Original Title: Notice from the Office of the Huzhou Municipal People’s Government Regarding the Adjustment of Certain Provisions in the Implementation Opinions on Promoting High-Quality and Rapid Development of the Manufacturing Sector in Huzhou (2020–2022)

To the People’s Governments of All Districts and Counties, All Departments of the Municipal Government, and All Units Directly Under the Municipal Government:

With the approval of the Municipal Government, it has been decided to make the following adjustments to certain provisions of the “Notice of the Office of the Huzhou Municipal People’s Government on Issuing the Implementation Opinions on Promoting High-Quality and Surpassing Development of the Manufacturing Sector in Huzhou (2020–2022)” (Huzhou Government Office Document [2020] No. 4):

I. Point 5 of Part III: “Encourage enterprises to increase their local contributions.For independently tax-paying manufacturing enterprises, tiered incentives shall be implemented for annual local contributions generated during production that reach 50 million yuan (inclusive) or more: For enterprises with local contributions in the current year ranging from 50 million yuan (inclusive) to 100 million yuan (inclusive), 100 million yuan to 200 million yuan (inclusive), 200 million yuan to 300 million yuan (inclusive), and 300 million yuan or more, the base shall be calculated as the sum of the previous year’s local contribution and the budget growth rate of the current year’s People’s Congress, plus 3, 2, 1,0 percentage points, respectively; the portion of local contributions exceeding this base amount shall be fully rewarded, with maximum rewards of 8 million yuan, 10 million yuan, 15 million yuan, and 20 million yuan, respectively.” Amended to: “Encourage enterprises to grow larger and stronger. Support enterprises in transforming and upgrading their industries and products, increasing product value-added, accelerating the cultivation of large enterprises, and promoting the improvement of quality, efficiency, and upgrading of the industrial economy.Manufacturing enterprises that align with our city’s industrial development direction, are large in scale, demonstrate strong performance, and exhibit rapid growth shall be granted a reward of up to 20 million yuan.”

II. This notice shall take effect from the date of its issuance.
