” refers to Yuecheng District serving as the core zone for the city’s software industry development, while Keqiao District and Shangyu District will serve as central zones for software industry development.“Multiple Cluster Points” refers to fully leveraging the advantages of state-owned platforms and the industrial resources of each district, county (city) to create more than 10 specialized software industry clusters. Specifically: Yuecheng District will rely on the “Digital Intelligence Industrial Park” to establish clusters for integrated circuit design, intelligent supercomputing, and intelligent connected vehicle applications; Keqiao District will rely on the “Hengsheng Digital Economy Industrial Park” to establish clusters for new industrial software, optoelectronic design, and cross-border e-commerce;Shangyu District will leverage the “Shangyu Digital Innovation Hub” to create industrial clusters for gaming and animation, industrial control security, and embedded software; Zhuji City will leverage the “Intelligent Vision Industrial Park” to create industrial clusters for artificial intelligence (intelligent vision), aviation sensing, and the new economy of e-commerce livestreaming; Shengzhou City will leverage the “New Economy E-commerce Industrial Park” to create industrial clusters for game production, online advertising, and e-commerce;Xinchang County will leverage the “Software and Information Industry Park” to develop industrial clusters for social media software, embedded software, and the new economy of e-commerce livestreaming. By 2026, the goal is to establish one “China Software Model Park.”

(3) Innovation Capacity Enhancement Initiative

1. Enhance Enterprise R&D Capabilities. Encourage enterprises to increase R&D investment, support the establishment of institutions such as software engineering technology centers and enterprise technology centers, facilitate software patent applications and software copyright registrations, and apply for provincial-level first-edition software product designations.Accelerate software standardization efforts, actively encourage enterprises to participate in the formulation of software and information technology service standards, and promote the implementation and adoption of key national standards such as the Data Management Capability Maturity Model (DCMM), the Software Capability Maturity Model (CSMM), the Information Technology Service Standards (ITSS), and the Industry Master Data Standards for Sub-sectors (CPMS).By 2026, R&D investment by software enterprises across the city will account for no less than 15% of software business revenue; the annual average growth rate of software patent applications and software copyright registrations will exceed 20%; and the city will strive to cultivate more than 10 provincial-level first-edition software products.

2. Build a high-level platform system. Actively introduce high-level software R&D and innovation platforms, and accelerate the construction of the National Integrated Circuit Industry Innovation Center; further optimize and upgrade the capabilities of research institutions affiliated with universities such as Zhejiang University, Tianjin University, and Shanghai University in Shaoxing to strengthen research and industrialization support for the software sector; promote innovation hubs such as the Shaoxin Laboratory and the Huanjiang Laboratory to advance toward becoming major provincial-level innovation platforms, thereby comprehensively empowering the development of the software industry.

3. Strengthen Collaborative Innovation Among Industry, Academia, Research, and Application. Promote joint innovation among enterprises, ecosystem partners, academic institutions, industrial service providers, and end-users; establish a collaborative innovation mechanism among industry, academia, research, and application; streamline channels for enterprises to undertake and commercialize innovation projects; enhance the marketization of innovation outcomes; and organize efforts to tackle key core technologies in relevant fields to overcome a number of “bottleneck” technologies.Support Xinchang County’s pilot reform of a “multi-stakeholder, full-chain innovation mechanism,” create a model demonstration of entrepreneurship and innovation consortia, and strengthen industry-wide technological research and development.

4. Deepen “Software-Defined” Initiatives. Accelerate the development of software-defined computing, software-defined storage, and software-defined networking technologies; use software to define system functions and enhance hardware capabilities, thereby maximizing system operational efficiency and energy efficiency.Actively deploy emerging software-defined platforms such as industrial internet, cloud computing, big data, artificial intelligence, and autonomous driving; encourage the integration of software development and operations to reduce operational costs. Actively promote and popularize enterprise rapid development platforms such as software development cloud services and low-code development platforms to enhance software development capabilities and foster industrial growth.

(IV) Deepening Integration and Application Initiative

1. Empowering the Digital Transformation of Manufacturing. Promote the deep integration of the software industry with manufacturing, expand the breadth and depth of software applications across all stages of manufacturing, and accelerate the digital, networked, and intelligent transformation and upgrading of enterprises.Deeply advance the “Three Full Covers” of industrial digitization. Encourage leading enterprises in the software and information technology services sector to participate in the construction of “Industrial Brain + Future Factory” initiatives. Expand innovative application scenarios for industrial software, industrial internet, and industrial apps. Actively create demonstration models and promote the adoption of software-enabled smart manufacturing models across industries through replication and emulation. Cultivate and develop new business models and formats, including platform-based design, digital management, intelligent manufacturing, networked collaboration, personalized customization, and service extension.By 2026, we aim to establish 8 Industrial Brains, 55 provincial-level industrial internet platforms, cultivate 5 digital service providers at the provincial level or above, and foster 10 provincial-level manufacturing enterprises operating on the cloud.

2. Promote cross-sectoral integration and application. Promote the integrated development of the software industry with various sectors of the economy, society, and people’s livelihoods. Accelerate the promotion and application of software technologies in key areas such as digital governance, digital agriculture, digital trade, digital transportation, smart logistics, digital security, digital healthcare, online education, smart elderly care, and digital culture and tourism.Establish a public data openness platform and collaborate with the provincial data trading platform to jointly build the “Shaoxing Industrial Data Trading Center.” Accelerate the construction of digital platforms such as the City Brain and Regional Economic Brain. Integrate resources from government departments, enterprises, industry experts, and technology providers to promote cross-industry cooperation and collaborative innovation. Produce a series of replicable and scalable innovative achievements, solutions, and business models in areas such as key technology products, cross-platform system integration, and cross-industry collaboration.

3. Improve the Environment for Application Promotion. Accelerate the opening of application scenarios; encourage government departments, state-owned enterprises and institutions, and key industries to open their application scenarios; and incentivize software companies to undertake application scenario projects through open challenges. Support the adaptation and application of foundational software and hardware with independent intellectual property rights; provide early application scenarios and trial environments for key core technologies in areas such as foundational software, industrial software, and information technology innovation; establish a mechanism for error tolerance and correction; and apply the principle of due diligence exemption for cases meeting certain conditions.

(5) Industrial Talent Aggregation Initiative

1. Strengthen the recruitment of high-level talent. Iteratively implement Version 2.0 of the Shaoxing “Hometown of Eminent Scholars” Talent Plan. Leveraging the Digital Economy Talent Special Fund, utilize multiple channels—including talent-attracting-talent initiatives, talent-attracting-through-competitions, recruitment by local luminaries, and market-driven recruitment—to support more than 10 projects annually led by leading talents and innovation teams in the software industry. This will attract a cohort of mid-to-high-level professionals with specialized skills and extensive experience, such as architecture designers, system analysts,senior technical professionals, as well as industry leaders, senior management personnel, and entrepreneurial teams.

2. Strengthen the recruitment of college graduates from outside the city. Focusing on areas with high concentrations of software graduates—such as Wuhan, Xi’an, Chengdu, Hangzhou, and the Northeast region—we will regularly organize promotional seminars and job fairs to highlight the development advantages and employment prospects of Shaoxing’s software industry to college graduates, thereby attracting talent to start businesses and seek employment in Shaoxing. We will establish stable talent supply channels with key universities to ensure a continuous and stable supply of talent. We aim to recruit more than 1,000 software-related graduates from outside the city annually.

3. Strengthen the local talent cultivation system. Deepen the integration of industry and education, promote in-depth cooperation between software enterprises and universities and vocational colleges, and establish jointly built training bases and research centers to enhance students’ practical skills and employability.Refine the curriculum system and encourage local universities to align with software industry trends, optimize and adjust their program offerings, and strengthen the cultivation of talent with foresight and practical skills. Train more than 3,000 graduates in software-related majors annually, with a retention rate in Shaoxing of over 30%. Strengthen faculty development by attracting key technical personnel from enterprises to serve as part-time instructors, enhance technical exchanges and talent training between schools and enterprises, and improve teaching quality.

(6) Industrial Ecosystem Optimization Initiative

1. Promote the construction of information infrastructure. Accelerate the deep coverage of 5G networks, promote the deployment of 5G industry-specific virtual private networks, actively seek 6G network application demonstrations and early deployment, and continuously enhance the capacity of network infrastructure and its ability to support multiple services. By 2026, urban and rural broadband access speeds will reach 1,500 Mbps and 800 Mbps, respectively, and the metropolitan Internet exit bandwidth will reach 12 Tbps.Establish unified coding standards and construction specifications for IoT sensing devices, and build a provincial-municipal collaborative IoT public service platform to enable widespread access to sensing devices, efficient management, and the sharing and utilization of sensing data. Accelerate the deployment of intelligent road testing facilities, establish a highly reliable, low-latency dedicated network supporting high-level autonomous driving operations, and construct a vehicle-road coordination equipment system covering key road types such as expressways, urban roads, and highways. Address the development needs of emerging technologies such as artificial intelligence, cloud computing, big data, and the metaverse by planning and deploying the construction of intelligent computing centers.By 2026, more than 20,000 5G base stations will be constructed, and the total road mileage equipped with vehicle-road coordination devices will reach over 100 kilometers, striving to establish a leading provincial-level pilot demonstration zone for intelligent connected vehicles.

2. Strengthen Intellectual Property Protection and Management. Enhance intellectual property protection. Conduct specialized law enforcement campaigns to combat violations of software intellectual property rights and uphold fair market competition; establish a fast-track mechanism for intellectual property rights protection to improve the efficiency of rights enforcement; and set up a special fund for intellectual property protection to provide financial support to enterprises affected by infringement.Encourage intellectual property operations. Establish an intellectual property operation service platform to provide enterprises with policy guidance, information consultation, training, and other services, thereby improving their intellectual property management capabilities and promoting the commercialization of intellectual property through licensing, transfer, and pledging; optimize the application and approval process for software intellectual property rights to improve approval efficiency.

3. Deepen domestic and international cooperation and exchange. Accelerate the expansion of domestic and international markets. Focusing on strategies such as the “Belt and Road” Initiative and the Yangtze River Delta integration, establish multi-level communication, dialogue, and collaborative mechanisms with major organizations, research institutions, industry alliances, and renowned enterprises. Actively leverage the advantageous resources of advanced regions and integrate into global industrial collaborative innovation networks. Support enterprises in participating in major events such as the World Internet Conference and the World Digital Economy Conference to engage in international exchange and cooperation.Closely tracking cutting-edge trends and hotspots in the software industry, we will actively host events such as the Industrial Internet Innovation and Development Conference, the Zhejiang Province Digital Application Low-Code Competition, and the College Student Software Design Competition. We will establish innovative cooperation models through initiatives such as the Software Industry Demonstration Cooperation Project, “Science and Technology Innovation Outposts,” and “Talent Outposts” to enhance the city’s capacity for open, collaborative innovation in software technology, as well as the brand influence and domestic and international reputation of local software enterprises.

IV. Support Measures

(1) Strengthen Organizational Coordination. The Municipal Digital Economy Development Leading Group will coordinate major issues such as planning and layout, policy formulation, project advancement, and talent recruitment. The role of municipal experts in software and information technology services development will be leveraged to provide regular professional guidance and services on industrial development issues.

(2) Increase Policy Support. Increase financial support and fully implement national tax preferential policies for the software industry to ensure that software enterprises fully enjoy all applicable tax benefits.Encourage districts, counties (cities) to innovate boldly, exploring and formulating policy mechanisms for software industry development under new circumstances. Increase investment and financing support by effectively leveraging industrial funds at all government levels, as well as venture capital funds, private equity funds, and other forms of social capital to provide financial backing for the software industry. Innovate credit methods, support supply chain finance, and encourage banks to develop specialized financing products for the software sector to support product development and market expansion for software enterprises.

(3) Strengthen Supervision and Evaluation. Enhance overall coordination and incorporate the development of the software industry into the performance evaluation system for work objectives. Focusing on project investment promotion and talent recruitment and cultivation, establish a differentiated evaluation mechanism to ensure that work plans are effectively implemented. Establish and improve the statistical work mechanism for the software industry, build a basic database of software enterprises, and enhance statistical analysis and operational monitoring of the city’s software sector.

(4) Deepen Enterprise Services. Continue to advance the “Enterprise Care Initiative” to achieve integrated services and closed-loop management of enterprise needs, precisely addressing challenges in enterprise development.Make full use of online and offline platforms to establish a direct reporting mechanism for industry data, streamline enterprise information submission processes, and promote online consultation and processing services for various policies. Conduct training on compliant business operations to help enterprises clarify responsibility boundaries, identify risk points, and improve their compliance management systems. Establish a city-wide software industry alliance and build an industry public service platform to regularly facilitate industry-academia-research collaboration and sector-wide exchanges, while providing tailored services such as public R&D, testing and certification, intellectual property, and standardization.

This Action Plan shall take effect on October 10, 2023.

Supplementary Policies of Shaoxing City for Accelerating the High-Quality Development of the Software Industry

To strengthen policy support for the high-quality development of the software industry, the following supplementary policies are formulated based on the city’s 2023 “1+9” special policy package:

1. Increase support from industrial funds. Fully leverage the role of industrial funds at all levels of government to provide financial support for startup software projects and major software projects.

2. Encourage the creation of “China’s Top Software Parks.” Software parks newly designated as “China’s Top Software Parks” will receive a one-time reward of 5 million yuan for the park’s operating entity.

3. Encourage the growth of software enterprises. For software enterprises that pass the software enterprise evaluation and are included in the Provincial Economic and Information Technology Data Service Platform, annual software business revenue that first exceeds 10 million yuan, 20 million yuan, 50 million yuan, or 100 million yuan will be rewarded with 200,000 yuan, 1 million yuan, 2 million yuan, or 5 million yuan, respectively.

4. Increase rental subsidies for software enterprises. For software enterprises leasing office space, the subsidy rate shall not exceed 10 yuan per square meter per month, with an annual subsidy cap of 60,000 yuan. Rental subsidies will cover 100% of the rent for the first five years and 50% for the following three years. Subsidies will be disbursed on a “pay first, reimburse later” basis.

5. Encourage standardization efforts among software enterprises. Software enterprises that pass the Software Capability Maturity Model (CSMM) assessment or obtain Information Technology Service Standards (ITSS) Level 2, 3, or 4 certification for the first time will receive rewards of 100,000 yuan, 200,000 yuan, and 300,000 yuan per enterprise, respectively. Software enterprises included in provincial-level or higher Product Master Data Standards (CPMS) outstanding innovation application cases during the current year will receive a reward of 150,000 yuan per enterprise;Software enterprises that participate in the formulation of Product Master Data Standards (CPMS) for specific sub-industries in the current year shall each receive a reward of 100,000 yuan.

6. Supplementary Provisions. This policy shall take effect on January 1, 2024. Each district, county (city) shall formulate relevant implementation rules and be responsible for reviewing and disbursing the rewards. Should there be changes to relevant laws, regulations, or policies during the implementation of this policy, this policy shall be adjusted accordingly.
