Opinions on standard innovation brand cultivation to lead the quality of the district strategy

In order to deeply implement the "Ningbo Municipal People's Government Office on accelerating the implementation of high-quality development of the manufacturing industry" (Ningbo Government Office [2020] No. 72), "Interim Measures for the Management of the Use of Special Funds for the Improvement of Quality in Ningbo" (Ningbo Municipal Supervision and Quality [2021] No. 180) and other spirits, and to encourage enterprises to Play a leading role in standardization, strengthen the quality of enhancement, promote brand building, to achieve the leapfrog development of enterprises in our region, is now put forward the following policy views.

I, standardization incentives

1. Hosted the development of international standards, national standards, industry standards, "Made in Zhejiang" standards, provincial and municipal local standards, respectively, no more than 300,000 yuan, 200,000 yuan, 150,000 yuan, 150,000 yuan, 50,000 yuan, 30,000 yuan subsidies; hosted the revision of international standards National standards, national standards, industry standards, provincial and municipal local standards, the subsidy is reduced by half. Presided over the production (revision) of standards unit, is the drafting unit of the first in the order of precedence.

2. Participation in the development of international standards, national standards, industry standards, "Made in Zhejiang", were given no more than 100,000 yuan, 60,000 yuan, 40,000 yuan, 20,000 yuan subsidy; participation in the revision of international standards, national standards, industry standards, half the subsidy. Subsidies can be obtained to participate in the production (revision) of industry standards, drafting unit ranking needs to be in the total number of the first 2 / 3 (inclusive) or less than 5 participating units (inclusive), are eligible for subsidies. International standards refer to the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and the International Telecommunication Union (ITU) standards issued by the three major organizations. Proposals adopted as the main content of international standards can be recognized as hosting the production (revision) of international standards, subject to the annual announcement of the National Standardization Committee.

3. International, national and provincial professional standardization technical committees/sub-technical committees to undertake the work of the Secretariat, in the year of settlement (the year of the establishment of the standard technical committees) were given no more than 250,000 yuan, 100,000 yuan, 50,000 yuan of subsidies. The subsidy is reduced by half for the joint secretariat. To undertake the work of the municipal professional standardization technical committee secretariat, in the settlement year to give no more than 50,000 yuan of subsidies, the second year onwards combined with the annual performance appraisal to give no more than 25,000 yuan of subsidies.

4. Hosted by the national, provincial and municipal standardization pilot demonstration projects, the industrial sector were given a one-time not more than 200,000 yuan, 100,000 yuan, 100,000 yuan subsidies; agriculture, services, social management and public services were given a one-time not more than 150,000 yuan, 100,000 yuan, 50,000 yuan subsidies.

6. The same unit in the same year, the same series of standards, the number of more than 2, according to 2 subsidies. The same unit of the same year to develop (revision) of the same level of the number of different series of standards 3 and above, according to 3 subsidies. The same unit in the same year to develop (revision) of a number of standards at different levels, the total amount of subsidies is not more than 600,000 yuan.

Two, quality management brand enhancement incentives

7. To obtain Ningbo Hi-Tech Zone (New Material Science and Technology City) Quality Award, Quality Innovation Award enterprises (organizations) were awarded 300,000 yuan, 150,000 yuan.

8. Enterprises that introduce the model of performance excellence or implement special improvements will be given a subsidy of no more than 50,000 yuan each.

9. The new "character mark Made in Zhejiang" certified enterprises, self-declared enterprises, were given a one-time maximum of 200,000 yuan, 100,000 yuan subsidy. Non-manufacturing enterprises through the "character mark" certification or self-declaration of a one-time maximum of 50,000 yuan subsidy. Through the transformation of the "character mark" brand authorization is not subsidized.

10. National Quality Brand Promotion Demonstration Area Project Undertaking Unit (non-government units) will be given a one-time subsidy of no more than 100,000 yuan.

11. Primary and secondary schools at all levels of quality education base to give a one-time subsidy of no more than 20,000 yuan each.

3. Trademark and brand incentives

12. A one-time award of 500,000 yuan will be given to enterprises that have won the China Well-known Trademark (administrative recognition) for the first time.

13. For the application for registration of foreign trademarks and approved, including the Madrid international registration system and a one-time registration of more than five countries (regions), or submitted through a single country (organization) registration, according to the approval of each registered trademark registration fee of 50% of the grant, the maximum amount of subsidies up to 50,000 yuan per year per family.

14. For the acquisition of overseas registered trademarks and brands of enterprises, the acquisition of each overseas trademark can be subsidized by 50% of the actual payment of acquisition costs, the maximum amount of subsidies per enterprise does not exceed 300,000 yuan, the acquired trademarks need to be registered outside the approval of the full five years.

15. To carry out the trademark right pledge loan business lenders, according to the one-year People's Bank of China benchmark lending rate for the actual interest to give no more than 50% of the subsidized interest, the total amount of annual subsidies according to the lender's actual amount of loans issued to the borrower, the maximum amount of up to 300,000 yuan per year per household.

Four, qualification incentives

16. For the first time by the market supervision and management department awarded AAA, AA level "contract and credit" units of enterprises, respectively, 50,000 yuan, 20,000 yuan of incentives.

17.For the first time recognized as a model enterprise of credit management in Zhejiang Province and Ningbo City, a one-time award of 30,000 yuan and 20,000 yuan, respectively.

18. For the first time to obtain the China National Accreditation Service for Conformity Assessment (CNAS) accredited testing organizations (including metrological calibration institutions), a one-time reward of 50,000 yuan.

19. For the first time to obtain the international measurement management system certification of enterprises to give a one-time incentive, the certification level AAA, AA, A-level enterprises, respectively, 20,000 yuan, 15,000 yuan, 10,000 yuan incentives.

- 20. For the first time to obtain the "Made in Zhejiang" international certificate of enterprises to give a one-time 50,000 yuan reward.

21. For the first time to obtain the green product certification certificate of the enterprise to give a one-time 80,000 yuan reward.

22. For the first time by the provincial and municipal market supervision departments recognized as "green live room" enterprises were given a one-time 50,000 yuan, 20,000 yuan reward.

V. By-laws

1. This opinion refers to the enterprise must be in the high-tech zone (new materials science and technology city) market supervision, tax department registration, according to the provisions of the district statistical management. The scope of standardization incentives include self-supporting institutions, social groups and other non-professional standardization research and service institutions that pay taxes in the high-tech zone. Enterprises with serious breach of trust, enterprises listed in bankruptcy and liquidation, abnormal business list or write-off list shall not be entitled to the above subsidies. Fraudulent fraudulent subsidies to the applicant unit (including repeated applications), once verified, will cancel the subsidy qualification, according to the original channel to recover the subsidy funds, within three years will no longer accept the unit of the district-level applications for various types of subsidies, and to the public announcement. Environmental protection, production safety, product quality, labor-management cases occur, as well as energy saving, safety standardization assessment of unqualified enterprises are not entitled to enjoy the year's support policies; false and fraudulent subsidies (including repeated applications) application unit, the functional departments must respond in writing to make clear that support for the enterprise whether the violation of the relevant provisions, once confirmed, will be disqualified from the subsidy, the recovery of subsidies in accordance with the original channels, 3 years will no longer accept the unit of the district-level subsidies of all kinds. The unit will no longer be accepted within three years of the district-level applications for various types of subsidies, and to the public announcement.

2. Application for subsidies for the project should be completed in the previous year. Among them, the standard system (revision), undertake professional standardization technical committee secretariat work, standard innovation contribution awards, such as the completion of time according to the approval authority documents issued by the time shall prevail; standardization of pilot projects, standardization of scientific research projects, such as the completion of time shall prevail in the acceptance of time. If there are special circumstances that the application cannot be made within the specified time, a written explanation shall be provided, and the application can be postponed to the next year after the examination and confirmation of the functional departments, and if the application is still not made in the next year, it shall be regarded as a waiver of the application.

3. The same matter that is in line with this policy, but also in line with the national, provincial and municipal requirements of the district financial support conditions, the district financial support funds are deemed to be matching.

4. This opinion involves subsidies, awards by the beginning of the budget arrangements issued, if more than the beginning of the budget, then the proportion of cash downward adjustment of the standard.

5. In case of policy adjustments at higher levels, this opinion will be adjusted separately.

6. The declaration procedure and declaration materials are subject to the annual declaration notice.

7. This opinion is effective from the date of issuance. since January 1, 2021, those who meet the relevant policy terms of this opinion are eligible. The original Yong Gaoke [2017] No. 43 of the market supervision-related policy provisions since the date of implementation of this opinion is repealed.
