Implementation Plan for the Three-Year Action on High-Quality Development of the Lincang Nut Industry (2023–2025)

I. General Requirements

Guided by the thorough implementation of General Secretary Xi Jinping’s important expositions on “agriculture, rural areas, and farmers,” his important speeches during his inspection of Yunnan, and the spirit of his important reply to the veteran Party branch secretaries of border villages in Cangyuan County, we will focus on Yunnan’s “3815” strategic development goals, develop and strengthen the city’s resource-based economy, leverage the advantages of Lincang’s specialty industries such as nuts, and effectively promote local specialty products.accelerate industrial transformation and upgrading, adopt effective, practical, and problem-solving policy measures, and focus on building demonstration bases, developing high-quality products, establishing an industrial system and technical service teams, and cultivating renowned brands. We aim to build the Lincang nut industry into a leading sector characterized by distinct regional features, prominent comparative advantages, a complete industrial chain, significant economic benefits, and strong market competitiveness. This will achieve increased production and income for nut farmers as well as sustainable, high-quality industrial development, thereby providing strong support for consolidating and expanding the achievements of poverty alleviation and advancing the rural revitalization strategy.

II. Work Objectives

— Starting in 2023: Precisely demarcate 1 million mu of demonstration plots for quality improvement and efficiency enhancement in Lincang’s nut industry; leverage scientific and technological support from teams of academicians and experts to conduct basic research, applied research, and demonstration of key technology integration; formulate standards for quality improvement and efficiency enhancement in Lincang’s nut industry; and promote supporting key technologies. Integrate agricultural and forestry science and technology personnel at the municipal and county (district) levels to form science and technology service teams.Strengthen training for technical personnel, conduct training for township agricultural and forestry technicians and village technical experts, and vigorously cultivate local experts, skilled technical operators, and specialized technical service teams. By the end of 2023, establish 8 science and technology service teams comprising over 100 members and provide training for more than 200 technical personnel.

——Starting in 2024: Launch a 1 million-mu demonstration project for improving the quality and efficiency of Lincang nuts, with grid-based responsibility assigned to specific individuals.Adopting an approach of “research, experimentation, demonstration, and promotion in parallel,” we will advance the demonstration and promotion of key technologies for improving the quality and efficiency of Lincang nuts. We will continuously refine and establish a series of technical guidelines, persistently conduct training for technical personnel, complete the construction of the Lincang Nut Science and Technology Innovation Platform, and focus on tackling key technological challenges and facilitating the transfer and commercialization of research outcomes. We will also pilot innovative mechanisms for linking farmers and sharing benefits, and promote the development of the industry by extending, supplementing, and strengthening its value chain.By the end of 2024, achieve the demonstration and promotion of quality and efficiency improvements for Lincang nuts across 1 million mu (approximately 66,667 hectares) citywide. In demonstration areas, the average yield of Lincang nuts (fresh fruit) per mu is expected to reach approximately 200 kilograms, with some demonstration bases achieving an average yield of 300 kilograms per mu. The output of green-shelled nuts is projected to reach 250,000 tons, generating a total output value of 10 billion yuan.

—By 2025: The layout of the Lincang nut industry will be further optimized, and the overall level of industrial development will be significantly improved. We will continue to strengthen the construction of innovation platforms such as research institutes or centers, persist in advancing breakthroughs in core nut technologies, and enhance the organizational management system and technical service support system for benefit-sharing mechanisms that connect and benefit farmers.Concentrate efforts on extending, supplementing, and strengthening the Lincang nut industry chain, continuously enhancing the resilience and competitiveness of the industrial and supply chains. Further improve the integration mechanism among the primary, secondary, and tertiary industries, ensure steady progress and quality improvement across the entire industry chain, achieve a shift from quantity-driven growth to quality and efficiency-driven growth, and basically establish a modern production system for the Lincang nut industry.Maintain Lincang’s nut cultivation area at 2.6 million mu. Conduct technical demonstration and promotion for the 1.4 million mu of orchards currently in production, achieving an average yield of 250 kg per mu and a green-shelled nut output of 350,000 tons, with a total output value reaching 16 billion yuan. Summarize and refine the “Lincang Nuts” model, striving to establish “Lincang Nuts” as a nationally and globally renowned brand industry.

III. Key Tasks

(1) Improve and Formulate Technical Guidelines

Building on the industrial foundation of 2.1764 million mu of nut cultivation area in Lincang—with 1.41 million mu currently in production—we will focus on the development of a 1 million mu core demonstration zone. An expert team will integrate prior laboratory research with data from seven existing trial demonstration sites and five newly added sites, further expanding the initiative to designated demonstration sites across eight counties (districts).Demonstration and promotion will target existing technologies such as bee pollination, fruit retention during the early fruit development stage, nutritional support during physiological fruit drop, and water and nutrient regulation. The primary focus will be on three key technologies: “beekeeping in orchards,” “nutritional supplementation,” and “pruning to promote fruit set.”By addressing key challenges in experimental demonstrations to drive overall progress and foster continuous innovation, we will effectively resolve issues such as the failure of Lincang nuts to set fruit despite flowering and low fruit-setting rates. We will establish a series of technical standards covering pruning, fertilization, flower and fruit protection, water management, pest and rodent control, and product processing.

(2) Establishing a 1 Million Mu Demonstration Zone for Lincang Nuts

Each county (district) will select representative areas—particularly contiguous planting zones, enterprises, and specialized cooperatives adjacent to existing pilot sites for improving nut quality and efficiency—to establish and promote demonstration models. The initiative will adopt an “8+N” approach led by top officials (“8” refers to core demonstration bases of no less than 50 mu each, overseen by the principal leaders of the eight county-level governments; “N” refers to demonstration sites at the township (town, subdistrict)and villages (communities)).Each county (district) shall establish a dedicated task force. Focusing on the city-wide goal of constructing 1 million mu of quality and efficiency improvement demonstration zones (Appendix 5), they shall identify core demonstration areas, create precise maps of the distribution of demonstration areas (Appendix 2), and ensure the construction of base infrastructure. Each county (district) shall develop 1–2 core demonstration bases and strategically arrange demonstration sites at the three levels of county (district), township (town, subdistrict), and village (community) to accelerate the development of nut cooperatives.Leverage the leading role of these demonstration models to drive development in surrounding nut-growing areas of Lincang.

(3) Establish a Science and Technology Service Team

Led by the Office of the Leading Group for the Science and Technology Demonstration and Promotion Action (hereinafter referred to as the “Lincang Nut Quality and Efficiency Improvement Office”), established by the Lincang Nut Quality and Efficiency Improvement Sustainable Development Expert Team,with the cooperation of relevant departments such as the people’s governments of each county (district), the Municipal Forestry and Grassland Bureau, and the Municipal Agriculture and Rural Affairs Bureau. This initiative will integrate agricultural and forestry science and technology personnel at the municipal and county (district) levels to form the Lincang Nut Quality and Efficiency Improvement Science and Technology Service Team (Appendix 3). The team will operate under a grid-based management system, with unified training, scheduling, and management, to fully implement technical guidance from academicians and experts and carry out demonstration and promotion work.

(4) Strengthening Training for Technical Personnel

The Lincang Nut Quality and Efficiency Improvement Office, in collaboration with the team of academicians and experts, shall determine the training curriculum, compile technical training manuals, and ensure the effective implementation of technical training and service activities conducted by the team of academicians and experts in Lincang—organized by region, in batches, and at different levels.Implement a mentorship program: leveraging the demonstration bases established in each county (district), the office will commission the team of academicians and experts to train the respective county (district) science and technology service teams. These service teams will then be responsible for conducting technical training for local planting enterprises, large-scale growers, and professional cooperatives within their jurisdictions, ensuring that the technology is effectively implemented at the village, orchard, and tree levels, thereby cultivating a cohort of local “second-generation” practitioners.

(5) Establish a Lincang Nut Science and Technology Innovation Platform

Focusing on the high-quality development of Linchang’s nut industry, we will adhere to a technology-platform and talent-demand orientation, closely monitor the goals of building, supplementing, extending, and strengthening the entire industrial chain, and promote the establishment of the Linchang Nut Innovation Research Institute or the Research Institute for Innovative Utilization of Specialized Resources. Relying on this institute, we will introduce technology platforms from major universities, research institutions, and enterprises, as well as teams of academicians and experts, to carry out coordinated innovation. We will fully leverage the leading role of enterprises in innovation, tackle core technological challenges, and continuously advance the close integration of the innovation chain, industrial chain, capital chain, and talent chain.

(6) Advancing Key Technological Breakthroughs and the Transfer and Commercialization of Achievements in Lincang’s Nut Industry

Identify the technical bottlenecks in the development of Lincang’s nut industry, carry out scientific and technological research and the transfer and commercialization of technological achievements, and ensure that scientific and technological empowerment supports the entire process from “high-quality seeds” to “high-quality fruits” to “high-quality products.”Conduct the collection and evaluation of high-quality single-plant germplasm resources for Lincang nuts, as well as the screening of superior varieties; develop virus-free seedling propagation and breeding technologies for superior nut varieties; study the patterns of tree decline and mortality in nut orchards and corresponding prevention and control measures; research and apply green pest, disease, and rodent control technologies in orchards; and conduct research and integration of key technologies for high-yield cultivation in orchards(primarily including beekeeping for辅助 pollination in orchards, variety improvement in old orchards, simplified tree pruning, high-yield, high-quality, and labor-saving cultivation, research on the nutritional requirements of orchard soil, trees, and fruits along with the development of formulated fertilizers, and the development of ecological composite economic cultivation under forest canopies such as forest-bee, forest-grain, forest-livestock, and forest-medicine systems), research on key technologies for the quality and flavor of nut kernels and processed products, monitoring and early warning of hazardous pests and diseases,research and demonstration of mechanical harvesting, automated shelling, and sorting equipment for nuts; innovative product development for the comprehensive utilization of Linchang nut resources (including development of nut skins, shells, etc.); quality inspection and testing of Linchang nuts; and the establishment and refinement of a standards system. These efforts aim to foster scientific and technological achievements such as technologies, patents, and new products, and to continuously facilitate the transfer and commercialization of these innovations.

(7) Establishing Mechanisms to Link Farmers and Benefit the Agricultural Sector

Each county (district) shall, based on local conditions, select and establish diversified models such as “contract farming,” “equity-based,” “trustee-managed,” and “service-oriented” benefit-sharing mechanisms to increase income for farmers and collective economies.Guide leading enterprises and cooperatives to sign long-term purchase and sales contracts with farmers, standardizing planting standards, agricultural input supply, product procurement, and product branding. This will help farmers reduce production costs, labor costs, and management risks while increasing overall operational profits, thereby establishing and promoting the “contract-based” linkage model.For villages (communities) with over 10,000 mu of nut orchards, the “chain-leading enterprise (with collective economic equity) + specialized cooperative (base) + farmers + internet marketing” model is adopted. Under this model, cooperatives, village collectives, and farmers share dividends according to a predetermined ratio, incentivizing villagers to jointly manage orchards and promoting the “equity-based” linkage model.For growers who are unable to effectively manage their orchards due to working away from home, labor shortages, or other reasons, guide them to entrust orchard management to village collectives, leading enterprises, or specialized cooperatives, thereby establishing a “custodial” linkage model for promotion.Integrate primary and tertiary industries through the “Party Building + Enterprises + Cooperatives + Village Collectives + Farmers (formerly impoverished households)” model, establishing a “one cooperative, dual-binding” collaboration mechanism. By establishing service entities such as cooperatives and companies specializing in nut pruning, grafting, aerial pest control, and harvesting, effectively address farmers’ shortages of labor, technical expertise, and agricultural machinery, thereby forming a “service-oriented” collective linkage and promotion model.

(8) Promoting the Extension, Supplementation, and Strengthening of the Lincang Nut Industry Chain

Focusing on the city’s 1 million mu Lincang nut demonstration project, we will adhere to the requirements of industrialization, scale, standardization, and branding. We will uphold innovation-driven development to lead high-quality growth, and prioritize the development of industrial supply chains, value chains, capital chains, policy chains, and innovation chains.

1. Strengthen the development of deep processing systems. Improve the processing system covering primary processing, deep processing, and comprehensive utilization of nut products. Guide leading enterprises to develop nut kernels and their derivatives, including flavored nut-based foods, nut-derived cosmetics, health supplements, and novel functional foods. Promote the circular, full-value, and tiered utilization of processing by-products such as nut skins and shells. Establish Yongde County as the core zone for the development of the full nut industry chain and Zhenkang County as the key zone for deep processing of nuts.

2. Establish an online and offline trading center for the Lincang nut industry. Leveraging the city’s 217,640-mu base and coordinating with provincial bases in Pu’er, Baoshan, and Dehong, promote the construction of a modern trading center in Lincang that integrates warehousing, trading, logistics, e-commerce, and financial services, and concentrate efforts on building Yunxian County into a key zone for nut processing and trade.

3. Build the “Lincang Nuts” brand. Prominently feature the “Lincang Nuts” geographical indication on product packaging, promotional materials, and the official website. Establish a catalog of Lincang nut products, cultivate well-known brands, strengthen intellectual property protection, and enhance regional recognition. Strengthen the protection and supervision of trademarks and geographical indications.

4. Establish a marketing network system. Enhance the marketing capabilities of “Lincang Nuts,” promote the conversion of product value, formulate distinct brand strategies and marketing tactics, and actively shape the uniqueness of the Lincang Nuts brand. Leverage festivals, academic and cultural forums, the Lincang Yawu Festival, and other events to fully utilize high-traffic new media platforms such as Douyin, Kuaishou, and Taobao for promotion and live-streamed sales, thereby achieving brand empowerment and value appreciation.

IV. Work Plan

(I) 2023 Work Plan

1. July–August 2023

(1) Organize expert teams to continue conducting experimental demonstrations at the seven demonstration sites, ensuring proper pest and disease control as well as water and fertilizer management, and preparing for nut harvesting and yield assessment. (2) Consolidate agricultural and forestry science and technology personnel at the municipal and county (district) levels to form eight Linchang Nut Quality Improvement and Efficiency Enhancement Science and Technology Service Teams, each comprising over 100 members. These teams will undergo unified training, coordination, and management to fully implement technical guidance from academicians and experts and organize demonstration and promotion activities. (5) Complete the precise demarcation of the 1 million mu demonstration plots for Lincang nuts; further ascertain the planting area, actual production area, and operating entities for Lincang nuts across the city’s 8 counties (districts), and determine the demonstration area. (6) Relying on a team of academicians and experts, and building on prior experimental research and the seven existing experimental demonstration sites, establish five new demonstration sites. Assign responsible officials from the eight selected counties (districts) to oversee these sites. (7) Based on the results of previous research, address common issues in Lincang’s nut orchards—such as trees flowering but failing to bear fruit and low fruit-setting rates—by integrating provincial-level key science and technology projects to advance basic research, applied research, and the demonstration of key technology integration. Regarding the issue of tree decline and mortality in nut orchards, continue to investigate the patterns of tree decline and mortality in production areas, and conduct research on the causes and prevention and control measures for tree decline and mortality.(Responsible Units: Municipal Science and Technology Bureau, Municipal Forestry and Grassland Bureau, and People’s Governments of all counties and districts)

(8) Finalize training course outlines and organize training sessions on winter management techniques for nut cultivation. Trainees will include municipal and county (district) specialized technical service teams, township (town, subdistrict) agricultural and forestry technicians, village (community) technical experts, and large-scale growers, with a total of over 200 participants trained by the end of the year. (1) Each county (district) shall establish a dedicated task force. Focusing on the goal of building a 1 million-mu demonstration zone for quality improvement and efficiency enhancement of Linchang nuts, implement a grid-based responsibility system assigning specific personnel to each of the 1 million mu of demonstration areas. Adopt the “8+N” approach and have the “top leader” take the lead in overseeing demonstration work. Each county (district) shall establish 1–2 core demonstration bases and strategically arrange demonstration sites that link the county (district), township, and village levels.

Establish 12 demonstration sites to achieve full coverage of experimental and demonstration sites across all counties (districts), and designate responsible officials from 8 selected counties (districts) to oversee these demonstration sites. Each county (district) shall, based on local conditions, develop diversified models such as “contract-based,” “equity-based,” “trustee-based,” and “service-based” interest-linking mechanisms. (8) Conduct research and development on key and core technologies. Relying on research institutes, introduce scientific and technological platforms from major universities, research institutions, and enterprises, as well as teams of academicians and experts, to carry out coordinated innovation and tackle key and core technologies. This primarily includes:

① Collection, evaluation, and screening of high-quality single-plant germplasm resources for Lincang nuts, primarily involving the evaluation and utilization of existing nut variety resources; analysis of nut quality and identification of genes associated with specific traits; creation of new nut germplasm and development of new varieties; and screening of high-quality nut varieties suitable for Lincang’s development. ② Virus-free seedling production and propagation techniques for superior nut varieties; research on the patterns of tree decline and mortality in nut orchards and corresponding prevention and control measures, including investigations into the patterns of tree decline and mortality in nut-producing regions, as well as research on the causes and prevention of tree decline and mortality. ⑤ Research on key technologies for the quality and flavor of nut kernels and processed products, including the identification of unique quality attributes of nuts and the analysis of the mechanisms underlying the health effects of key functional components, as well as the R&D and application of key technologies for antioxidant preservation and flavor retention in nut products. ⑥ Research, development, and demonstration of equipment for mechanical harvesting, automatic shelling, and sorting of nuts. (9) Advance the development of a deep-processing system for Lincang nuts, focusing on establishing Yongde County as the core zone for the full nut industry chain and Zhenkang County as a key area for deep processing. (10) Build the “Lincang Nuts” brand, intensify promotional efforts for the “Lincang Nuts” geographical indication product, establish a catalog of Lincang nut products, strengthen intellectual property protection, and enhance regional recognition. (11) Establish and improve the marketing network system. Enhance the marketing power of “Lincang Nuts,” promote the conversion of product value, formulate clear brand and marketing strategies, and define brand positioning, core values, target markets, and target audiences. Actively shape the uniqueness of the Lincang Nuts brand in terms of product quality, user experience, marketing, and brand image to continuously meet the diverse needs of the market.Leveraging festivals, exhibitions, academic seminars, and the Asia-Pacific Micro-Festival, fully utilize high-traffic new media platforms such as Douyin, Kuaishou, and Taobao for promotion and live-streamed sales. Yield assessments will be conducted in the 1.4 million mu demonstration and promotion area as well as at research demonstration sites. The average yield of nuts (fresh fruit) in the demonstration area will reach 250 kilograms per mu, with a green-shelled nut output of 350,000 tons, achieving a total output value of 16 billion yuan. V. Support Measures

(1) Strengthen Organizational Guarantees.The implementation of the demonstration and promotion of quality and efficiency improvement technologies for Lincang walnuts will be comprehensively coordinated by the Leading Group for the Construction and Implementation of the Lincang Walnut Quality and Efficiency Improvement Sustainable Development Expert Team and the Science and Technology Demonstration and Promotion Action (hereinafter referred to as the “Leading Group”). Relevant municipal departments and the people’s governments of each county (district) will assume specific responsibilities in accordance with their assigned tasks, formulate implementation plans, refine policies and supporting measures, and improve basic supporting infrastructure such as water conservancy facilities to ensure the completion of the high-quality development goals and tasks for the Lincang walnut industry.

(2) Strengthening Scientific and Technological Support. The demonstration and promotion of quality and efficiency improvement technologies for Lincang nuts will be organically integrated with the research and demonstration project on key technologies for high-yield cultivation of Lincang nuts, as well as the creation of Yongde County as a model county for scientific and technological innovation in characteristic industries (nuts and vegetables). Scientific and technological innovation will serve as the driving force for the development of the Lincang nut industry; research and development systems and mechanisms will be innovated to mobilize technical resources from all parties.Strengthen the cultivation of local scientific and technological talent and the recruitment of domestic and international experts; encourage enterprises to engage in technological innovation and actively participate in the development of the Lincang nut industry; enhance the demonstration and leading role; and ensure that all technical measures are fully implemented and yield tangible results.The Lincang Nut Quality Improvement and Efficiency Enhancement Office and the Lincang Industrial Group shall establish long-term, effective mechanisms for basic research, applied research, and the commercialization of scientific and technological innovations with teams of academicians and experts. They shall deeply advance the integration of the innovation chain, industrial chain, capital chain, and talent chain to accelerate the transformation of scientific and technological achievements into real productive capacity, thereby empowering the high-quality development of Lincang’s nut industry through technological innovation.

(3) Increase Financial Investment. Coordinate and integrate projects and funds from relevant departments to substantially increase investment in the infrastructure development of the Lincang nut production base. Actively guide and support enterprises, specialized cooperatives, large-scale growers, and farmers to increase their investment and participation in industrial development, forming a development model characterized by government guidance, market-oriented operations, leadership from key enterprises, active participation by forestry farmers, and supporting policy services from relevant departments, thereby jointly promoting the sustained and healthy development of the Lincang nut industry.Municipal and county (district) governments shall allocate funds from the forest and grassland vegetation restoration fee to the development of the forestry and grassland industries, providing support for the Lincang nut industry. Funds secured from national and provincial sources for Lincang nut projects must be promptly disbursed to construction units; they must not be withheld, misappropriated, or consolidated.Operating expenses for expert teams and members of the municipal-level Lincang Nut Quality Improvement and Efficiency Enhancement Science and Technology Service Team shall be coordinated by the municipal finance department, while operating expenses for county (district)-level Lincang Nut Quality Improvement and Efficiency Enhancement Science and Technology Service Teams shall be covered by the respective county (district) finance departments.

(4) Strengthen Supervision and Inspection. The Lincang Nut Quality Improvement and Efficiency Enhancement Office shall be responsible for regularly collecting information on the demonstration and promotion of relevant technologies. In accordance with the unified arrangements of the Leading Group, it shall organize regular and ad hoc supervision and inspection activities. The Municipal Government shall convene special meetings to regularly hear work reports, promptly study and resolve existing issues, and ensure the effectiveness of the work.
