Original Title: Implementation Opinions of the Office of the Huzhou Municipal People’s Government on Accelerating Reform, Innovation, and High-Quality Development in the Construction Industry
To the People’s Governments of All Districts and Counties, All Departments of the Municipal Government, and All Units Directly Under the Municipal Government:
In accordance with the spirit of the “Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry” (State Council General Office Document [2017] No. 19) and the “Implementation Opinions of the General Office of the Zhejiang Provincial People’s Government on Promoting Reform, Innovation, and High-Quality Development in Zhejiang’s Construction Industry” (Zhejiang Provincial Government General Office Document [2021] No. 19), and to further accelerate reform, innovation, and high-quality development in our city’s construction industry, the following implementation opinions are formulated with the approval of the Municipal People’s Government.
I. Development Goals
We will thoroughly implement the Municipal Party Committee’s work requirements to “strive to build a new Huzhou characterized by green, low-carbon, and shared prosperity in socialist modernization.” We will adhere to a development path centered on technology, green practices, and digitalization; accelerate the transformation and upgrading of the construction industry; comprehensively foster a first-class business environment; continuously consolidate the industry’s status as a pillar sector; and strive to establish a new framework for reform, innovation, and high-quality development in the construction industry.By 2025, the city’s construction industry will have taken new construction methods and organizational models to a new level, with the coordinated development of green buildings and green finance comprehensively deepened, striving to build a national “benchmark city for green building development.”
(1) “New Development” in Green Buildings. Accelerate the promotion of new forms of building industrialization and drive the implementation of new green building standards and evaluation criteria for prefabricated construction. By 2025, strive to ensure that prefabricated buildings and high-star-rated green buildings account for 40% of new construction; government-invested projects will take the lead in adopting green building materials, with a proportion of no less than 50%; and create more than 75 high-star-rated green building pre-evaluation projects.
(2) “New Advantages” in Industrial Development. In 2022, the city’s construction industry output value will exceed 100 billion yuan; by 2025, it will exceed 120 billion yuan, with the construction industry’s value added accounting for 5.5% of the city’s GDP. We will cultivate more than 15 leading enterprises with independent comprehensive management capabilities in engineering general contracting, and more than 5 leading enterprises with competitive strength in full-process engineering consulting.
(3) “New System” for Technological Innovation. Closely aligning with the province’s “1369 System” for digital reform in the construction industry, we will accelerate the application of the “Zheli” platform for on-site construction management. By 2025, digital management systems for engineering design and construction will be fully implemented and operational. We aim to establish a cumulative total of at least 35 municipal-level technology centers and at least 15 provincial-level or higher technology centers.
(IV) “New Safeguards” for Quality and Safety. Improve the quality and safety management system by ensuring seamless coordination among the primary responsibility of construction entities, the principal responsibilities of all project participants, and the supervisory responsibility of the government. By 2025, strive to achieve 100% coverage of “Five-Color Construction Sites” (red: Party-building-led sites; green: standard-compliant construction sites; blue: smart-assisted sites; cyan: safety and integrity-guaranteed sites; gold: quality-enhanced sites),achieve 100% coverage of engineering quality and safety standardization, and accumulate more than 150 provincial-level or higher standardized construction sites, more than 50 provincial-level high-quality projects such as the “Qianjiang Cup,” and more than 10 national-level awards such as the “Luban Award” and the National High-Quality Engineering Award.
(5) “New Breakthroughs” in Industry Governance. By balancing service provision with regulation, we will achieve a significant improvement in the level of standardized governance. By 2025, we aim to achieve 100% coverage of smart construction sites, 100% coverage of performance bonds for migrant workers’ wages, and 100% coverage of bid, performance, and quality assurance bonds for state-invested projects.Construction market conduct will become more standardized, the credit evaluation system will be further improved, the benefits of reducing the burden on enterprises will become more evident, the business environment will continue to be optimized, and the level of industry governance will be significantly enhanced.
II. Main Tasks
(I) Vigorously Implement the “New Development” Initiative for Green Buildings to Advance Green Development in the Construction Industry
1. Strengthen the supply of green buildings. Diligently implement the requirements for carbon peaking and carbon neutrality. In accordance with the “Opinions of the Huzhou Municipal Government Office on Accelerating the Quality Improvement and Development of Green Buildings” (Huzhou Government Office Document [2020] No. 49), provide floor area ratio (FAR) bonus incentives and credit support to green building projects that meet star-rating requirements, and offer financial subsidies to enterprises that issue green building-related bonds or purchase green building performance insurance.We will fully advance zero-carbon building demonstration projects such as the Future City in the South Taihu New Area. Focusing on creating a “demonstration of nearly zero-energy buildings in regions with hot summers and cold winters,” we will accelerate the achievement of carbon peaking and carbon neutrality goals in the construction sector and strive to establish a provincial-level “Green Ecological Model Zone.”
2. Strengthen the application of green building materials. Deepen the pilot program for government procurement to support green building materials and promote improved construction quality. Establish and refine government procurement standards for green buildings and green building materials, and gradually expand the scope and categories of pilot projects. Increase credit support for green building material enterprises included in the government procurement catalog; provide financial rewards to building material enterprises that have passed green product certification in accordance with regulations; and provide premium subsidies for quality insurance on green building materials included in the government procurement catalog in accordance with regulations. Accelerate the development of the green building materials industry to achieve comprehensive, intelligent governance for green and low-carbon development.
3. Strengthen the development of building industrialization. New construction projects must strictly implement prefabricated construction in accordance with the requirements of the city’s special green building plan, and the use of prefabricated buildings such as steel structures is encouraged. Prefabricated building projects that meet the requirements may, upon lawful certification, be treated as technically complex engineering projects and subject to invitation-only bidding.New land concession projects within the central urban area shall be evaluated in accordance with relevant requirements such as the Provincial "Assembled Building Evaluation Standard" (DB33/T1165-2019). Projects with high assembly rates are encouraged. Projects with assembly rates of 50% (inclusive) to 60%, 60% (inclusive) to 90%, and 91% (inclusive) or higher shall be rewarded with 2%, 4%, and 5% of the gross floor area of each individual building, respectively. Provisions regarding floor area ratio incentives shall be clearly stipulated in the tender announcements and contracts for newly granted land projects.
(2) Deepen the implementation of the “New Advantages” initiative for industrial development and advance the transformation and development of the construction industry
1. Encourage enterprises to grow and strengthen their operations. Enterprises newly promoted to comprehensive construction qualifications will receive a reward of 6 million yuan (existing enterprises with Special Class qualifications that successfully obtain comprehensive construction qualifications will receive a reward of 2 million yuan);Enterprises newly promoted to Class A general contracting qualifications for highway, railway, port and shipping, or water conservancy and hydropower construction will receive a reward of 500,000 yuan; enterprises newly promoted to Class A specialized contracting qualifications for bridge or tunnel engineering will receive a reward of 200,000 yuan. Local construction enterprises that align with the development direction of the industry, are large in scale, demonstrate strong performance, exhibit rapid growth, and possess strong competitiveness will be granted an annual reward of up to 8 million yuan.
2. Promote the Transformation of Project Organization Models. Further improve the institutional framework for engineering general contracting and strengthen pre-project, during-project, and post-project management of such projects. State-invested projects suitable for engineering general contracting shall take the lead in implementing this model, while socially-invested projects are encouraged to adopt it. Steel structure prefabricated buildings shall, in principle, be constructed using the engineering general contracting model.We encourage leading construction and design firms to apply for separate design and construction qualifications in accordance with the “Implementation Opinions on Further Promoting the Development of Engineering General Contracting for Building and Municipal Infrastructure Projects” (Zhe Jian [2021] No. 2) issued by the Provincial Department of Housing and Urban-Rural Development and the Provincial Development and Reform Commission, thereby enhancing their comprehensive management capabilities for independent engineering general contracting. State-invested projects should take the lead in providing full-process consulting services, and we support specialized intermediary firms such as consulting firms in accelerating their transformation into full-process consulting enterprises through joint operations, mergers, and reorganizations.
3. Foster a Fair Development Environment. Continuously optimize the business environment for construction enterprises and intermediary firms (such as survey and design firms) from outside the city to establish operations in Huzhou. Accelerate the attraction and cultivation of large enterprises; encourage outstanding construction enterprises and intermediary firms (such as survey and design firms) from outside the city to relocate their registered offices to Huzhou. For enterprises from outside the city that align with industrial development directions and demonstrate strong performance, provide an annual reward of up to 2 million yuan, with rewards available for a maximum of five consecutive years.
(III) Vigorously Implement the “New System” Initiative for Technological Innovation to Advance Innovative Development in the Construction Industry
1. Strengthen Digital Empowerment. Deepen the development of “Smart Construction Sites,” integrating and refining data across multiple areas including surveying, design, progress, quality, safety, dust control, and testing. Promote the application of Building Information Modeling (BIM),big data, cloud computing, and green construction. We will innovatively apply services such as full-process collection of engineering archives, “Safety Manager” for lifting equipment, liability insurance management services, and real-time monitoring of ready-mix concrete across various construction site scenarios. We will comprehensively promote the “Zheli” construction site management application to achieve digitalized management, collaborative operations, precise risk control, and intelligent decision-making.
2. Strengthen scientific research and innovation. Strive to establish national-level enterprise technology centers, academician expert workstations, and postdoctoral workstations, while encouraging the establishment of municipal-level or higher enterprise technology centers. Enterprises that successfully establish engineering construction-related academician expert workstations and are recognized by relevant departments shall be eligible for the same rewards and preferential policies as stipulated in the Municipal Party Committee and Municipal Government’s “Opinions on Implementing the Talent-Driven City Strategy to Serve Huzhou’s High-Quality and Rapid Development.”Recognized national, provincial (ministerial), and municipal-level enterprise technology centers will be awarded 1 million yuan, 500,000 yuan, and 200,000 yuan, respectively. Entities serving as lead drafters of national or industry standards will each receive 300,000 yuan and 100,000 yuan in rewards; entities participating in the drafting of national or industry standards (ranked 1st or 2nd) will each receive 100,000 yuan and 50,000 yuan in rewards.Construction enterprises that introduce large-scale advanced construction equipment, prefabricated component manufacturing equipment, or invest in green building materials production projects,and that meet the criteria for “zero-land” technical renovation projects or independent land allocation projects as outlined in the “Implementation Opinions of the Huzhou Municipal Government Office on Promoting High-Quality and Rapid Development of the Manufacturing Sector in Huzhou (2020–2022)” (Huzhou Government Office Document [2020] No. 4), may benefit from investment incentive policies for production equipment. For investment projects that meet green building material standards, the incentive rate is increased to 7%.
3. Strengthen Talent Support.We will make every effort to attract and cultivate high-end talent for industry development. Enterprises that recruit high-level talent in line with industry needs—such as recipients of the Liang Sicheng Award, National Masters of Engineering Survey and Design, Class-I Registered Architects, and doctoral students—shall be eligible for equivalent rewards and preferential policies in accordance with the Municipal Party Committee and Municipal Government’s “Opinions on Implementing the Talent-Driven City Strategy in the New Era to Serve Huzhou’s High-Quality and Surpassing Development” and the “Huzhou Municipal People’s Government’s Ten Policy Measures to Support Innovation, Entrepreneurship, and Strengthening” (Huzhou Government Document [2021] No. 13).In line with the overarching requirement to “strive to build a new Huzhou characterized by green, low-carbon, and shared prosperity in socialist modernization,” we will launch a vocational skills enhancement initiative for the construction industry. Training subsidies will be provided for eligible occupations (trades) in accordance with regulations, and we will intensify efforts to cultivate a workforce of knowledge-based and skilled industrial workers as well as technical craftsmen, gradually forming a multi-tiered, multi-disciplinary, and multi-skilled talent reserve.
(4) Fully implement the “New Safeguards” initiative for quality and safety, and promote the standardized development of the construction industry
1. Improve project quality. Comprehensively carry out standardization initiatives, and refine the implementation of the primary responsibility of construction entities and the principal responsibilities of all participating parties.Strengthen targeted rectification of common quality issues in residential construction projects, improve supervision mechanisms such as public bidding for acceptance and social oversight, and achieve a significant improvement in housing quality. Accelerate the establishment and improvement of government-purchased services and the “insurance plus services” system in the field of engineering quality and safety, and foster a third-party risk management market. Improve the engineering quality accountability tracing system and the residential construction quality defect insurance system, and accelerate the formation of a favorable situation characterized by full industry self-regulation, effective government supervision, and robust social oversight.
2. Strengthen Safety Prevention and Control. Improve the work safety responsibility system, enhance the coordination between administrative and criminal enforcement, elevate the standardization of work safety management, strictly enforce the primary responsibilities of participating entities, and ensure the “four essentials” of safety investment, safety training, foundational management, and emergency response are fully in place.Advance the safety enhancement initiative focused on “preventing major hazards, preventing falls from heights, and eliminating blind spots,” promote the use of socket-type disk-coupling steel tube scaffolding, strengthen safety supervision of hazardous operations such as the use of lifting machinery, effectively improve work safety governance capabilities and standards, and win the battle to curb major safety accidents.
3. Promote Brand Development. Comprehensively and systematically advance the standardization of “Five-Color Construction Sites,” vigorously promote the “craftsman spirit,” and advocate for “brand value.” Encourage main contractors to actively compete for government quality awards at all levels. A reward of 1 million yuan will be granted to recipients of the “Luban Award” or the National Gold Award for Quality Engineering; a reward of 500,000 yuan will be granted to recipients of the “Zhan Tianyou Award,” “Dayu Award,” or the National Quality Engineering Award;and 200,000 yuan for recipients of the provincial-level “Qianjiang Cup” Award for Quality Engineering or equivalent awards. Promote the “quality-for-price” initiative, encouraging project owners to provide corresponding rewards to general contractors who win the aforementioned awards at a specified ratio. For projects receiving municipal or county-level quality awards, encourage project owners to explicitly stipulate reward measures in their contracts.
(5) Steadily implement the “New Breakthrough” initiative for industry governance to promote the standardized development of the construction industry
1. Enhance market supervision. Leveraging the “Internet Plus Supervision” platform and adopting the “double random, public disclosure” approach, comprehensively carry out dynamic supervision and enforcement regarding enterprise qualifications, personnel credentials, and the business conduct of market entities. Intensify efforts to investigate and punish illegal contracting, subcontracting, unlawful sub-contracting, and fronting activities, effectively rectifying and standardizing the construction market order and purifying the market environment.
2. Strengthen the credit system. Further improve the city’s construction market credit evaluation system and establish a tiered and categorized credit evaluation mechanism for market entities and practitioners. Enhance in-process and post-event supervision of the construction market, promote differentiated management, and establish a digital credit management model. Ensure effective linkage between credit information and matters such as bidding and tendering, approval and licensing, supervision and inspection, excellence awards, project guarantees, and qualification upgrades, thereby fostering a positive market orientation that incentivizes trustworthiness and penalizes dishonesty.Establish a unified and open construction market across the city. All districts and counties (including the South Taihu New Area and Changhe District; hereinafter the same) shall not establish disguised market access barriers under the pretext of filing, registration, unequal entry thresholds, or restrictions on bidding, nor shall they unlawfully restrict or exclude market entities from participating in fair competition in the construction market.
3. Intensify efforts to benefit enterprises and reduce their burden. Continuously optimize the business environment and fully implement the use of performance bonds to replace cash deposits. For state-invested projects, fully implement the use of performance bonds to cover bid bonds, performance bonds, payment bonds, and quality bonds; encourage socially-invested projects to increase the coverage of performance bonds, and strive to achieve a total value of bonds replacing cash deposits of over 5 billion yuan by 2025.Continue to thoroughly implement the system exempting construction enterprises with good credit from paying migrant worker wage guarantees. Allocate fiscal budget funds to purchase insurance to ensure emergency payments for exempted construction enterprises. State-invested projects shall take the lead in implementing interim settlement during construction. Unless otherwise stipulated in the contract or by laws and regulations, the project owner shall not use the lack of completed audits as a reason for delaying project settlement or withholding project payments, nor shall audit results be used as the basis for final settlement of state-invested projects.
III. Support Measures
(1) Strengthen Organizational Leadership. Establish a Leading Group for Accelerating Reform, Innovation, and High-Quality Development in the Construction Industry, with its office located within the Municipal Construction Bureau. This group will exercise unified leadership over the city’s efforts to promote reform, innovation, and high-quality development in the construction industry, and further enhance its role in coordinating services for both “bringing in” and “going out” initiatives. All districts, counties, and relevant municipal departments must attach great importance to the reform, innovation, and high-quality development of the construction industry. In accordance with their respective responsibilities, they shall formulate implementation rules, improve working mechanisms, and incorporate related tasks into annual performance evaluations and key supervision priorities.
(2) Strengthen Workforce Development. All districts, counties, and relevant municipal departments shall strengthen the development of enforcement and supervision teams for construction project markets, quality, and safety, and effectively ensure the staffing of enforcement and supervision agencies and personnel. Financial departments shall intensify the implementation of relevant support policies, support the use of government procurement of services to entrust qualified social entities to participate in the supervision and inspection of construction markets, project quality, and work safety, as well as in digital construction management. Through “government-society” collaboration, comprehensively enhance the workforce dedicated to promoting the development of the construction industry.
(3) Strengthen Financial Support. Taking the “Zero-Carbon Construction Loan” and “Rural Housing Green Building Loan” as models, promote cooperation among government, banks, and enterprises to innovate green financial support.Actively expand the scope of collateral to support construction enterprises in obtaining loans using materials, equipment, and projects as collateral. Support financial institutions in providing financial services to construction enterprises, such as accounts receivable pledging, bond issuance financing, and assistance with corporate listings. Promote innovation in loan repayment methods for small and micro enterprises in the construction sector, extending innovative repayment approaches such as “renewal without repayment” and “annual review systems” to construction enterprises.
The fiscal incentive policies outlined in these guidelines are limited to the urban area; municipal fiscal incentive funds will be allocated from special funds for industry, science and technology, open economy, green finance, and talent development, in accordance with relevant policy provisions.This opinion implements the principle of maximum limits. For enterprises eligible for multiple subsidies or support measures for the same matter, only the highest amount will be granted. For the same project receiving awards of the same nature but at different levels, the reward at the highest level will apply. For the same matter, an enterprise may receive a reward only once at the highest amount citywide. Enterprises that experience major or higher-level quality and safety accidents in construction projects or are listed on the severe dishonesty list will be disqualified from enjoying the city’s construction industry support policies for that year.
These Implementation Opinions shall take effect from the date of publication. The relevant policies regarding rewards shall be implemented from January 1, 2021, and remain valid until December 31, 2025. The “Implementation Opinions of the Huzhou Municipal People’s Government Office on Accelerating the Transformation and Upgrading of the Construction Industry (Trial)” (Huzhou Government Office Document [2017] No. 98) is hereby repealed. In the event of any inconsistency between existing policies and these Opinions, these Opinions shall prevail. The three counties may implement these measures by reference.
