Several Policies of Huzhou City to Support the High-Quality Development of E-Commerce

To further implement the central and provincial government’s decisions and arrangements regarding the “Six Stabilities” and “Six Guarantees,” and in accordance with the requirements of “Two Stabilities and One Promotion,” we aim to accelerate the cultivation and development of new business formats and models such as cross-border e-commerce and live-streaming e-commerce. Accordingly, the following policies are formulated to iteratively optimize the development environment for the city’s e-commerce industry and promote the high-quality development of Huzhou’s economy.

I. Cultivating and Strengthening the E-commerce Enterprise Base

(1) Encouraging Enterprises to Expand Domestic E-commerce Operations

We will further expand the number of e-commerce market entities in our city, promote the growth and strengthening of e-commerce enterprises, and effectively enhance their service and operational capabilities. Enterprises that conduct online retail business through third-party platforms will be provided with financial support of up to 1 million yuan in cumulative rewards per enterprise. Enterprises that have officially operated their self-built domestic e-commerce platforms for a full year will be provided with financial support of up to 1 million yuan in cumulative rewards per platform.

(2) Encouraging Enterprises to Engage in Cross-Border E-Commerce

Enterprises conducting cross-border e-commerce export operations through customs supervision models will receive financial support of up to 500,000 yuan per enterprise annually.Enterprises conducting cross-border e-commerce import operations under customs supervision will receive financial support of up to 1 million yuan per enterprise annually. Enterprises that build independent websites to promote products and drive traffic through digital platforms such as overseas social media and search engines will receive a subsidy covering 50% of their annual promotional expenses (including website development and traffic acquisition costs), with a maximum of 200,000 yuan per enterprise annually.

II. Accelerating the Development of E-commerce Parks

(3) Support the development of e-commerce industrial parks. E-commerce industrial parks (bases, buildings) that host and maintain 50 or more e-commerce enterprises in normal operation will, upon certification, receive a one-time reward of 200,000 yuan to the operating entity; for every additional 50 enterprises, an additional one-time reward of 200,000 yuan will be granted.For industrial parks or bases undertaking business within cross-border e-commerce comprehensive pilot zones, those with a constructed area of 10,000 square meters or more and that have introduced or cultivated at least 20 enterprises with cross-border e-commerce transaction volumes of US$1 million or more will, upon certification, receive a one-time financial reward of 1 million yuan for the park’s investment and construction entity.

III. Support for Demonstration Projects and Model Innovation

(4) Promoting E-commerce Demonstration Initiatives. A one-time reward of 500,000 yuan will be granted to entities designated as national-level e-commerce demonstration units, and 200,000 yuan to those designated as provincial-level units. A one-time financial reward of 200,000 yuan will be granted to the operating entity of a live-streaming e-commerce base recognized by the province for the first time. A one-time reward of 100,000 yuan will be granted to entities designated as provincial-level “Common Prosperity Workshops” for the first time, and 50,000 yuan to those designated as municipal-level workshops.For provincial-level pilot incentive construction projects completed in the current year and recognized by provincial-level departments, a one-time financial reward of 100,000 yuan will be granted to the operating entity of each project.

(5) Strengthen Brand Development. Cross-border e-commerce export enterprises that register their own trademark brands overseas and obtain approval within two years will receive a subsidy covering 50% of the trademark registration fees, with a maximum of 200,000 yuan per enterprise per year; for those registering their own trademark brands in other RCEP member states, the maximum subsidy per enterprise per year shall not exceed 300,000 yuan.For brands recognized as provincial-level well-known cross-border e-commerce export brands, a one-time reward of 100,000 yuan will be granted per brand; for brands registered in other RCEP member states and recognized as provincial-level well-known cross-border e-commerce export brands, a one-time reward of 200,000 yuan will be granted per brand. Enterprises are encouraged to promote their brands through cross-border e-commerce exhibitions; financial support of up to 70% of booth fees will be provided to enterprises participating in such exhibitions, with support for a single exhibition per enterprise per year not exceeding the cost of two standard booths.

IV. Improving the E-commerce Public Service System

(6) Encouraging Enterprises to Establish Overseas Warehouses and Consolidation Centers. Enterprises are encouraged to invest in or lease cross-border e-commerce overseas warehouses abroad. Project entities recognized as provincial-level cross-border e-commerce overseas warehouses in the current year will receive a one-time reward of 500,000 yuan; among these, project entities constructing cross-border e-commerce overseas warehouses (overseas operation centers) in other RCEP member states will receive an additional one-time reward of 100,000 yuan;Project entities recognized as municipal-level cross-border e-commerce public overseas warehouses in the current year will receive a one-time reward of 200,000 yuan. Enterprises that lease cross-border e-commerce public overseas warehouses to conduct e-commerce will receive a subsidy covering 30% of the annual rent, with a maximum of 200,000 yuan per enterprise per year; among these, enterprises that lease cross-border e-commerce public overseas warehouses established in other RCEP member states to conduct e-commerce will receive a subsidy covering 50% of the annual rent, with a maximum of 300,000 yuan per enterprise per year.Support eligible enterprises in establishing consolidation warehouses; for those serving 20 or more enterprises, a subsidy of 50% of the current year’s expenditures on equipment, rent, and other related costs will be provided, with a maximum of 300,000 yuan per enterprise annually.

(7) Strengthen the cultivation of specialized e-commerce talent. Universities that establish new cross-border e-commerce majors (or specializations) approved by education authorities, incorporate them into their unified enrollment plans, and enroll at least 30 students annually will receive a one-time financial reward of 300,000 yuan. Universities are encouraged and guided to engage in “government-industry-academia-research” cooperation in digital trade, and to intensify efforts to train personnel for new trade formats and models. Support will be provided for e-commerce talent training programs, recruitment initiatives, and entrepreneurship and innovation competitions.

(8) Support risk prevention for cross-border e-commerce overseas operations. Mitigate overseas investment risks associated with enterprises establishing their own overseas warehouses or marketing networks, and encourage cross-border logistics companies to actively undertake cross-border e-commerce import and export operations. For enterprises that purchase policy-based overseas investment insurance for self-built overseas warehouses or marketing networks, or international and domestic logistics accounts receivable credit insurance under cross-border e-commerce operations, a premium subsidy of 50% will be provided, with a maximum of 300,000 yuan per enterprise per year.

(9) Attracting High-Quality Service Providers. Actively attract globally renowned e-commerce platform service providers. For third-party service enterprises authorized by globally renowned e-commerce platforms, a reward of 300,000 yuan will be granted if they serve more than 100 new enterprises with actual e-commerce transaction records in the current year; an additional 300,000 yuan will be awarded for every additional 100 enterprises, with a maximum of 1.5 million yuan per enterprise annually.

(10) Innovate and optimize public services for e-commerce. Up to 3 million yuan will be allocated annually to support public services such as organizing domestic e-commerce exhibitions, e-commerce consumption promotion activities, targeted assistance and cooperation, e-commerce big data services, pilot programs for the transfer of government functions, audit consulting, media publicity, and the operation and maintenance of new media and online platforms.

V. Supplementary Provisions

This policy applies to the municipal level. Except for the provisions in Articles (7) and (10), the funding for the remaining provisions shall be shared equally between the municipal and district/county levels, and shall be allocated from the annual fiscal budget.Districts and counties may formulate relevant policies based on actual conditions, provided they comply with relevant e-commerce policies at the central, provincial, and municipal levels and do not violate laws, administrative regulations, or mandatory provisions from higher authorities. For the same matter, benefits shall be provided according to the “higher-rather-than-lower” principle. Where a single matter involves multiple government subsidies or support measures for an enterprise, the highest amount shall apply, and duplicate benefits shall not be granted. Entities listed on the severe dishonesty list shall be restricted from enjoying the benefits of this policy.

This policy shall take effect on January 1, 2024. Policies regarding incentives shall be implemented starting January 1, 2023, and the three counties may implement them by reference.The “Notice of the General Office of the Huzhou Municipal People’s Government on Issuing the New Ten Support Policies for Promoting the Accelerated Development of E-commerce in Huzhou” (Huzhou Government Office Document [2019] No. 27) and the “Notice of the Huzhou Municipal People’s Government on Issuing Several Policies for Promoting the Development of New Trade Formats and Models in Huzhou” (Huzhou Government Document [2020] No. 18) are hereby repealed.
