(2) Expand and Strengthen Leading Industries. Seize the opportunity presented by the Provincial Party Committee and Provincial Government to accelerate the construction of the “2+3+N” border industrial park development framework. Encourage the revitalization of idle industrial land through lawful reclamation, transfer, or joint development; implement a price-based agreement model for reclamation using the “cost plus the benchmark interest rate of the same period at commercial banks” to revitalize idle factory buildings.For existing industrial land, provided it complies with planning requirements and does not change its designated use, no additional land premiums will be charged for improvements in land utilization rates or increases in floor area ratios. Make full and effective use of provincial policies—such as the adjustment of procedures for reviewing and confirming capacity replacement plans for new, expanded, or renovated coal mines from prior to project approval to prior to production commencement—to promote capacity increases at eligible coal mines and the transition from underground to open-pit mining. (10) Promote high-quality project planning and construction. Research and formulate guiding opinions on high-quality project management, promote the regular and efficient operation of the “structure 2, break 3” and “adjust 2, elevate 3” working mechanisms, coordinate the implementation of project resource guarantees, strengthen full-process tracking, coordination, and service support, and drive quality and efficiency improvements in key project construction.Focusing on support areas and investment priorities such as ultra-long-term special treasury bonds, central and provincial budgetary investments, and local government special bonds, plan and reserve more than 1,000 major projects with a total investment of over 700 billion yuan.(Led by the Municipal Development and Reform Commission) The municipal government will allocate 100 million yuan for project preliminary expenses, with 30 million yuan disbursed in the first quarter, to guide and leverage counties (cities, districts), and the Qujing Economic and Technological Development Zone to increase investment in project preliminary expenses. Fully implement the “large-scale investment promotion” mechanism, precisely target enterprises, and effectively enhance the efficiency of investment promotion to ensure the introduction of at least 15 industrial projects worth 1 billion yuan or more, with a 15% or higher increase in到位 funds from industrial investment outside the province. Promote the upgrading and technological renovation of various types of production and service equipment, and encourage and facilitate trade-ins for consumer goods such as automobiles, furniture, and home appliances to fully unleash consumption potential. Deepen the implementation of the three-year action plan to optimize the business environment, striving to have six or more indicators rank among the top nationally. (19) Support small and medium-sized enterprises in expanding their market share. In the field of bidding for construction projects, for government-invested projects that are legally required to be put out to tender and have a contract value of 10 million yuan or less (including 10 million yuan), bid bonds shall be waived for enterprises with no record of dishonesty; for projects with a contract value exceeding 10 million yuan, continue to promote the use of performance bonds (insurance) to replace cash payment of bid bonds.For projects other than government-invested projects, encourage tenderers to specify measures for waiving or reducing bid bonds in tender documents based on project characteristics. Guide financial institutions to vigorously develop technology finance, green finance, inclusive finance, elderly care finance, and digital finance; improve the cooperation and coordination mechanism among government, banks, and enterprises; increase support for technological innovation, green transformation, inclusive finance for small and micro enterprises, and the digital economy; and continuously enhance the efficiency of financial resource allocation and the quality of financial supply. VI. Expanding High-Level Opening-Up
(22) Strengthen the development of open platforms. Actively seek national and provincial authorization and support for the construction of the Free Trade Pilot Zone and the Linked Innovation Zone; consolidate and upgrade the provincial-level foreign trade transformation and upgrading base; actively plan and apply for the designation of a national cross-border e-commerce comprehensive pilot zone; and promote the integrated development of trade and industry.(Led by the Municipal Commerce Bureau) Deepen integration into the China-Europe Railway Express system, the China-Laos Railway, and the New Western Land-Sea Corridor; rely on Qujing Customs to expedite the application for the establishment of customs supervision and operation sites; and promote the facilitation of cross-border trade. (23) Promote the steady progress and quality improvement of foreign investment and foreign trade. Seize the opportunity presented by national support for Yunnan to accelerate the construction of China’s Radiation Center for South and Southeast Asia, strengthen the development of international exchange and cooperation mechanisms, advance cooperation with international and domestic sister cities, thoroughly implement Yunnan Province’s Action Plan for Accelerating RCEP Integration, and promote all-round economic and social opening-up.(Municipal Development and Reform Commission, Municipal Commerce Bureau, and Municipal Foreign Affairs Office shall be responsible according to their respective duties) Strictly implement support policies regarding incentives for attracting foreign investment in manufacturing projects, as well as quotas for land use, environmental protection, and other key factors.(Led by the Municipal Investment Promotion Bureau, with support from the Municipal Bureau of Natural Resources and Planning, the Municipal Bureau of Ecology and Environment, and the Municipal Bureau of Commerce) Vigorously develop the foreign trade industry, expand exports of advanced manufacturing products and green agricultural products, and increase imports of traditional bulk commodities, striving for a growth of over 30% in the total value of imports and exports. VII. Strengthen Measures to Ensure People’s Livelihoods
(24) Make every effort to ensure employment stability.Support 10 key groups—including eligible registered urban unemployed persons, individuals facing employment difficulties (including persons with disabilities), veterans, ex-prisoners, college graduates (including university graduates serving as village officials and returning overseas students), employees and unemployed persons from enterprises involved in resolving excess production capacity, returning migrant workers starting businesses, online merchants, people lifted out of poverty, and rural farmers engaged in self-employment—in applying for personal entrepreneurship guarantee loans of up to 300,000 yuan, and implement the policy of providing a 50% fiscal interest subsidy on the actual loan interest rate in accordance with regulations.(Led by the Municipal Human Resources and Social Security Bureau, with support from the Municipal Finance Bureau and the People’s Bank of China Qujing Branch) In line with labor demand in key areas and the development of the city’s priority industries, high-quality “order-based,” “targeted,” and “position-specific” skills training will be conducted to comprehensively enhance the vocational skills of the rural labor force and ensure that the scale of rural labor transfer remains stable at over 2.2 million people. (25) Promote people-centered new-type urbanization. Deepen the implementation of the special campaign to enhance the prominence and status of central cities, advance comprehensive development in key areas, actively expand urban development space, and ensure that the built-up area reaches over 106 square kilometers and the urbanization rate of the permanent resident population reaches 68%.(Led by the Municipal Housing and Urban-Rural Development Bureau) Accelerate urbanization with county towns as key platforms. (27) Continuously improve the supply of education, healthcare, and elderly care services. Accelerate the high-quality and balanced development of compulsory education in county-level areas, ensuring that Malong passes the national assessment and Luliang meets national standards. Support Qujing Normal University in becoming an institution authorized to confer master’s degrees, and accelerate the establishment of an undergraduate medical college at Qujing Medical College.(Led by the Municipal Education and Sports Bureau) Ensure the commencement of operations and quality improvement at the Yunnan Provincial Regional Medical Center (Qujing Central Hospital), Yunnan Provincial Second Rehabilitation Hospital, and Qujing Municipal Stomatological Hospital; continue to advance the construction of the Yunnan Qujing Hospital affiliated with Shanghai University of Traditional Chinese Medicine; and strive for approval of the National Regional Medical Center for Traditional Chinese Medicine.(Led by the Municipal Health Commission) Optimize and enhance services for the elderly and children. Vigorously cultivate new models such as meal assistance for the elderly, home-based elderly care, and long-term care services. All localities and departments must seize the policy window and opportunities, combine practical circumstances with checklist-based review, precise supporting measures, and creative implementation, and make every effort to ensure the full implementation of Yunnan Province’s 2024 policy measures to further promote stable and quality economic development.All departments and localities must proactively assume their assigned tasks, refine and improve supporting measures, strengthen policy publicity, interpretation, implementation, and effectiveness evaluation, enhance coordination and collaboration, and maximize the impact of these policies. At the end of each quarter, they shall submit progress reports to the Municipal Government Inspection Office and the Municipal Development and Reform Commission; the Municipal Development and Reform Commission shall report quarterly progress to the Municipal People’s Government.
